This paper assesses barriers to local biodiversity and ecosystem (BES) governance within cities, drawing on findings from an international expert survey encompassing 45 cities in 25 countries. BES is recognised as a key foundation for sustainable cities, yet current literature indicates that more clarity is needed on the factors which may undermine BES initiatives. Survey findings show broad agreement that officials in development sectors have inadequate BES knowledge, budgets for BES are insufficient, and planners in the locality lack knowledge about BES. Respondents not working for local governments were more likely to see policy change with administrations, budget limitations, and lack of expertise as barriers. Respondents for cities in less-developed countries agreed significantly more that there were harmful cultural activities, and were more concerned that inadequate consideration from governments at different scales and poor internal communication were barriers. Based on the findings, we suggest (a) a need to evaluate the effectiveness of collaboration both within government and between sectors; (b) the importance of building capacity within local government staff, both in techno-scientific knowledge and in engaging the policy landscape with this knowledge; and (c) the importance of further considering how BES conservation may relate to culturally meaningful practices.  相似文献

A series of approaches have been proposed for natural resource management and biodiversity conservation in recent decades. In the important forestry sector, two of the most dominant policy paradigms have been multi-purpose forestry and sustainable forest management. The Convention on Biological Diversity, amongst other transnational commitments, added the ecosystem approach and its related idea of ecosystem services to this succession which is increasingly becoming the basis for natural resource management, including in the United Kingdom (UK). However, this latest addition raises the stimulating question of whether in forestry the ecosystem approach and the associated ecosystem services concept really constitute something fundamentally new, or are merely an extension or re-branding of existing policy approaches. This paper contributes to a lively contemporary debate surrounding the ecosystem approach and ecosystem services, by examining how these two interrelated but distinctly different concepts are currently understood and adopted within UK forestry and in the context of established forestry policy paradigms. For this purpose, I undertook a review of the scholarly literature and legal and policy documents which have been triangulated with a survey of the attitudes, interpretations and opinions of forestry stakeholders through expert interviews. The analysis suggests that in the UK forestry sector, as elsewhere, the frequency of, often broad and ambiguous approaches to natural resource management and biodiversity conservation in general, and forestry policy and management in particular, are causing confusion amongst some stakeholders, who, unsurprisingly frequently conflate concepts seemingly without understanding the details. However, a clear understanding of the differences and similarities of these important concepts, stemming from overlapping but different disciplines, is crucially important for successful policy implementation and sustainable forest management. China is facing huge environmental problems, with its current rapid rate of urbanization and industrialization causing biodiversity loss, ecosystem degradation, and land resources degradation on a major scale. To overcome management conflicts and secure ecosystem services, China has proposed a new ‘ecological redline policy’ (ERP) using ecosystem services as a way to meet its targets. By giving environmental policy redline status, China is demonstrating strong commitment in its efforts to tackle environmental degradation and secure ecosystem services for the future. This is already having impact, as the Chinese Ministry of Environmental Protection and the National Development and Reform Commission are prepared to work together to implement the new environmental policy.  相似文献

This paper addresses the current research void on local community views of changes in ecosystem services associated with rapid land use transformation in the context of plantation-based forestry. This interview-based study, conducted in southern China, aims at assessing the perspectives of local communities of: 1) the effects of Eucalyptus industrial plantations on selected ecosystem services and on local development; and 2) opportunities for future community livelihood development, based on the relations with the government and with forest industry operating locally. We analysed data from semi-structured interviews with 70 villagers for their views on changes in ecosystem services after the establishment of plantations, and their future expectations on the local livelihood development. Most interviewees mentioned some negative development on environmental quality after the establishment of the industrial plantations, especially on soil and water. Furthermore, the reduced productivity of cropland surrounding industrial plantations, coupled with other financial drivers, induced several villagers to switch from agricultural crops to household plantations. In the absence of destructive typhoons, household plantations can provide owners more free time, higher income, while industrial plantations provided some employment opportunities. Interviewees’ expectations for the future included receiving financial support and capacity building for household plantations and crops, support to local roads and schools, and higher employment opportunities. Some interviewees suggested that solutions should be implemented for improving degraded water quality, while others suggested reducing forestry operations. Even though being highly context-specific, our findings open up the discussion about the further community development opportunities in the context of plantation forestry. In particular, the potential of value sharing mechanisms between the private sector and the local communities should be further studied.  相似文献

