Growing concern for poverty in the face of declining agricultural research budgets has increasingly required formal priority setting of public agricultural research in developing countries to ensure that scarce research resources are allocated in ways that will have the greatest impact on the poor. This paper assessed the potential impacts of alternative commodity research programs on poverty reduction in three agro-ecological zones of Nigeria and identified strategic agricultural research priorities in the three zones. The paper discusses the poverty reduction-based priorities and their role in facilitating dialogue between research managers and policymakers aimed at sharpening the focus of agricultural research to achieve poverty reduction objectives in Nigeria.  相似文献

Agricultural research in South and South-east Asia was started by a mix of private companies, commodity groups and governments. In the 1960s and 1970s, government research increased rapidly, commodity groups declined in importance and there were signs of private research growth. Recently, the increased demand for modern inputs and changes in government policy provide greater incentives for private research, but first they have to resolve a number of issues about the role private research should play in their societies.  相似文献

While it is widely recognized that agricultural research is a key driver of broad-based technological change in agriculture that benefits the poor in many different ways, little is known about its aggregate impacts on productivity growth and poverty reduction in sub-Saharan Africa (SSA). Using a polynomial distributed lag structure for agricultural research within a simultaneous system of equations framework, this paper first demonstrates that agricultural research contributes significantly to productivity growth in SSA. Productivity growth is again shown to raise per capita incomes, with income increases finally having significant poverty-reducing effects. With an aggregate rate of return of 55%, the payoffs to agricultural research are also impressive. Agricultural research currently reduces the number of poor by 2.3 million or 0.8% annually. While the actual impacts are not large enough to more than offset the poverty-increasing effects of population growth and environmental degradation, the potential impacts of agricultural research are far greater. Apart from low research investments, SSA faces several constraints outside the research system that hinder realization of potential research benefits. The results show that doubling research investments in SSA would reduce poverty by 9% annually. However, this would not be realized without more efficient extension, credit, and input supply systems.  相似文献

It is based on papers presented at a pre-conference workshop held at the International Conference of Agricultural Economists at Foz do Iguaçu, Brazil in August 2012. Japan is well known for its restrictions on food imports. Less well known is the fact that South Korea and Taiwan are also protective of their agricultural sectors. This protectionism began early this century when all three countries were part of the Japanese Empire, and it has increased rapidly during the 1960s and 1970s. Agriculture is a significant component of the Central Asian economies. Since independence, the republics have implemented agricultural reforms in varying measure, yet production has fallen sharply across the region. The more ambitious agricultural reform programs have included measures aimed at liberalizing agricultural marketing, trade and prices. However, so far the expected supply response has yet to emerge. The objective of this paper is to highlight key policy and research issues surrounding reform of agricultural markets. It summarizes the main features of agricultural performance since the reforms, highlighting trends in grain and cotton, livestock, input use, and trade and analyzes key constraints to improvement of the sector, emphasizing price policy, sequencing problems, and institutional weakness. It presents a research agenda by identifying the main research needs for better agricultural policy design. It calls for more research on input and output market efficiency, private sector development, the effects of reform on farmers, sequencing issues, comparative advantage, water management, land tenure and farm size.  相似文献

In many areas of Africa, rural livelihoods depend heavily on subsistence farming. Using improved agricultural technologies can increase productivity in smallholder agriculture and thus raise household income and reduce poverty. Data from a nationally representative rural household survey from 2005 is used to assess the impact of four technologies – improved maize seeds, improved granaries, tractor mechanization, and animal traction – on household income in Mozambique. To ensure the robustness of the results, three econometric approaches were used: the doubly-robust estimator, sub-classification and regression, and matching and regression. The results show that, overall, using an improved technology did not have a statistically significant impact on household income. This may be associated with a widespread drought that occurred in 2005. Despite drought, distinguishing between households based on propensity score quintiles revealed that using improved technologies, especially improved maize seeds and tractors, significantly increased the income of those households who had better market access. Thus, to allow households to benefit from the use of improved technologies, policy makers need to reduce structural impediments to market participation by ensuring adequate road infrastructure and enabling access to markets.  相似文献

The United States Agency for International Development (USAID), like many other development agencies and donors, increasingly emphasizes evidence-based programming. This requires assessments of project performance at all stages of implementation, comprising ex-ante impact assessment, monitoring and evaluation, and ex-post attribution of outcomes. Ex-ante impact assessment, in particular, involves performing Cost-Benefit Analysis (CBA) to determine the Expected Net Present Value (ENPV) of the project in question. Unfortunately, the traditional ENPV approach has proven inadequate for dealing with uncertainty in the timing of investments and flexibility in future decision making. This is especially relevant for Research and Development (R&D) projects which require several stages of product development and multiple rounds of testing prior to releasing final products. As a consequence, the real-options approach to CBA has increasingly been used to evaluate private sector R&D projects. This paper advocates for the adoption of the real options approach in the evaluation of public investments in agricultural research, and illustrates its practical utility with an assessment conducted by USAID to determine the economic viability of a proposed project to develop improved varieties of critical food security crops in Uganda.  相似文献

Cassava in Malawi is the second most important staple food crop after maize. This paper assesses the impact of agricultural research for development approach in Malawi on cassava yields, per capita area planted to cassava and household calorie intake from cassava and maize. Given the growing interest over the past decade in agricultural research for development as an innovation systems approach for improving the delivery of research-derived benefits to smallholder farmers and having impact in Africa, this paper provides empirical evidence as to the effects of this framework. The paper concludes that Malawi’s cassava research for development has contributed to measurable gains in area planted to cassava, cassava yields and household caloric intake.  相似文献

Over 5 years of participatory on-farm research, market access, profitability, farming systems productivity and economic sustainability were compared on 100 small-scale farms in Central Cameroon. Integration technology based on the use of agricultural by-products as fishpond inputs was the driver for intensification. Over all farms, fishpond productivity increased from 498 kg to 1609 kg fish/ha (2145 kg/ha/yr). During the project period, the number of active fish farmers increased from 15 to 192 (including 55 farms which participated only through information exchange). Over all farms, net returns from aquaculture increased by 5 times over pre-project levels. Productivity, intensity and profitability increased more significantly in periurban areas with good market access, compared to rural areas. Among farmers with good market access, average net income from the aquaculture enterprise rose from $118 up to $1485. Research-Extension Team (RET) support cost an average of $61,300 per year. Over 5 years, rural farmers recaptured 23% of the relevant RET investment compared to 442% by periurban farmers. Likewise, increase in production attributable to RET intervention was higher for periurban (253%) compared to rural (11.3%) fish farmers. Within 3 years of the end of extension support, rural farmers had returned to pre-project production levels, whereas periurban farms had better maintained their productivity and profitability. Findings indicate that, in areas with little or no access to markets, the number of fishponds and fish farmers can be increased and yields improved, increasing local food supplies, but sustainability in the absence of extension subsidies is questionable. To achieve either of the two principal goals for the sector, food security and/or poverty alleviation, investments need to be made in improving the availability of quality technical assistance to targeted farmers and finding means of reducing social conflict arising from perceived inequalities in the accrual of the benefits of development.  相似文献
