In order to come to an understanding concerning the questions surrounding the drafting of a European constitution, one must differentiate the three different meanings of the word ‘constitution’ by virtue of the very nature of its beginnings. The concept of a constitution in the organisational sense is the first possible way to understand the term. As such, ‘Constitution'is synonymous with the organizational founding statute of any association or collective. Separate from this is a second possible context of the term, which refers to the legal meaning of the word. Here, the expression is understood as the highest legal norm of an autonomous legal order, its first and highest law. Within both of these meanings, one can speak of a ‘European Constitution’. A third, political way of understanding the term refers to the concept of the constitution as an ordering idea, which a specific place to the internal and external independent political unity combines and which orders from the outside inward. In other words, with this is concerned the question, why exactly this specific space within these specific limits to the independent political unity should be combined/bound. The introduction of such an order upon which can be founded, why exactly this concrete space in the specific limits as independent unity should be constituted, is still not today found for Europe. 相似文献

This article analyses the concept of epistemic community focusing the attention on two aspects, which contribute to define this ‘actor’: knowledge and capacity of acting under the conditions of uncertainty. The link between these two issues and the ‘nature of future studies’ is considered and the possibility of considering some organisations and institutions as future epistemic communities is explored. The case of the World Futures Studies Federation is examined in detail.In 1992, Peter Haas defined an ‘epistemic community’ as follows: “an epistemic community is a network of professionals from a variety of disciplines and backgrounds, they have a shared set of normative and principled beliefs, which provide a value-based rationale for the social action of community members; shared causal beliefs, which are derived from their analysis of practices leading or contributing to a central set of problems in their domain and which then serve as the basis for elucidating the multiple linkages between possible policy actions and desired outcomes; shared notions of validity—that is, inter-subjective, internally defined criteria for weighing and validating knowledge in the domain of their expertise; and a common policy enterprise—that is a set of common practices associated with a set of problems to which their professional competence is directed, presumably out of the conviction that human welfare will be enhanced as a consequence” [1].In ancient Greek, the term ‘episteme’ has a meaning which belongs to the philosophical sphere; ‘community’ is a concept which comes from the religious tradition and, more recently, has been the objective of sociological studies. Epistemic community links the two terms to indicate a ‘new’ and in some aspects, atypical political actor. At etymological level we already have a first sort of indication with respect to what is meant: politics as a synthesis of religion (faith), sociology (the decisions taken by policy makers have consequences on the whole society) and philosophy (intended as Weltanschaung). The German term Weltanschaung means the idea, concept or the ‘vision’ of the world and life. It is the way in which an individual or a social group considers the position of the human being in the world and the attitudes and actions they develop on the basis of a particular vision of the cosmos.In addition to this formal definition, Haas identifies other characteristics: “members of an epistemic community share inter-subjective understandings; have a shared way of knowing; have shared patterns of reasoning; have a policy project drawing on shared causal beliefs, and the use of shared discursive practices and have a shared commitment to the application and production of knowledge” [1].This definition could be analysed in several ways with particular attention to one or more of the indicated criteria. We could assume that the expression ‘possible policy actions and desired outcomes’ is to be understood as the ‘long term implications, expected, possible, probable and desired’ of a decision taken or that which will be taken, and this would already represent a linkage between the policy, the futures studies and an epistemic community; moreover, usually ‘the policy choices concern consequences, which can only be partially anticipated’ [2]. This gives rise ‘to the desire for information, which is not so much based on purely technical knowledge but rather information, which is the product of human interpretation’ [1]. Epistemic communities, national or trans-national, are one possible provider of such information.At this stage, and considering only this aspect of the whole definition, we could argue that a network of experts active in the field of future studies would represent the perfect portrait of what we are looking for: a multi-person actor able to ‘anticipate’, using knowledge, various backgrounds and expertise. To anticipate, in this context, might be specified as to understand or comprehend global and local changes. In general, futurists work within the framework of complexity and uncertainty, try to re-define problems in broader context and attempt to comprehend ‘change’ using knowledge.An example could be helpful: the change we are experiencing in Eastern European countries appears as multi-dimensional: in less than 15 years those countries have moved from a

