A multi-pollutant modelling framework for England and Wales is described. This includes emissions of nitrate, phosphorus and sediment to water and ammonia, methane and nitrous oxide to air, and has been used to characterise baseline (no uptake of on-farm measures) and business-as-usual (BAU) annual pollutant losses, comparing these with the loss under a range of new policies aimed at increasing the uptake of relevant source control measures to 95% across England and Wales. Model outputs, including uncertainty ranges, evaluated using national water and air quality data layers have been summarised at both farm (Robust Farm Type) and water management catchment (WMC) scale. Nationally, across all farm types, the median annual reductions in pollutant losses under the new scenario, relative to BAU in 2010, were predicted to range between 9 and 16% for nitrate, 13–37% for phosphorus, 12–21% for sediment, 2–57% for methane and 10–17% for nitrous oxide. For ammonia, the range was −2–28%, indicating the potential for pollution swapping and an increase in ammonia emissions under scenarios designed to reduce nitrogen flux to waters. Increased uptake of pollution source control measures would result in a wide range of annual total (capital and operational) costs (per farm) for the major farm types, with median estimates ranging from £635 yr−1 (Less Favourable Areas (LFA) with grazing livestock) to £15,492 yr−1 (Cereals) in Nitrate Vulnerable Zone (NVZ) areas, compared with a range of £23 yr−1 to £13,484 yr−1 for the same respective farm types in non-NVZ areas. The estimated median annual load reductions for all WMCs relative to BAU, were predicted to be 16% for nitrate, 20% for phosphorus, 16% for sediment, 16% for ammonia, 15% for methane and 18% for nitrous oxide. These predictions suggest that almost perfect (95% uptake) implementation of source control measures will not deliver substantial improvements in pollutant emissions.  相似文献

The influence of local and regional policies on the uptake of multifunctional farming systems is analysed. The conceptual framework of how regional and local policies can influence farmers’ behaviour is empirically verified by analysing data on uptake of diversification and environmental management by farmers located in the Brussels’ peri-urban area. In a two-stage model, farmers’ participation and behaviour to influence local policy-makers is also examined. It has been found among other things that, in a municipality that attaches greater importance to environmental issues, the uptake of agri-environmental measures is higher and that promotion of local agriculture will encourage farmers to start processing or selling products on their farms.  相似文献

This study assesses the performance of Botswana's traditional arable agriculture for the 1968-90 period. Growth rate and arable sub-sector production models are specified and estimated to determine how the sub-sector performed over time, and to capture the impact of the Accelerated Rainfed Arable Programme (ARAP). Growth rate model results indicate that cultivated area increased by about 2.2% per year during the 1968-90 period. However, crop output remained unchanged and yields declined by about 6.1% per year during the review period. Sub-sectoral model results reveal that cultivated area, output and yields rose by about 27%, 120% and 74% (respectively) due to the implementation of ARAP. Therefore, ARAP was effective in improving rural household food security and welfare. However, it is further argued that the program was unsustainable since it involved phenomenal government outlays and has led to an unprecedented input substitution from animal traction to tractor traction, which seems to be unjustified given the current economic fundamentals of the country's traditional arable farming. Moreover, the results reveal loss of productivity in the sub-sector over time. Therefore, the challenge facing policy makers is to devise new ways of reversing the current trend.  相似文献

Voluntary market-based programs have been proposed as cost-effective means to reduce environmental impacts associated with agriculture. This study examines a relatively new program in Michigan USA, the Michigan Agriculture Environmental Assurance Program (MAEAP), and explores how it might serve to reduce nutrient pollution associated with intensive corn production. Interviews with corn farmers were used to explore reasons for program participation, the extent of management changes, and opinions regarding program effectiveness. Results indicate that most farmers enrolled in the program had already satisfied the majority of the requirements, therefore few changes were made that would result in environmental improvements. Interviews also revealed that in almost all cases, corn farmers were unable to market their products as MAEAP verified. Participation was largely driven by goals to avoid law enforcement and minor financial benefits through insurance discounts. Farmers indicated that a lack of monitoring and enforcement reduced the perceived effectiveness of the program. Most farmers favored direct payments through government conservation programs over MAEAP. This case illustrates the limitations of voluntary and market-based programs to address agri-environmental problems and supports the use of multiple policy approaches.  相似文献