Targeting of agri-environmental measures (AEMs) is a key to increasing the cost-effectiveness of governmental support for biodiversity conservation and the provision of ecosystem services from agriculture. Existing literature, however, often focuses on single measures without considering that policies are usually bundles of different measures addressing multiple non-marketed goods and services. Thus, interaction effects of a set of policies in a given policy mix may influence the cost-effectiveness of single measures. Recently, Swiss agricultural policy was redesigned using the Tinbergen rule as its basis, i.e., a single measure for each policy goal, including additional targeted direct payments. This facilitates testing for interaction effects of multiple targeted AEMs. Here we use a social-ecological, agent-based modelling framework to assess interaction effects of these agricultural policies while accounting for climate change impacts in our analysis. The results from our case study in a mountain region show that ecosystem service provision increases with targeted payments. However, interaction effects of the different targeted policies affect the provision levels of all goods and services. In particular, changes at the extensive margin, i.e., the total amount of land that is under production, largely determine the amount of ecosystem services provided. Thus, climate change driven productivity increases and policies that keep land in production may substantially support the provision of non-marketed goods and services in marginal agricultural production regions with a high potential for land abandonment. Consequently, the effectiveness of targeted policy measures should also consider changes at the extensive margin and be assessed in the context of bundles or portfolios of different policy measures.  相似文献

Provisioning Ecosystem Services (PS) from the forests contribute much to peoples’ livelihoods as well as to the national economy. Previous studies have been constrained by their primary focus on biophysical quantification of PS through modelling and mapping or aggregated monetary valuation, while little attention has been paid to the issues of the distribution of financial benefits among the different forest subgroups. Using market price and substitute good price methods, this paper assesses how local users exploit financial benefits and emit carbon from the use of PS in two dominant community-based forest management systems (community forestry—CF and collaborative forestry—CFM) based on proximity (nearby vs. distant users) and socio-economic class (rich vs. poor users) in the Siwalik region, Nepal. Results indicated that the wealth level of the users plays a key role in the amount of financial benefits generated from the use of PS: (1) users living near forests receive the highest economic benefits compared to those living long distances from the forest area. However the distribution of benefits differs according to management modality and socioeconomic status; (2) CF users, on average, receive higher economic benefits than CFM users; and (3) compared to poor households, rich households receive higher benefits. On average, a rich household adjacent to CF receives USD 1214/year while a poor household living in the same area receives almost half of that (USD 630/year). Similarly, a poor household living far from a forest area generates USD 189/year, slightly higher than that of a rich household in the same area (USD 109/year); and (4) an average CF user emits more carbon (7.4 tCO2/HH/year) from the consumption of PS than an average CFM user (5 tCO2/HH/year). Finally, we discuss the reasons behind these differences and draw policy implications for developing and refining constitutions and operational plans of forest user groups.  相似文献

Reducing emissions from deforestation and forest degradation, conservation and sustainable management of forests and enhancement of forest carbon (REDD+) are considered to be important cost effective approaches for global climate change mitigation; therefore, such practices are evolving as the REDD+ payment mechanism in developing countries. Using six years (2006–2012) data, this paper analyses trade-offs between carbon stock gains and the costs incurred by communities in generating additional carbon in 105 REDD+ pilot community forests in Nepal. It estimates foregone benefits for communities engaged in increasing carbon stocks in various dominant vegetation types. At recent carbon and commodity prices, communities receive on average US$ 0.47/ha/year of carbon benefits with the additional cost of US$ 67.30/ha/year. One dollar’s worth of community cost resulted 0.23 Mg of carbon sequestration. Therefore, carbon payment alone may not be an attractive incentive within small-scale community forestry and should link with payments for ecosystem services. Moreover, the study found highest community sacrificed benefits in Shorea mixed broadleaf forests and lowest in Schima-Castanopsis forests, while carbon benefits were highest in Pine forests followed by Schima-Castanopsis forests and lowest in Rhododendron-Quercus forests. This indicates that costs and benefits may vary by vegetation type. A policy should consider payment for other environmental services, carbon gains, co-benefits and trade off while designing the REDD+ mechanism in community based forest land use practice with equitable community outcomes. The learning from this study will help in the formulation of an appropriate REDD+ policy for community forestry.  相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands.  相似文献

