To protect grasslands and maintain the ecosystem services they provide, many European countries have been offering agri-environment measures aimed at maintaining extensive grazing by cattle, sheep or goats. Yet, despite more than two decades of agri-environment measures, semi-natural mountain pastures are still seen as threatened by abandonment and subsequent shrub encroachment. Building on a three-round Delphi inquiry, we analyse the perception of a range of experts on how measures aimed at maintaining mountain grasslands are designed and implemented in Austria, France and Norway. Results show that the experts see the need for a stronger involvement of diverse regional actors, the need to increase the flexibility given to farmers in managing mountain grasslands, and the need to reconceptualise monitoring as a social learning process. While these approaches are implemented in some ‘best practice’ examples, they are not widespread. Understanding these approaches as requiring double-loop learning may contribute to explaining their limited spread. Indeed, they build on a radically different conceptualization of farmers and of researchers, and thus of how agri-environment measures need to be designed and implemented to be effective. Community-based Forestry (CBF) is now a popular approach for landscape restoration, forest management, biodiversity conservation and support for rural livelihoods worldwide. The Himalayan country Nepal has been at the forefront of CBF for over four decades, with almost 40% of the total population directly involved in protecting and managing more than 32% of the country’s forested land. However, in the past, the focus of CBF in Nepal was the provision of goods for local subsistence, and there has been limited analysis of the role of CBF in providing ecosystem services (ES) from restored forest landscapes. Based on material drawn from a literature review and a stakeholders’ workshop, this paper analyses changes in Nepalese forest policies to provide a more holistic framework for CBF that provides a wider range of ES and to potentially underpin payments for ecosystem services in Nepal. The analysis indicates that Nepal’s forest policy and practices are still dominated by a narrowly conceived notion of forest management that does not accommodate the holistic concept of ES. The study illustrates that CBF provides many ES from local to global benefits as result of forest restoration. For example, timber, firewood, food, and water have local importance, while climate regulation, flood/erosion control, and habitat improvement have global importance. Many innovative cases are emerging in the long journey of CBF in Nepal that demonstrate more diverse management strategies, new forms of tenure rights and autonomy in institutional spaces. These can potentially provide a catalytic platform for the wider adoption of the ES framework in CBF regimes, in order to focus and reward forest management more directly for the provision of services such as water, biodiversity, climate regulation and recreation. Consequently, this study discusses the issues and challenges that are impeding the implementation of the ES concept in Nepal and suggests some ways forward. 相似文献

The voluntary nature of programs that pay landowners for conservation measures raises the question of what factors favor participation in such programs. This article focuses on the controversial issue of the impact of information on the participation decision. We develop a straightforward model to analyze how information affects this decision, and empirically estimate the impact of information, as well as other factors, on participation in a conservation program in Saxony, Germany. We find in our theoretical analysis that information measures may affect program participation either in a positive or negative way, whereas our estimation results indicate that the influence of the diverse information measures that have been relevant in our empirical analysis is weak. We argue, however, that information measures may nonetheless be warranted, as they allow for better informed participation decisions, thus contributing to a more optimal selection of program participants. 相似文献

Human-induced changes in the natural environment are affecting the provision of ecosystem goods and services (EGS). Land use plans rarely include the value of public ecosystem services such as climate regulation and biodiversity due to difficulties in valuing these services. In this study, we assessed total economic value for five important ecosystem goods and services under five future land-use scenarios using varying levels of costs, prices and discount rates. Results indicated that at higher discount rates normally applied to commercial activities, and assuming the current prices for goods and services, net present value (NPV) was highest for landscape management scenarios aimed at maximising agricultural production. Potential income from services such as carbon and biodiversity does not offset projected income lost from agriculture due to land-use changes. At higher discount rates, NPV was negative for the two scenarios aimed at enhancing the longer term ecological sustainability of the landscape. These results indicate that income from carbon sequestration and biodiversity conservation would need to be considerably higher than current levels in order to justify focusing management of this landscape on ecological outcomes. At lower discount rates (at levels normally associated with public investments), the more ecologically appropriate ‘mosaic farming system’ had the highest NPV, indicating that this type of system might be attractive for investors interested in longer term return horizons or wider public benefits. Higher income from carbon or biodiversity, or increased return from timber by using high value tree species, could potentially make more ecologically appropriate systems profitable at higher discount rates. 相似文献

