This paper focuses on the institutional dimension of integrating transport, environment and health policies. It is divided into four main parts. The first part reviews the theoretical literature on policy integration, looking both at general and sector-specific literature. The second part of the paper looks at an initiative to encourage dialogue between policy-makers in the transport, health and environmental sectors—a joint programme of the United Nations Economic Commission for Europe (UNECE) and the World Health Organization (WHO) Regional Office for Europe: the Transport, Health and Environment Pan-European Programme. In the third part of the paper some of the major institutional barriers to the integration of transport policy with other policy sectors is examined. The fourth part of the paper identifies examples of processes for overcoming these institutional barriers that are currently being used in different governments across Europe.  相似文献

How efficient and productive are road toll companies?: Evidence from Norway   总被引:1,自引:0,他引:1

This article evaluates the technical efficiency of toll companies, i.e., how toll companies perform relative to each other, their productivity, and whether toll companies improve their efficiency from one year to the next relative to the best performers. The rationale for this study is that Norwegian road toll companies have been criticized for not being as efficient as they should; it has been claimed that some have very large operational costs compared to their peers and hence are inefficient. The framework for analysis is Data Envelopment Analysis and its subsequent Malmquist Productivity indices. The data are from the accounting period of 2001–2004 and contain information on 18 companies. The results show that: (1) there is a potential for efficiency increases of about 14%, (2) there are economies of scale in the industry in that larger companies (as measured by number of lanes served) tend to be more efficient compared to smaller companies, and (3) there has been a productivity increase in the sector of about 1%, and this progress is due more to companies employing a newer and more effective method for collecting funds and less to improving efficiency from one year to the next. Finally, these findings suggest that the Norwegian road authorities should consider reorganizing the toll sector such that the inherent economies of scale are utilized.  相似文献

A linguistic and cultural analysis of diving site names and their role as toponyms is absent in Pacific research and studies into scuba diving tourism. This article analyzes a corpus of 38 diving site names collected during interview-based fieldwork on Norfolk Island. The analyses demonstrate that the naming of Norfolk Island diving sites can be perceived as a type of tourism management – through the names, diving sites are ascribed varying degrees of linguistic, cultural, and historical significance. Previous studies in tourism research have argued that tourism can be perceived as a modern form of pilgrimage, and that the naming of tourism sites is a way of sacralizing sites in order to emphasize their importance within processes of pilgrimage. The results of this article reveal empirically that Norfolk diving sites are part of a sacralization process, where transference of the cultural, historical, and environmental significance from names as language to locations as place occurs. The article puts forward diving site names not only as a toponymic taxon of interest to toponymy and linguistics but also for island and coastal studies in the Pacific and elsewhere.  相似文献

Many people from North-Western Europe have quite long stays in Mediterranean Spain, partly related to phenomena such as ‘wintering’, seasonal movements and sabbatical holidays, for the most part dwelling in their own houses or apartments. This paper explores intercultural relations of long-term visitors and it raises some questions on differentiation and dedifferentiation in the consolidated holidaymaking context of Costa Blanca (Alicante, Spain). The paper includes visitors' assessments of certain central aspects of their (temporary) life in Spain, based on an exit survey. It is revealed that long-term visitors have far more varied and wide-ranging adjustments to their new and/or temporary surroundings than is usually assumed in news media and in some previous scholarly works. The study also demonstrates that generalised views depicting long-term visitors as secluded and living predominantly in compatriot enclaves are too simple, especially in long-established holiday destination areas. A considerable proportion of long-term visitors make an effort to relate to the language, culture, and social conditions of the host society. It is argued that a more nuanced and complex analysis is needed in order to describe the varied life situations of sojourners and other long-term visitors in Mediterranean Spain.  相似文献

