This study addresses the question of whether farms enrolled in land preservation programs are actively engaged in agricultural or conservation activities. Data are drawn from an original survey administered to preserved farm owners in the states of New Jersey, Maryland, and Delaware in 2011. “Actively engaged” is defined as investment in conservation projects, buildings, equipment, or irrigation since the land was preserved. Affirmative answers to the survey's investment questions range from a low of 19% for irrigation to a high of 69% for equipment. Special attention was paid to differences between lifestyle farmers and small and large commercial farmers, which are classified using the USDA typology developed in 2000. Regression analysis estimates differences in investment behavior across these groups as well as farm tenure categories, controlling for farm size, program/state location, and demographic variables. Only owners who employ tenants or managers exclusively on their land were found to invest significantly less than the largest professional farmers, and they did so across all four types of investment.This study's findings support preservation goals articulated by legislators and program administrators, because (1) agricultural and land stewardship investments appear to be widespread on preserved farms, partly due to administrators’ preference for larger parcels, (2) there is no evidence that “hobby farmers” are disproportionately attracted to farmland preservation programs – in fact the opposite seems to be true – while those that exist in our sample behave similarly to the largest commercial farmers, (3) although tenant farming is associated in the sample with lower rates of investment, it is less common on preserved farms than on all farms in the three study states. The matter of land tenure, highlighted in this as in other studies, has not yet become a primary focus of either farm-behavioral research or state agricultural policy. 相似文献

Push—pull technology (www.push-pull.net) is based on a novel cropping system developed by the International Centre of Insect Physiology and Ecology, Rothamsted Research (UK) and national partners for integrated pest, weed and soil management in cereal—livestock farming systems. Stemborers are attracted to Napier grass (Pennisetum purpureum), a trap plant (pull), and are repelled from the main cereal crop using a repellent legume intercrop (push), desmodium (Desmodium spp.). Desmodium root exudates effectively control the parasitic striga weed by causing abortive germination. Desmodium also improves soil fertility through nitrogen fixation, natural mulching, improved biomass and control of erosion. Both companion plants provide high value animal fodder, facilitating milk production and diversifying farmers' income sources. The technology is appropriate to smallholder mixed cropping systems in Africa. It effectively addresses major production constraints, increases maize yields from below 1 to 3.5t/ha, and is economical as it is based on locally available plants, not expensive external inputs. Adopted by over 30,000 farmers to date in East Africa, key factors in its further up-scaling include effective technology dissemination, adaptability of companion plants for climate resilience, capacity building and multi-stakeholder collaboration, integration with livestock husbandry, improvement in input accessibility and creation of a supportive policy framework. 相似文献

Karnataka is one of the south-western Indian states where agrarian distress as a major problem. Crop yields have been stagnant in the last decade, and coupled with increased input costs, this has led to reduced incomes and debts. There is an urgent need to study options to improve the sustainability of farming systems in Karnataka. One adopted strategy to stabilize agriculture in the state is organic farming, which is less dependent on external inputs. In this paper, we assess the sustainability of conventional and organic farming practices using the model TechnoGIN. TechnoGIN calculates inputs and outputs of farming practices, allowing assessment of its impacts on economic and environmental indicators. Data on inputs and yields have been collected in two districts in 2009 from farms with conventional and organic cultivation at the same time. Additional data were collected from literature and experts. Next, the current situation was assessed and projections were made towards 2015 for two scenarios per village, using either conventional or organic practices.Modeling results show that for the study site situated in a dry region, Chitradurga, profits with organic farming are higher than in conventional farming, except for rotations that include onion. Input costs are lower resulting in lower financial risks with organic farming. Nutrient balances in organic agriculture were however found to be negative for all crop rotations indicating imbalanced supply of nutrients. This suggests it may not be possible to sustain current yields in the long term with current nutrient applications.In the second site situated in a transition zone with intensive cultivation of commercial crops, Mysore, yields and profits are similar in organic farming compared to those under conventional practice, except for commercial crops like cotton and coconut where the profits are lower. The debt risk in case of crop failure appears to be practically similar for both types of farming practices in Mysore. Nutrient balances are generally positive, indicating that NPK supplies are not the main yield limiting factor.It is concluded that organic farming can be a sustainable farming practice in Karnataka depending on regional conditions and the crops cultivated. Policies stimulating organic farming should therefore consider the regional differences and farmer's preferences. 相似文献