In this viewpoint we draw on insights from participatory agri-environmental policy making, spatial planning and collaborative approaches to environmental management. This paper assesses barriers to local biodiversity and ecosystem (BES) governance within cities, drawing on findings from an international expert survey encompassing 45 cities in 25 countries. BES is recognised as a key foundation for sustainable cities, yet current literature indicates that more clarity is needed on the factors which may undermine BES initiatives. Survey findings show broad agreement that officials in development sectors have inadequate BES knowledge, budgets for BES are insufficient, and planners in the locality lack knowledge about BES. Respondents not working for local governments were more likely to see policy change with administrations, budget limitations, and lack of expertise as barriers. Respondents for cities in less-developed countries agreed significantly more that there were harmful cultural activities, and were more concerned that inadequate consideration from governments at different scales and poor internal communication were barriers. Based on the findings, we suggest (a) a need to evaluate the effectiveness of collaboration both within government and between sectors; (b) the importance of building capacity within local government staff, both in techno-scientific knowledge and in engaging the policy landscape with this knowledge; and (c) the importance of further considering how BES conservation may relate to culturally meaningful practices. 相似文献

With the current implementation of the Common Agricultural Policy (CAP) for 2014–2020, the European Commission wants to move towards “greener” farming practices in the European Union. Therefore, the EU funds both obligatory measures, such as Ecological Focus Areas (EFAs) through the Green Direct Payment program, and voluntary agri-environment measures. However, empirically evaluating the effectiveness of these measures is challenging. We therefore demonstrate here that mechanistic simulation models are a valuable tool for performing these evaluations. As an example, we use the Animal, Landscape and Man Simulation System (ALMaSS), an established simulation system that has been used to simulate a wide range of farmland species relevant to biodiversity. We analysed the benefits of seven greening scenarios for the European brown hare (Lepus europaeus), which has been in widespread decline throughout Europe since the 1960s. We examined the effects of the following EFA types on hare population dynamics: the cultivation of legumes such as (1) peas and (2) beans, (3) permanent and (4) rotational set-asides, (5) permanent extensive grasslands, and (6) herbaceous and (7) woody field margins. The cover of each type was increased separately up to 5% of the area in three Danish landscapes, which are characterised by low hare densities. The effects on female and yearling abundance were observed over a period of 30 years. All greening scenarios had significant positive effects on hare populations. The relative change in female abundance ranged from a factor of 0.4 in the peas scenario to 3.6 in the permanent set-aside scenario. However, only one EFA type, permanent set-asides, led to densities of more than 10 females per km2 in all three landscapes, which we assumed to be the threshold for population viability. Herbaceous field margins were the second best EFA type, leading to population viability in two landscapes. Our results indicate that overall, 5% coverage with Ecological Focus Area is insufficient to improve the living conditions of the brown hare to a necessary degree. Permanent set-asides seem to be the most valuable type of EFA, but this needs to be confirmed for a wider range of species and landscapes. Using mechanistic simulation models for a suite of representative species, types of agricultural landscapes, and eco-regions could help in achieving the aim of the European Commission to promote biodiversity in the European community via greener farming practices. 相似文献

The concept of green infrastructure is widely used in environmental planning, but so far it has no standard definition. Planners, conservationists and scientists tend to welcome the term because it can serve as a boundary object, providing links among policy makers, developers and different academic disciplines. However, the concept of green infrastructure creates risks for biodiversity conservation in its adoption. It can be used to water down biodiversity conservation aims and objectives as easily as it can be used to further them because of the different ideas associated with it and the multiple interests pursued. In this paper, we address such risks by looking, among others, at the European Union’s Green Infrastructure Strategy and we suggest how planners and conservationists might deal with its growing importance in environmental policy and planning to enhance its value for biodiversity conservation. 相似文献

The estimation of wetlands’ non-use values to build up a total economic evaluation can be based on stated preference methods, which derives from the standard economic model that assumes a rational assessment of the consequence of preferences on personal utility. The paper describes the nature of the citizens’ shared ecological knowledge of wetlands functions, the relation of the shared ecological knowledge with the official/normative knowledge, and the relation between the motivations outlined by the shared ecological knowledge and those expected by the standard economic model. The results demonstrate that economic preferences are driven by multiple motivations well rooted in the social nature of shared ecological knowledge, and not by simply consequential motivations. In this case study, social knowledge of wetlands’ ecological functions is proportionally related to people's living proximity to those wetlands. Unexpectedly, shared ecological knowledge of historically well-known and critically important services, like the hydraulic and hydrologic services, has also been diminishing. Furthermore, there is a partial or clear-cut separation between official/normative knowledge and the shared ecological knowledge on crucial aspects like wetlands’ climate change role. This approach helps to construct a motivational framework to derive values that are useful as long as they allow accounting for a complex socio-cultural capital in the public decision making process. 相似文献

