Abstract

This paper develops a heterodox analytical framework of wage determination and a new method of decomposition of the gender pay gap drawing on Marxian and feminist theories. The proposed framework utilizes two wage equations for the analysis of the gender gap: the first equation refers to average occupational wages and the second to individual wages as deviations from occupational wages. Using a data set for wages from industries in Greece, this paper demonstrates and explains differences in results between this proposed decomposition of the gender pay gap and that of Oaxaca-Blinder, and discusses the merits of this new technique compared to the Brown-Moon-Zoloth method. The authors argue that the main advantage of this proposed method of decomposition over the other two methods is that the proposed method allows for separate estimates of the impact of social and individual gender wage discrimination on the gender pay gap.

This study analyzes the implications of the monetary policy for the unemployment rate in a small open economy. We introduce nominal wage rigidities and unemployment into the small open economy version of the dynamic stochastic general equilibrium model. We derive three main findings. First, under nominal wage rigidities, the cyclical properties of the calibrated model, in response to a productivity shock, are consistent with the empirical evidence on a decrease in employment and an increase in real wages. Second, for all the variables considered, the Taylor rule tracks the optimal policy better than the simple rule with unemployment as an argument. Third, regardless of the output or unemployment gap being targeted, it is not optimal that central banks respond to nominal exchange rate variations.

This paper analyzes the effects of centralized bargaining over a nominal wage (indexation) rule on a small open economy with fixed exchange rates. It is shown that the relative bargaining power of the confederation of employers and the union, respectively, affects not only the level of the endogenous variables but also their reaction to exogenous disturbances. If the union's power exceeds a critical value, positive aggregate demand shocks increase unemployment since the actual nominal wage rises more than the market clearing one. Moreover, if the union's power is sufficiently close to its upper bound, the overreaction of wages becomes so large that positive aggregate demand shocks even lead to a decrease in output and employment, i.e., the multipliers become negative.

The object of this paper is to test, for the Australian economy, the Aukrust-EFO hypothesis that wage leadership in the economy is provided by workers in the E-sector. The Granger-Sims causality tests are used. We conclude that the Aukrust-EFO assertion is not upheld by these tests. Instead bidirectional causality in the wage determination process is probable.

