According to “Pollution Haven Effect”, in order to circumvent stringent environment standards, polluting industries in developed countries will be chosen to locate into developing countries; another way is that developed countries increase imports of pollution-intensive products instead of producing by their own, both of which can contribute to the changes of comparative advantages in the past 30 years. Since 1990s, many scholars have paid special attention on whether environmental regulations affect the trade patterns or not, but the conclusions are ambiguous. This paper, based on the Heckscher-Ohlin-Vanek (HOV) model and using 95 and 42 countries sample data in year of 2005, is an empirical analysis which shows that: (1) according to the estimated results based on the “environmental governance” index calculated by CIESIN, environmental regulations do not change the comparative advantages of five types of pollutionintensive goods; (2) On the other hand, when the per capita income is considered as an endogenous indicator of environmental regulation, environmental regulation will significantly promote the comparative advantages in chemical products, iron and steel products and paper products, though environmental regulations do not take any influence on non-metallic minerals products and non-ferrous metals products. I think that appropriate level of environmental regulation can promote a comparative advantage in pollution-intensive goods.  相似文献

The aim of this study is to test the hypothesis that environmental stringency adversely affects the international competitiveness (net exports) in manufacturing sectors. The model follows the standard factor endowment approach to explain the effects of environmental regulatory policy on net exports in different product-based industries. An econometric model is constructed, which includes factor endowments and environmental regulations to examine how strict environmental policies impact export competitiveness. A panel dataset of 10 Organisation for Economic Co-operation and Development (OECD) countries, over 17 years, 1987–2003, was constructed for the modelling effort. The study finds that environmental regulations can be a way to combat the flight of manufacturing out of developed countries if the output from these industries can be identified as environmentally friendly. A positive relationship between net exports and environmental regulations was found for paper products, wood products and textile products. However, most manufacturing industries are harmed by increased environmental regulations.  相似文献

Forest conservation in one country can influence the degree of conservation or deforestation in other countries because of international linkages of the forest products industry and markets and a lack of global coordination. Thus leakage and offsetting losses of environmental quality may be present. This paper develops an analytical framework for measuring this leakage and estimates its magnitude via general equilibrium modeling. We find that the magnitude of leakage depends upon the price elasticities of supply of and demand for forestry products across the countries and degree of cooperation in forest conservation. We estimate that a significant portion (42%-95%) of the reduced forestry production implemented in a country/region can be transferred to elsewhere, offsetting environmental gains. Leakage generally diminishes as more countries cooperate, but cooperation among only a few countries does not always dramatically reduce leakage. Thus forest conservation efforts and associated environmental quantity gains in a country or group of countries can be seriously undermined in terms of global net conservation gain in the absence of effective global cooperation. Our results also point to the importance of taking leakage into account in evaluating local or regional forest carbon sequestration projects.  相似文献

This paper investigates the exchange rate pass-through into import prices in a sample of 24 developing countries over the period from 1980 to 2003. We estimate a pass-through equation determined by a combination of the nominal exchange rate, the price of the competing products, the exporter's costs and demand conditions. We adopt non-stationary panel estimation techniques and tests for cointegration. In the long run, homogeneity of pass-through rates across countries can be rejected. Moreover, we show that most of these differences in exchange rate pass-through into import prices are due to three macroeconomics determinants: exchange rate regimes, trade barriers and inflation regimes.  相似文献

Deforestation is a major environmental issue, while demand for timber products increases rapidly in the developing world. One can thus wonder whether forest harvesting is sustainable worldwide, or if demand for timber products is fulfilled with the products from deforestation. Our panel data analysis shows that countries where timber harvesting is more important tend to experience larger deforestation rates than others, giving the intuition that forest harvesting is generally not sustainable. We also show that timber certification is negatively related to deforestation and thus seems to be a good indicator of harvesting sustainability.  相似文献

In this paper, we examine the discrimination of emission taxes between the export and nontradable sectors in a small open economy. A few articles indicate that there should be no differentiation of environmental policies between sectors in the economy if the government uses indirect instruments such as emission taxes. However, we show that discrimination of emission taxes may occur in an economy that imposes foreign investment quotas. In particular, the possibility that ecological dumping occurs is higher if export goods are more labor intensive than import goods (as in developing countries). Moreover, in the case where import goods are the most capital intensive, both emission tax rates may be lower than the marginal environmental damage, and ecological dumping may occur. It is also shown that easing foreign capital quotas may deteriorate the country’s welfare.  相似文献

