Nowadays, the impact of the measurement and testing infrastructure on economic performance and trade is theoretically and even politically widely accepted. However, there are no empirical studies on this issue. The purpose of this paper is to elucidate the impact of innovative capacity and technical standards as one important part of the measurement and testing infrastructure on international trade flows and competitiveness. In order to focus on the direct causality between innovative technology and measurement and testing standards and the respective market, the empirical analysis concentrates on the trade of measurement and testing products of a country with a top position in measurement and testing technology. In its empirical analysis of Switzerland’s trade flows with Germany, France and the UK, the paper follows the approach of the pioneering paper of Swann et al. (Economic Journal 106 (1996) 1297), who integrated for the first time technical standards as a technology indicator in the estimation of UK trade performance. The trade flows in measurement and testing products from 1980 until 1995 are explained by both an indicator for innovative capacity and for the degree of standardisation. The first indicator is based on the patent applications at the European patent office. The latter uses the stocks of technical standards in the countries differentiated by their regional scope. Four different trade equations are analysed, besides an export and an import function, the trade balance and the intra-industry trade. The results clearly show that both Switzerland’s innovative capacity and its stocks of standards are able to explain its export performance in the three countries. Secondly, especially the stocks of international standards in Switzerland have a positive impact on imports into Switzerland from the three countries, confirming their positive role for fostering trade in general. Thirdly, Switzerland’s export surplus concerning the three trade partners is positively affected by the stocks of international standards in Switzerland, which seem to be an important factor for international competitiveness. Finally, the results of the intra-industry model underline the common view of the general trade-fostering effect of even national standards in the case of the trade with the three countries.  相似文献

We examine the market power of a seller who repeatedly offers upgraded versions of a product. In the case of pure monopoly, the seller also controls compatibility across versions. In the case of an entrant who offers an upgrade, the incumbent seller also controls subsequent interoperability across versions. We argue that control of compatibility and interoperability does not allow an incumbent seller to charge a price premium relative to when such control is absent and, consequently, neither is a necessary source of market power.  相似文献

This paper examines the theoretical and empirical grounds fortrade liberalisation. We note that many of the conventionalarguments relating to the static and dynamic gains from liberalisationare based on fragile theoretical grounds. We also show that,although new trade theory takes account of some of the complexitiesof international trade and although the analytical thrust ofmany models justifies intervention, such policy conclusionsare rejected even by those at the forefront of these theorieson the grounds of political economy arguments which do not standup to careful scrutiny. Finally, we show that arguments favouringtrade liberalisation are not supported by existing empiricalresearch, which generally fails to capture the complex and ambiguouseffects of liberalisation and openness.  相似文献

The level of international trade in services is relatively low. This can be the consequence of policy barriers and regulations or it may be due to the nature of products produced in the services sector. To understand the relative importance of both factors, this article uses data for Scottish bilateral services exports and imports to the UK to estimate theory-based trade costs for a wide range of sectors for two economic regions that are almost perfectly integrated. The results of this analysis provide important insights for future trade policy by identifying those narrowly defined industries which are more tradable by nature and have the potential to expand internationally.  相似文献

The pro- and anti-competitive implications of technical compatibility standards are introduced in general terms and then applied to current issues in telecommunications policy. The demand and supply for standards under regulated monopoly and the transition to deregulation and competitive entry create a tradeoff between the traditional goal of achieving positive externalities from interconnection and the alternative goal of providing enhanced service offerings that may involve sacrificing universal connectivity. We argue that this tradeoff has affected the utilization of data communication networks in the U.S. and Europe. In addition, we identify problems of competing interests that complicate the European approach to standards “harmonization” in the case of telecommunications. We conclude by noting that the nature of standards and standard-setting process can have marked effects on the incentives to conduct private research and development.  相似文献

This paper studies the influence of free trade agreements on national environmental policies and location strategies of polluting firms. It is shown that banning export subsidies makes relocation of production more attractive for firms. When export subsidies are banned relocation is profitable because: (1) the rival firm reduces output due to more stringent emission regulation in the host country of the investment and (2) relocation leads to lower emission tax rate in the original home country of the investing firm. When export subsidies are used, the first effect is absent because the host government is able to use the export subsidy to compensate the negative effect of more stringent emission taxation on domestic shareholders.  相似文献

Past studies predict that trade liberalization agreements (and NAFTA in particular) harm the environment. These studies have focused on adjustments in production and have assumed that environmental policy is exogenously given. We show why trade liberalization and improved environmental quality are mutually compatible — when environmental policy is recognized as politically endogenous. We also present empirical evidence to support the basic assumptions underlying the consistency of more liberal trade policy and an improved environment.  相似文献

This article analyses the significance of the period of extraordinary politics after the fall of communism for policy reform. It examines under what circumstances policy reforms enacted during such periods are durable by comparing trade liberalisation in Poland and Estonia in the early 1990s. The article relates this question to the historical institutionalist debate surrounding critical junctures, gradual change and the politics of stability and change. It argues that trade policy reform enacted during periods of extraordinary politics is most likely to be durable if it is associated with deeper changes in structural conditions, such as dominant ideas, interests and institutions.  相似文献

