This article explores the issues that arise when land use management organizations change their previous ways of relating to the public. I introduce an analytic framework for evaluating organizational changes that are grounded in participatory planning and decision making. Using a case study of a recent planning initiative of the Wisconsin Department of Natural Resources, I examine dynamics of trust, civic capacities, personal demands, history of working relationships, and interest in the issue at hand. Though preliminary, the conclusions drawn from this research illustrate how these dynamics may influence the success of participatory planning that reflects organizational change.  相似文献

China has implemented land use master plans to strictly control built-up land usage. The effective evaluation of land use master plan on controlling construction land is the premise of monitoring and early warning of planning implementation. It is also the basis for planning revision and further implementation of territorial spatial planning. In this study, we established a comprehensive index system based on three aspects: scale management, annual growth rhythm control, and spatial layout. We then analyzed the consistency between the actual situation for built-up land and the previous land use master plan of the Jinan Municipality in the Shandong Province of eastern China. The results showed that the master plan effectively controlled the scale of built-up land sprawl, such that the annual growth rhythm control level periodically increased over time. They also indicated the low efficiency of the built-up land spatial layout control. Overall, the previous land use master plan in Jinan had notable impacts. We recommend that land policy makers should adjust control standards and implementation intensity for spatial planning in the future to achieve scientific and effective planning for the management of construction land.  相似文献

The expansion of cash crops has raised contradicting interests between two bureaucratic bodies (the economy-oriented one that advocates cash crop production and the conservation-oriented one that focuses on natural resources protection) in many places around the world. Recent past has saw growing efforts on the theoretical linkages between cash crop production and conservation, but the solutions to the cash cropping −related land use conflicts remain as violent controversy. Using a geo-simulation approach, this paper models the tea expansion under different policy scenarios and evaluates the effectiveness of these policies in Anji County (China), as a contribution to the scientific basis for formulating sustainable cash cropping practices and alternative land use policies. In particular, a new self-adaptive cellular automaton model based on ensemble learning (EL-CA) is developed and three policy scenarios (economy-over-conservation (EOC), conversion-over-economy (COE), and economy-balance-conservation (EBC)) are set to predict the tea expansion patterns in 2025. Results show that the EL-CA model significantly outperforms the traditional CA models based on empirical statistics. We find that the tea expansion under the EOC scenario is much more intensive than that under the COE and EBC scenarios. The most outstanding ecological consequence of tea expansion is the occupation of forests. Employing an equivalent coefficient approach, we further quantify the trade-offs between economic incomes (from tea expansion) and ecological loss (due to ecosystem service value (ESV) declines) under the three policy scenarios. In the EOC scenario, the loss in ESV far exceeds the benefit of tea expansion. Net change of ESV is higher than that of economic return under the COE. The economic benefit is approximately equal to the ecological loss in the EBC scenario. The EBC should be a socially preferred scenario, since it leads to sustainable tea expansion and minimal ecological impacts. Though the EBC scenario is a desirable choice, how to enforce these policies is an important consideration. Given the complexity in the Chinese policy context, we finally propose several possible measures to promote the coherence of paradoxical policies involving the allocation of land for cash crop cultivation.  相似文献

The tidal river management (TRM) approach is an indigenous management practice in the Southwest part of the Ganges-Brahmaputra delta in Bangladesh. This approach has a high potential for extending area under agriculture with a positive impact on sustainable production and consequently on sustainable land use planning. Until recently, no studies provide a quantitative assessment on agricultural benefits of TRM operation. In this study, we aim to assess the benefits of TRM operation by using innovative approaches such as comparing land use change, agricultural production and economic cost-benefit analysis for two scenarios (with and without TRM) in the Hari-Teka-Bhadra catchment. We found that the financial benefit of TRM operation was 85.5 million US dollar per year from the agriculture sector. The results are useful for promoting land use policy through TRM approach in achieving greater sustainability in the area.  相似文献

Bucharest is a city in transition from its communist past to a market economy, but poor urban planning in is impacting adversely on contested spaces. Lack of effective and strictly enforced regulation and public sector indecision, mixed with problems inherited from the Ceausescu regime, generate many examples of poor urban planning and management. One such example concerns the uncertain future of Văcăreşti “Lake”, our in-depth case study, which is an encapsulated 184 ha wetland whose management has been particularly poor. Employing a mixed methodology of mapping the evolution of the area in question and conducting interviews with surrounding residents and experts in the urban planning or public administration, we demonstrate how lack of an effective planning system and appropriate policies serves to exacerbate conflict between interested parties. Initially there was a conflict between former land owners and authorities, after which developers, surrounding populations, urban planners and ecologists were added. Worse still, the juridical owners of the site are unresolved! Many government agencies and the Bucharest municipality have also compounded the problem by failing to take a lead in future planning and conflict resolution by adopting a passive management approach, which is a recipe for inaction in a poorly regulated land market. Thus, incoherent land use policy has greatly amplified individual and professional conflict both at the local level and city-wide.  相似文献