This paper examines the nexus between milk production and water use in India. The nexus is examined in the context of extended consumptive water use (CWU) of milk production beyond drinking water. It includes the real CWU (evapotranspiration (ETa) that occurs during the production of green fodder and feed grains) and the virtual CWU (ETa embedded in by-products for animal feed). The real CWU appears as large as that of sugarcane, and the real and virtual CWU combined is as large as that of rice. However, milk production generates more value than the outputs of rice and sugarcane combined. Sustainable water use and agricultural growth in major milk-producing areas require a drastic reduction in groundwater CWU, which, at present, exceeds natural recharge. It is suggested that diversifying to a mix of milk and high-value (but low water consuming) crops can reduce groundwater CWU while ensuring higher total output. 相似文献

Global development of the biofuel sector is proceeding rapidly, driven by national policy mandates, government subsidies, and profit opportunities for farmers, agribusiness and energy companies. To date, most investment in—and dialogue on—biofuels has focused on large-scale production of liquid transport fuels. A smaller set of efforts has explored the potential of biofuels to promote rural development by reducing energy poverty among the world's two billion poorest people. Here, we consider the potential of these diverse approaches to promote the goals of ecoagriculture: namely, sustainable agricultural production (including biofuel feedstocks), conservation of biodiversity and ecosystem services and viable rural livelihoods. Using a landscape planning framework, we review empirical evidence and identify criteria for designing biofuel production systems that promote this trio of goals. Biofuel development has the greatest potential when biomass production is an ‘interstitial’ activity and when processing and use occurs at the local level. Larger scale production for regional or global liquid fuel markets may be beneficial under some circumstances, but a stronger policy framework is needed to guide this approach. To advance biofuels for sustainable development, while avoiding serious risks, investment must shift to include a variety of ecoagriculture-compatible pathways. Supportive public policies and market incentives must be developed before the biofuel sector develops strong path-dependence toward unsustainable outcomes. 相似文献

Despite the potential of conservation agriculture (CA) for increased crop yields, energy savings, soil erosion control, and water-use efficiency, smallholder farmers in sub-Saharan Africa have been slow to adopt. Farmer-to-farmer extension (F2FE) may have a role to play in overcoming the information access problems and lack of knowledge that may preclude widespread adoption. This study uses data for 180 lead farmers linked to their 455 followers to investigate how F2FE influences awareness and adoption of CA technologies in Malawi. Results from a bivariate probit model for follower farmer awareness and adoption of the three CA principles (minimum soil disturbance, crop residue retention, and crop diversification) reveal four main findings: First, lead farmer motivation increases their effectiveness at diffusing CA practices to their followers. Second, lead farmer familiarity with and adoption of CA both matter to the spread of CA practices, but familiarity appears more important. Third, lead farmers play a more critical role in increasing awareness than adoption of the CA practices. Finally, F2FE is a complement rather than a substitute for other sources of agricultural extension in Malawi's pluralistic extension system and should support but not replace current systems. The Brazilian Atlantic Forest is widely recognized for its high levels of biodiversity and endemism. Its vast region concentrates also a large number of small farmers, who historically have been practicing swidden-fallow cultivation. Globally, there is contradictory evidence of the current fate of this traditional, integrated agricultural system, and the new land uses may have a strong impact on farmers’ livelihoods and ecosystem conservation. In this study, we assessed the land cover and land use change in a watershed where slash-and-burn cultivation was prevalent, aiming at understanding the drivers of change and discussing past and possible future impacts, including the perception of farmers on the drivers of land use change. We combined information gathered from interviews with 15 key informant farmers and from the analysis of remote sensing images for the years 1957, 1978 and 2011. Swidden-fallow cultivation has declined steadily since the 1950s. Part of the land was abandoned and forest succession was allowed to occur, increasing the total forest area; an apparently positive outcome. However, conversion to pastures and Eucalyptus plantations not only used much of the open land but also converted successional forests through deforestation, based on remote sensing. The willingness of farmers to grow more Eucalyptus and raise more cattle further increases concerns about the prospect for conservation. Our approach, combining remote sensing-based land change quantification and interviews, revealed to be complementary, allowing a better understanding of the past and possible future scenarios for the land use dynamics. 相似文献

This review examines three recent books that address the relationship between neoliberalism and agribusiness, on the one hand, and the demise of smallholder farming, traditional diets and the rise of diet‐related chronic illness, on the other. The first, by Timothy Wise, adopts what may be characterized as an ‘agrarian populist’ stance, constructing a universal binary between trans‐nationalizing agribusiness and a unified family farm sector. Protagonists from the latter are seen to embody the future, using agroecology to feed the world sustainably in a time of climate crisis. This is not a consistently propeasant stance, however; Wise seems rather to advocate a ‘farmer road’ to national capitalist development. The other two books, by Alyshia Galvez and Gerardo Otero, cover quite similar ground to one another, looking explicitly at the rise of neoliberalism, the decline of traditional farming and diets and the rise of processed food‐related diseases. Unlike ‘agrarian populists’, both authors privilege the state and ‘class struggle’ (sensu lato) in analysing the dynamics of neoliberalism, free trade agreements and food policies. Normatively, both see the state as pivotal in generating policies centred around smaller scale farming and the production of nutritious food for all. For Otero, like Wise, these policies seem to be tied to a form of national developmentalism as an escape route from neoliberalism. For Galvez, the future is less clear‐cut—although by inclination ‘propeasant’, she does not exclude elements of national developmentalism in envisioning a postneoliberal world. 相似文献