This paper describes a system dynamics model developed to inform design of a proposed environmental restoration banking system. The purpose of the proposed system is to facilitate restoration of extensive areas of mangrove forests that have been cleared or damaged in large part by expansion of the commercial shrimp farming industry. A case study is developed for mangrove restoration in Thailand; however, the model is seen as applicable to a number of countries which have experienced severe mangrove loss. The scheme is based on environmental mitigation banking principles, in which users of an environmental resource are required to purchase from a mitigation bank credits representing restorations undertaken to compensate for environmental damage, thereby achieving “no net loss” of the environmental asset. The scheme proposed in this paper differs from usual mitigation banking practise in that the objective is to restore large degraded areas over and above present rates of consumption. Model simulations show that the restoration banking system may be effective in restoring coastal mangroves and in rehabilitating the coastal shrimp farming industry that is dependent on environmental services provided by the mangrove stock.  相似文献

Currency Boards are usually argued to increase the credibility of the monetary authority, although this effect ultimately depends on the economic, political and institutional circumstances in the specific country. Few studies have previously been able to address this issue empirically. Using a novel database, the analysis conducted in this paper finds that, other things being equal, the credibility of the monetary authority is likely to be higher in those European transition countries with currency board arrangements, namely Bosnia and Herzegovina and Bulgaria. The results also suggest that currency board arrangements are more likely to increase the credibility of the monetary authority in countries with a low level of trust in government and a weak economy. These findings imply that the maintenance of currency board arrangements in recent years in Bosnia and Herzegovina and Bulgaria may have been advantageous.  相似文献

This paper examines Japanese resource outflows in the form of exported used (and functional) products in 2007 by quantifying the unintentional metal exports for a number of specialty metals typically used in electronics and electrical equipment. We find that more than half of the indium and 20-30% of the barium, lead, antimony, strontium, zirconium, silver, gold, and tin in domestically discarded products were not recycled in Japan, but rather were exported in products to be used elsewhere. The destinations of these metals were mainly Asian countries with rudimentary recycling technology. These results demonstrate that although these metals could have been stockpiled domestically for future recovery and recycling, they were instead sent to countries where recycling of these scarce metals is unlikely. From a resource perspective, therefore, the free trade of used Japanese products compromises long-term domestic resource availability as it increases the quality of life in developing countries.  相似文献

There is a widespread feeling that current deficits, in Europe and the U.S., may hurt rather than help the recovery. This paper examines some of the issues involved, through a sequence of three models. The first model focuses on sustainability and characterizes its determinants. It suggests that the issue of sustainability may indeed be relevant in some countries. The second model focuses on the effects of fiscal policy on real interest rates, and in particular on the relative importance of the level of deficits and the level of debt in determining interest rates. The third model focuses on the effects of fiscal policy on the speed of the recovery. It shows how a sharply increasing fiscal expansion might be initially contractionary rather than expansionary.  相似文献

Within rich countries, a large dispersion in the capacity of generating environmental innovations appears correlated to the level of inequality. Previous works analyze the relationship between inequality and environmental quality in a static setting. This paper builds a dynamic model more suitable to analyze technological externalities driven by the emergence of a new demand for green products. Under fairly general assumptions on technology and preferences, we show that: 1. the relationship between inequality and environmental innovation is highly non-linear and crucially depends on per-capita income; 2. an excessive inequality harms the development of environmental technologies especially in rich countries. Key to our results is the fact that externalities generated by pioneer consumers of green products benefit the entire population only for relatively low income distances. The empirical analysis robustly confirms our theoretical results, that is: whereas for rich countries inequality negatively affects the diffusion of innovations, per-capita income is paramount in poorer ones.  相似文献

Countries unable or unwilling to join a monetary union can replicate most membership effects unilaterally through either a currency board or the formal replacement of domestic currency by that of the Union. Potential benefits include lower transaction costs, lower interest rates, and lower exposure to speculative attacks. Costs include initial reserves, inadequate response to asymmetric shocks, loss of seigniorage, no lender of last resort. Expected costs and benefits have probably been exaggerated. Net effects depend primarily on the degree of monetary, real, and institutional convergence. Positive net advantages will accrue to countries that are either already converging, or wish to use a single currency to speed up convergence — especially if small. The paper examines the effectiveness of eco-labeling in providing a market-based solution to the under-consumption of eco-friendly products in developing and developed countries. The authors show that whether labeling is an effective device in solving the problem of asymmetric information between sellers and buyers, or whether false labeling severs the link between willingness to pay and environmental conscious production choices, depends crucially on how monitoring intensities respond endogenously to economic growth, openness to trade, and technology transfers. In particular, by accounting for endogenous policy responses to economic growth, it is shown that an inverted-U relationship exists between consumer spending on eco-unfriendly products and national income. In addition, while international trade unambiguously benefits the environment in the presence of eco-labeling with perfect enforcement, trade openness may nevertheless delay the turning point of the growth and environment relationship, when the cost of enforcement falls disproportionately on developing countries, and when environmental policies are employed to reap terms-of-trade gains.  相似文献

