Under the past Common Agricultural Policy (CAP) olive oil subsidy regime, farmers were eligible for subsidies on the basis of amount of olive oil produced. This led to an intensification of production and negative environmental effects on sloping land, such as loss of biodiversity and more soil erosion. In 2004 the olive and olive oil regime changed, with integration of support to olive farmers in the Single Payment Scheme (SPS). From 2006 to 2013 farmers receive a constant amount of subsidies, based on the average amount they received in the 4-year reference period 1999–2002.  相似文献

This led to an intensification of production, particularly on flat land, and had in most cases negative environmental effects, such as more soil erosion on sloping land and more pollution. With the decoupling of agricultural support under the newly established rules of the CAP, formalised in 2005, cross compliance measures have become obligatory.In this paper an ex-ante assessment is made of the application of cross compliance for soil erosion control (natural cover crops and terrace maintenance) in hilly and mountainous olive groves in Trás-os-Montes in Portugal. A linear programming model was developed to assess the various socio-economic and environmental effects of four different development scenarios for olive groves. The scenarios were developed on the basis of changing market prices, wage rates and subsidies; their effects included shifts towards intensification, abandonment and organic farming. Simulations considering a minimum return to labour constraint showed very high levels of abandonment, particularly in combination with cross compliance obligations. However, even without this minimum return to labour constraint, abandonment would reach more than 20% in three out of the four scenarios. The model showed that cross compliance obligations could be quite effective in reducing erosion, but that they would depress income in all scenarios as a result of higher abandonment and lower percentage shifts towards intensive systems.  相似文献

Andalusia, located in southern Spain, is the major olive production area worldwide. Due to the relevance of this agricultural sector on the regional income, this article investigates olive farmer's perspectives regarding olive production after their retirement and potential factors affecting these including economic, social, environmental and spatial factors. We use data from a survey conducted to 431 olive farmers in Andalusia in 2010. Our findings show spatial dependence in explaining farmer's views on the future of olive farming at relatively small distances. In addition other factors such as bad economic performance, erosion or olive diseases affect farmer's perception. We make propositions on what elements should be taking into account when designing agricultural policies aiming at guaranteeing the sustainability of olive farming in future.  相似文献

Analysis of the joint production of private and public goods (PGs) by farming activities is a fertile research field. These joint production processes are typically characterised by a high level of complexity derived from the intense relationship between the production of both kinds of outputs. An integrated approach is strongly recommended for the study of the provision of agricultural PGs and the design of public intervention in this sector. Here, we propose a theoretical framework to apply an integrated approach using the analytic network process (ANP) to analyse the production of PGs by agricultural systems to support public decision-making concerning the design and implementation of agricultural policies. We introduce a novel approach in applying ANP along both directions of the influences among elements, allowing us to identify the most influenced PGs and the farmers’ most influential decisions. This methodological approach is empirically applied to a particular farming system: the irrigated olive groves (IOG) of Southern Spain. Results show that the PGs most influenced by olive growers’ decisions are soil fertility, the visual quality of agricultural landscapes and farmland biodiversity. In addition, the most influential factors affecting the provision of PGs are the structural ones, namely farm size and tree density, and, to a lesser extent, management factors dealing with fertilisation, soil and irrigation management. These results are useful for supporting agricultural policy decision-making to enhance adequate management of this farming system regarding PGs production.  相似文献

This article summarizes findings from a recent agricultural policy study examining the impacts of trade liberalization and removal of feed ingredient subsidies in Tunisia. A linear programming model was used to simulate private sector response to these policy changes. Increased feedgrain prices result from subsidy removal but effects are lessened if subsidy removal is coupled with trade liberalization. Induced long-term effects are improved efficiency in production of feedgrains, feedgrain substitutes, and livestock.  相似文献