In a chestnut belt in the northern Apennines (Italy), we interviewed current (n = 52) and potential growers from a younger generation (n = 57), to assess what factors are likely to drive their willingness to continue chestnut culture. In 35 cases, local appraisals of chestnut stand disturbances were also contrasted with expert assessments. More than half of current growers were confident about the future of chestnut cultivation. This proportion decreased with grower’s age and experienced issues, while slightly increased in presence of multifunctional management and support from family members. Although most growers resulted highly capable of diagnosing problems, expert advice significantly contributed to driving positive perceptions. About half of the younger interviewees also expressed interest in growing chestnut. This proportion was higher for respondents who are exposed to chestnut culture within the family, and who value cultural services above other ecosystem services (ES) of forests. Overall, passion for the activity and attachment to local heritage were the most influential motivation for both categories of respondents. We outline policy actions that may encourage the continuation of chestnut management and, more generally, conservation of cultural landscapes in mountain areas. Possible measures include financial incentives (e.g., payments for ES), tighter integration of traditional and expert knowledge in the production chain, and public recognition of the value of local heritage in land management. It remains challenging to derive general findings and conclusions from either economic theory or empirical studies on the relationship between international trade and the regional environment. Consequently, we aim to analyse environmental effects of agricultural trade policies in the Austrian Marchfeld region. We apply an integrated modelling framework that accounts for heterogeneity in agricultural production and environmental outcomes. Scenario analysis is applied to assess regional impacts of different trade policy scenarios. Sensitivity analyses reveal the relative influence of model parameters on outputs. The results indicate that lower domestic tariffs have small beneficial effects on the regional environment. The regional environmental impacts highly depend on the changes in world crop prices through global trade agreements. A laissez-faire market scenario that includes the elimination of trade barriers and agri-environmental payments (AEPs) leads to substantial environmental deterioration. Hence, the alignment of AEPs with WTO trading rules remains an important issue in the trade and environment debate. 相似文献

In November 2017 European Union commission presented a communication report summarizing the reform proposal of the post 2020 Common Agriculture Policy (CAP). The reform aims to address the environmental degradation associated with agricultural production as well as change in the structure of CAP payments. To this end, the Ministry of Agriculture in Czech Republic is preparing to set its priorities towards CAP’s reform. In this study we applied a choice experiment to investigate the public preferences for a set of environmental goods and services delivered by agri-environment-climatic voluntary measures (AECMs). A mixed logit model is employed to elicit preferences and explore their heterogeneity. We find that respondents oppose strongly funding removal. Among environmental attributes, water and food quality are the ones with the highest implicit marginal willingness-to-pay values. Preferences for no funding option are heterogeneous with socio-demographic and attitudinal variables explaining some sources of this heterogeneity. A continuation of national funding for the AECMs is expected to lead to a better state of environment with an anticipated positive welfare change of 669–932 mil EUR as opposed to funding removal. The change reflects the estimated welfare change resulting from moving from a low to a medium or to a high preservation state of agri-environmental attributes. We also project the budget change for AECMs considering the level of national funding and given the transfer share between Pillar I and II. Based on our results, we suggest that national funding can be informed by the welfare change scenarios and transfer shares are projected accordingly. 相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands. 相似文献

The biosphere reserve (BR) concept, developed within UNESCO's Man and the Biosphere (MAB) Programme, represents a hallmark in seeking to reconcile conservation and sustainable use of biodiversity. The MAB Programme functioning mechanisms leave the responsibility for the translation of its BR objectives to the management authorities of the participating countries. Effective protection of biodiversity in areas of high conservation value requires trade-offs between local use of natural resources and conservation restrictions. The compromise is often difficult to reach, which causes conflicts over the management priorities of existing and potential protected areas. Ecosystem services (ES) perspective offers a promising avenue for diagnosing and reconciling contrasting interests concerning the use of benefits from ecosystems. We examined how the spatial proximity to the Białowieża Forest (BF), a European biodiversity hotspot, affects the perceived use of ES by local communities. We performed a survey among 719 respondents from 35 villages situated within BF and in its vicinity. We found that both the declared use of ES and the perceived influence of ES on household’s economy was declining with the distance from BF with particularly high differences between areas not further than 3 km from BF and areas located 3-15 km from BF. Different zones varied in terms of benefits from tourism and costs connected with a potential limited access to ES due to conservation. Broadening the perspective, we argue that the trade-offs linked to ES may vary depending on the location in relation to the protected area and that local communities should not be treated as a homogenous group when considering benefits from the forest. Awareness of common patterns of ES use over space and local specificity may enhance effective management of even highly contested conservation areas. 相似文献