With the rapid urbanization in China, land resources are becoming increasingly scarce. Identifying and resolving land use conflict is essential for reasonably using land resources and achieving land sustainability. Taking the middle reaches of the Heihe River as an example, we included the constraints of local water resources to construct a multi-criteria evaluation system for assessing land use competitiveness in 2000 and 2015 based on land use, socio-economic, and nighttime light data. By comparing the competitiveness of cultivated land, construction land and ecological land, we then derived the spatiotemporal patterns of potential land use conflicts. Actual land use changes supported the hypothesis that land use tended to convert into the type with higher competitiveness at areas with intense conflict, which better indicated that our assessment model was effective. The results showed that the potential land use conflict was more acute in the central and northwest but weak in the southeast and northeast, and its pattern showed a significantly positive spatial autocorrelation. The conflict between cultivated land and construction land was most prominent and mainly occurred in the transitional zone from urban to rural areas. Rapid urban development and water shortage were the main causes of the potential land use conflict. Assessing land use multi-functions and making a tradeoff among ecological, economic, and social services will be an effective way to guide future land use to solve land use conflict. Our research provides scientific evidence for sustainable land use planning and management in the arid areas.  相似文献

Building resilience is critical for metropolitan land use planning to strengthen the ability to cope with and minimize climatic disaster risks. Challenges still remain for metropolitan agencies in identifying the components or metrics for measuring resilience. Particularly, uncertainties in climate change and diversification in local contexts compel urban planners to mainstream community participation, indigenous knowledge and local attributes into the resilience assessment. This article aims to propose a novel methodology for assessing resilience, which can encourage stakeholder participation and communicate planners in shaping metropolitan land use policies. Using the Taichung metropolis, Taiwan as the study area, this article created a resilience metric called the Climatic Hazard Resilience Indicators for Localities (CHRIL) that is appropriate for use in a policy context. Then, this metric combined a fuzzy multicriteria decision analysis with a participatory geographic information system approach to measure and map resilience to climatic hazards. Through the participation of experts, local officers and community members, a multivariate analysis was applied to explain why low resilience areas occur in specific locations. Moreover, we performed a cluster analysis to group the areas into several types of resilience and revealed the relationship between the resilience factors and overall local development patterns. Results show that conflicts and tradeoffs may exist between some resilience factors, especially socioeconomic vulnerability and adaptive capacity. The findings provide stakeholders and policy-makers with a better governance structure to design and synthesize appropriate patchworks of planning measures for different types of resilience areas to reduce climatic hazard risks.  相似文献

This study was initiated to gain a better understanding of how patterns of development within Greenville, SC and its surrounding metro area would affect the Reedy River's water quantity and quality. Grenville County is located in the Upstate of South Carolina and serves as an economic hub for this region. Greenville is located on the I-85 corridor halfway between Atlanta, GA and Charlotte, NC. A previously prepared watershed-scale model was modified to yield quantity and quality data that would result from projected growth in Greenville through year 2030 at three different growth scenarios.The major findings of the study showed water quality was degraded with higher nutrient loads and peak and average flows were consistently higher for sprawling as compared to compact development. As more land is developed in the sprawling scenario, the amount of stormwater increases while water quality decreases. At Boyd Millpond by 2030, for instance, change in peak flow and average flow percentages more than double for the sprawling scenario. Similar effects were also seen for both total phosphorus and total nitrogen levels. Results are similar by 2030 for the flow entering Lake Greenwood from the Reedy River Arm. At that location, change in peak and average flow percentages, and changes in total nitrogen and phosphorus percentages, more than double when comparing sprawling versus compact developments.While these results are based on the effects of predicted development along the Reedy River, in Greenville, SC, the overall implications of development on water quality applies to most any community faced with similar issues. These modeling results allow land use planners such as municipal boards to gain a better understanding of what impacts land use planning and zoning can have on a community as related to effects on water quality and quantity.  相似文献