Systematic conservation planning (SCP) seeks to propose new reserves through a scientifically rigorous process using databases and research selection algorithims. However, SCP exercises have been criticized for “knowing but not doing”, i.e. not implementing the proposed reserve. But there is an additional problem that can be called “knowing but not knowing”, knowing things from databases, but not knowing crucial contextual information about community-based social processes that have supported the high forest cover and biodiversity detected. Examined here is how a common property region of the Sierra Norte of Oaxaca, Mexico has maintained high forest cover in the absence of public protected areas, while multiple SCP exercises have advocated for the creation of public protected areas in communal tropical montane cloud forests and pine forests as strategies for biodiversity conservation and resilience to climate change. Methods included archival research, review of community documents, focus group interviews, semi-structured interviews, participant observation, land use transects, and GIS analysis and remote sensing. Conservation in the region originally occurred because of low population densities, steep slopes and a lack of agricultural subsidies, supported by locally adapted agricultural practices. In the 1990s, a transition from passive to active conservation took place with land use zoning plans, community conservation rules, community forestry enterprises and payments for environmental service programs that consolidated a trend towards high, unthreatened forest cover. Today, the study communities have an average of 88.3% forest cover, with 61% of that in informal conservation based on community land use zoning and rules and another 14% governed by forest management plans approved by the Mexican government. We argue that truly systematic conservation plans would seek to understand how communities in the region are already managing forests for conservation. It is pointless and uninformed to advocate for top-down conservation interventions of forests that are already robustly conserved and resilient to climate change due to community action.  相似文献

Previous works have made great progress in mapping and assessing ecosystem services (ES) that are directed toward exploring various aspects of ecological changes and economic values. These preferences, however, may neglect the important role of people who are the direct beneficiaries in this ecosystem. Therefore, including these stakeholders in ES assessment identifies their relations and perceptions between ecosystem services and society. In order to quantify and map these relations and perceptions, we designed and implemented an analytical framework based on the Public Participatory Geographic Information System (PPGIS) method to explore local stakeholders’ (Farmers, Government managers/Experts, and Company employees) similarities and differences in recognition of preferences and social values for ecosystem services in a typical Karst basin. Our results showed that remarkable differences appeared in preferences for ES across three groups. Farmers gave more preferences to provisioning services, Government managers/Experts to regulating and cultural services, and Company employees’ preferences were individualized. The spatial distributions and relations of social values for ES also showed great differentials. Provisioning services were always related to specific natural conditions, regulating services to forests, and cultural services to specific locations around tourism localities, forest, and wetland parks. The three stakeholder groups perceived more synergies than tradeoffs between the different ecosystem services. Landscape beauty was the most influential service in Farmers’ and Company employees’ perceptions, while Local climate change regulation was the most influential service in those of Government managers/Experts. The local stakeholders’ surveys can improve the enthusiasm of the local people to participate in environmental management and provide more socio-ecological information to help the managers alleviate the conflicts among different stakeholders.  相似文献

China's Sloping Land Conversion Program (SLCP) pays millions of farmers to convert cropland in upper watersheds to tree plantations. It is considered one of the world's largest payments for ecosystem services (PES) scheme for its reliance on financial incentives. This paper examines the outcomes of the SLCP by way of a case study from the Yangliu watershed in Yunnan province. It focuses on the notions of justice embedded in state policy and held by villagers and local state officials in order to understand the observed outcomes in terms of people's participation in the implementation of the SLCP, land use changes and livelihood effects. Villagers, local state officials, and state policy share a primary concern about distributive justice despite significant differences in their specific notions. The shared concern underlies the villagers’ positive reactions to the SLCP, which among other factors, have led to the intended expansion of tree plantations and a livelihood transition in Yangliu since 2003. The insights from Yangliu suggest the need to consider justice for a fuller understanding of the dynamics and outcomes of the SLCP and other PES schemes worldwide as the notions of justice applied by the involved actors may influence land use and livelihood dynamics in addition to the other factors considered in research this far.  相似文献

In Brazil, market-based instruments focusing on land use dimensions are increasingly promoted as a means to make public environmental policies effective. Landowners and farmers call for more flexible regulations and economic incentives to adopt ecologically sound practices, while public agencies and conservation NGOs seek new ways of financing and legitimising legal standards. Market-based instruments are considered by these actors as having the potential to both achieve their own goals and conciliate all interests. As a result, legal frameworks (including cap-and-trade systems, biodiversity offsetting and payments for ecosystem services) are being designed which allow to exchange land use rights and obligations. Under a sociolegal approach, this article provides an overview of such instruments. It shows to what extent they may entail a reconfiguration of the burden sharing and the priority setting of nature conservation. Depending on how actors use legal standards, their responsibilities may be eased and the level of conservation may be lowered, both facts that raise significant controversy.  相似文献