A ‘futurist’ is the generic term for someone seriously engaged in the consideration of future conditions. ‘Futures research’ has a systems science orientation with a planning horizon in excess of 10 years. ‘Futures studies’ has a social science connotation and ‘foresight’ is the most popular term within the management science and corporate sectors. Five schools of futures researchers are defined: 1. Environmental and geosciences. 2. Infrastructure systems and engineering technology. 3. Social, political and economic science. 4. Human life, mind and information science. 5. Business and management science. The academic route to a futures qualification is outlined with a list of futures orientated organisations. The inclusion of urbanisation in the next generation of scenarios for climate change research and assessment, would involve replacing the notion of economic equilibrium by the concept of far-from-equilibrium stability. Finally futures research is described as an evolutionary science, which will possibly become integrated within complexity science by 2050. 相似文献

Studies of ‘futures’ have hitherto focused on those that are predictable and ‘tame’, and on those that are unpredictable and ‘wild’. Here we consider a new class, the ‘feral’; which are expectations that things might be made worse by risk-based actions. The type case is the nuclear accident at Three Mile Island, where operatives assumed that what was unfolding was of a sort described in their manual, and discovered too late that responses based on that assumption were making the situation worse. In this paper we review the idea of ‘feral’ and how it applies to futures, and discuss the different modes of engagement (or non-engagement) with feral futures. To make feral futures manageable, we suggest two ideas from other spheres of activity. Zen is a practice and philosophy which enables us to drop our preconceptions and thereby to respond to emerging, unprecedented situations. Aesthetics articulates a particular way to sense and appreciate realities intuitively, again enabling a direct response. The combination of Zen and aesthetics with scenario practice in the tradition of Pierre Wack provides a promising mode of response to emerging feral futures. 相似文献

This article takes up the question of the various movements toward holism in futures inquiry. The Ken Wilber inspired integral futures, developed by Richard Slaughter and others, and put forth as the most comprehensive approach to-date, is critiqued and assessed. While Wilber's integral and the variant it has inspired in futures represent significant innovations, it also contains the tendency to un-necessarily close down, lock out or to sub-ordinate alternative conceptions of holism, what I term ‘Wilber-ism’. Wilber's ‘theory of everything’ and integral futures are analysed, re-assessed and re-situated in the context of the alternative approaches to holism that exist. What emerges is a rich view of potential genealogies and ontogenies as movements toward holism. One variant from the action research tradition, which I call ‘integrative foresight’, is put forward as an example of an alternative. The article concludes by proposing a process of dynamic dialogue between diverse conceptions of holism, which can at once honour the great diversity of approaches, while likewise continuing the journey of creating shared meaning and common understandings of the complex contexts in which futures inquiry works. 相似文献

The term we used to describe the study of alternative futures is important. Disciplines and discourses do not emerge from a vacuum but have a history and a cultural context; and their names can hide as much as they reveal. This paper examines such terms as ‘futurology’ and ‘foresight’, and argues that to emphasise plurality and diversity the study of the future is best served by the moniker ‘futures studies’. It suggests that remembering the history of futures discourse is necessary to resolve the crisis of identity and meaning, and frequent fruitless reinvention, of the field. Finally, it presents Sardar's four laws of futures studies: futures studies are wicked (they deal largely with complex, interconnected problems), MAD (emphasise Mutually Assured Diversity), sceptical (question dominant axioms and assumptions) and futureless (bear fruit largely in the present). 相似文献

In 1962, a futures studies group was launched in France on behalf of the Commissariat au Plan, reporting directly to the French Prime Minister. The group aimed at ‘studying, on the basis of future-shaping elements, what should be known right now about 1985 France’. This paper revisits that important and original futures studies project, which encapsulated efficiently the dominant values and beliefs of a Western country at a turning point of its political and economical history.In its first part, this note recalls the French context in 1964, the frame of mind, and methodology of the group. Then the main findings of the Group 1985 are outlined, be it evolutions that inspired hope (a wealthier economy, improved living conditions), and also fears attached to the future (individual may face new dependencies and higher pressures, while some shortages could appear), which should be averted thanks to active policies in the fields of education, European unity, scientific research, or public administration reform. Last, this paper analyses both the strengths and weaknesses of the Group 1985 report, drawing lessons that remain valuable for contemporary studies on the future of a whole country.In 1962, Pierre Massé, then Commissaire au Plan, set up a futures study Group chaired by Pierre Guillaumat. The Group published in 1964 a report entitled ‘Reflections on 1985’ which was a stimulating futures studies work. ALEPH thought fruitful to revisit this document. 相似文献

