The Impact of WTO Accession on China's Insurance Industry

This article provides an overview of China's commitments to the WTO with respect to the insurance sector, along with an analysis of the major issues to be faced by China's insurance industry following WTO accession.     

加入WTO后国有企业的人才竞争策略

我国的企业在加入WTO后，面临众多的竞争，但归根到底是人才的竞争。我们必须未雨绸缪，在人力资源的开发和使用上，做好应战的准备，迎接我国加入WTO的新挑战。本文首先分析了人才竞争的趋势和特点，接着剖视了国有企业在人才竞争中面临的困境，最后提出了入世后人才竞争的对策措施，对国有企业具有一定的预警和借鉴意义。     

Costly refocusing,the diversification discount,and the pervasiveness of diversified firms

I develop a stationary real options model with corporate restructuring costs that endogenously generates a diversification discount. This result requires that restructuring costs associated with spin-offs (refocusing moves) be significantly larger than those associated with acquisitions (diversifying moves). The discount is due to the fact that diversified firms performing poorly will still delay refocusing, given the high cost of implementing this strategy. The model delivers the counter-intuitive implication that the higher the (average) discount observed in the economy, the higher the (average) proportion of diversified firms.     

China in the World Trade Organization: Antidumping and Safeguards

China finds itself in a unique situation on antidumping andsafeguard issues. It is by far the main target of antidumpingmeasures, but (so far) one of the smallest users of such measures.China's World Trade Organization (WTO) accession protocol includesstringent antidumping and safeguard provisions that its tradingpartners may use against its exports. The article examines threerelated concerns: how quickly large developing economies canbecome intensive users of antidumping measures, an evolutionraising concerns about China's recent antidumping enforcement;how China could minimize its exposure to foreign antidumpingcases, a recipe for both improving trade outcomes and for China'staking a leading role in reforming WTO antidumping; and theopportunities that the Doha Round of trade negotiations offerto China for negotiating stricter disciplines both on WTO contingentprotection and on the use by China's trading partners of thespecial provisions included in China's accession protocol.     

外资银行的中国战略研究

在中国加入WT0后银行业对外开放的背景下,外资银行对中国银行业的影响范围和深度都逐渐加大.本文分析了外资银行的中国战略及其对中资银行的影响,认为:一方面,中资银行应对外资银行在华的发展现状及其动态进行深入研究,并对其市场进入战略、客户与业务拓展战略、地域拓展战略以及竞争与合作战略采取积极的对策;另一方面,从中国金融体系的高度出发,外资银行的中国战略顺利实施及其在中国的进一步扩张,在某种程度上是符合中国银行业未来发展趋势的,有利于增强中国金融体系的稳定性和竞争力.     

Total Factor Productivity,Foreign Direct Investment,and Entry Barriers in the Chinese Automotive Industry

We explore three questions on foreign direct investment (FDI): (1) What are the differences in entry barriers for foreign, public, and private investors? (2) What are the effects of past productivity levels on future foreign direct investment (FDI) decisions? (3) What is the effect of equity structure on future total factor productivity (TFP) levels? The empirical results based on a monopolistic competition model and using a firm-level data set from the Chinese automobile industry suggest that foreign investors face higher entry barriers and react stronger to past TFP levels. FDI is also found to improve future TFP more than other forms of investment. Finally, World Trade Organization (WTO) accession is found to reduce entry barriers for foreign and domestic private investors while increasing entry barriers for public investors.     

关于我国贸易税收政策的再思考:基于风险管理的视角

我国入世后被诉至WTO的两起与税收直接相关的贸易争端案件可以从不同角度进行研究。从风险的视角看,它们揭示出我国贸易税收政策面临着因与WTO规则不完全相符而被他国指控的风险,这与税收在国际贸易中发挥日益重要作用的国际发展趋势一致。因此,将风险管理的理念引入我国贸易税收政策的制定中,加强防范及控制相关政策风险的研究具有必要性和紧迫性。     

论入世后我国税收优惠政策的完善

WTO作为政府间国际组织 ,既建立了法律框架 ,又确立了监督实施机制 ,因此 ,入世后首当其冲受到冲击的是政府的行为方式及其所制定的各项政策。本文从正反两方面初步剖析入世后我国税收优惠政策的自我完善与自我保护。     