Community forestry can deliver economic, socio-cultural, and ecological benefits to rural communities, yet criticisms have arisen that community forestry remains dominated by the decision-making of offsite experts and management techniques inappropriate for some communities. We use a case study approach to ascertain the needs, wants, and current realities of selected forest communities in Brazil and Mexico, to inform bottom-up approaches to community interventions. In identifying community-defined goals, we found that other livelihood strategies, particularly agricultural practices, need to be better integrated in the planning of forestry interventions overly focused on timber production. Site-specific intervention models need to take into account the variety of contexts and community interests, rather than replicating models that have been successful in other jurisdictions. A better understanding of local perspectives can aid in the design of community forestry interventions brought by conservation and development agencies, by adding an important and under-studied perspective to the problems that face community forestry.  相似文献

Local conservation efforts are often related to benefits at higher governmental levels. On the one hand, these efforts are strongly connected to local land-use decisions. On the other hand, activities such as sustainable water management or biodiversity conservation are associated with regional, national or even global public goods. Therefore, spatial externalities or spillovers exist, which—if not adequately compensated for—lead to an underprovision of the public goods and services concerned. This article investigates intergovernmental fiscal transfers as an innovative instrument for compensating local jurisdictions for the ecological goods and services they provide across local boundaries. From a public finance perspective, fiscal transfers are a suitable instrument for internalising spatial externalities. However, most federal states use this instrument predominantly for social and economic public sector functions rather than for ecological ones. This article investigates the case of the ecological “ICMS” that was first introduced by a few states in Brazil during the 1990s. Part of the revenue from this value-added tax is redistributed to the local level on the basis of ecological indicators. In this way, the state level uses fiscal transfers to compensate municipalities for the existence of protected areas and other ecological services provided within their territories. The Brazilian experience illustrates that such fiscal transfers can represent both a compensation for land-use restrictions and an incentive to value and engage in more conservation activities at the local level.  相似文献

The Land Use Scanner (LUS) is a decision support system for land use planning that is widely used in the Netherlands. The model yields solutions that have a high resolution (500×500 m) and reflect economic equilibrium in the land market, in which eighteen types of land use and nine aggregated habitat types competitively bid for locations. Here, an extension to the LUS is presented that enables the internalisation of environmental externalities. The focus in this study is on two important externalities, namely ammonia emissions from agriculture and habitat fragmentation. We simulate four IPCC-based land use scenarios and assess the level of fragmentation of the nine habitat types. We also perform sensitivity analyses in the most market-oriented scenario on the effectiveness of market-based instruments in promoting more efficient land allocation. The simulation results suggest that particularly the habitat type ‘rain-fed mires and bogs’ is susceptible to fragmentation. The sensitivity analyses show that internalising the damage costs of fragmentation resulted in smaller changes in land allocation than internalising those of nitrogen deposition. For both instruments, the policy effort was large in relation to the efficiency gains in land allocation.  相似文献

In addition to environmental interests vs. timber production, debates on forest conservation have typically dealt with nationwide vs. local and regional interests. While most previous studies have focused on the nationwide perspective, this paper considers the benefits and costs of existing conservation areas from the regional and local point of view. The non-market benefits of conservation are measured by means of contingent valuation. Unlike most discrete-choice CV studies, we allow for zero willingness to pay. The results of our cost-benefit analysis suggest that the aggregate benefits of conservation clearly exceed the total opportunity costs when viewed from a regional (or nationwide) perspective, but at the local level costs exceed the benefits of conservation. Differences were also found in locally vs. regionally relevant benefits and costs.  相似文献

As urban areas continue to expand, the need to consider nature conservation objectives in planning is growing. Policy makers across Europe recognize that effective nature conservation requires an integrated approach to land use planning that includes relevant ecological and spatial knowledge. Although a number of such integrated approaches have been developed, many local authorities in Europe encounter important institutional barriers to this integration. This is particularly true for countries in Central and Eastern Europe (CEE) like Bulgaria. The post-socialist transformation in Bulgaria led to intensified urban growth and local authorities struggle to find a balance between environmental and socio-economic interests. Meanwhile, the Environmental Policy Integration ‘principle’ (EPI) has been gaining prominence in Europe, aiming to address the trade-offs between environmental and economic incentives. Research highlights that successful EPI depends on institutional processes within different economic sectors and across governmental scales. These processes have not yet been comprehensively studied in the CEE and in Bulgaria. This article assesses the EPI process in urban planning in Bulgaria and identifies the institutional approaches that may contribute best to EPI in urban planning. Using the example of the “Corner Land” project in the city of Burgas, we discuss the key challenges that the local authorities face in addressing nature conservation in land use plans. The findings indicate that EPI is to a high degree constrained by the lack of an efficient communicative process across fragmented organizational structures throughout the entire planning process. While a procedural approach to EPI appears to be prevalent it is concluded that a communicative approach is urgently needed if the sustainability of urban plans is to be safeguarded and negative impacts on nature prevented.  相似文献