Although safety and security are seen as a priori for a prosperous tourism industry in any destination, safety and security perception and its influence on tourist behaviour have received limited empirical attention from researchers. This study investigated tourists' perception of the safety and security of a destination in relation to the level of satisfaction with their trip, using Turkey and its visitors as a case in point. The stepwise regression analysis was employed to investigate the relationship between trip satisfaction, safety and security‐related variables, existence of product or service failure, and selected demographic variables. Results showed that positive perception of Turkey's hygiene and health, and safety and security helped visitors to have greater trip satisfaction, especially if they stayed longer and enjoyed their trip without any product or service failure; however, German tourists and tourists with a secondary school degree are more likely to have less trip satisfaction. This paper attempts to make a contribution to the niche area of roots tourism and the broader nexus of tourism and migration, in particular to the literature on roots tourism among second generation, which has only recently attracted scholarly attention. Despite a gradual increase in scientific contributions on roots tourism, most of the literature has focused on the experiences of the first, second and later generations as a single phenomenon. The principal originality of this work lies in the analysis on roots tourism in an under-explored geographical/ethnic context, that is Greek second generation in Italy. The purpose of this study, which is based on an analysis method that combines structured questionnaire data with life stories collected through in-depth interviews, is to analyse the relationship between second-generation Greek migrants’ attachment to the birth-country of their parents and their homeland travel. Specifically, frequency and reasons for their travelling, self-perception during their stay in Greece and their definition of ‘home’ are investigated. The results of the study show that frequent journeys to Greece are crammed with a much deeper meaning as they are transnational practices aimed at visiting relatives and friends, the desire to find cultural roots and relocating cultural identity.  相似文献

Distribution centres are becoming more and more relevant for spatial planning, due to their rapidly increasing size and number. There is little literature, however, that provides a generalized analysis of the size and functional attributes of distribution centres, and none that discusses the relationships between these attributes. Our aim is to fill this gap by providing new evidence and analysis to understand this relationship. We make use of an extensive database of 2888 DCs in the Netherlands to develop a new typology of DCs based on the geographical location of DCs, their functional attributes and client sector characteristics. The analysis shows that the context in which medium sized DCs are operating is more heterogeneous than in the case of very large and small size DCs. This study is a first attempt to analyse this relationship between facility size and functions based on a rich and extensive dataset of large population of DCs. The results can serve as input for further quantitative statistical analysis and international comparison.  相似文献

This paper examines the characteristics of a number of recently established rural tourism co‐operatives in Andalucía, southern Spain against the background of the theory of co‐operatives as economic organisations. The origins and composition of the co‐operatives are examined, their local impact, their policies on employment and remuneration, and their internal management characteristics. Few of the businesses in the sample appear to possess the characteristics of the ‘ideal type’ of co‐operative identified in the literature. Although small‐scale, beneficial impacts may be identified within their localities, these appear to be no different to those associated with any small business organisation in the rural tourism sector. Furthermore, it is concluded that their prospects for developing genuine alternative forms of employment structures are not strong, partly owing to the circumstances of their foundation and partly because of the very nature of rural tourism itself, where extreme seasonality imposes a very specific labour regime. International volunteers often travel to destinations (low- and middle-income countries) that carry a greater chance of being involved in a road-related injury and a possible fatality. Within this cultural exchange, tourists move from safe roads and cars to those that are potentially unsafe. Is this all part of the adventure of volunteering or should the tourist industry take some responsibility? This paper highlights the intersection between tourism and road injury and fatality risks (as pedestrians or in vehicles) with special attention to the longer term volunteer traveller. Social science theory underpins some of the discussions around risk and travel. A brief consideration of the international road traffic death and injury crisis and the emergence of the recognition that this impacts upon tourist safety is explored as backdrop to discussions. Tourism relies upon the ability for people to travel in and around the countries they travel to, often taking on the local travel arrangements prevalent in their destination. These local travel arrangements enable leisure tourists to explore their destination and volunteer travellers to live and work as locals. Is it time to consider and further the research on road risks as a growing feature of tourism?  相似文献

This paper describes the changes which are taking place in air transport for the Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Slovenia and Slovakia in the context of liberalisation. It also attempts to identify the common and specific factors that influence these processes in different markets of the region. The indicators for the development of the aviation market were designed using, among other things, statistics describing the infrastructure facilities and the level of activity in the market. Composite indicators and the weights for their individual components were constructed using a Multidimensional Comparative Analysis. The conditions under which changes were taking place in Central and Eastern European Countries were described with the help of selected socio-economic panel data. Finally, One-Way Fixed Effects and Seemingly Unrelated Regressions (SUR) models describing the development of the aviation markets were estimated. The adopted procedure made it possible to identify the most important common and specific factors that exerted the greatest influence on the situation of air transport in CEE Countries. The very initiation of the liberalisation process undoubtedly had a significantly beneficial effect on the development of route networks and aviation activities as broadly understood. However, the pace of change depended not only on the progress of liberalisation itself, but also on the diverse socio-economic conditions in the individual countries. As a result of the analysis, the markets were divided into two separate groups, which in many respects are distinctly different from each other. The results of the estimation models also showed that there are strong unobservable determinants of development which are specific to individual countries.  相似文献