WTO negotiations, as well as problems associated with intensive agriculture, such as overproduction, dependency on high levels of subsidies, diffuse pollution, soil degradation and loss of wildlife, have led to a reconsideration of agricultural policies in Europe. In April 2005, the new common agricultural policy (CAP)-reform came into force in the United Kingdom, decoupling financial support to farmers from agricultural production. Farm income support payments are now linked to compliance with standards (cross-compliance rules) which protect the environment, animal health and welfare. In the light of these policy changes, semi-structured interviews were carried out with 36 farmers in five catchments in the UK to explore interrelationships between CAP-reform, agricultural land management and runoff-related problems. Results from three catchments are specifically highlighted because of their relevance for soil policy.The CAP-reform appears to facilitate and accelerate changes in the agricultural sector that were already happening. It is likely that upland livestock farms will extensify further, which will reduce environmental burdens such as diffuse pollution, soil compaction and runoff. The uptake of agri-environment schemes by individual farmers has increased since the CAP-reform. However, additional impacts are limited as there is a tendency among participants to enter these schemes based on existing features and practices.Although most farmers interviewed for this study appear to recognise the need to reduce soil erosion and diffuse pollution, they are less convinced they should be held responsible for controlling storm-water runoff from farmland that might contribute to flooding downstream. However, there are opportunities to achieve several objectives simultaneously, including improved soil management, runoff control and reduced pollution. Lessons can be learned from farmers’ opinions about CAP-reform, from successful interventions that aimed to reduce soil erosion and diffuse pollution, and also from failures. Recommendations are made for improvements to the current agri-environment schemes and to promote land management practices with less environmental burden.  相似文献

The study evaluates the impact of World Trade Organization (WTO) restrictions on the European Union (EU) sugar sector and the world sugar market. A small reduction in production quotas would be sufficient to satisfy the export subsidy limitations of the Uruguay Round agreement. Complete elimination of export subsidies by 2005 would require either a 10% reduction in production quotas or the combination of an 8% reduction in quotas and an 11% reduction in intervention prices. Higher world prices resulting from reduced EU exports would result in increased production of unsubsidized C‐sugar, with different impacts across EU member countries explained by differences in institutional pricing arrangements and marginal production costs.  相似文献

According to KASSA findings, conservation agriculture is less adopted in Europe compared to other adopting regions and, reduced tillage is more common than no-tillage and cover crops. Currently, it is not popularised and it is less researched. The lack of knowledge on conservation agriculture systems and their management and, the absence of dynamic and effective innovation systems make it difficult and socio-economically risky for European farmers to give up ploughing which is a paradigm rooted in their cultural backgrounds. In Norway and Germany the adoption of conservation agriculture has been encouraged and subsidised in order to mitigate soil erosion. In the other European countries the adoption process seems mainly driven by farmers and, the major driving force has been the cost reduction in machinery, fuel and labour saving. Soil and water conservation concerns did not appear as main drivers in the European farmers’ decision to shift or not to conservation agriculture.The shift of European farmers to conservation agriculture is being achieved through a step-by-step attitude, large scale farms are the most adopters. This adoption trend may grow in the future. Indeed, the need to improve farms’ competitiveness, the market globalization and the steady increase of fuel cost will likely contribute to arouse European farmers’ interest in conservation agriculture as it slashes significantly the production costs.Conservation agriculture is not equally suitable for all the European agroecosystems. The need of soil and water conservation in Europe requires anticipating the ongoing process in order to improve its ecological and socio-economic sustainability. Priority would be to define which regions in Europe are the most suitable for conservation agriculture taking into account climate and soil constraints, length of growing period, water availability and quality, erosion hazards and farming conditions. Policy favouring the use of soil cover and profitable crop rotations as management strategies for weed, pest and diseases control will certainly allow developing and disseminating efficient and acceptable conservation agriculture systems.  相似文献

Eco-efficiency assessment of olive farms in Andalusia   总被引:5,自引:0,他引:5  
Olive farming represents an important source of income and employment in the rural areas of Andalusia (Spain), which is the most important olive oil-producing region in the world. Unfortunately, it also exerts significant environmental pressures with regard to soil erosion, use of polluting inputs, excessive water consumption and biodiversity reduction. This paper uses Data Envelopment Analysis (DEA) techniques and pressure distance functions to contribute a farm-level assessment of the eco-efficiency of a sample of 292 Andalusian olive farmers. We distinguish between managerial eco-efficiency and program eco-efficiency, the latter being associated to the different natural conditions prevailing in the three main olive cultivation systems in the region, namely, traditional rain-fed mountain groves, traditional rain-fed plain groves and irrigated intensive groves. Our findings show that eco-inefficient management is a widespread practice across olive farmers, mainly due to widespread technical inefficiency. Furthermore, the most eco-efficient production system is the traditional plain growing system. Finally, we find that soil-climate conditions strongly influence managerial eco-efficiency in all three aforementioned cultivation systems.  相似文献