This research develops the novel concept of an economic ecosystem service sustainability index from the perspective of total income theory, and presents its empirical application at the spatial unit scale of the agroforestry farm. This paper compares the results accrued from applying the refined standard System of National Accounts (rSNA) and the authors’ Agroforestry Accounting System (AAS). The AAS extends the rSNA to capture economic activities without manufactured production costs and substitutes the production cost valuations for exchange values revealed/stated by consumer willingness to pay for consumption of final products without market prices, the aim being to provide more comprehensive figures for total and environmental incomes of the agroforestry farms. Both accounting frameworks are applied to a case study of sixteen large, non-industrial, privately-owned holm oak dehesas (agroforestry farms) in Andalusia-Spain. This dehesa application provides estimates for the economic ecosystem service, total income factorial allocation, total capital and economic ecosystem service sustainability index for the aggregate and individual economic activities of the dehesa, distributed between accounts for the farmer and government institutional sector economic activities. The AAS explicit measurements of the hidden rSNA ecosystem services and environmental incomes of the dehesa allow us to further our scientific understanding of the current and future contributions of environmental income from nature to the total income of society as well as to provide information to the policy makers so that action can be taken to mitigate the depletion and degradation of environmental assets. This dehesa application reveals that environmental income measured by the AAS accounts for 67 % of total income in 2010. The dehesa AAS and rSNA ecosystem services share 34 % and 26 % of total product consumptions, respectively. Coupled with the AAS economic ecosystem service sustainability index of 0.5 and the rSNA economic ecosystem service sustainability index of 0.2, these figures indicate total product over-consumption in 2010. The dehesa case study shows that the AAS ecosystem services and environmental incomes are 2.5 and 8.4 times higher than those of the rSNA, respectively. Once the theoretic robustness of non-market product consumption simulated transaction value is accepted, as in the AAS methodology, the expected official economic ecosystem accounting framework will mainly depend on its ongoing standardization by the United Nations Statistical Division and implementation by individual governments. Thus, the challenge of standardizing and implementing such a framework is more closely linked to governmental policy measures than to the current scientific weakness of non-market product consumption valuations.  相似文献

Cropland use is experiencing an intense transition in both depth and breadth with rapid development of the Chinese economy. Unwarranted land use transitions can affect the ecosystem services value (ESV) and ecosystem functions significantly. This paper reports the dynamic patterns of cropland transition (CLT) and its impact on ESV in Jiangsu Province based on land-use data from 1990, 2000, 2010, and 2013, crop yield data, empirical data related to ESV, some revisions adapted to the situation of Jiangsu, and Geo-information Tupu methods. Jiangsu has experienced rapid economic growth and urbanization, which can be seen as a microcosm of China's development. Results showed that the total area of cropland decreased markedly from 1990 to 2013. This loss of cropland took place mainly through the expansion of construction land and water area, accounting for 83.78% and 13.71%, respectively. The gain in cropland came mainly from construction land, water area, grassland, and woodland, accounting for 58.92%, 19.92%, 11.46%, and 10.22%. The transitions from 2000 to 2010 were much more significant than during 1990–2000 and 2010–2013. CLTs were accompanied by relatively concentrated distributions near towns and cities and the distributions in southern and central Jiangsu were more than in northern Jiangsu. Between 1990 and 2013, CLTs gave rise to a decrease of 6.78 million US$ ESV that was mostly caused by the transition from cropland to construction land and water area to cropland. Based on this information, some of the major implications for improving the land use policy and ecological protection policy in China were discussed. These include increased emphasis on land quality and ecological environment in balance between cropland addition and conversion, introducing ESV measures to evaluate the ecological effect of land-use planning, and establish an all-around ecological compensation mechanism.  相似文献

Based on a comparative case study of four community forestry enterprises in Guatemala and Mexico, we examine the relationship between user group characteristics and state allocation of tenure bundles. Using Schlager and Ostrom's four levels of tenure bundles and collective action theory, we illustrate how tenure bundles and collective action costs interact to either promote or create disincentives for conservation and communal economic benefits. We suggest that in communities with high costs for collective action, a tenure bundle that includes management, withdrawal and exclusion rights yet omits alienation rights may be optimal for community forestry. We also demonstrate how unclear allocation of rights can result in local interpretations of land rights that do support collective action.  相似文献