This paper re-examines the works of Friedrich List and arguesthat he had a vision of how to promote economic and social developmentfrom the initial state of an advanced agricultural society thathas been distorted in the trade policy for development debate.It shows that his vision is much broader than the orthodox labelof ‘protectionism’ conveys. He thus proposed manymethods of promoting development, cautioned and suggested measuresagainst the drawbacks of protection, and emphasised exports.It is hoped that this paper will contribute to the debate onthe wisdom behind the current push toward trade liberalisation.  相似文献

ABSTRACT

The escalating U.S.–China trade conflicts have increasingly shadowed the outlook of the world economy. The Trump administration aims to achieve its strategic goals including reducing current account deficits, promoting the U.S. manufacturing sector, and curbing Chinese high-tech industries by waging the trade war against China. This paper argues that the current account deficits and the declining manufacturing sector in the U.S. are mainly driven by its internal structural factors, such as low saving rates, high labor costs, and rising service sector, rather than by the import competition from China. Moreover, the trade war further deteriorates the U.S. current account deficits and erode its comparative advantage, and it forces China to invest more in technological innovation and human capital, and thus promote its progress in high-tech industries. Thus, the U.S. will not be able to achieve its strategical goals and eventually lose the trade war.  相似文献

This paper examines whether the relatedness of populations across the world shapes international trade flows. Using data on common ancestry for 172 countries covering more than 99% of global trade, we document that country pairs with weaker ancestral relationships are less likely to trade with each other (extensive margin) and, if they do trade, they exchange fewer goods and smaller volumes (intensive margin). The effect of ancestry is robust to a vast array of micro-geographic control variables and mitigated, yet still sizable and significant, when controlling for other measures of cultural distance as well as for current migrant stocks.  相似文献

ABSTRACT

Support for open trade regimes varies. We analyze Japanese survey data on individuals' preferences for TPP, unilateral import liberalization, and East Asian economic integration, and compare factors influencing policy preferences. First, despite the massive negative campaigns against TPP, 42.8% of individuals support Japan’s participation in TPP, vs. 21.1% against. Second, economic factors do matter for an individual in determining his/her policy preference over TPP. Third, noneconomic factors such as gender, age, access to accurate information, and attachment to hometown also feature as determinants. Fourth, although preferences over TPP and other policy options are positively correlated, some factors decrease TPP support but do not undermine support for two other less-politicized policy options: lack of access to accurate information and some industry and regional TPP-specific factors. Criticism impacts negatively on FTA policy preferences. Finally, we discuss economic policy implications for relationships between China, Japan, and Korea.

Why do some political economy models perform so poorly in predicting actual trade policy? Do scale economies provide the missing puzzle to our understanding of the anti-trade bias? By integrating economies of scale in production, this paper theoretically reinstates the median voter model as in Mayer [Mayer, W. (1984). Endogenous tariff formation. The American Economic Review, 74, 970–985] as a suitable political economy model in predicting trade policy. The modified model generates the scope for the anti-trade bias and predicts that sometimes economic, rather than political, considerations may lead to restrictive trade.  相似文献

In order to contribute to a more comprehensive understanding of the robustness of the quantitative results of applied trade policy simulations to variations in the assumptions about firm conduct, this article provides a systematic synopsis of alternative formulations of imperfectly competitive supply behaviour in applied general equilibrium trade models and examines the sensitivity of simulated trade policy effects to the specification choice and calibration strategy within a prototype multi-country model. The analysis suggests in particular, that simulation results are generally far more sensitive to numerical specification choices at the calibration stage, than to the prior choice of firm conduct specification.  相似文献

Despite the advantages of international trade, a number of countries have stuck to restricted trade regimes, allowing the productivity gap between themselves and the “trading” world to become huge before turning to a more outward oriented trade policy. As a supplement to the existing explanations for the hesitation to change trade regime, we present a model where the international productivity development shared by open economies, is uncertain. By employing a simple three-country model in which there are two exporting countries and one consuming country, this paper analyses the consequences of one-country strategic distortion of the objectives of trade policy. It finds that although an exporting country can benefit from strategic distortion, it would be preferred that the importing country distorts its policy. Brander and Krugman (1983) and Sertel (1988) followed by Krugman (1989), showed two sides of a ‘trade paradox’: The paradox in competition, viz. that opening trade (or increasing competition) may cause welfare to decline, and the paradox in efficiency, viz. that an increase in unit transport cost may increase welfare. In this paper, we consider the situation in an environment where interventionist trade policies are not permitted but each country is sovereign to impose an excise tax (or subsidy). The paradoxes persist under equilibrium excise taxes, reckoned both at the non-cooperative (Nash or dominant strategy) equilibrium and at the cooperative solution among tax-imposing authorities maximizing welfare. We also see that the paradoxes persist in a taxless environment where market equilibrium is Stackelberg rather than Cournot.  相似文献

Progressive income taxes moderate distortionary wage demands by trade unions and thereby reduce unemployment, and at the same time underlie disincentives to acquire skills and decrease labour productivity. Governments can respond by combining progressive taxes with subsidies to investment in human capital. A system of generous education subsidies and steep progressive tax rates is more likely to emerge, the greater the market power of trade unions and the better the ability of governments to influence private education decisions. Empirical analysis for several OECD countries provides results consistent with these propositions. A policy mix of high education subsidies and relatively progressive income taxes is found in countries where union membership is significant.  相似文献