Precision agricultural technologies (PATs) allow more detailed management of in-field variability. Policy and advisory communities have championed PATs as a route to preserving natural capital whilst increasing productivity from agricultural land. A range of PATs are currently available for the agricultural producer but uptake varies by the type of technology and region. Whereas most studies on uptake have focused on US or Australia we empirically examine uptake of machine guidance (MG) and variable rate nitrogen technologies (VRNT) within European farming systems. Using primary information from 971 arable crop growers across five countries: Belgium, Germany, Greece, the Netherlands and the UK, a multilevel random intercept regression estimated a) the differences between adoption and non-adoption and b) the differences between VRNT and MG adoption. We find, aside from size and income differences, which reflect the economic cost barrier to adoption, an attitudinal difference, in terms of optimism towards the technology’s economic return leading to more probability of uptake. Moreover innovative and information seeking behaviour also proved significant when upgrading from machine guidance to variable rate technologies. Subsidy and taxation were considered positive drivers of uptake within the community. However, results suggest that more indirect interventions, such as informational support to counteract industry bias, and demonstration to prove the viability of economic return may be effective at meeting land manager and policy expectations towards PATs.  相似文献

Evidence is forwarded of a will for rationalisation of higher education, research and technology transfer processes; but the actions which have taken place in all three structures have, in contrast, produced irrationality and inefficiency. Tertiary education institutions are proposed as the spine for reconstruction, but pre-requisite is a logical hierarchy of missions appropriate to the various educational sectors. This done, research institutions may usefully coalesce with the universities, while development and advisory agencies may beneficially integrate into the polytechnic sector from which their information flow is sourced. There is strong mutually supportive efficiencies from education, research and extension emanating from a single resource base; but that base needs to be tiered according to the aptitude and requirement (science, technology, skills), and integrated with the industry. These proposals are not founded only as coping strategies in the face of funding withdrawals, but as optimisation movements bringing benefits of sharing of common human and physical resource for the three sectors; education, research, and technology transfer. An optimisation lost by their separation, and by competition amongst organisations within each sector (but especially education) striving for similar goals and for limited resources when the national requirement is for diversity.  相似文献

There are a number of significant environmental impacts that arise from agricultural practices that may be influenced by policy. A Strategic Environmental Assessment Method (SEAM) is described which aims to assess the environmental impacts of agricultural policy and aid the development of more sustainable policy formulation. The method addresses the issues of selecting appropriate performance criteria and measurements, and makes use of effect-damage functions and targets to determine the significance of potential impacts in relation to sustainability. A set of profiles is produced, describing the environmental performance of a specific policy. A confidence assessment system (CAS) is also described which provides details about the quality of the assessment and areas of uncertainty. SEAM provides information about impacts in simple format that can be easily used in decision making. It can identify environmental trade-offs and provides a holistic view that is essential when making decisions that affect the environment.  相似文献

Many problems with nitrate and pesticide contamination from agriculture exist in European drinking water catchments, and quite different management options are presently searched for. Among them, organic farming is considered as an important option to conciliate agricultural activities and water preservation. Based on different type of interviews, literature and documentation analysis, and participation in a steering committee, we compare the construction of agreements between city water utilities and farmers for the preservation of drinking water quality in three drinking water catchment areas (Munich and Augsburg in Germany, Lons-le-Saunier in France). The main differences found are the delimitation of the city's field of action, compensation payments for farmers for certain practices, involvement of the city council in the acquisition of land, and importance granted to organic farming. Successful city-farmer coordination is based on the presence of a facilitator as an intermediary, technical support, dialogue, contracts that span sufficiently long periods, and participation of farmers in elaboration of contracts. In this frame, organic farming did not appear as the major solution and was not systematically developed.  相似文献

