The number of Irish dairy farms with herds greater than 100 cows has increased from 4.5 % in 2005 to 23 % in 2016. The abolition of the dairy quota in 2015 has led to predictions that this trend will continue and that an additional 6000 people will be required to work on dairy farms by 2025. Ownership of farms is esteemed, with farm employment perceived as a poor second option, so it is necessary to identify possible routes towards creating 'good' farm employment relationships. This paper explores the social, cultural and economic values of employers and employees in the context of early experiences of farm employment in post-quota Ireland. Using narrative analysis, this study found that employees gained esteem and pride from acquiring managerial responsibilities and receiving recognition for their abilities and accomplishments from their employers. Greater social recognition of employ’ abilities by peer groups and in networks (social capital) cemented ‘good employee’ status. Employers, in a context of unprecedented dairy production expansion, emphasised the need for and demonstrated changing of power structures to open up the farm to new forms of influence. However, employers’ reflexivity in support of employment relationships was undermined overall by what the management literature calls a weak ‘rewards system’ for employees. Without the supportive scaffolding of a formalised rewards system, relational gestures of responsibility-devolution and employ’ appreciation of employees may be insufficient to sustain quality farm management employment in the long term. Inevitably, this diminishes the attractiveness of farm employment, limiting the drawing of talent not only into farm employment but into associated capacity-building programmes.  相似文献

Land cover change in the Neotropics represents one of the major drivers of global environmental change. Several models have been proposed to explore future trajectories of land use and cover change, particularly in the Amazon. Despite the remarkable development of these tools, model results are still surrounded by uncertainties. None of the model projections available in the literature plausibly captured the overall trajectory of land use and cover change that has been observed in the Amazon over the last decade. In this context, this study aims to review and analyze the general structure of the land use models that have most recently been used to explore land use change in the Amazon, seeking to investigate methodological factors that could explain the divergence between the observed and projected rates, paying special attention to the land demand calculations. Based on this review, the primary limitations inherent to this type of model and the extent to which these limitations can affect the consistency of the projections will also be analyzed. Finally, we discuss potential drivers that could have influenced the recent dynamic of the land use system in the Amazon and produced the unforeseen land cover change trajectory observed in this period. In a complementary way, the primary challenges of the new generation of land use models for the Amazon are synthesized.  相似文献

Regional and local differences in public perceptions and attitudes towards forestry have often been explained by socio-demography, farming structure, living standard, and other socioeconomic attributes of different geographic locations. These attributes have been used much less to explain regional differences in private forest owners’ objectives and practices. We explore the connection between local patterns of non-industrial private owners’ management practices and the socioeconomic characteristics of the local context. Discriminant linear canonical analysis of data for 2406 owners in 26 rural areas in Portugal allows us to discuss the relevance of the socioeconomic features of local context, such as forest sector economy, agrarian structures, and broader socio-demographic dynamics, to understand the owners’ management practices. Our findings reveal the importance of the features considered, especially socio-demography and agrarian structures. However that importance differs according to the type of forest practice under consideration, i.e., harvesting or bush clearing. This study provides a better understanding of the factors that shape the management practices of forest owners and contributes to improve the design of forest policy to be more adjusted to regional context.  相似文献