This article deals with feminist engagement with the futures studies (and vice versa) and analyses the uneasy relationship that exists between the two. More specifically, it investigates the feminist theorizing of ‘patriarchal time’ and efforts to both decolonise and ‘reconstruct’ time based on feminist epistemological frameworks. Feminism is here understood as a social movement, ideology, theory, philosophy, worldview and a way of life. As such this term overlaps with, yet represents a distinct category from terms such as ‘women’, ‘gender’, ‘femininity’ and ‘women's movements’. Thus, feminism itself is historicized and spatially contextualised as is the notion of non-patriarchal ‘women's/feminist time’ developed by feminists. 相似文献

Futures analysis has been little used to inform housing policy debate, despite the fact that historical precedent is becoming increasingly limited as a guide for policy direction. This paper examines the potential utility of ‘strategic foresight’ in considering possible housing futures for Australia. It examines the particular foresight methods employed, and processes used, to develop possible housing futures in the year 2025 and their policy implications. The paper concludes that foresight analysis, although not without its problems, creates the opportunity to move beyond current thinking and ‘path dependent’ policy parameters, enabling discussion of housing futures in a way that prompts critical discussion of the institutional arrangements and policies that shape housing policy in the present. 相似文献

The ‘futures field’ can be divided into five major segments or futurist schools, together with their complementary but differing research methodologies and time horizons. These are generally subsumed under the terms ‘futures research’, ‘futures studies’ and ‘foresight’. Complexity science applications are outlined for each of the schools, and these provide evolving theories for futures thinking. (1) Environmental and geosciences treat the Earth and its various components as typical out-of-equilibrium systems with dissipative processes. (2) Infrastructure and socio-technological systems emerge through the diffusion of investment capital, with the endogenous transformation of the urban system. (3) Social, political and economic sciences are being reshaped away from the notion of economic equilibrium, and describe social emergence by means of agent-based models. (4) Human life, mind and information sciences are evolving with the development of complexity models in neuroscience, immune systems, epidemic modelling, social media technologies and artificial intelligence. (5) Business and management science involves examining the viability of successfully undertaking transactions in a complex adaptive system, in which the systemic structure evolves over time. Should or can Turkey join the European Union (EU)? This paper argues that there are three alternative scenarios of the EU decision to grant membership to Turkey: ‘privileged relationship offer,’ ‘wait and see attitude,’ and ‘start of full membership negotiations.’ It then gauges each alternative path, and argues that the most likely scenario is a decision to start the negotiations, followed by the scenario of ‘wait and see.’ The EU decision will be conditioned by its future vision of global governance and the role foreseen for Turkey inside, outside or at the margin of it. The paper concludes that the EU decision will have significant implications for the future of relations between Europe and Turkey on the one hand, and Europe and the Islamic world on the other. 相似文献

The European Landscape Convention (ELC) calls for the definition of ‘landscape quality objectives’ (LQO) as “the formulation by the competent public authorities of the aspirations of the public with regard to the landscape features of their surroundings”. However, it is not yet defined how the integration of the visions of the public should be carried out. Notably in regions with poor participatory culture and in rural landscapes abandoned by people and consequently by their activities, dealing with the future does not seem a straightforward task. In these marginal rural landscapes the role of agriculture is being altered under the influence of the new rationale of the Common Agriculture Policy, so it may have to assume different functions in the future. Thus, this paper aims at showing how the development of ‘exploratory landscape scenarios’ can be a useful tool, firstly to find plausible landscape futures, and secondly to trigger discussions with the public regarding their aspirations for their landscape. The development procedure for ‘exploratory landscape scenarios’ builds on the ‘intuitive logics’ approach that focuses on the production of a variety of scenarios as starting point for discussion about the future rather than on finding an optimal one, which can limit the options unnecessarily from the beginning. The methodological approach is illustrated at a local scale by using the case study of Mértola in southeast Portugal. The results of the scenario exercise point out the adequateness of the methodology in the development of futures that are perceived as plausible by local stakeholders and, thereby, able to bring out their desires and threats towards the future of their landscape. 相似文献