Under the European Water Framework Directive (WFD), all water bodies must be of ‘good ecological status’ by 2015. One of the major beneficiaries of this will be those who use water for sport and recreation activities. It is certainly the case that some waters do contain – at some times – concentrations of pollutants sufficient to be a potential threat to public health but there is little robust evidence that water quality is a major constraint to many water-based activities. This paper addresses the current evidence deficit through a survey of recreational user representatives, exploring the cultural and political influences on decisions about when the quality of water is sufficient for their activity to take place. Using a reading of Bourdieu's ‘feel for the game’, the paper argues that there is a spectrum of involvement, contact and participation that conditions use and, thus, helps to establish an appropriate context for understanding the potential impacts on water-based recreation of the implementation of the WFD.  相似文献

Farm succession and inheritance is increasingly considered a complex phenomenon which not only affects core dimensions of farm family life but also the agricultural sector more widely. Intergenerational farm transfer in particular is increasingly viewed as fundamental to the sustainability and development of global agriculture. In the majority of EU countries, the average age of farmers is increasing, while the number of farmers under 40 years of age is decreasing. There is growing concern that this demographic trend may have negative impacts on the agricultural industry because it is younger and not older farmers who are associated with more efficient and effective production practices. The question of what motivates decisions to transfer farms is a complex one, and research to date has not apparently enlightened agricultural policy to the extent that current trends towards an ageing farm population are being managed. This research aims to investigate economic and financial aspects of the policy drivers of farm succession and inheritance in Ireland to understand what it is about the policy environment that is failing to stimulate higher levels of farm transfer. It draws on the Teagasc National Farm Survey data which provides Irish data to the Farm Accountancy Data Network in the European Commission. A hypothetical microsimulation model is used to investigate economic factors of farm transfers, with scenarios created to test these factors and their impacts on the transfer process. The Net Present Value (NPV) of income streams for farmers and their successors are calculated to assess which scenarios have the highest/lowest financial effects. The findings illustrate a range of possible scenarios for farm succession/inheritance, with some results indicating that under current policy retaining a farm until death may be more economically beneficial to a farmer than transferring land before death.  相似文献

Since the 19th century, Danish policies regarding land use in the wider countryside have been strongly influenced by two competing policy networks. In the period 1866–1970, a strong ‘land reclamation network’ was privileged at the expense of a weak ‘nature protection network’. In contrast, during the last couple of decades, the situation has been turned on its head. Here, a strong nature protection network has been privileged at the expense of a weaker ‘land reclamation network’. In each of the above stable periods, however, a detailed case study of decision-making regarding a rejected project shows that sometimes the weaker network is able to defeat a stronger network in relation to concrete project decisions regarding the use of water bodies. Why is it that even very strong policy communities cannot expect to have all projects they support implemented? Adding the concepts of policy venue and policy image [Baumgartner, F.R., Jones, B.D., 1993. Agendas and Instability in American Politics. The University of Chicago Press, Chicago and London] to the rather static policy network approach provides an explanation—a theoretical framework which, for example, can be applied to decisions/non-decisions regarding nature restoration projects in those countries who during recent years have been trying to move beyond water body protection to restoration of water bodies to their natural state.  相似文献