This paper developed and tested an integrative model to examine the relationship between tourism decisions and their cultural background. The model was tested using surveyed data from 400 tourists travelling to Lisbon, a cultural city and the capital of Portugal. The results of a structural equation analysis revealed that culture affect tourist decisions. The decision to visit Lisbon relies on its quality, brand and price. This decision is shaped by the likelihood of visitors to accept social differentiation (power distance), moderated by their sense of individualism as well as their long‐term orientation. As transportation is essential for tourism development, effectively utilizing its perishable resources has become an important issue. This study aims to analyse the relationship between airline fares and using conditions from the perspective of millennial tourists and taking the Taipei–Tokyo market as an example. The study attempts to show a revenue management practice in the manipulation of homogeneous seat service and give millennial tourists a better understanding of their preferences for ticket choices. We categorize availability of flight, advance booking, ticket validity, and changing conditions as main attributes and develop a stated-preference questionnaire with multiple hypothetical scenarios for respondents to select in the experiment. We effectively collect 390 valid samples for a mixed logit analysis and the results show that all applied attributes are statistically significant. Ticket validity is revealed to be the most important fence with the largest willingness-to-pay value and followed by availability of flight, advanced booking, and changing conditions.  相似文献

This study examines differences in organisational commitment with respect to gender in five-star hotels in Ankara, Turkey. The study was conducted on 397 employees: 234 males and 163 females. The study indicated that the ‘Attitudinal Commitment’ factor as part of the organisational commitment scale was not statistically significant between female and male employees. However, the study also found that there are significant differences between female and male employees with respect to the ‘Behavioural Commitment’ factor of the scale; males reported higher levels in their behavioural commitment than their female counterparts did. This finding is also consistent with the results obtained from multivariate analysis of variance (MANOVA) in which the independent variable was gender and the two delineated factors were dependent variables. Gender differences in the ‘Behavioural Commitment’ factor remained significant with multivariate analysis of co-variance analysis while controlling for such variables as age, marital status, monthly income level, educational level, type of department, length of time in this organisation, length of time in the tourism sector, and frequency of job changes. However, the significance was mostly attributed to the moderating role of ‘monthly income’.  相似文献

This paper analyses the effects of limited capacity on air travellers’ airport choice. The analysis is based on a market-segment specific airport choice model that accounts for limited capacities. The region of Stuttgart in Germany serves as a case study to examine the impact of limited airport capacity on air travellers’ airport choice. Air travellers’ choice depends on the supply of flights and accessibility of the airports in their choice set as well as on their preferences and willingness-to-pay. To elaborate the effects of limited airport capacity, scenarios relating to the capacity situation at airports serving the air travel demand of the Stuttgart region are analysed. This paper reveals the mutual dependence among airports. Capacity constraints at one airport cause spill-over effects and thus influence air travel demand served at other airports. In some cases this may even lead to new capacity constraints elsewhere.  相似文献

Few attempts have been made to find out if the loyalty process for residents and tourists in the context of cultural festivals is the same. This study investigated the influence of involvement on satisfaction as factors contributing to the likelihood of returning to an annual festival for residents and tourists. A sample of 412 attendees of a cultural and historic festival in the Midwest region of the USA was surveyed. The results showed that both residents and tourists who were more involved with the festival had higher satisfaction levels. However, only residents who were highly satisfied with the festival were more likely to attend again, whereas tourists' satisfaction level did not significantly influence their likelihood of returning. For tourists, it is likely that their quest for novelty is influential in shaping their future intentions. Implications of this result for the sustainability of cultural festivals are discussed.  相似文献