In Brazil, market-based instruments focusing on land use dimensions are increasingly promoted as a means to make public environmental policies effective. Landowners and farmers call for more flexible regulations and economic incentives to adopt ecologically sound practices, while public agencies and conservation NGOs seek new ways of financing and legitimising legal standards. Market-based instruments are considered by these actors as having the potential to both achieve their own goals and conciliate all interests. As a result, legal frameworks (including cap-and-trade systems, biodiversity offsetting and payments for ecosystem services) are being designed which allow to exchange land use rights and obligations. Under a sociolegal approach, this article provides an overview of such instruments. It shows to what extent they may entail a reconfiguration of the burden sharing and the priority setting of nature conservation. Depending on how actors use legal standards, their responsibilities may be eased and the level of conservation may be lowered, both facts that raise significant controversy. 相似文献

There is an increasing need for a comprehensive institutional understanding pertaining to ecosystem services (ESs) in coastal and marine fields. This paper develops a systematic framework to inform coastal and marine governance about the integration of ES concepts. First, as a theoretical basis, we analyze the generic rules that are part of the Institutional Analysis and Development (IAD) framework. Second, by an extensive literature review, we formulate a set of ES-specific rules and develop an evaluative framework for coastal and marine governance. Third, we examine this evaluative framework in a specific action situation, namely coastal strategic planning concerning Qingdao, China. Results from the literature review and the case study reveal that when designing ES-specific rules for coastal and marine governance, there are several socio-spatial and economic aspects that should be taken into account: (1) conceive of stakeholders as ES users, (2) capture the effect of ecological scaling, (3) understand ES interactions and clarify indirect impacts and causalities, (4) account for ES values, and (5) draw on economic choices for use rights to deal with ES issues. 相似文献

Most small-scale social economies are characterised by their deficiency, lack, and/or difficulty in matching natural data. Against this backdrop, this paper builds a relatively uniform theoretical framework and designs a more economical and objective method for demarcating ecological conservation redlines (ECR) based on sensitivity assessment of ecosystem services. The results show that the sensitivity assessment model designed in this study can identify sensitive zones effectively, and that the ECR in Hubei Province are well within the sensitive zones so identified. The delimited areas based on the sensitive assessment of ecosystem services have great similarities (95%) with the actual ECR areas in Hubei Province. The most ecologically important functional zones (EIFZ) can also be identified using the regional ecological sensitivity coefficient. When the threshold of EIFZ is set higher, the probability that it falls within the ecologically sensitive areas is greater and the ECR delimited by the method proposed in this study will be more reliable. Theoretically, the delimitation of ECR can be inserted at any evaluation level with a grid resolution higher than that of the land use data, which can be used as a supplement to the ECR delimitation method in ecology or geography. 相似文献

Understanding the co-occurrence of multiple ecosystem services within farming systems and how they are associated across space are relatively new topics. Quantifying ecosystem services and their interactions as dependent on cropland management can help to formulate a more effective and sustainable land use management system. However, current academic efforts and cropland management practices based on the perspective of ecosystem services bundles and tradeoffs remain limited, especially in developing countries. This paper aimed to integrate ecosystem services into cropland protection and functional zoning. Taking Cixi County in the Hangzhou Bay area, China, as the case study area, five typical ecosystem services (food supply, carbon sequestration, hydrological regulation, soil fertility and recreation potential) delivered by croplands and their correlations were quantitatively assessed. The results demonstrated a heterogeneous spatial pattern of multiple ecosystem services and diverse interactions between them, which depended on regional specific conditions and agricultural activities. Further, we adopted the framework of ecosystem services bundles as a planning tool to support the spatial strategy of cropland management. Cropland protection priority and functional zoning were determined by hotspot analysis and clustering algorithms, respectively. The croplands in Cixi were classified into three protection grades and a zoning scheme comprising four functional types with policy guidelines was proposed based on the spatial cluster results. The integrative approach used in this study is applicable to supplement the current cropland management actions by incorporating the perspective of ecosystem services tradeoff and bundles. 相似文献