Land greening in China is regarded as contributing a great deal to greening of the Earth. The phenomenon is mainly attributed to climate change, arising atmospheric CO2 and ‘Grain for Green’ (GFG) land management policies. However, limited knowledge is known how much land greening is from contributions of the GFG practice. Therefore, the study took the typical region of the GFG practice, the Loess Plateau, as the study area, and used 1982–2015 satellite-observed GIMMS3g normalized difference vegetation index (NDVI) data, ERA-Interim climatic variables (precipitation, temperature and solar radiation) and atmospheric CO2 concentration data with the help of a developed TPRC-based NDVI model to derive GFG-induced NDVI after 1999. Furthermore, this study tracked the spatial-temporal dynamics of GFG-induced NDVI and assessed contributions of the GFG practice to regional vegetation changes. Results showed that satellite-observed NDVI and TPRC-based NDVI both exhibited an increasing spatial pattern from the northwestern to southeastern Loess Plateau, but their greening trends were separately 0.0022 and 0.0009 per year in 1982–2015 (p < 0.05). Note that the satellite-observed greening trend was much steeper with a slope of 0.0056 per year after 2006 (p < 0.05). The subsequent analyses documented that GFG-induced land greening were largely responsible for the steep trend. In space, evident greening patterns began to be observed in the central Loess Plateau from 2006 to 2008, afterwards expanded towards eastern and southwestern Loess Plateau. In 2011–2015, the increase magnitude of GFG-induced land greening in the Loess Plateau averagely accounted for 8.5 % in comparison to estimated TPRC-based NDVI, but in six natural zones were various, ranging from 3.2%–15.7%. In some regions of central Loess Plateau, GFG-induced NDVI contributed even more than 20 % to vegetation increase. This study highlights that land use management contributes more to land greening dynamics over the Loess Plateau compared to climate change and arising atmospheric CO2 concentration. These findings likely provide some valuable information for curbing or enhancing specific-location vegetation changes in future regional land management and planning.  相似文献

The impacts of climate change on agriculture in developing countries will depend on the extent to which agricultural production in those regions adapts to climate change’s influences. This study uses a whole-farm land use optimisation approach to explore climate change impacts, when including adaptation, on farm profitability, production and associated greenhouse gas (GHG) emissions in the Loess Plateau of northern China. The results show that with adaptation activities, the losses in smallholder farm profitability caused by the climate change could be moderate. Declining rainfall results in land use changes that generate higher on-farm GHG emissions with the most economically beneficial adaptations. With 5 % or 10 % decline in annual rainfall, the introduction of agricultural carbon tax would generate substantial reduction in on-farm GHG emissions. With 30 % rainfall reduction, agricultural carbon tax is not likely to bring about considerable emission reduction. The economically optimised land uses are generally sensitive to potential changes. When rainfall reductions appear, there is a clear trend toward reducing cropping area and transiting to pasture. With 5–10% rainfall reductions, increasing agricultural carbon tax with same rainfall reduction leads to the expansion in cropping enterprises. However, with 30 % rainfall reduction, land allocations are not sensitive to agricultural carbon tax. When with declining annual rainfall, in the optimal enterprises more oats-pasture rotations are employed to reduce wheat dominated rotations. Besides land use patterns, adaptations through altering farm management practices are also necessary. The economically optimised sheep flock would be increased considerably with declining rainfall. Overall, policymakers are suggested to initial more educational schemes to tell smallholder farmers how to make the best use of available adaptation strategies and consider changes in climate when design and implement agricultural policy.  相似文献

Stakeholder analysis and engagement processes are recognised as essential in environmental and natural resources management (ENRM). Underpinning these processes is the identification of stakeholders, an often tacit process which finds the practitioner responsible for stakeholder analysis or engagement sifting through all of society to determine who is awarded stakeholder status for the given project or issue. While the ENRM literature provides guidance for stakeholder analysis and engagement, there has not been the same level of examination of the practical approaches to—and assumptions underlying—stakeholder identification by practitioners working in the field. This research extends on the ENRM stakeholder analysis and engagement literature by exploring the approaches to identification as used by ENRM practitioners. Semi-structured interviews (n = 20) were conducted with ENRM practitioners, leading to the classification of eight approaches to stakeholder identification. These approaches are discussed as the ‘art’ and ‘science’ of stakeholder identification. Practitioners’ conceptualisations of the terms stakeholder, community, and the citizenry are discussed, and differences in understandings of these critical terms are outlined based on the broad domain of ENRM in which the practitioner is operating (land use change versus agricultural extension or community engagement). The social structures of relevance to stakeholder identification (individual, social constituency, group, organisation) are presented, and practitioners’ perspectives on the role of groups are discussed. Through explicating the approaches to identification of stakeholders, this research offers new perspectives on a significant element of ENRM. These insights provide greater clarity on the practices which shape stakeholder analysis and engagement in ENRM, and highlight the importance of acknowledging the privileged position of the practitioner in deciding who is awarded stakeholder status in a project or issue.  相似文献

