Convergence and divergence issues in strategic management – Indonesia's experience with the Balanced Scorecard in HR management

Globalization pressures escalate competitiveness and, in response, global companies tend to adopt a handful of Western management practices. One of these is the Balanced Scorecard. However, empirical evidence assessing the transferability and effectiveness of Western best practices into Asian countries is scarce. In particular, empirical evidence relating to the effectiveness of Balanced Scorecard implementations is limited, as is the impact of Asian Balanced Scorecard contextual variables. This article contributes to this gap through the study of a Central Bank of Indonesia (BI) Balanced Scorecard implementation within a conceptual framework that explores convergence and divergence of global management practices. The lessons learned discuss how divergent factors such as national culture, leadership styles, organizational culture and human resource management practices can influence Asian context Balanced Scorecard implementations.     

Speculative hyperinflations and currency substitution

We propose a rational expectations framework for understanding speculative hyperinflations that end in response to ‘orthodox’ stabilization programs. Motivated by a strong degree of hysteresis in the stock of real balances after the end of hyperinflations, we provide a cash-and-credit model in which the money demand exhibits persistence because individuals can establish long-lasting credit relationships. We use the model to show that if hysteresis in real balances is possible then a fiscal–monetary reform that successfully stops a speculative hyperinflation may fail to prevent it. We argue that speculative hyperinflationary equilibria are consistent with some key stylized facts observed in extreme hyperinflations.     

History lessons

We discuss four frequently overlapping developments in the brief history of efficiency analysis. The developments involve modes of invention, graduate students, international travel, and influential but under-appreciated scholars. We suggest lessons to be learned from each.

Leader Development Through Reading and Reflection

The current investigation serves to assess the usefulness, lessons learned, and leader development of eight male students in a senior level university leadership class based on reading and reflection. Thematic analysis of participants’ responses revealed three major themes to explain students’ lessons learned in leader development through journaling: (a) Relationship Development, (b) Technical Skill Development, and (c) Awareness Development. Support exists for the effectiveness of reading and reflection as a pedagogical tool for leader lesson development with a college‐age sample.

The trend toward accountability: What does it mean for HR managers?

The purpose of this paper is to provide an overview of the accountability trend and what this trend means for HR managers. We begin by defining performance measurement and its relationship to performance management and evaluation. We then discuss the legislative incentives behind federal performance measurement, such as the Government Performance and Results Act (GPRA), that are designed to improve the effectiveness, efficiency, and accountability of taxpayer funded programs and how these initiatives affect HR programs. Following this, we review the implications for HR professionals and the fundamental concepts of performance measurement, including common performance measurement methodologies. Finally, we conclude by highlighting the challenges of implementing a performance management system, as well as lessons learned from agencies who have implemented performance measurement or management systems in the past.

America's Engagement in Iraq: Insights and implications for public management research

Abstract

There are lessons to be learned in the matter of public management in Iraq and Afghanistan, especially in the importance of the management cultures in which decisions are made. This review is of four books, by different authors, sharing their journalist approach. Four shared themes emerge from these works: the importance of training, organizational culture, strategy, and governance. The authors develop an awareness of the inter-connectivity of the leadership and management cultures of the military and civilians, with significant implications for future public management research. Each of the four books in this review offers contributions that extend the knowledge and practice of public management and public policy, providing hard-learned lessons that can be cross walked into teaching, practice, and research.     

Human resource center concept: The A.T.&T. experience

There were many lessons learned in this experiment; among them: that change efforts must be systemwide and must be directed at those problems which represent the greatest barriers to change. While this project failed, the authors find and spell out the conditions in which it could have been an adequate vehicle.

Mobile Applications: Situating Leadership Education

Florida State University has recently introduced the LEAD (Lead, Engage, Apply, Develop) Mobile Application for undergraduate students. The innovative platform has situated potential building of leadership capacity directly into the hands of students. Individual modules are available in the mobile application and designed to introduce leadership concepts, activities for users to practice applying these theories to their own reality, and reflection for students to make meaning from the theories learned and their application. The current article explores the application's innovative features, lessons learned from the development, and implications for leadership educators and learners.

Mutual Caring—Resolving Habituation Through Awareness: Supporting Meaningful Learning From Projects

This study used Grounded Theory methodology and developed an emergent theory of Mutual Caring. The main concern was Habituation to ineffective lessons learned sharing practices. Habituation is resolved through Mutual Caring, a socially and psychologically adaptive process. Mutual Caring involves comfortable conversations, engaging/sharing, and developing self‐confidence, resulting in an enhanced wisdom pool. This paper extends the emphasis on tangible knowledge‐sharing mechanisms. Mutual Caring could lead to better outcomes, such as more accessible and usable knowledge, a project management wisdom pool, and criteria for improved dyadic relationships to enhance project learning.     

Cheap Labor Strategies and Export-Oriented Industrialization: Some Lessons from the Los Angeles/East Asia Apparel Connection

In today's global manufacturing system, production is increasingly dispersed across borders. Particularly noteworthy is the rapid expansion of industrial exports from third world countries, especially the NICs of East Asia. With the entry of the formerly socialist countries of eastern Europe into the global capitalist economy, the dynamics of global economic restructuring are likely to change. This paper focuses on the lessons that can be learned from studying trans-Pacific global commodity chains, drawing out implications for East-Central Europe. In particular, we explore the role of flexibilization, subcontracting and state policy.
