This study examines the evolution of land sales and rental markets and their impact on agricultural efficiency in rural Kenya and Uganda using panel data spanning over 10 years. Both countries show that land markets induce efficiency by transferring land to households with higher farming ability. In both countries, land markets enhance equity by transferring land from land-abundant to land-constrained households. Although renting in land increases crop income in Kenya, we find no evidence that it enables households to escape from poverty. In contrast, increase in owned land helped decrease poverty in Uganda. Parcel-level analysis reveals that rented-in land and owned land differ in productivity levels and crop choice. These findings point to the potential weaknesses in the land markets in Kenya and Uganda that impede their ability to contribute to poverty alleviation. 相似文献

Land use transitions are rated among the leading sources of greenhouse gas emissions in the tropics. They significantly challenge the functioning of ecosystems and affect multi-temporal stability of greenhouse gases such as N2O and soil properties. Studies on dynamics in nitrogen balances are essential in understanding greenhouse gas emissions such as N2O and to manage their impacts on productivity. In this study, multi-temporal Landsat images (1975, 1995 and 2012) were classified to determine land use transitions and potential drivers. The classified images were categorized into degraded and non-degraded lands and eighty sampling plots generated within the entire study area. Soil samples were then collected at 0–15, 15–30 and 30–60 cm depths on each plot and soil nitrogen determined. A regression analysis was developed to determine the influence of forest and grassland degradation on soil nitrogen. Results indicated a significant change in major land use and land cover types. Specifically, there was a decrease in areas covered by forests, woodland and grassland, however, area covered by less dense forest increased. Results also indicated variability in mean nitrogen content between degraded and non-degraded areas and depths. Furthermore, levels of degradation influence nitrogen content up to a soil depth of 30 cm. The present study is relevant in the detailed assessment of the extent of damage and threats posed to biodiversity hotspots in sub-Saharan Africa. Agriculture in the Abruzzi mountain area of Italy's Mezzogiorno region has been drastically transformed over the past 20 years. This article describes the traditional land-use systems and the processes by which they have changed to modern farming or fallen into decline. Traditional farming still has a strong influence, even where new crops such as grapes and peaches are being grown. In rural Ecuador and elsewhere in Latin America, the departure of migrants and the receipt of migrant remittances have led to declining rural populations and increasing cash incomes. It is commonly assumed that these processes will lead to agricultural abandonment and the regrowth of native vegetation, thus undermining traditional livelihoods and providing a boon for biodiversity conservation. However, an increasing number of household-level studies have found mixed and complex effects of out-migration and remittances on agriculture. We advance this literature by using household survey data and satellite imagery from three study areas in rural Ecuador to investigate the effects of migration and remittances on agricultural land use. Multivariate methods are used to disaggregate the effects of migration and remittances, to account for other influences on land use and to correct for the potential endogeneity of migration and remittances. Contrary to common assumptions but consistent with previous studies, we find that migrant departure has a positive effect on agricultural activities that is offset by migrant remittances. These results suggest that rural out-migration alone is not likely to lead to a forest transition in the study areas. 相似文献

Costa Rica established the National Biological Corridor Program in 2006. Under the National Biological Corridor Program, the long-running Payment for Environmental Services Program was newly prioritized into biological corridors throughout the country. The National Biological Corridor Program caused a nationwide spatial shift in placement of payments for environmental services throughout Costa Rica. We classified ASTER 15-m resolution imagery in a central Costa Rica corridor connecting the eastern and western protected areas networks to analyze the change in forests during the National Biological Corridor Program with its targeted payments for environmental services effort. We used object-based classification methods, and compared land cover changes over an initial four-year period of corridor policy enactment. We calculated the changes within PES properties and outside of PES regions, and we also calculated forest patch metrics during the same time period. Results indicate a decline in forest cover over the study period, along with an increase in urban and pasture land covers, with higher change and loss of forest centered inside of the biological corridor, near the construction area for the new San Carlos highway, and within eastern pasture areas. We also saw a higher percentage of forest loss inside of the biological corridor area as compared to areas outside of the biological corridor. Forest loss was drastically less within current and historic PES properties, as compared to the overall study region. Across the entire study region, patch metrics show a decrease in the number of patches and a slight decrease in average patch size. These results suggest that current and past designation of PES prevents forest loss within PES properties while the current designation of priority conservation status via the National Biological Corridor Program is not increasing connectivity and forest conservation. This is shown by increased land use change and a decrease in forest associated with biological corridor designation. These results are antithetical to the goals of the National Biological Corridor Program. 相似文献