农村公共产品、农民国民待遇与农业发展

农村公共产品的供给不足和农民自我国负担也是农民负担。随着中国加入WTO，政府对农业产业的支持和保护应由过去的流通领域转移到生产领域，为农业再生产提供必需的外部条件，使农业投资大体可获取平均利润。为此，政府应当前农村提供充足的公共产品，并在其他方面给农民以国民待遇。

论反倾销中的替代国制度及我国的法律对策

替代国制度作为反倾销调查中针对“非市场经济”国家出口产品计算“正常价值”的一种特殊方法，其合法性被WTO规则所确认。该制度存在理论基础界定不明，实践中被进口国滥用等缺陷，宜从明确非市场经济国家标准、限制替代国适用等方面进行完善。中国作为替代国制度滥用的最大受害国之一，在国际层面，应正确解读《中国入世议定书》第15条、运用WTO争端解决机制、积极签署多边或双边协定、警惕“特殊市场状况”条款、采取适度合理的贸易保护反制措施等，在国内层面，应进一步推动市场化改革、完善反倾销法、建立反倾销调查预警机制、主动提供替代国等，统筹考量、综合权衡、精准对策，充分依据既有国际贸易规则，以期切实维护国家和企业在国际贸易中的合法权益。     

论我国的税收优惠制度

税收优惠制度本属一国主权范围 ,但随着世界经济一体化程度加深 ,一国的税收优惠制度的制定及作用的发挥离不开其他国家 ,因此需从国际化的角度加以评价。中国加入世界贸易组织后 ,税收优惠制度更需从国际角度进行分析。本文拟从经济和法律角度对税收优惠制度进行分析并对中国的税收优惠制度作出评价及展望。

国内金融市场完全开放对国有商业银行的影响

按照入世协定书中的开放时间表,我国在入世5年后也即2006年底将实行金融业的全面开放。本文认为,我国金融市场完全开放将对国内商业银行带来深远影响:一是在政策层面,经济政策、金融政策、配套政策的进一步开放将使金融业的进入门槛降低,从而带来竞争主体的多元和竞争的更加市场化;二是在市场层面,客户的金融知识的普及和客户的议价能力的提高造成客户对银行需求也在不断提高;三是在竞争层面上,竞争主体、竞争模式和竞争手段的改变将使银行业面临更为复杂的竞争局面。为应对上述影响,国有商业银行应根据自身优势,扬长避短,根据不同情况,综合运用不同战略,以期达到持续发展的目标。     

Growth, crisis and change in the insurance industry: a retrospect

The insurance industry currently finds itself in a revolutionary situation characterized, in part, by the impact of new direct marketing techniques, facilitated by new technologies; by corporate restructuring and the creation of international mega-corporations; and by the accelerating globalization of the industry. This article surveys recent research on insurance history with the aim of placing these developments in their long-run context. Three areas are examined for evidence of continuities and discontinuities with the past: namely, the impact of technology, the interaction between markets and organizational change, and the globalization of insurance and its relationship to economic growth.     

The Performance Consequences of Operational Restructurings

This study provides new evidence on the long-term performance effects of operational restructurings. While managers claim that restructurings increase the efficiency and profitability of companies, prior studies using accounting data have reached mixed conclusions regarding the post-restructuring operational effectiveness of these events. Using metrics that provide control for firm and industry performance in the absence of restructuring, and examining a time horizon extending five years subsequent to the restructuring, our results are not consistent with an improvement in operating performance resulting from restructuring after controlling for ex ante expectations of firm and industry performance. 新形势下广东省制造业利用外资研究

改革开放以来,外资为广东省制造业大省地位的奠定乃至全国的经济发展做出了不容忽视的贡献。然而伴随着我国加入WTO过渡期结束、国内外引资竞争日益激烈、美国次贷危机爆发,以及人民币升值等一系列形势变化,广东省在吸引外资方面的优势明显减弱。与此同时,广东省制造业利用外资过程中也存在一些问题,已不能适应广东经济进一步发展的需要。本文在分析广东省制造业利用外资的现状特征、存在问题的基础上,对新形势下广东省制造业如何引资并合理利用外资以推动制造业产业升级,促进广东省经济发展提出了政策建议。
