新能源产业价格补贴该由谁来买单

本文通过能源生产与消费的四阶段博弈模型,比较分析了新能源价格补贴三种不同分摊方式下最优价格与社会福利差异。结果表明:价格方面,市场规模较低时,消费方分摊方式的补贴价格最高,传统能源企业分摊方式最低。社会福利方面,电力市场规模、新能源企业成本系数与污染物损害程度越大,传统能源企业分摊方式下的社会福利越大。因此,未来我国新能源价格补贴应由消费者分摊方式逐步向传统能源企业分摊方式转变。     

基于Stackelberg博弈的新能源汽车补贴对象策略研究

国家对新能源汽车产业链的补贴可以分为对制造商、运营商和消费者的补贴。本文从供应链管理的视角来研究价格补贴问题,通过模型化的方法分析价格补贴给内需和供应链带来的影响,将新能源汽车制造商和运营商的关系视为由新能源汽车制造商主导的Stackelberg主从博弈。讨论了不同补贴影响系数下,补贴对象的不同所增加的销售量和供应链利润有何不同,并给出一个算例。     

使用成本—新能源汽车价格补贴的落脚点

为应对购车成本的增加,中国政府给予新能源汽车提供了价格补贴。本文分析发展新能源汽车,政府给予价格补贴的必要性;对比分析新能源汽车与传统内燃机汽车的使用成本,指出新能源汽车的能源消耗的成本有明显的优势,但考虑汽车折旧成本,其优势不大。基于此,本文提出应在汽车使用环节,进一步给予新能源汽车一定的价格补贴,以降低其综合使用成本,为新能源汽车的可持续发展提供支持。     

中国家庭间接能源消费变化及不平等

文章利用2013年和2018年的CHIP数据,构建完全分解模型和不平等指数,分析我国家庭间接能源消费变化的驱动效应以及不平等程度。研究发现,家庭间接能源消费变化的驱动效应中消费结构和收入效应的贡献度较高,并且间接能源消费随着可支配收入的增加而增加;但不平等程度有所缓解,基尼系数下降约2个百分点。进一步探究间接能源消费不平等缩小的原因,将基尼系数进行结构分解发现,间接能源消费分项支出的增加会缩小间接能源消费的差距;将泰尔指数进行分解发现,城乡间接能源消费差距略有扩大,但是城镇内部和农村内部差距在缩小。回归分解的结果表明,可支配收入、是否居住在城市、城镇化水平以及受教育程度是影响间接能源消费差距的关键因素。     

进出口贸易、劳动力市场与收入

贸易自由化直接影响到我国经济发展,居民收入水平的高低直接关系到居民生活的福利水平和劳动力市场的就业及资源配置效率。 文章经过理论分析表明:进口贸易会通过竞争效应降低劳动力收入、价格效应和技术效应提高劳动力收入,也会通过影响劳动力市场就业进而对劳动力收入产生影响;出口贸易会通过吸引劳动力就业提高收入,但是非正规就业会降低收入,也会通过增加就业岗位促进劳动力市场劳动力流动,进而对劳动力收入产生影响。 因此,在进一步扩大对外开放的同时,也要充分关注劳动者群体的报酬和福利。     

节能减排与能源税使用的经济技术条件分析

以减排量为切入点分析了适用能源税的经济技术条件,这些条件由传统能源的边际需求、需求量、价格、排放属性、获得新能源的难易程度(用新能源价格表示)及新能源的排放属性等要素组成。只有在条件满足时,能源税的征收才会促进减排量增加,因此为使能源税发挥作用并且带来的负面经济影响最小,政府要以促进生产技术进步、提高能源利用效率和倡导低碳消费作为政策着力点。     

阶梯电价之后应该引入峰谷电价吗——对中国居民电价政策的价格补贴与效率成本评估

本文基于Ramsey定价理论和认知价格响应假设构建了在阶梯电价基础上引入峰谷电价的政策评估模型,从定价机理角度回答了居民电价改革的理论和政策问题.本文发现,峰谷电价的引入会带来价格补贴和效率成本并存的福利效应“组合”特征,样本代表性用户在峰段会享受价格补贴,而在谷段则承担效率成本,综合效果是享受到约0.21～0.38元/KWh的价格补贴.价格补贴和效率成本均随用电量增加而增加,但变化趋势却不同.用户的用电量越多,享受补贴并非越多,而是终将消失,而且高消费用户在补贴低消费用户.这些定价特征反映出阶梯电价和峰谷电价之间存在效果冲突,难以提高电价效率和促进公平,因此全国进一步推广峰谷电价缺乏合理依据.坚持“保基本”理念的价格主管部门未能准确把握中国居民电力用户的需求特征及定价政策的实际效果.居民电价改革需在电力体制改革的框架下协调推进.居民用电定价机制的改革成效取决于市场的形成和竞争的引入,关键在于竞争性电力批发的结构重组和机制设计,而非管制定价方式的简单调整.     

发展新能源产业的价格对策研究

新能源主要包括风能、太阳能、海洋能、地热能、生物质能以及由可再生能源衍生出来的生物燃料和氢燃料所产生的能量,属于传统能源以外的各种能源形式,具有储量大、可再生性强、清洁环保等优势。发展风电、光伏发电、核电以实现燃煤、燃油、燃气电厂的化石能源替代,发展生物质能生产乙醇汽油、生物柴油以实现石油替代,成为能源发展的新方向。通过论述新能源产业在我国的发展状况,在分析新能源产业发展中价格问题的基础上,提出产品定价机制、价格激励机制、价格补贴机制创新等方面完善价格政策,促进新能源产业发展。     

从消费函数理论看房地产财富效应的作用机制

众多研究表明，地产财富效应比股市财富效应有更强的影响力。由于房地产价格、居民收入和利率波动的不确定性及居民资产的多元性，要定量分析房地产对消费的影响存在较多困难。通过持久收入理论和生命周期理论的分析，从不同角度体现房地产财富效应的作用，过LC—PIH模型可对此进行更为全面的诠释，即持续上涨的房地产市场，既增加公众财富，又增强市场信心，扩大短期边际消费倾向，促进消费扩张，进而推动经济增长。当然，续下跌的房地产所形成的负财富效应也会对经济增长产生副作用。

目前,我国新能源产业发展仍然存在缺乏明确的新能源价格策略定位、培育新能源市场步伐较慢、新能源产品定价机制不完善、新能源价格激励机制不健全等问题.应通过建立健全新能源行业管理体系、进一步完善新能源产品定价机制、建立更加有效的新能源价格激励机制、不断完善新能源产品价格补贴机制等策略,促进我国新能源产业持续健康发展.