Spatial planning has been earmarked as an important tool for achieving sustainable development. In Sweden the important task of planning for sustainable spatial development and land use falls largely to the local authorities, since there is no official institute for spatial planning at a national or regional level. This article investigates local planning for sustainable development by analysing recent municipal comprehensive plans, which it is argued are a major instrument for this purpose. Although comprehensive plans are statutory, their design and content is very much at local discretion, and for the most part, not a rigid process governed from above. For this reason, a template analysis was used, where the template was built from the contents of the comprehensive plans, and not from a predefined understanding of what sustainability is or how planning for sustainable development should be done. What the findings reveal, however, is that there is not much deliberation concerning the meaning(s) of sustainable development, and, further, that the planning principles considered necessary to bring about sustainable development were not exclusively regarded as sustainable as such, but rather as part of a general ‘belief system’ about prudent planning—sustainable or not. It is suggested that, rather than rethinking planning, planners have internalized the concept of sustainable planning into the existing ‘belief system,’ and thus, the planning principles have become ‘sustainable’ by default. 相似文献

This study investigates the impact of different soil and water conservation (SWC) technologies on the variance of crop production in Ethiopia to determine the risk implications of the different technologies in different regions and rainfall zones. Given the production risks posed by climate change, such information can be used by decision makers to identify appropriate agricultural practices that act as a buffer against climate change. Results show that SWC investments perform differently in different rainfall areas and regions of Ethiopia and that the effectiveness of technologies such as irrigation, fertilizer, and improved seeds often depends on whether these investments are coupled with SWC measures. These results underscore the importance of the selection of appropriate combinations of technologies and careful geographical targeting when promoting and scaling up SWC technologies for adaptation to climate change. 相似文献

This paper investigates the dynamic relationships between research and development (R&D) expenditure and productivity growth in Australian broadacre agriculture using aggregate time series data for the period 1953 to 2009. The results show a cointegrating relationship between R&D and productivity growth and a unidirectional causality from R&D to TFP (total factor productivity) growth in Australian broadacre agriculture. Using the dynamic properties of the model, data from beyond the sample period are analysed by employing the variance decomposition and the impulse response function. The findings reveal that R&D can be readily linked to the variation in productivity growth beyond the sample period. Furthermore, the forecasting results indicate that a significant out‐of‐sample relationship exists between public R&D and productivity in broadacre agriculture. 相似文献

Rotational grazing has been promoted as a best management practice with environmental benefits and associated higher revenue. Its adoption rate has been relatively low. This study investigates the role of uncertainty in the adoption of rotational grazing with a cost‐share by cattle producers. Mail survey results indicate that 63–71 per cent of cattle producers are uncertain about adoption with a government cost‐share. The study suggests that the possibility of uncertainty should be considered in cases where willingness‐to‐pay is elicited in the context of adoption of technology. 相似文献

This paper tests the ‘systems of innovation’ hypothesis for a selection of crops in Ghana and Burkina Faso that have shown significant growth in production over an approximately 20-year period. The question is whether such growth can only occur if supported by a system of innovation. Using two indicators (a common understanding on objectives and priorities, and a high level of interactivity), we find little evidence for the existence of anything that might be considered a high functioning system of innovation. 相似文献

This research aims to identify the specific characteristics of small farms in developed countries and the factors that influence their survival and growth. Using the case of France, we employ statistical and econometric analysis of data from the Farm Structure Survey (N = 70,000) for the period 2000–2007. The principal findings suggest that small farms are no more likely than other farms to employ “alternative” strategies to the predominant model of increasing farm size, nor are they more likely to diversify on‐farm activities or operate under quality‐labeled production systems, with the notable exception of organic agriculture. However, where small farms do adopt or practice these activities, they are seen to have a favorable effect in ensuring their survival and growth. In contrast, we are unable to conclude that pluriactivity of farm households has a positive impact on the survival of small enterprises. The effect of geographical location on small farms is largely expressed in their concentration in mountainous or disadvantaged regions. Overall, the trajectory of small farms is marked by farm exit, principally as the result of farmers retiring at the end of their careers. The small farm sector is also revitalized by both larger farms declining and thus being reclassified as small farms, as well as the progressive entry into agriculture of small farm holders whose income was previously derived largely off‐farm. 相似文献