Monetary policy and price level determinacy in a cash-in-advance economy
Summary The paper considers the determinacy of the equilibrium price level in the cash-in-advance monetary economy of Lucas and Stokey (1983, 1987), in the case of deterministic fundamentals. The possibilities both of a multiplicity of perfect foresight equilibria and of sunspot equilibria are considered. Two types of monetary policy regimes are considered and compared, one in which the money supply grows at a given exogenous rate (that may be positive or negative), and one in which the nominal interest rate on one-period government debt is pegged at a given non-negative level. In the case of constant money growth rate regimes, it is shown that one can easily have both indeterminacy of perfect foresight equilibrium and existence of sunspot equilibria; indeed, in the case of negative rates of money growth (as called for by Friedman (1969)), both types of indeterminacy necessarily occur. On the other hand, sufficient conditions for uniqueness of equilibrium (and non-existence of equilibria other than a deterministic steady state) are also given, and a class of cases is identified in which a sufficiently high rate of money growth guarantees this. Thus there may be a conflict between the aims of choosing a rate of money growth that results in a high level of welfare in the steady state equilibrium and choosing a rate that makes this steady state the unique equilibrium.) In the case of the interest rate pegging regimes, sufficient conditions are given for uniqueness of equilibrium (and impossibility of sunspot equilibria), and it is shown that these necessarily hold in the case of any low enough nominal interest rate. Thus the nominal interest rate peg allows simultaneous achievement of price level determinacy and a high level of welfare in the unique (steady state) equilibrium. In this paper I consider the consequences of alternative choices of the monetary policy regime for the determinacy of the rational expectations equilibrium value of money, and in particular for the existence or not of sunspot equilibria, i.e., rational expectations equilibria in which fluctuations in the price level occur in response to random events that represent no change in economic fundamentals, simply due to self-fulfilling revisions of people's expectations. I am interested in particular in making the point that a consideration of the complete set of possible equilibria associated with a given policy regime may alter one's evaluation of the relative desirability of alternative policies, relative to the conclusion that one might reach if one considered only a single possible equilibrium associated with each policy regime (perhaps a unique equilibrium involving a minimum set of state variables). In view of this I give particular attention to policy regimes of types that have sometimes been advocated as ways of reducing the inefficiency associated with a rate of return differential between money and other financial assets, and show that policies that might otherwise be desirable (policies that make possible a more desirable equilibrium than would otherwise be possible) can have the unfortunate consequence of rendering equilibrium indeterminate and making possible equilibrium fluctuations in response to sunspot events. Two classes of policy regimes are considered in particular: on the one hand, alternative constant rates of growth or contraction of the money supply, financed through lump sum taxes or transfers, with zero net government assets at all times; and on the other, alternative constant nominal interest rate pegs, to be maintained through open market operations between money and interest-bearing debt, with an exogenously fixed level of net transfer payments. The first class of policies is considered because of Friedman's (1969) well-known proposal that a constant contraction of the money supply of this sort would be welfare improving. I find that while thestationary equilibrium associated with the Friedman regime achieves the maximum possible level of utility for the representative consumer, and while the level of utility associated with stationary equilibrium may be monotonically decreasing in the rate of money growth, lower rates of money growth (in particular, rates near that called for by Friedman) are associated with indeterminacy of equilibrium and the existence of sunspot equilibria, while these problems need not arise in the case of higher rates of money growth. The second class of policies is considered because they represent an obvious alternative approach to the elimination of the same rate of return differential with which Friedman is concerned. Achievement of permanently low nominal interest rates through a simple interest rate peg is not often advocated; one reason is that it is often asserted that such a policy must result in price level indeterminacy. In fact, I find that if the interest rate pegging regime is properly specified, it results in aunique rational expectations equilibrium, regardless of the level at which interest rates are to be pegged. Thus not only does the interest rate peg not result in price level indeterminacy but it allows nominal interest rates to be maintained permanently at a level lower than that which can be obtained through a policy regime of the first sort without creating price level indeterminacy. It would hence appear, at least in the case of the kind of economy modeled here, that interest rate pegging is a more reliable way of trying to reduce the inefficiency associated with consumers being forced to economize on liquidity. This paper represents a revision of Woodford (1988). This paper offers a sysnthesis of a number of important complementary theories of wage determination. The model is estimated and tested with respect to its long-run and dynamic properties.Applying johansen's(1998)FIML estimation procedure, the maximum eigenvalue and the trace tests suggested two cointegrating vectors and estimated and another the underlying theoritical model. We combined both vectors and estimated in a second step an error correction model which was satisfactory with regard to its in sample and out-of-sample performance.None of the assumptions for OLS estimation were violated and the recursive estimation revealed model stability.additionally, the forecasting ability of the model was satisfactory. The main feauture of this model is that conflict elements are of parmount in the UK wage determination.

Wage and price controls in the equilibrium sequential search model
In this paper, we study the effects of wage and price controls on employment, output, and welfare in a simplified version of the Bénabou (J. Econom. Theory 60 (1993) 140) equilibrium sequential search model with bilateral heterogeneity. We show that a price ceiling increases output but the change in welfare depends on three effects: the reduction in aggregate search costs, the increase in surplus due to increased output, and the transfer of production to the least efficient firm. The model is formally identical to a standard equilibrium search model of the labor market so analogous results hold for the minimum wage.

In an auction with a buy price, the seller provides bidders with an option to end the auction early by accepting a transaction at a posted price. This paper develops a model of an auction with a buy price in which bidders use the auction's reserve price and buy price to formulate a reference price. The model both explains why a revenue-maximizing seller would want to augment her auction with a buy price and demonstrates that the seller sets a higher reserve price when she can affect the bidders' reference price through the auction's reserve price and buy price than when she can affect the bidders' reference price through the auction's reserve price only. The comparative statics properties of bidding behavior are in sharp contrast to equilibrium behavior in other models where the existence and size of the auction's buy price have no effect on bidding behavior.

In this paper, we analyze the determination of immigration policy in a direct democracy setting. We formulate a model of voting and participation behavior integrating instrumental and expressive motivations. The model is estimated using data drawn from a survey carried out after a vote in Switzerland in 2000 on a popular initiative proposing to implement immigration restrictions. The model enables us to recover estimates of participation costs and preferences towards immigration and analyze how these preferences are translated into actual voting outcomes. The results reveal a substantial gap (“participation bias”) between attitudes towards immigration in the general population (43% favorable to restrictions) and the outcome of the vote (26%).