Improvements to forest and land governance are key to addressing deforestation and degradation of peatlands in Indonesia. While this is a priority area, the steps to achieving good forest and land governance have been under-researched. There is a need for better links between theoretically informed academic analysis and work in the field. This study drew together a panel of experts on forest and land governance using a Delphi method to discuss the underlying drivers of deforestation and peatland degradation, and correspondingly, to identify interventions to improve land and forest governance in Indonesia. Seventeen panelists with an average of more than 12 years’ experience reached agreement over four governance interventions: increasing the capacity of local communities to manage and monitor forests and natural resources (65% of panelist’s votes); identify strengths and weaknesses of community organisations and institutions, and develop strategies to improve their performance (65% of panelist’s votes); gazetting forests to clarify land boundaries and determine which areas should be village, community and state forest zone (59% of panelist’s votes); and, integrating participatory community maps into spatial plans to protect local communities and indigenous peoples’ development needs (53% of panelist’s votes). They also supported action research involving the government, private sector and communities, and political economy approaches to researching forest and land governance issues. Panelists indicated that community level approaches such as securing community forest tenure through clarifying land claims and integrating local land tenure into spatial planning had an important role in sustainable forest management.  相似文献

Commercialization of smallholder agriculture in South Africa is underpinned by reforms to improve livestock off-take in communal areas and engage smallholder farmers with formal markets. To achieve this, Custom Feeding Programmes (CFPs) were established to improve the condition of communal cattle prior to their sale into formal markets and to ‘systematise’ the informal marketing of cattle in communal areas by enabling participants to achieve higher informal market prices. We evaluate the sustainability of eight CFPs located in Eastern Cape Province in terms of their ability to add value to smallholder cattle production and encourage market participation. Communities with CFPs achieved a 16.6% mean cattle off-take rate, substantially higher than in most communal systems. Furthermore, cattle sold through CFPs attained a 17% higher mean selling price than those sold through other marketing channels. However, these benefits were mainly realized by better-off farmers with larger cattle herds and greater ability to transport animals to and from CFPs. More marginalized farmers, particularly women, had low participation. CFPs also face challenges to their sustainability, including inconsistent feed and water supplies, poor infrastructure and high staff turnover. Key to enhancing participation in CFPs, will be improving the way they are supported and embedded within communities.  相似文献

Urban agriculture (UA) is rapidly growing in popularity and significance across the Western hemisphere. For over two decades North Americans have embraced the concept, although in Europe the idea of UA has only recently gained attention from academics, practitioners and policy makers. Networks are beginning to form in the UK, sometimes bound by a ‘food charter’: a statement of aims which bring together businesses, practitioners and other bodies involved or interested in sustainable food systems. More recently, food charters have become popular tools for pursuing the UA agenda. In this paper we provide a view on this method of moving forward the local food agenda; primarily using a case study of Birmingham, we comment on its success and potential for the future.  相似文献

Summary

Institutions which own and develop property are just beginning to recognize that they are offering a product which no longer enjoys a guaranteed market with ever increasing returns. In the increasingly difficult and discerning letting markets of the 1980's they are having to accept that the price (both in rental and capital terms) of the product they own and offer will depend entirely on how it meets the needs of their customers, the tenants. Like many other quasi‐monopolists used to operating in protected markets in the past, they may find the process of adjusting to this new world goes further, last longer and hurts more than they expect. Against that background, the traditional distinctions between ‘prime’, ‘secondary’ and ‘tertiary’ property in the investment market, as well as the old dividing lines between the office, industrial and retail categories are beginning to break down. Hillier Parker, for example, have published research suggesting that rents of secondary shop properties grew much faster than ‘prime’ rents over the past five years. The lowest yields, and highest prices, rents and investment ratings must eventually come together to produce an explosion of relative value in the locations and buildings with the best record and prospect of growing tenant demand.  相似文献