The Okavango catchment is a hot spot of accelerating land use change. In particular, climate predictions, demographic developments and a growing utilization of ecosystem services and functions are expected to increase pressure on resources and land. Land use conflicts, the sustenance of precarious livelihoods, deforestation of woodland savannahs, upstream–downstream water issues and human–wildlife conflicts are among the processes that are characteristic of policy and management challenges in the region. In the Eastern and Western Kavango regions of Namibia and the Cuando-Cubango province of Angola, a unique cross-border situation exists that allows assessing how the combination of local traditions, regional land management and national policies determines spatial patterns of land use and land cover transformation processes.To map major land use types and change processes we used a set of multi-temporal Landsat-5 TM and Landsat-7 ETM+ data sets, support vector machine (SVM) classification and iterative spectral mixture analysis (ISMA) on images covering the period from 1990 to 2010. Integrating satellite imagery with literature reviews, interviews, census and household survey data, we assessed the contrasting development of resource utilization on both sides of the Okavango River. We investigated if and how policies and regulations at different levels drive land use decisions, and how these decisions manifest spatially.We found a strong and interconnected urban growth on both sides of the river. The area around Rundu has constantly been evolving to become Namibia's second largest city, also functioning as a hub of development and transborder commerce with opposing Calai. This trend was found to affect adjacent settlement areas and cause widespread conversion of woodland savannahs to agricultural land or their utilization for timber extraction. The conversion of woodland savannah to arable land was by far the dominant land use change process on both sides of the river, with a total conversion area of 460 km2 (Namibia) and 293 km2 (Angola) observed during the observation period. Strong spatial change gradients occurred in relation to determining factors, such as accessibility, proximity to water, urban centres, etc., while relations to settlements where less obvious. Assessing results by country illustrated the difference in land use intensity and resource consumption between Angola and Namibia, which relate directly to historical developments, with a long period of stability in Namibia standing opposed to the recent and ongoing recovery from civil war in Angola. These are added to by statutory and traditional policy frameworks, the national endowment with natural capital (e.g. oil, uranium, diamonds, zinc) and the integration into global markets, which strongly affects national economies of both countries at large.Underlying land use decisions were found to be largely driven by individualized perspectives on growth ideologies, consumerism and wealth-aspirations connected to globalization processes. However, at present the result of these perspectives is still mainly a small-structured conversion to rainfed agriculture as a component of subsistence strategies of local livelihoods, and thus stands opposed to other regions of the world, where change processes are much more driven by large companies or follow national regulations and result in more intensive uses. 相似文献

Predicting soil erosion potential is important in watershed management. A rapidly growing Iranian population and climate change are expected to influence land use and soil sustainability. In recent years, northern Iran has experienced significant land use changes due to internal migration along the Caspian coast and conversion of forests and rangelands. Considering the effect of these changes in the future, the purpose of this study is to forecast land use patterns and investigate soil erosion scenarios using the Revised Universal Loss Equation and Markov Cellular Automata. Data from 1981 to 2011 were used as a baseline to estimate changes that might occur in 2030. The results reveal that the mean erosion potential will increase 45% from the estimated 104.52 t ha−1 year−1 in the baseline period. Moreover, the results indicate that land use change from forest area to settlements will be the most significant factor in erosion induced by land use change, showing the highest correlation among erosional factors. Projecting land use change and its effect on soil erosion indicate that conversion may be unsustainable if change occurs on land that is not suited to the use. The method predicts soil erosion under different scenarios and provides policymakers a basis for altering programs related to land use optimization and urban growth. Those results indicated the necessity of appropriate policies and regulations particularly for limiting land use changes and urban sprawl in areas of unfavorable soil erosion risk factors. 相似文献

The Special Issue (SI) “Environmental Risk Mitigation for Sustainable Land Use Development” presents seventeen interrelated papers addressing the key concept of environmental risk mitigation and sustainable land use development. The issue argues that risk mitigation depends directly on the risk assessment analysis and the quality of applied measures. Therefore, the more precise are risk assessment conclusions, the better the risk mitigation measures would be. This collection of papers follows the vision of the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework) which states that the integration of sustainable development objectives into disaster risk mitigation and adaptation at all levels and at all stages of policy action are of paramount importance for the sustainability of our communities. This article explores the issues that arise when land use management organizations change their previous ways of relating to the public. I introduce an analytic framework for evaluating organizational changes that are grounded in participatory planning and decision making. Using a case study of a recent planning initiative of the Wisconsin Department of Natural Resources, I examine dynamics of trust, civic capacities, personal demands, history of working relationships, and interest in the issue at hand. Though preliminary, the conclusions drawn from this research illustrate how these dynamics may influence the success of participatory planning that reflects organizational change. 相似文献