Conclusions The main focus of this paper is the analysis of consequences of different hierarchies of wage determination in a simple two-sector model of a small open economy. Already from the preliminary discussion of some comparative static experiments in Section 2 of this paper it could be demonstrated that it can make a big difference whether wage leadership is taken over by the exposed or sheltered sector. In the long run this should be primarily a concern for advocates of fiscal policy measures. Remembering that fiscal policy by means of public expenditure increases (that means not tax cuts or transfer payments increases) primarily is concentrated in construction (in most countries a heavily sheltered business) it will depend on the hierarchy of wage determination between the two sectors whether or not the employment increase in the sheltered sector is crowding-out employment in the exposed sector. This type of crowding-out is not transmitted via higher rates of interest (which is kept constant in this model) but real wage increases in the sheltered sector. This paper is part of a research project on Shocks to Competitiveness and Economic Adjustment in Mature Industrial Economies financed by the Ford Foundation and coordinated by Sven Arndt, University of California, Santa Cruz.I am grateful to my discussant at the conference in Hernstein, Klaus Neusser, University of Vienna, who provided enough material for future improvements of this research.

Conclusion The privatisation and liberalisation steps referred to are an expression of the endeavour to accompany stabilisation efforts as quickly as feasible with the institutional and systemic changes as well as with policies for restructuring, to change the behaviour patterns of economics agents. Until this change takes place, the more effective the restrictive policies are in the financial sphere, the higher the costs incurred in the real sphere will tend to be.The achievement of the desirable trade-offs between the conflicting aims of the macroeconomic development is thus linked with the degree of success in the changes of behaviour of economic agents. The macroeconomic stabilisation will therefore in the longer run depend on the extent to which the regime actually changes, on the positive destabilisation of economic agents and on the progress in their restructuring. In Czechoslovakia there does not therefore seem to be as clear-cut a distinction, as in other reforming countries, between the phases of stabilisation policies, institutional and systemic changes and those of the restructuring policies. The measures to transform the Czechoslovak economy and the implementation of these measures represent an attempt to proceed on a wider front, to take coordinated steps in all the relevant spheres, implying a greater degree of simultaneity. This is a reflection of the strategy chosen which aims at a qualitative change to be accomplished rapidly, taking into account the fact that the individual steps in the various spheres of the transition process are closely interconnected. The approach followed could thus be considered a strategy to introduce groups of complementary policy measures, that is to say, to make several reform packages and to implement them sequentially.

The paper studies the role of income distribution within a medium-scale macrodynamic model built in a Keynesian and Goodwinian tradition. Combining a wage and price Phillips curve, adjustments of an inflation climate, an IS relationship determining output, Okun’s law for employment and the Taylor rule for monetary policy, a semi-structural model is obtained that incorporates the most important macroeconomic channels in a closed economy. After assessing the reasonable time series variabilities in stochastic simulations, a deeper analysis is concerned with the stabilizing and destabilizing effects of the model’s parameters, and with a structural shift in income distribution. In many details of these investigations, the distinction between a wage-led and profit-led regime becomes important.

The notion of robust political economy is applied to antitrust. It is argued that the universalizability of policy rules is crucial if both the knowledge problem and the incentive problem in antitrust are taken seriously. Policy recommendations of Williamson are compared with those of Hayek. It is further argued that the notion of universalizability is central not only with regard to antitrust but also with regard to a host of other policy areas. The importance of technical change, through the innovative activity of industry, has received a lot of attention in the regional economic literature. Regional policy has now begun to reflect the changing emphasis in the recent literature, and especially the key role of inventive activity in achieving long-run self-sustaining regional growth. This paper concentrates on research activities in terms of inventive inputs (R&D) and innovative outputs (especially patented innovations). In general the results suggest that there is a low level of technological activity in Northern Ireland, especially in industries that are characterized as being technologically advanced. This is partly because external ownership reduces R & D activity which in turn reduces innovation outputs but there is also a problem in that companies in Northern Ireland are relatively unsuccessful at producing new products and processes of the type and quality required in the market place. The availability of government-sponsored R & D grants since 1977 has begun to redress the imbalance in terms of R & D activities but there is, as yet, little information to show that the level of technological success has increased.

Using a monetary framework with stock markets, this paper investigates dynamic behaviors of a small open economy with various adjustments in the manufacturing prices. For an instantaneous adjustment of the manufacturing prices, stock values and exchange rates may appear to misjump or misadjust at the instant of the monetary policy announcement. When the manufacturing prices adjust sluggishly, exchange rates may overshoot but stock values can exhibit various dynamic patterns, including overshooting or undershooting.