Long-term planning is an important aspect of forestry. The future-oriented guiding principles of forestry stakeholders impact their decisions and therefore the future of the sector. Forestry faces major challenges due to global changes. At the same time, the ability of traditional forestry stakeholders to manage uncertainty and ensure sustainable management is increasingly being questioned from both within and outside the sector. To study the shared and conflicting guiding principles followed by forestry stakeholders and how these might shape stakeholders’ actions, we conducted 49 semi-structured qualitative interviews with different German forestry stakeholders, mostly from Bavaria. We used a qualitative approach and linked the “Leitbild analysis” (Leitbild = German for guiding principles) and the sensemaking concept to derive a typology of six guiding principles followed by forestry stakeholders. Results show that the guiding principles of forestry stakeholders are mostly formed around policy conflicts between traditional forest users and nature conservationists. Differences were mainly based on the question of which side would dominate future forest management. In all the groups, the views reflected were mainly negative, and traditional forestry stakeholders saw themselves losing power and authority in the future. We argue that these negative future expectations might narrow stakeholders’ perspectives on potential chances and opportunities due to the low self-efficacy that we observed. In line with the assumption that by guiding today's actions, future images have a real-world impact, we find that current problems might be perpetuated through the expectation that they will remain unchanged in the future. Based on our findings, we emphasize the need for a stronger focus on potential future chances and shaping options within the German forestry sector and the need to embrace new ways of cooperation between stakeholders.  相似文献

Wild mushroom picking is a growing recreational and commercial activity. In Spain, wild mushrooms legally belong to the landowner, who seldom benefits from trade in mushrooms or from their recreational value. Cultural aspects (tradition, picker-related harms) and economic aspects (costly forestry works, income opportunities) constitute elements of the debate on how to deal with mushroom picking. Through a survey of private forest owners in Catalonia (north-eastern Spain), this paper examines their experiences with mushroom pickers, the factors shaping their related policy preferences and their willingness to engage in mushroom reserves.The results show broad support for introducing mushroom picking norms. A regulation would allow outsider pickers to enter private land, but only under certain conditions, i.e. to comply with socio-ecological rules of the area. Among respondents who support the regulation, active land owners who report instances of picker-related harm (both tangible and intangible) tend to support the establishment of a fee system which could be reinvested into forest management. That is also the position of the respondents who perceive mushrooms as a private right, i.e. they believe to have a legitimate right to exclude outsider pickers and, eventually, to raise revenues from that asset. On the contrary, forest owners who conceive mushroom picking as a free-access activity prefer neither to regulate it nor to charge fees. The option to establish a mushroom picking reserve depends on the landholder being a fee-supporter and perceiving instances of harm. Harm, instead, is mainly determined by the perception of congestion of pickers, which in turn is determined by the mushroom productivity of their forest, their level of privacy protection and their involvement to the primary sector. These findings help policymakers to better understand the logic and sensitivities of forest owners in view of designing mushroom picking policies that can effectively solve picker-landowner conflicts.  相似文献

Land Use and Cover Changes (LUCCs) significantly increase the frequency of mudflows in the silty areas of north-western Europe and particularly in the NUTS 3 Seine-Maritime region (France). Predicting the effects of a range of possible LUCCs helps local authorities choose policies that can help to mitigate the risks to which local populations are exposed. In this article we build scenarios for changes in farming systems, with a 2015 horizon and with 2007 as the initial situation. These scenarios are assessed through combined biophysical and economic approaches. Two scenarios for the disappearance of dairy farming are chosen. One scenario has no public-action program (StopMilk), while the other one has a program based on the funding of best management practices (StopMilk-E). These scenarios are assessed at the small watershed scale (7 km2) in terms of both changes in farming systems and effects on runoff (use of the STREAM model). Finally, the economic evaluation of additional costs of StopMilk-E is extrapolated at the level of the Austreberthe watershed syndicate (214 km2), using the French Land Parcel Identification System (LPIS) with a spatially referenced database of cropping plans. StopMilk leads to a significant increase in runoff whereas the local public-action program proposed under StopMilk-E reduces runoff to below the 2007 level. The Austreberthe watershed residents’ willingness to pay for a 15-year program is around €395,000/year, which is not sufficient to balance the cost of the modified farming practices (€640,000/year over the first 3 years). Funding of the practices would require either subsidies from a higher level (Europe), borrowing by the community, and/or a more selective approach in the type and the location of farming practices to be funded. The method used for calculating costs at the watershed syndicate level shows the huge potential of new databases like LPIS (available in France since 2006) for the assessment of environmental issues.  相似文献