Changes in land use and land tenure can influence both physical fragmentation and ownership fragmentation of landscapes, with implications for biodiversity. In this study, we evaluated changes in land use and land tenure in the Tijuana River Watershed, a region of high biodiversity and endemism, following the implementation of a new Agrarian Law which allowed for privatization and sales of communal land (ejidos) beginning in 1992. In order to understand changes in land use and cover, we constructed maps from aerial photographs and Aster images and measured changes between 1994 and 2005. In order to understand changes in land tenure, we collected data from Mexican government sources on ejido land size, ownership, and sales, and we conducted 55 structured interviews with ejidatarios in the watershed. Our results demonstrate that land-use/cover change between 1994 and 2005 was dominated by an increase in urban area and grasslands, and a decrease in coastal sage scrub, chaparral, and, to a lesser degree, agriculture. In particular, the conversion of coastal sage scrub has left a far more fragmented landscape than existed in 1994. In addition, most of the ejidos in the watershed, as well as individuals interviewed, had participated in some stage of the land certification and titling process allowed by the new Agrarian Law, resulting in substantial changes in land tenure. However, land tenure security appeared to play a larger role than a desire to sell land and, contrary to studies from other regions, full title to the land was obtained in a range of urban and rural settings, rather than primarily on land closest to urban zones. Our results suggest that past predictions regarding future urban growth and fragmentation of native vegetation in the region have proven accurate and highlights regions of change that merit further study. 相似文献

Land consumption due to residential development, economic growth and transportation belongs to the most serious environmental pressures on landscapes worldwide, in particular in urbanised areas. Accordingly, the aim of containing the development of land is rated increasingly high on the agenda of environmental policy, at least in densely populated countries such as Germany, Belgium, the Netherlands or the UK. As a result, different strategies and instruments to prevent excessive land consumption are being discussed. However, many of these strategies and instruments adopt a rather general approach, while it seems more effective to define the particular areas where the goal of reducing land consumption is to be pursued. Such an approach must draw on information about how detrimental specific land use transitions are with regard to, for instance, the functionality of soils, water balance or habitat quality at specific locations. This paper introduces a conceptual framework for the impact assessment of land use transition in urban areas which highlights how such information can be acquired. This framework includes the differentiation of two levels of impact assessment: the level of the single land unit and the context level which takes into account regional and aggregated impacts of land use transition bound to the spatial context. The conceptual framework provides a basis to disaggregate (supra-)national policy targets regarding land use, to scale them down to the regional level, and thus to clarify the spatially explicit implications of land use policies. 相似文献

Recent land cover change estimates show overall decline of tropical forests at the regional and global scales caused by multiple social, cultural and economic factors. There is an overall concern on the prevailing land use practices, such as shifting cultivation and extraction of forest materials as agents of forests losses, but also new, emerging land uses are threatening tropical forests. Understanding of the long-term development and driving forces of forest changes are needed, especially at local levels where many decisions on forest policies and land uses are made. This paper addresses the importance of such information for improved estimates of forest dynamics by studying local level land cover and land use changes during the last 50–70 years in the Eastern African tropical island of Zanzibar, Tanzania. The paper discusses the role of traditional and new land uses mainly subsistence farming, tourism and government interference through tree planting, in the long-term development of the forests at the village level. The material for the study is gathered from the interpretation of archival maps and aerial photographs combined with contemporary digital aerial photographs. The analyses are based on the mapping, spatial sampling and spatio-temporal change trajectory analysis (LCTA) of forest land cover, forest land uses and settlement patterns with GIS and statistics. Six distinct forest land cover change trajectories were identified and these illustrate dynamic and heterogeneous nature of the forests. Closed forest cover has dominated throughout due to cyclical land use patterns, but over 70% of the land area has been continuously transforming between closed, semi-open and open land cover conditions. Land use turnover rates indicate that hardly any forest areas are left untouched from the forces, which remove and re-establish forest vegetation in the long run. Land cover and land use change trajectories are spatially fragmented in the studied landscape. Majority of forest loss-gain dynamics is caused by shifting cultivation, while forest losses are most dramatic along the coast, where traditional and new land uses meet and land uses pressures are highest. The study suggests that landscape change trajectory analyses, where contemporary and historical information on land uses and land cover changes are spatially linked, can provide valuable aspects into local level forest land use planning and management strategies. For the case study, the findings suggest the following key forest management strategies for consideration: (1) establishment of a protected forest/scrubland in participation with the local stakeholders, especially the farmers, (2) promotion of areas for permanent agricultural practices, while simultaneously introducing management controls in the traditional slash-and-burn farming areas, and (3) promoting new livelihood opportunities for the farmers, who have traditionally been dependent on forest resources, meanwhile introducing alternatives for fuel wood for cooking. 相似文献