Land is a scarce resource affecting the implementation of many sectoral policies. In Indonesia, the expansion of palm oil plantations has led to non-sustainable land use practices in past years, particularly deforestation. More recently, the government has set ambitious targets for the adoption of biodiesel which will require expansion of oil palm plantations, thus putting further pressure on land. Meanwhile, the need to guarantee food supply, forest conservation and climate change mitigation also imply challenges when it comes to land allocation and use. This paper examines the role that land plays in the implementation of sectoral policies in Indonesia, exploring the availability of land to satisfy the multiple goals defined in national policies. We explore land competition resulting from allocations made in official policy documents starting with biofuel policy. The analysis of policy goals and coherence when it comes to land allocation is made in relation to agriculture, climate and forestry policies. We conclude that adjustments need to be made in the policies to avoid overlappings and misinterpretations when it comes to land allocation. The area made available for meeting each sectoral policy goal when taking into account cross sectoral interactions is: 14.2 Mha for agriculture, 43 Mha for climate mitigation measures, 9.2 Mha for forestry, and 20.9 Mha for biofuels. A more uniform land classification and development of a common reference database will increase transparency on land allocation and use, and help to monitor land use change, ultimately supporting the achievement of multiple national goals.  相似文献

The Agri-Environment Footprint Index (AFI) has been developed as a generic methodology to assess changes in the overall environmental impacts from agriculture at the farm level and to assist in the evaluation of European agri-environmental schemes (AES). The methodology is based on multi-criteria analysis (MCA) and involves stakeholder participation to provide a locally customised evaluation based on weighted environmental indicators. The methodology was subjected to a feasibility assessment in a series of case studies across the EU. The AFI approach was able to measure significant differences in environmental status between farms that participated in an AES and non-participants. Wider environmental concerns, beyond the scheme objectives, were also considered in some case studies and the benefits for identification of unintentional (and often beneficial) impacts of AESs are presented. The participatory approach to AES evaluation proved efficient in different environments and administrative contexts. The approach proved to be appropriate for environmental evaluation of complex agri-environment systems and can complement any evaluation conducted under the Common Monitoring and Evaluation Framework. The applicability of the AFI in routine monitoring of AES impacts and in providing feedback to improve policy design is discussed.  相似文献

While the impending review of the European Union (EU) Common Agricultural Policy (CAP) is set to have an impact on all farming sectors across Europe, particularly transformative change is sought by policies relating to dairy farmers. EU milk quota abolition in 2015 will fundamentally revise the terms of dairy production, transitioning from policies of subsidy and protection to a scenario where farmers will produce milk on the open market. Dairy quota abolition essentially represents an economic but also socio-cultural disruption for a sizeable cohort of farmers, requiring adaptation to more market-driven production strategies. Agricultural policy-makers in EU member states are demonstrably preparing for this imminent change and dairy farmers are considering and strategising their responses at farm-level. Our focus in this paper is the interplay between quota abolition and farm-level decision-making in the pre-abolition period. Drawing from a broader mixed-methodological and multi-disciplinary research project, this paper uses qualitative narrative analysis to identify the key determinants arising in dairy farmers’ decision-making processes. How are farmers currently strategising their responses to dairy quota deregulation? Using the qualitative Biographic Narrative Interpretive Method (BNIM), we examine the range of factors determining how a particular group of dairy farmers are strategising their positions on the impending open dairy market. Our analysis highlights how, in the advent of a deregulated dairy production regime, dairy farmers are carefully deliberating their responses at farm level, drawing from policy and market related information, their own personal speculations, and conventional wisdom shared with other members of the farming community. We find that the dairy farmers are influenced not only by motivations to increase productivity and scale but by a tenacious approach to farm sustainability and resilience that is informed by past experiences of farming and seeks to preserve and promote socio-cultural farming values. The paper is of particular interest to policy makers and academics interested in the interchange between policy and farmer behaviour, particularly in the context of current CAP reform.  相似文献