In Brazil, the Forest Code requires landholders to maintain fixed-width buffers of native vegetation along watercourses – legally called Areas of Permanent Preservation (APPs). In 2012, agricultural activities started to be partially allowed in APPs, but only if best management practices on soil and water conservation are adopted and if a narrow buffer strip with native vegetation is restored adjacently to the watercourse. In this paper, we present a modeling framework to investigate the capacity of legal compliant APPs to supply watershed services (erosion control and stream bank stabilization) in a 2,200 ha watershed in São Paulo State, Brazil. Our results suggest that the narrower the riparian buffer the lower the control of soil erosion dynamic within APPs, and that riparian buffers smaller than 8 m can act as a source of sediments to streams. The adoption of best management practices can contribute to controlling soil erosion within APPs but the presence of native forests in the first 15 m is necessary to guarantee equivalent protection to streams when compared to APPs completely covered by forests. Moreover, we observed that forest restoration within APPs helped to reduce the average soil loss of the watershed by only 20 %, compared to a reduction of 55 % when best practices are implemented in all watershed agricultural areas. We conclude that (i) the reduced requirements for APP restoration may contribute to stream sedimentation, which will likely affect the supply of watershed services by stream ecosystems; (ii) the implementation of best management practices in APPs will not have the same effect as native forests to reduce stream sedimentation; and (iii) the adoption of best management practices in all agricultural production areas – and not only within APPs as required by law – is the best strategy to promote the supply of watershed services to society.  相似文献

The “polluter pays principle” (PPP) has been looked at from the perspective of legal values and technical principles, namely of soil science, to evaluate the acceleration of soil erosion and the consequent development of degraded areas in the Uberaba River basin (area: 2419 km2), state of Minas Gerais, Brazil. Having accomplished this goal, the study highlights the importance of PPP for the conservation of soil and development of an ecologically equilibrated environment. The diagnosis of degraded areas was based on the coupling of a Geographic Information System with soil loss, land use conflict and tolerance to soil loss models, and revealed a preoccupying situation because an extension of approximately 905 km2 (1/3 of the basin) has been considered in advanced state of degradation potentially causing environmental damage (e.g., decline of soil fertility and hence crop production, negative impacts of soil particles export on stream and lake water quality and biodiversity of riverine ecosystems). Facing this problem, a legal framework standing on doctrinaire principles, federal laws and the Brazilian Constitution has been proposed whereby the protagonists of soil degradation are called to assume responsibility as well as the costs of repairing this negative condition. Although the study has been carried out on a specific country under pre-defined settings, the rationale behind the proposals can easily be transposed to other scenarios because the scientific methods on which soil degradation has been defined and mapped are generally applicable, while the suggested legal values are currently applied to many regions on the planet.  相似文献

Farmers are decision-makers in a complex system of cause and effect. They decide with respect to their own attitude and beliefs, according to their farm structure and they take into account programs and regulations of the overarching policy scheme. In this paper we used mail surveys with identical questions to establish a cross-national comparison of two case study areas. The questionnaire investigates farmer's perspectives on what influences their own decision-making as well as their perception of the socio-ecological environment to relate these findings to the respective policy schemes in the case study areas. The two case studies are located in Southern Illinois, United States and in central Switzerland. The analysis shows that full-time farmers of the Southern Illinois case study area rate constraining factors such as financial aspects higher than Southern Illinois part-time farmers and farmers from the central Switzerland case study area. Furthermore, it is apparent that Swiss case study-farmers rate aspects of their land use responsibility and the Illinois case study-farmers rate ecological aspects higher. The empirical findings can be qualitatively explained through analysis of agricultural policy schemes.  相似文献