This paper theorises the significance of social and personal bonding processes in promoting sustainable resource‐use and equitable tourism development using research on personal and social bonding process and relationship marketing. By looking at small, rural tourism businesses in the Peak District National Park (PDNP) it discusses how in intricate ways, individual business owners/managers are utilising social and kinship ties to increase their visual presence and competitive position in contemporary markets. The paper describes the significance of social and personal bonds as the respondents discuss how their informal affiliations have enabled them to tap into additional resources and develop products embedded in locally specific conventions that are more attractive to visitors, and are also assisting them to monitor each others' progress through informal forms of regulation. Over the past decade, researchers have refocused their attention upon the interconnection between locationally disadvantaged communities and poor transport services in order to better understand social exclusion. Limited access to private and public transport has often been identified as a major contributing factor to social isolation and economic poverty that certain groups in the community experience. To date, an insufficient amount of research attention has focused on the elderly or seniors, who are often identified as being subject to social exclusion because of difficulties associated with travelling outside their homes to access services and facilities especially for non-car drivers. Moreover, a disproportionate amount of research undertaken on transport related forms of social exclusion in Australia has understandably looked towards the outskirts of its major urban centres, where services and facilities are sparsely located and generally only accessible by car. This paper provides a different insight by analysing a middle distant municipality where large spatial concentrations of seniors are to be found, some of whom do not have ready access to a car or have difficulty accessing the public bus service. Using a variety of data sources for a municipality in Melbourne, this case study reveals that social exclusion of non-car driving seniors is reinforced by a regional public transport system that cannot adequately service the entire municipality. For now, the incidence of locational and transport related disadvantage is restricted to small pockets of the municipality, but as seniors age and surrender their car driving licences this problem could become more serious. The study concludes by calling for more analyses to be undertaken into transport engendered social exclusion if this problem is to be contained as the post-war baby-boomers generation ages across most of the middle suburbs of Australian cities.  相似文献

This study utilizes network analysis to trace the evolution in the organizations of tourism development during South Korea’s transition from a developing to a developed country spanning the period from 1945 to 1999. This is studied by examining changes within a network of organizations as their means and objectives evolve. Data are drawn from news articles that deal with tourism and development from 1945 to 1999, and coded into organizations, development-related means, and objectives. Two-mode and a one-mode metric network analysis and correspondence analysis of coded data were undertaken. The results show the dynamic nature of networks interacting among organizations along with their means and objectives. Furthermore, this study states that the “social embeddedness” of the tourism network became stronger over time, leading to further development opportunities.  相似文献

This paper develops and applies the route choice analysis (RCA) toolkit. This GIS-based toolkit generates a suite of over 40 variables describing route characteristics such as distance, travel time, speed statistics, number of intersections, number of turns, number of stop signs/stop lights, and a measure of route circuity, to name a few. The input to the toolkit is one or more routes, which can be obtained from global positioning system (GPS) data or some other means (e.g., shortest path). While the toolkit is designed to support route choice modeling by generating variables that have been tested in previous modeling efforts, we demonstrate its utility by testing the hypothesis that workers choose routes to minimize either travel time or distance between home and work. A GPS-enhanced data set of 237 observed routes for home-to-work trips collected for auto drivers in Halifax, Nova Scotia, Canada is used in our analysis. We find that the null hypothesis is refuted - that is, a comparison of observed routes to their shortest-path alternatives based on time and distance via inferential statistics indicates that observed routes are significantly longer compared to their alternatives. This finding suggests that workers may choose routes based on other route attributes. The attributes generated by the RCA toolkit for observed, shortest time, and shortest distance routes are compared and significant differences are noted.  相似文献

While previous tourism studies on the visual have tended to focus on the analysis of photos, only recently videos have received more attention by tourism scholars. Within the emerging tourism literature on videos, little has been written on the videos produced and shared by online news and documentary networks and their persuasive effects on potential tourists’ perceptions about a destination. By focusing on Iran, this work investigates whether videos produced and shared by online news and documentary networks influence viewers’ perceptions about the country and their willingness to travel to the country. This study employs semi-structured, in-depth interviews to explore the meanings and interpretations attached to two videos about Iran, which were produced and shared by an Iranian online news and documentary network. A total of 15 participants, including a film producer and 14 respondents as audience were interviewed. Overall, the findings of this study highlight that the videos’ interpretations by the participants were multiple and often diverged from the producer’s intentions. Moreover, although the videos were perceived as tools produced to attract tourists, they were not regarded as sufficiently persuasive to totally change previously formed images about Iran and create a strong desire to visit the country.  相似文献