Several iconic coastal and fjord landscapes in Northern Norway have undergone natural spontaneous regrowth of abandoned agricultural areas and pastureland. At the same time, recent public discourse has assumed that such regrowth may taint tourists’ and outdoor recreationists’ perceptions of rural areas. Consequently, this in situ multilingual study in the archipelago of Vesterålen investigated this assumption. The results revealed that tourists’ and visiting recreationists’ foremost interest was in pristine rural areas that seemed devoid of human presence or activity. At the same time, roughly half of the visitors enjoyed seeing working farms. The enquiry displays preference ambivalence about the combination of “cultural” and “natural” elements of the rural landscape. The investigation also illustrates a disparity between foreign tourists’ desire for lush deciduous vegetation and Norwegian visitors’ fondness for a more open agricultural seaside with grassland and shrubland and just a few scattered trees, as the study area had appeared some decades earlier. Aligning existing agricultural polices with UN-Sustainable Development Goals is imperative for the transition towards a cleaner and planet friendly food production, especially for a geographically and demographically diverse country like India. In this context, the present study focuses on ascertaining the major social and environmental challenges affecting agriculture in India, while evaluating the potential of efficient policy restructure in boosting growth within this sector. The methodology incorporates a quantitative assessment of social, ecological and economic indicators of agricultural sustainability in India, coupled with a co-relation analysis between several nutrition and land-based indicators for leading agriculture states across the country. The results highlight that despite attaining sufficiency in terms of food production, access to food by all in the country remains a major challenge along with incoherence between certain Sustainable Development Goals (SDGs) indicators and their corresponding data values. Furthermore, a critical analysis of operational as well as recommended agriculture and farmer welfare policies indicate that formulation of an overarching policy influencing sustainable management of agricultural systems, combined with proper implementation of social welfare schemes, would lead to the timely realisation of SDG 1 (no poverty), SDG 2 (zero hunger), and SDG 3 (good health and well-being) in India. Consequently, an umbrella policy (National Policy on Eco-Agri-Food Systems) has been proposed by authors for sustainable management of the country’s entire agricultural value chain. Recommendations related to agricultural waste management and adoption of planetary healthy diets have also been suggested for enabling the smooth transition of agriculture as a sustainable enterprise in India.  相似文献

该文基于新疆水资源及农业用水现状,以目前的灌溉面积为约束条件,深入分析新疆农业水土资源平衡的可能性。以2000~2013年的相关数据资料为基础,采用灰色关联度分析法分别预测了2015年、2020年、2030年新疆有效灌溉面积和灌溉面积,后验差检验(C值)为0.15和0.16,小于标准判断值0.35,表明预测结果很好。结合回归分析的方法,进一步对新疆农业用水需求进行预测,结果显示有效灌溉面积和灌溉面积的用水量均不断提高。在此基础上,模拟了无农业用水总量控制和农业用水总量控制两种情景下水土资源的平衡性,结果发现无农业用水总量控制条件下是不可能实现水土资源平衡的;在农业用水总量控制的条件下,并且灌溉面积控制在3986.25千公顷或有效灌溉面积控制在3667.98千公顷,才可能实现水土资源平衡。为了实现新疆农业水土平衡,分析了三种解决办法,其中发展节水灌溉是当前有效、可行的解决途径。  相似文献

In the Genil River Basin (southern Spain), agriculture is the greatest pressure on freshwater demand. Furthermore, water degradation caused by soil erosion is becoming a key environmental concern. This study aims to assess the water-related impacts of agriculture combining the use of an ecohydrological model (SWAT) with a spatiotemporal water footprint assessment to evaluate the current status of streamflow (blue water), soil water (green water) and the assimilability of sediments by streamflow (grey water footprint). The Common Agricultural Policy (CAP) requires farmers to adopt certain agricultural practices that are beneficial for the environment. Such practices could affect the conditions of available land and water resources. Because of the importance of applying the best land management practices for the maintenance of sustainable water resources, the study also infers probable water availability and water pollution level changes under different post-2013 CAP scenarios. The Genil streamflow is highly regulated, and, as a result, it is hard to discern significant changes (p < 0.05) under the proposed scenarios. However, there is a shift with afforestation measures from unproductive (i.e., direct soil evaporation) to productive water (i.e., evapotranspired water from agricultural and natural areas, excluding non-growing periods) consumption. The probability of annual evapotranspiration from natural areas being greater in afforestation scenarios than in the baseline scenario is 0.70 to 0.88, whereas the likelihood of soil water evaporation being lower is 0.60. Evapotranspiration in natural areas increases by about 521% from September to May under afforestation measures compared with the baseline scenario, whereas soil water evaporation decreases by 30% in winter. The grey water footprint and water pollution level decrease by 19% and 9%, respectively, with the highest streamflow conditions under afforestation as opposed to current conditions. However, water pollution levels of suspended solids greater than 1 indicate that the river flow is not capable of assimilating the existing sediment loads. Since land use changes and agricultural practices have a major impact on water resources, the post-2013 CAP reform can provide environmental benefits for water allocation and mitigation of water pollution. However, further efforts are required to better align the policy goals of the CAP and the Water Framework Directive.  相似文献