This paper investigates the everyday lived realities of Southeast Asian migrant workers who left the formal sector of the labour market and entered the informal agricultural sector before and during the COVID-19 pandemic in Taiwan. Drawing on observations of migrants' daily lives and farm work and 19 in-depth interviews, it delves into migrants' subjective experiences of vulnerability, paternalism, exploitation, and control at work due to a lack of legal protection and the illegality of their employment. Although the literature has identified a link between ‘running away’ from formal employment and seeking freedom, this research suggests a continuum between experiences of work in the formal and informal economic sectors. The paper sheds new light on mobility, work, illegality, and informality and how these have constantly shaped ‘runaway’ workers' subjective experiences of freedom and unfreedom during the pandemic.  相似文献

The distinct urbanization process of China has attracted worldwide attention because of its impressive speed, massive scale, and policy intervention. However, the interrelationship between urban expansion and government policies is still not well understood. The Pearl River Delta Urban Agglomeration of China is the first national pioneering urbanization area since the implementation of the policy “Reform and Opening-up” in the late 1970s. Here we compared the spatial and temporal patterns of urbanization in two leading cities of the Pearl River Delta (i.e., Guangzhou and Shenzhen, the provincial capital and the first Special Economic Zone of China, respectively) from 1975 to 2015, using Landsat data integrated with urban growth and landscape metrics analysis, and examined possible footprints of major economic and urbanization policies. Our results illustrated that urban land areas in both Guangzhou and Shenzhen have experienced magnificent annual growth rates at 8.1% and 11%, respectively between 1975 and 2015. On average, Shenzhen witnessed substantially higher urban growth rate than Guangzhou during the past four decades, particularly in the initial period (1978–1990) when the Reform and Opening-up policy was launched and Shenzhen was designated as the first Special Economic Zone in China in the late 1970s. However, the speed of urban expansion in Shenzhen became considerably lower than Guangzhou from 2005 to 2015, subject to physical conditions and a series of urban land use policies. Both cities showed a generally similar dynamics of urban growth forms with leapfrogging as the predominant type of urban growth at first and then edge-expansion while the contribution of infilling in Shenzhen was higher than that in Guangzhou, especially since 2005. The urbanization processes characterized by landscape and urban growth metrics revealed that a diffusion-coalescence-diffusion-coalescence process was identified for Guangzhou, while Shenzhen was generally consistent with the diffusion-coalescence urban growth hypothesis.  相似文献

A rich body of literature exists for explaining the role women play in ensuring their household’s food security; however, as far as their own food security is concerned, little attention has been given. Therefore, this research collects evidence on the relationship between women’s empowerment and their own food security (access) in the rural areas of Azad Jammu & Kashmir (AJK). Data were collected from the households of 600 rural women. The results provide insights that the domains of legal rights, information and communication technologies (ICTs), social support and familial rights, can be a significant pathway for enhancing the food security of women as more bargaining power of women over the utilization of resources could result in a good quality of food choices and more expense on food items due to these rights. Besides, understanding food insecurity also requires considering gender norms as in this study, the infrastructural facilities and sense of land entitlement provide unexpected non-significant results. Though women help in the mounting necessities of their families, they are unable to enhance the food requirements for themselves due to restricted mobility and less economic opportunities. This is mainly due to the poor infrastructure, and more importantly, the lack of access to resources, especially land, because of lack of knowledge and self-confidence. Notably, the fear of conflict and domestic violence may also impede women from fighting for their rights, which results in poor access to food. Hence, by understanding the household makeup from women’s perspectives and customs, the findings from this study can help and guide policymakers in developing more appropriate strategies to improve the food security of women.  相似文献