Organic conversion subsidies used in Europe are less likely to be politically acceptable in the United States, where organic agriculture development is market‐driven. Persistent barriers to conversion in the United States include limited availability of and access to production and market information, training in management systems and cost of conversion‐related investments. By determining whether these factors affect the requirement of a subsidy to convert, we can suggest whether U.S. policy makers need to provide subsidies to encourage conversion and identify policy variables consistent with market‐based approaches that could stimulate conversion. A utility difference model is used with Swedish data to analyze factors that determine whether a subsidy is required to motivate organic conversion. The results show that farmers requiring subsidies manage larger less‐diversified farms and are more concerned with organic inspection, quality, and adequacy of technical advice. Access to more market outlets and information sources substitutes for payment level in the farmer's utility function, indicating that services rather than subsidies may be used to encourage organic agriculture. To the extent that conditions are similar in the U.S. organic sector, market‐based programs such as cost‐sharing for conversion and market access improvement should stimulate growth of this industry.  相似文献

The US Farm Bill of 2002 is the latest in a 7-decade history of farm subsidy laws that transfer funds to farmers and regulate and subsidize production of selected commodities. Fruit, tree nut, ornamental and vegetable crops, hay and meats remain outside scope of main subsidy programs. The new law continues many innovations of the 1996 Act, such as removal of authority for annual land idling and crop price floors accompanied by government stockholding. Government payments remain the primary focus of commodity programs. The total amount of these payments are likely to remain similar to the amount paid in the period 1999–2001, but with some changes in the form of the programs. For example, allowing owners to update acreage and yield payment bases creates additional incentives for farmers to link current planting decisions to anticipated farm subsidies. Similarly, the new program that ties "counter-cyclical" payments to the price of a specific crop also has production stimulus. A new program, estimated to add about 5–10 per cent to marginal milk revenue for smaller farms, makes 'deficiency' payments to dairy farms when milk prices are low. Despite the new programs with added links to stimulating production, new USA programs stimulate production only marginally more than the subsidies of the 1999–2001 period, which were replaced. Furthermore, the USA has flexibility to avoid explicitly violating its WTO commitments. Nonetheless, this US Farm Bill of 2002 has curtailed the previous trends toward lower farm subsidies and smaller production stimuli, and the negative publicity surrounding it has made negotiating reductions of farm trade distortions more difficult.  相似文献

本文从茂名市的农业概况、农业补贴的基本情况、农业补贴政策存在的问题以及政策建议等几个方面来分析该市农业补贴绩效。目前农业补贴政策存在的问题集中在补贴方式不完善,粮食增产增收政策目标有待加强;种粮补贴标准偏低,弱化政策效果;工作量大,缺乏工作经费;衣机购置补贴方案下达太迟,机具核实成本高。对此,我们建议:对种粮直补政策做适当的调整,促进农业结构的调整;提高补贴标准,增加工作经费;尽早下达农机购置补贴的实施方案,改革机具核实方法。  相似文献

中国是食用油消费大国,又是食用油缺乏的国家,食用油自给率只有35%左右。针对这一严峻形势,自2008年以来,党中央、国务院高度重视油茶等木本油料产业的发展,并将其作为保障食用油安全的国家战略选择。西班牙、希腊在推动油橄榄产业发展进程中积累了许多较为成熟的先进管理经验和技术,两国的管理制度值得我们借鉴。介绍了两国油橄榄产业发展情况和有关政策、措施,提出了推进我国油茶产业和油橄榄产业发展的相关建议,对推动我国油茶等木本油料产业科学持续健康发展具有较强的指导作用。  相似文献