Rapid land use change has taken place in many arid and semi-arid regions of China over the past decade, such as in Yellow River Basin. In this paper, changes in the land use pattern of the Yellow River Basin were analyzed using Landsat TM data in 1990, 1995 and 2000. The aim was to improve the understanding of changes in land use with a view to identifying potentially more sustainable systems of land use. Firstly, the mathematical methodology was explored and developed for spatial pattern changes of land use, which include the degree index model of land use dynamic, index model of land use degree, mean center model of land use and transformation model of land use. Based on these models, the changing spatial patterns of land use were calculated and analyzed. During the period 1990–2000, the areas of cropland, built-up land and unused land all increased, the area of cropland increased dramatically by 2917 km2, while the areas of grassland and woodland decreased by 4668 and 33 km2, respectively. Meanwhile, the spatial pattern of land use also experienced a great change. Then the driving factors of land use change were investigated, the governmental policies on eco-environmental protection, population growth and meteorological conditions were the major factors that caused the land use change in the past decade. 相似文献

The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well. 相似文献

In recent years, sustainability has always been one of the most important approaches in policy making and program development in general, especially in the agricultural sector. On the other hand, land leveling and consolidation programs are usually implemented as the development programs of the agricultural sector in different regions of Iran. Thus, the aim of this study was to compare the agricultural sustainability in two different regions (with and without land leveling and consolidation) in Zarghan District, Fars Province, Iran. In this research, a quantitative research approach has been used, and data were collected in two phases using a researcher-made questionnaire. The results of the first phase of the study showed that in the leveled and consolidated lands, the ecological dimension is potentially in a good status of sustainability, but social and economic dimensions are in a moderate status. In the unleveled and unconsolidated lands, the ecological dimension is potentially in a good status, while the social dimension is in a moderate, and economic dimensions are in a potentially weak status of sustainability. In addition, comparing the results of the two groups of lands demonstrated that there is a significant difference between them in terms of ecological and economic sustainability, and in consolidated and leveled lands, ecological and economic sustainability are in a more favorable status. Furthermore, the results of the second phase of the research indicated that agricultural activities in both categories of land are beneficial. However, the net present value of agricultural activities revenues in the leveled and consolidated lands is higher than those of the areas outside the coverage of this plan. Therefore, it can be concluded that agricultural activities in leveled and consolidated lands, not only have a better status in terms of sustainability but also have a higher economic justification. 相似文献

Land fragmentation has restrained the development of Chinese agriculture with the application of agricultural machinery. Meanwhile, agricultural pollution has caused serious problems with development. To address these problems, China's government proposed a new farmland lease policy and built larger farms beginning in 2013. However, changes in land fragmentation may also have unexpected problems for Chinese agriculture. This study investigated the effects of these changes on changes in land use, the application of machinery and agricultural pollution. We analyzed a developed area (in the fields of both agriculture and industry) and studied the decision-making habits of farmers in the area. An agent-based model was proposed with the same decision-making habits as in the real world. The results indicated that land lease increased agricultural profits very little in Jiangsu, China. Meanwhile, the application of land lease policy increased pollution. To alleviate pollution and increase profits, a new policy for large automatic protection machinery (i.e., large spraying machinery) should be introduced by governments simultaneous with land lease policy. Farmers could realize greater profits through the introduction of land lease policy and high-efficiency machinery. The sustainable development of agriculture in Jiangsu requires the integration of these government policies. 相似文献

By using Northeast China as example, this study measured the characteristics of the land use transition of underdeveloped areas (UAs) of China and explored the underlying transition mechanism. This study found that, the main characteristics of the land use transition of Northeast China during the last two decades (1995–2015) were continuous expansion of cropland, accelerated growth of construction land, and continuous reduction of woodland and grassland, as well as unused land. Policies dominate the process of land use transition of the UAs of China. The land use transition of UAs of China is a result of interaction and coupling between socio-ecological feedback under the guidance of policies and socio-economic change under the influence of policies. The former determines the direction of regional land use transition while the latter determines the intensity of this transition. During the process of land use transition, the sustainable use of land of the UAs of China faces several severe issues: inefficient use of urban construction land caused by unreasonable policy support, degradation of the ecological environment caused by irrational expansion of cropland, and both policy instability and policy conflicts. To resolve these issues, punishment and accountability of local governmental violations of land use should be strengthened. Furthermore, a land use information disclosure system and public supervision mechanism should be established by policy makers. The starting point of policy formulation should be shifted from quantity growth to quality improvement as well as from economic benefits to comprehensive benefits. 相似文献