The paper examines the nature of spatial dependence of growth rates across countries. Economic space as well as geographic space is considered as a possible medium through which growth rates may be correlated. The results indicate that the growth rates of developing countries are influenced by the lagged growth rates of their trading partners' growth rates. Industrialized countries' growth rates, on the other hand, display only contemporaneous correlation with others' growth rates that can be explained by the presence of time-specific global shocks. The conclusions seem consistent with a general model of North–South trade with endogenous knowledge-generated growth in the North and imitation, trade-driven growth in the South.  相似文献

The paper deals with international trade in hazardous waste products when there is an international oligopoly market for waste, and both waste‐importing and waste‐exporting countries act strategically to utilize national environmental policies to attach rents arising from trade in waste. The authors model a multiple‐stage game where waste is generated in an industrialized country as a byproduct of production, and potentially is exported to some less‐developed countries, if not abated locally, or imposed on local residents at a cost of an environmental tax. In the market for waste, an oligopolistic supply is assumed. The demand for waste is perfectly competitive, with waste‐processing firms guided by marginal disposal costs and environmental taxes levied by foreign countries. With each country playing Nash, the analysis finds domestic and foreign taxes to be distorted from the Pigouvian taxes in such a way that the domestic (waste‐exporter) tax rate is set below, and the foreign tax rate is set above, the Pigouvian taxes. However, a global welfare optimum requires tax distortions in the opposite direction, in the sense that foreign environmental taxes must be set below the Pigouvian tax rate.  相似文献

Competitiveness and Exemptions From Environmental Taxes in Europe   总被引:7,自引:2,他引:5  
A number of European countries have introduced a variety of environmental taxes. A common characteristic of their implementation is the inclusion of exemptions and tax relief, in particular for (some sectors of) manufacturing industry. This paper analyses the pattern and motivation of exemptions as they have developed in Western European countries, making clear the difference between the nominal and effective tax rates once the exemptions have been taken into account. The principal motivation for exemptions relates to concern about competitiveness. While particular environmentally-intensive sectors may have some grounds for concern, even these might be able to achieve cost-effective environmental improvements, such that their competitive position is not over-disadvantaged, while for an economy structured like the UK's, an environmental tax plus rebate scheme, sometimes called an ecological tax reform, would be likely to yield benefits in terms of competitiveness. The exemptions usually run counter to the environmental economic logic of using environmental taxes to internalise social costs and give economic signals that are based on the full costs of production, and they are likely to increase the costs of achieving a given level of emission reduction. With little justification for them also on the grounds of competitiveness, it would therefore be undesirable on both economic and environmental grounds for them to remain a feature of the implementation of environmental taxes in the future.  相似文献

There are increasing concerns that global environmental limits may soon be met as a result of increasing numbers of people coupled with increasing consumption of resources. However, the current level and rates of growth in both consumption and population vary systematically among countries grouped according to income levels. Many high income countries have population growth rates at close to replacement levels, but their per capita consumption is consistently several times higher than low income countries. Low income countries need to grow out of poverty and have high population growth rates. Using current population structures for India and the USA in an age-structured demographic model, and simple projections of annual reductions in fertility or consumption per capita over the next 50 years, we show that while reductions in both consumption and fertility are necessary to stabilize impacts, there are short term gains from consumption reductions in high income countries such as the USA, and long term gains from early fertility reductions in growing economies such as India.  相似文献

在三重底线原则和回收物流相关理论的基础上,以博弈论为基本方法,研究了由制造商、销售商和第三方物流服务商构成的回收物流运作体系以及政府的环境规制对相关成员企业构成的供应链的影响。研究结果显示:在集中决策下,新产品零售价、旧产品回收价以及系统利润均为最优;以回收率为基准的激励机制能有效提高废旧产品回收水平,使得制造商、销售商和第三方物流服务商的利润均有所增加,同时提高了消费者剩余和社会福利。指出政府设置合适的目标回收率和奖惩力度可以实现环境保护、经济利益提高与社会发展的均衡。  相似文献

One of the arguments for a monetary union is that it reduces the variability of exchange rates. This paper demonstrates that the welfare gain that EU countries can expect to gain from the move to a single currency is moderate. The gains from exchange rate stabilization are limited by imports of foreign consumption goods and borrowing by governments. Furthermore, exchange rate stabilization may imply a welfare loss as the removal of non-zero exchange rate expectations deprives investors of the opportunity to speculate on expected-rate-of-return differentials. Numerical simulations suggest that the welfare gain from exchange rate stabilization for the average EU country is equivalent to a 0.9 percent rate of return on portfolio wealth.  相似文献

This paper employs a reduced form structuralist model of inflation in the OECD over the period 1985–2009 to find out whether domestic prices respond symmetrically to rising and falling import prices. We find that the response is asymmetrical: domestic prices rise when import prices rise but they do not fall when import prices fall. Our finding thus confirms the presence of a ratchet effect in the sample countries during the sample period, and implies that factors – such as exchange rate fluctuations and movements in tariff rates – that influence import prices tend to be inflationary.  相似文献