Transboundary nature protected areas constitute a considerable proportion of all the existing spatial forms of biodiversity protection. One prominent example is the Białowieża Forest, shared by Poland and Belarus. There is a considerable literature on allocation of funds to preserving nature shared by several countries. Some of this literature assess the funding schemes and the impacts on biodiversity within the EU. A particular challenge for the Białowieża Forest is that the larger part of it is outside the EU border. There has been less research on the economic benefits that citizens attach to protected transboundary land nature on the other side of the border. We are trying to fill the gap by finding out and comparing preferences towards increased protection of domestic and foreign segments of the transboundary Białowieża Forest, stated by samples of Polish and Belarusian citizens. The results of a discrete choice experiment show an almost unilateral preference for nature conservation, passive protection of forest land, on the domestic side. Whilst Polish respondents on average are willing to pay for an increased area under protection, on their side of the border, most Belarusians seem to be satisfied with the status quo. Taken at face value, there is even an apparent mutual disutility derived from the perspective of co-financing bilateral passive protection programmes in the Białowieża Forest. By use of latent class analyses of responses, a group of the Polish sample willing to contribute to the transboundary conservation is identified and described, and compared against the non-cooperative groups on both sides of the border. The results can to some extent be explained by a strict border division with a high fence, by differences in welfare or by behavioural reasons. However, it cannot be ruled out that the affected populations simply do not perceive the Białowieża Forest as a binational public good. 相似文献

As an emerging policy in Indonesia, “Essential Ecosystem Areas” (EEA) is being established as an instrument to expand protections for conservation areas at sites beyond the classical domain of the conservation bureaucracy. The policy impetus is from recent global research identifying high conservation values located outside of formally designated conservation areas. EEA policy provides a foundation for justifying conservation practices at sites based on high biodiversity indicators, but which might not have previously held formal protections. This policy instrument is particularly unique in Indonesia because it is envisioned to support initiatives that emerge voluntarily, even in areas that might not have been historically thought of as conservation areas. This is unusual because it applies to all land categories, including private and public lands. In this article, we introduce the EEA policy and identify the potential applications it might have, considering the possibilities for future conservation area management in Indonesia. In particular, we identify some key principles for researchers and practitioners to follow when assessing EEA implementation. Our organizing framework consists of several elements based on existing land and power characteristics, which we connect to the institutions that might emerge amidst these new policy arrangements. We apply the land and power framework to two emerging EEA sites in Sulawesi to anticipate the extent to which the policy suggests a future trajectory for conservation management, or whether conservation policy will remain tied to existing rigid bureaucratic structures. Findings from the two cases point to the continued primacy of the centralized conservation bureaucracy, indicating that EEA sites are being negotiated through the classical approach for administering conservation areas. 相似文献

Despite overwhelming evidence of benefits overall from lower barriers to trade in goods and services, the number of trade restrictions continues to grow. In some nations, nationalistic politicians who threaten to build walls between nations and reject both new and established trade treaties have gained considerable public support by fanning the resentment and anger of those left behind in a globalizing world. Trade and immigration have incorrectly been blamed. Instead, it should be recognized that economic growth has been fueled by technological and institutional changes that have been accelerated by trade and investment. While these changes improve standards of living overall and create new job opportunities, they also displace workers in high cost regions and industries. Perceptions of the fairness of distribution of gains from trade are likely to be improved where public policy effectively assists labor adjustment and mandates socially acceptable employment standards and safety nets. Possible ways to encourage improvements in communication of the benefits of growth that arise from trade and globalization are suggested. Certaines nations oú des politiciens nationalistes menacent la construction de murs frontaliers et rejettent les accords de commerce, autant nouveaux que déjà en vigueur, reçoivent un soutien public considérable en encourageant l'animosité et la colère de ceux qui se sentent exclus de la mondialisation. Le commerce et l'immigration portent sans raison le blâme. Il faut plutôt reconnaître la croissance économique nourrie par les changements technologiques et institutionnels, ces derniers accélérés par le commerce et l'investissement. Alors que ces changements améliorent, en général, les niveaux de vie et créent de nouvelles possibilités d'emplois, ils délogent aussi les travailleurs au sein d'industries à coût élevé. La perception de justice dans la répartition des gains de commerce pourrait s'améliorer là où les politiques publiques appuient efficacement les ajustements à la main‐d'œuvre et mandatent des normes de travail et des dispositions de soutien acceptables pour la société.
