转型时期地方政府利益偏好与经济增长

地方政府的集体利益偏好就是追求预算外收入。以此为逻辑起点,利用1985—2010年省级面板数据的检验表明,官员集团(尤其是中下层官员)"预算外收入"的集体利益偏好与高层官员"政治晋升"的个体利益偏好、地方政府的利益激励与中央政府的经济增长目标高度共融。不同时期差异显著:1993年以前,地方政府追逐预算外收入可以促进经济增长,但经济增长反过来会抑制地方政府的预算外收入扩张;1993年之后,二者相互促进,且预算外收入对经济增长的产出弹性大于之前。根据两阶段的实证结果差异,可以进一步推知,对于整个地方政府而言,政治晋升激励优先于以预算外收入为主要表现的财政激励。随着现有地方政府行为模式负效应尽显,经济转型亟需优化对地方政府的效用偏好,并增强财政约束与施政过程监督。     

政治周期、选择性环境管制与环境绩效

本文基于政治经济周期模型和整体博奔方法,对我国地方官员在环境管制领域的机会主义行为进行分析和实证研究.分析认为,在晋升锦标赛和现行激励体制下,地方官员在环境管制方面偏好于选择性执行,并且中央政府无法对地方官员机会主义的整体博弈行为进行处罚,因而表现出环境管制的政治周期特征.结果表明,我国"两会"召开周期与能耗强度的周期波动之间存在显著相关性,政治周期对能耗强度的降低产生了一定的影响.     

我国招商引资制度对经济增长路径的影响

文章分析了我国目前政府全员招商的现状与特征,并从政府招商的优惠政策、招商的企业偏好等方面探讨我国政府全员招商制度对经济发展所带来的影响,较为深入地剖析了现行招商制度与经济增长的关系。     

财政分权、政府行为与地区经济增长

分税制以后,经济增长的主要政治推动力从中央政府转到地方政府。政府行为的市场化不仅为地区经济增长提供了推动力,也为地方政府官员运用现有权力和可控资源进行寻租提供了可能。从地市级层面上探究地方政府行为对银行信贷与经济增长关系的影响,并将官员腐败纳入地方政府产生干预行为的动机,可以发现,地方政府在多重利益驱动下产生的银行信贷干预行为,会对不同地区和不同类型的地市经济产生不同的影响。财政激励、晋升激励、腐败都会对银行信贷与经济增长的关系产生重要影响,但在地区之间存在差异,而且三种利益动机驱动下产生的信贷干预行为的影响程度同样存在差异,其中晋升激励和腐败行为的影响更大。     

地方官员推动了城镇化吗？--基于江西省地级市的经验证据

在我国现行政绩观和相关制度背景下，地方官员对城镇化发展会存在独特的“偏好”，并在城镇化进程中经常扮演重要的角色，因此地方官员是理解城镇化快速发展的重要一环。本文结合江西省地级市的经验数据，运用倍差法实证分析并定量提取市长和市委书记对辖区城镇化的净影响，发现地方官员对当前城镇化发展具有显著的正相关关系，进而论证了地方官员推动了城镇化发展的假说。     

“撤乡并镇”改革对基层政府治理影响的理论分析

本文旨在研究横向的地方治理结构调整对基层政府治理状况的影响。具体来说,本文将对"撤乡并镇"这一地方政府辖区优化调整进行介绍,并在理论框架下分析它对地方政府治理的影响。     

财政分权、晋升激励和地方政府义务教育供给

我国财政分权的实践在不受"用手投票"和"用脚投票"机制约束的条件下,不能促进义务教育的供给.本文使用1978-2008年28个省际面板数据,实证分析了在财政分权和晋升激励下地方政府的义务教育供给情况.结果显示:财政分权对地方政府的义务教育供给起负作用,在财政资金有限的情况下,政府扩大义务教育供给和发展经济增长处于顾此失彼的境地.原因在于:在以GDP为考核指标的晋升激励下,地方政府更热衷于基础设施建设等经济方面的支出而压缩短期内不拉动GDP增长的义务教育支出.另外,本文发现财政分权对教育供给存在地区差异并且在此基础上得到了一些政策启示.     

中国城市土地市场化进程中的地方政府行为研究

在现行土地产权制度空间下,地方政府成为中国城市土地市场化成功与否的内生性构成要素。作为一个增长导向的适应性调整主体和城市土地的实际剩余控制者,地方政府具备了对土地要素进行符合自身效用函数配置的能力。城市土地市场上,地方政府的行为取向是其所面对的外部激励约束条件的函数,软约束的制度环境使其行为选择的理性必然异化为行为结果的非理性。     

廉租房政策执行不力问题研究:基于消费者行为理论

笔者借助消费者行为理论,对地方政府廉租房政策执行不力的问题进行探讨,基于经济人假设,认为地方政府具有"经济人"特征,运用消费者行为理论中的无差异曲线和预算线分析地方政府的行为决策。作者认为,在经济人假设下,地方政府在廉租房政策执行过程中必然存在不合理的建设资金投入现象,一味加大财政支出具有无效性,廉租房建设资金两种取向的机会成本、政府行为偏好、住房分配监督机制等是提高政府执行力的关键因素。     

物业税成为我国地方主体税种的可能性分析