Food insecurity remains persistent in the Global South due to constraints in food production capacities and intricate land tenure systems that stifle investment in agriculture. In the urbanized regions, uncontrolled urbanization and non-compliant land use systems have further worsened the potentials for urban food production. This research is based on a case study of the Wa Municipality in order to assess the influences of customary land allocation and peri-urbanization on land use planning and foods systems in Ghana using explorative and narrative research approaches. The study identified that customary stakeholders responsible for allocating such lands in the Wa Municipality were indiscriminately converting large tracts of hitherto agricultural lands to urban land uses. Statutorily prepared land use plans are hardly enforced and the planning priorities are on residential and commercial land uses that command higher land values to the detriment of agricultural lands. Weak institutional linkages also characterize the mandated planning and land administration institutions, with a planning system that is reactive rather than proactive in addressing development control challenges across the country. There is the need for planning authorities to adopt participatory land uses planning together with customary landholders and educating them on the essence of comprehensive land use planning approaches. Based on the findings, local governments need to partner landowners to identify and reserve high potential agricultural land for sustainable urban food production.  相似文献

The rapid expansion of non-grain production (NGP) on cultivated land is of increasing concern regarding grain security in China. Characterizing the developmental mechanism of different NGP types and their responses to current policies is essential for providing critical references for the improvement of cultivated land protection policy. This study was conducted to explore the driving forces of NGP expansion in Tongxiang during three periods (2000–2008, 2008–2012, and 2012–2015). We first mapped the distributions of four types of NGP using multi-temporal high-resolution aerial photos. Then, we identified the driving forces of different NGP types at the parcel level using multinomial logistic regression modelling with geophysical, proximate, neighbourhood and policy variables. Our results showed that the total NGP area in Tongxiang increased from 31.16 ha to 2491.84 ha from 2000 to 2015. Farming conditions, such as soil type and distance to rivers, contributed more than settlements networks to the expansion of NGP in the Tongxiang region. A continuous and significant neighbourhood effect was found among pond fish farming, nursery plantations and duck rearing, demonstrating the strong stimulation of converted NGP parcels to surrounding farmers. Surprisingly, the implementation of policies such as basic farmland and standardized farmland failed to inhibit and actually encouraged NGP expansion. The planning of the main-functional region of grain production had a positive effect on inhibiting the expansion of some NGP types at certain stages. Our study provides valuable insights into the driving forces of NGP expansion at the parcel level and its response to current policies. This study supplements existing research to fully understand the phenomenon of NGP from the perspective of land use decision-making.  相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses.  相似文献

The increasing health burdens pose great challenge for planners and policy makers to create a more livable city. Recent literature has linked land use to a wide range of illness and death causes in developed nations. It therefore requires evidence-driven and replicable frameworks to inform land use decisions that integrate with health promotion. This paper proposes a theoretical framework for the mechanistic links between neighborhood land use and public health; and then quantifies their associations at district level, using the case of Shenzhen in developing China. Data for 15 health indicators in 2010 are collected at district level; and a set of standardized land use variables (individual land use type, general land use mix, and physical street conditions) are proposed to comprehensively reflect the neighborhood land use characteristics. Spatial regression is employed to analyze the relationships between health outcomes and land use variables. Results show that the land use exploratory variables vary with health indicators, but several key land use determinants are identified: green land abundance, green land morphology, institutional land proximity, industrial land proximity, blue land abundance, street walkability and street connectivity. Structural equation modeling is further applied to examine the possible mediators and it demonstrates that the casual pathways between land use and public health are quite complex. The developed set of standardized land use variables can serve as practical tools to facilitate land use decisions with health considerations. In practice, several complexities at governance levels challenge the efforts to reconnect land use policies and public health promotion. We put forward three useful solutions to enhancing health connection with land use policy across different international settings. This study captures the nuanced health disparities varied with districts and indicators, and therefore produces some more generalized knowledge that ultimately helps develop land use policies aimed at promoting public health at home and abroad.  相似文献

Landslide risk reduction in developing countries is preferable to disaster remediation and recovery, in both social and economic terms. The implementation of landslide preventative measures is closely related to the development of ‘good practice’ in land use management, at government and community levels, especially in the face of rapid and unplanned urbanisation. These areas of poverty and vulnerability to ‘natural’ hazards present a challenging environment for which to develop realistic land use policies and practices. There is little evidence of on-the-ground delivery of landslide risk reduction. However, scientifically based landslide risk reduction strategies can be effective. In the Eastern Caribbean construction of drainage networks in communities afforded an improvement in slope stability – after a 1 in 100-year rainfall event there were no landslides on previously unstable slopes in densely populated urban communities. This has been recognised in policy terms in the first ever Caribbean-wide, 5-year risk reduction programme. Such evidence represents an important first step in developing realistic land use policies for landslide-prone areas occupied by those migrating to urban centres in the Eastern Caribbean.  相似文献