This study examines the effects of different coal, natural gas and carbon emission prices and market situations on the use of wood for electricity and heat production in the European Union. The analysis is carried out using the global forest sector model EFI-GTM expanded to cover electricity and heat production from wood, coal, natural gas, wind and solar energy. Analysis shows that with low coal and gas prices, use of wood for energy will be limited to low cost logging residues. With high coal, and especially natural gas prices, industrial wood also comes to be used for energy. At a carbon price of 100 €/tCO2, some 32 Mm3 of industrial wood, in addition to 224 Mm3 of logging residues, are projected to be used for electricity and heat in the EU region (including Norway and Switzerland) in 2030. The relatively low quantity of industrial wood used by the energy sector despite the collapse of the use of coal is explained by the fact that under high CO2 prices, other energy forms like natural gas, solar and wind energy become more and more competitive. However, the amount of industrial wood used for energy may substantially increase with subsidies for using wood for electricity and heat, even with relatively low carbon prices. With a high coal and gas price and a carbon price of 100 €/t, a subsidy of 30 €/MWh to the wood based and coal with wood co-firing electricity production will have a significant impact on the European wood based sector. Depending on the development of the market demand for forest industry products, such a subsidy may cause a 10–12.5% reduction in forest products production, a 6–9% increase in harvest level, about 30–60% increase in the pulpwood prices, and a 6–9 fold increase of wood imports in the EU, compared to the respective case without a subsidy in 2030.  相似文献

Soil erosion is one of the most devastating problems in the upper watershed areas in Sri Lanka. Erosion-prone cultivation of vegetables (especially potatoes) on steep slopes, without soil conservation measures, has become a major problem in the recent past. Soil erosion has significant impacts on on-farm as well as off-farm activities. Although various institutions have launched programs to introduce soil conservation techniques, these have not yielded expected results mainly due to a lack of understanding of the potato farmers’ behavior on investment decisions on soil conservation. Hence the conceptual model on investment decisions on soil conservation was tested in this paper. The analytical results of the generalized least square model indicated the importance of personal and economic, as well as institutional, factors in decision-making in soil conservation. Therefore, obtaining farmer adoption of erosion-control practices will require the use of various implementation tools such as education, subsidies, and technical assistance. Low willingness to invest in soil conservation indicated the necessity for public installation of conservation structures if they are to be widely used in potato farmlands in the upper watersheds in Sri Lanka.  相似文献

Soil vulnerability and environmental land use conflicts were quantified and cross tabulated in the Sordo River basin (Trás-os-Montes Province, NE Portugal) to provide insights about the risk of soil degradation within that basin. Soil vulnerability was assessed by algorithms of multi criteria analysis and weighted linear combination, whereas environmental land use conflicts were described by an original approach. Three vulnerability scenarios were considered, enhancing the importance of topographic slope, soil class and use and occupation of soils, respectively, as vulnerability factors. Regardless the scenario, approximately two-thirds to the basin was defined as areas with high vulnerability. Fortunately, only 10.9% of the basin is in environmental conflict, where actual land uses deviate from natural uses determined by soil characteristics. The cross tabulation of high vulnerability areas with conflict areas, which defines the areas at risk of soil degradation, reveal that risk areas account for approximately 3.2–8.4% of the basin, depending on the scenario, being concentrated in steep slope hillsides suited for forest or mixed forest and pasture occupations but actually used for irrigated crop lands, vineyards and olive yards. Some conservation practices are implemented in the vineyard and olive yard areas, namely through the construction of terraces. These structures minimize soil erosion but are potentially unstable beyond given intervals of terrain slope. On the other hand, the maintenance of terraces is costly and for that reason eventually unaffordable for many farmers, and they also entail a mischaracterization of the historical and architectural heritage of the Douro Wine Region (UNESCO World Heritage). In this context, it was suggested the approval of legislation as regards the design, construction and maintenance of terraces, while in a broader perspective it was recommended the appreciation of a European Directive for soil protection and its subsequent transposition to the national legislation.  相似文献

Within only two decades olive oil developed from a niche product which could hardly be found in food stores outside the producing regions towards an integrated component in the diets of industrial countries. This paper discusses the impacts of the promotion of the “healthy Mediterranean diet” on land use and agro-ecosystems in the producing countries. It examines the dynamics of olive oil production, trade and consumption in the EU15 in the period 1972–2003 and the links between dietary patterns, trade and land use. It analyses the underlying socio-economic driving forces behind the increasing spatial disconnect between production and consumption of olive oil in the EU15 and in particular in Spain, the world largest producer during the last three decades.  相似文献