In this article, the author responds to a number of claims regarding the Integral Operating System, Causal Layered Analysis and the field of Futures. In particular, the author takes aim at those who claim that the reason the futures field has been lacking in influencing change towards more positive world is the result of not having an effective tool kit. To the contrary, the author suggests that the Futures community's failure at changing the existing ‘market driven paradigm’ has more to do with “… an unwillingness to get our hands dirty and to play in the same sandbox as our clients.” To that end the author targets in particular, a piece suggesting that making the Causal Layered Analysis more complex, exclusionary and ‘new and improved’ is the best way to make inroads into the economic liberalism model now in control. In counterpoint the author suggests that not only is this a flawed approach, it is unlikely to assist those with greatest need - the wider Futures Community. 相似文献

This paper examines the ‘modernising government’ initiative in the UK, and the ‘flexibilities’ – lead commissioning, integrated provision, and pooled budgets – introduced in the Health Act 1999. This policy reform, and the associated tools to operationalise it, placed ideas of cooperation and partnership at the heart of inter-organizational relations in the domain of public administration, and gave prominence to the roles of management control practices in facilitating cooperation. We consider how the ideals of cooperation and partnership were discursively articulated, how professional and administrative boundaries were given visibility in particular legal cases, and what happened when local practitioners sought to make these ideals operable. We demonstrate how cooperation initially emerged as a ‘local’ phenomenon, both prior to and subsequent to the Health Act 1999. We then examine how those delivering services sought to mediate pragmatically between legal and policy injunctions to engage in formal cooperation, and the imperative to provide services across organizational and professional boundaries. Finally, we consider the limits of cooperation across organizational boundaries in settings with strongly developed professional enclosures. The paper draws on both archival material and fieldwork to examine what are termed ‘regulatory hybrids’ – those inter-organizational processes, practices and expertises that are formed from two or more elements that previously existed separately, and that emerge in part out of regulatory or judicial interventions rather than simply the imperatives of voluntary coordination. The paper seeks to build on suggestions for developing the links between the accounting and public administration literatures, and it draws on ‘governmentality’ studies to analyse the phenomenon. This argues for the importance of considering three distinct and interrelated layers or levels of analysis: the programmatic or discursive, the practices and processes to which such discourses are intrinsically linked, and the professional ‘enclosures’ that can emerge in some domains. While drawing on governmentality studies, we also suggest extending them by paying greater attention than is customary in such writings to localised processes and practices. In particular, we propose the concept of ‘mediating instruments’ to explain how management control practices link the larger political culture with the ‘everyday doings of practitioners’. 相似文献

This paper proposes the need for change in how managers in international business (IB) determine organisational objectives and what criteria they use in addressing complex problems. We propose a move from a largely firm-centric focus; on profit maximization and shareholder value; to a broader societal and environmental view. We see the educational context as the locus for initiating such a shift. However, we see obstacles within the canon of mainstream IB textbooks, with their focus on exposition of normative models of managerial action, illustrated by case studies of successful multinational enterprises (MNEs). Whilst we acknowledge their incorporation of critical issues, we view the lack of substantive critical reflection on the wider implications of IB activity as underpinned by an implicit assumption of the ‘good’ of IB. We posit that the normative structure of mainstream texts militates against students understanding the full range of possible futures for IB practice, and against developing the capability to cope with situations of uncertainty and ambiguity. Seeking to promote a critical pedagogy that accommodates consideration of both mainstream approaches and critical responses to these, we propose one approach to teaching and learning about IB futures that is based upon development of what we term ‘critical scenario method’. This offers a basis for active investigation of complex problems in the ‘real’ world from a range of perspectives, beyond that of profit maximization. We provide a worked, case example of our new method and demonstrate how it will enhance perceptions/understandings of involved and affected actors’ interests and their likely (re)actions as a particular scenario unfolds. The theoretical grounding for this approach is based upon contemporary social science interpretation of the Aristotelian concept of phronēsis, or ‘practical wisdom’. 相似文献

This paper considers the Samuelson hypothesis, which argues that the futures price volatility increases as the futures contract approaches its expiration. Utilizing intraday data from 20 futures markets in six futures exchanges, we find strong support for the Samuelson hypothesis in agricultural futures. However, the Samuelson hypothesis does not hold for other futures contracts. We also provide supporting evidence that the ‘negative covariance’ hypothesis is the key factor for the empirical support of the Samuelson hypothesis. In addition, our findings remain largely unaltered even after we control for seasonality and liquidity effects. 相似文献