In this paper we present a framework for understanding regional land use processes by incorporating the concept of agglomeration economies into agricultural frontier theory. We show that agricultural firms can obtain positive externalities from locating in close proximity to other agricultural firms, leading to agglomeration economies. Agglomeration economies lead to high levels of competition and diversity within a local agricultural supply chain and influence local prices, information flows, and private enforcement of environmental institutions. We use the theory of agglomeration economies to understand the development of soybean production in two counties along the Santarém-Cuiaba (BR-163) highway in the Brazilian Amazon: Santarém, Pará and Sorriso, Mato Grosso. We conclude that differences in environmental and land tenure institutions influenced the occurrence of agglomeration economies in these two counties, which in turn affected the total factor productivity of soy in each region. In particular, the supply chain became extremely competitive and diverse in Sorriso where few environmental regulations existed, while environmental restrictions reduced the diversification of the supply chain in Santarém. The presence of a soy agglomeration economy in Sorriso spurred innovation, increased productivity, and led to extremely rapid soy expansion in that county, while the monopolistic supply chain in Santarém reduced producers’ access to land and capital and impeded soy expansion.  相似文献

In the coming decades, an increasing competition for global land and water resources can be expected, due to rising demand for food and bio‐energy production, biodiversity conservation, and changing production conditions due to climate change. The potential of technological change in agriculture to adapt to these trends is subject to considerable uncertainty. In order to simulate these combined effects in a spatially explicit way, we present a model of agricultural production and its impact on the environment (MAgPIE). MAgPIE is a mathematical programming model covering the most important agricultural crop and livestock production types in 10 economic regions worldwide at a spatial resolution of three by three degrees, i.e., approximately 300 by 300 km at the equator. It takes regional economic conditions as well as spatially explicit data on potential crop yields and land and water constraints into account and derives specific land‐use patterns for each grid cell. Shadow prices for binding constraints can be used to valuate resources for which in many places no markets exist, especially irrigation water. In this article, we describe the model structure and validation. We apply the model to possible future scenarios up to 2055 and derive required rates of technological change (i.e., yield increase) in agricultural production in order to meet future food demand.  相似文献

Sustainable land use, targeted poverty alleviation (TPA) and integrated urban/town development are key issues for the poverty-stricken counties of China. This paper explored the spatio-temporal pattern and driving forces of construction land change in Longzhou, a typical poverty-stricken border county in southwest China, based on high-resolution remote sensing images and field investigations. The results showed that, from 2011 to 2016, the construction land in Longzhou increased by 10.08%. The largest increase shown by urban built-up areas (37.74%) followed by rural residential (25.48%), industrial and mining (20.96%), and transportation areas (15.49%) as well by tourist facility areas (0.33%). The accelerated urban development, rural housing construction, and construction of industrial parks and transportation facilities are main factors driving construction land expansion, while the implementation of TPA strategy and the booming of border trade activities are important policy drivers of the construction land expansion. Some of the major implications for improving poverty-alleviation-oriented land use policies were further discussed. The authors argue that land use policy innovation could play a key role in breaking the Matthew effect (poor get poorer, rich get richer) of China's uneven regional development and generating and accelerating the transformation development of poverty-stricken counties. It is fundamental to meet the demand of construction land for TPA, meanwhile raise the intensive level of land utilization. The authors suggest that the government need to further improve and implement preferential land use policies for poverty-stricken counties from the provincial level, appropriately increase the quotas of construction land, and effectively strengthen the rational, efficient and intensive use of the quotas of construction land, and provide solid land policy support for poverty alleviation and thus achieve the Sustainable Development Goals with higher quality.  相似文献

The novelty of this study lies in the analyses of legislation concerning land use policies by examining the specific boundary between land ownership and land take. The basic motive was that the European Commission (EC) withdrew the Soil Framework Directive (SFD) in 2014 following the objections of certain Member States (MS) who countered that as most lands are privately owned, they should not fall under the remit of public governance. Since the withdrawal of the SFD land take is an issue receiving more attention. The legal content of ownership rights has been subjected to constant debate in the context of land-use policies and planning practices, which raises the questions of who decides how the land can be used and whether administrative authorities give priority to non-agricultural uses. Our study seeks to explore these issues through the lens of property law by comparing different legislations on access to land on three levels of policy implementation: the EU, the national, and the local levels. MS legislations are highlighted through the example of Hungary in two aspects: (1) regulation regarding Access to Land and Land Ownership Rights (ALOR), and (2) legislation and results of the LANDSUPPORT decision support system concerning Land Take Changes (LTC). We designed figures to demonstrate how policymakers can use the new LANDSUPPORT platform to show the gaps and inconsistencies among the above aspects. We found that the legislative regulations concerning private land use to achieve soil protection objectives remain the weakest link in the environmental protection legislation of the EU. Anxieties concerning built-in legal guarantees on each of the studied levels actualise our research. Currently, global land management is not on the political table although common European legislation might be able to preserve land for agricultural use.  相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well.  相似文献