The successive reforms of the Common Agricultural Policy (CAP), the enlargements of the European Union (EU) and the impacts of climate change have amplified the diversity of European agriculture. These rapid changes have resulted in the intensification of agricultural activities in some regions, while they have led to the marginalization of agriculture and its eventual abandonment in others. The objective of this paper is to investigate the factors that are behind the differential performance of agriculture across the EU-27 countries. Ward's, k-means and two-step clustering methods were used to classify European agriculture based on gross-value-added farm, land and labour productivity indicators. Significant differences were revealed between the Northern-Central counties and the continental peripheries (Mediterranean, Eastern, Northern Scandinavian). An exact logistic regression model was used to analyse the factors behind this differential performance. Agricultural sectors characterized by a young and better trained farm population are more likely to attain high economic performance. The odds to attain high economic performance are almost 9 times greater for countries with a highly trained farm population, namely, the Netherlands (72%) and Germany (69%), than for countries with poor farm training, while an ageing farm population such as in Portugal (72%) and Bulgaria (66%) is 92% less likely to be high performing. The importance of investments in agriculture was also identified. The significance of the wheat yield variable highlights the importance of both environmental conditions and technical efficiency on farm economic performance. Similarly, countries with a high share of utilized agricultural land in less favoured areas, such as in the Mediterranean, are 94% less likely to attain high economic performance. The redesign of CAP direct payments between old and new member states after 2013 combined with the impacts of agricultural trade liberalization and climate change are expected to deteriorate the position of low performing agricultural sectors further.  相似文献

Loss or degradation of communal lands can have major implications for people’s livelihoods and well-being in rural underdeveloped areas. Mining operations are one driver of land loss with negative implications for people. This study assesses the livelihood effects of open-cast mining on a rural communal land village that lost 8 000 ha of land and compares it to another village nearby that did not. The results suggest that the loss of land and the ecosystem services they provide has negatively affected people’s livelihood strategies and outcomes. On average, only 23 % of households in the affected village had crop fields compared to an adjacent village, that did not lose land to the mine, where 90 % of households had a crop field. This accounts for substantial losses in income through agriculture, both as cash earnings and savings, and negatively affects household food security. As a result of the mine the affected community has also lost access to grazing, and now many households must pay to graze their livestock in other areas. Furthermore, the option to harvest several key natural resources (provisioning services) or non-timber forest products (NTFPs) such as wild fruits and vegetables, edible insects, fuelwood, and to a lesser extent resources like reeds and medicinal plants were lost due to the mine, negatively impacting local livelihoods. NTFPs are important for rural livelihoods as they allow for cash saving, income generation and act as a safety net or fall-back option during times of increased vulnerability. The findings also give a good indication of changes in agriculture and resource use over time and the varying reasons for this. Other negative effects from the mine included; cracking of houses due to blasting, dust pollution, water contamination, social and cultural effects, community alterations and conflicts, and very little was seen to be gained in terms of employment through Social Labour Plans (SLPs) or corporate social responsibility (CSR) initiatives. Households in the village affected by the mine lose approximately R 15 000 per year through losses of agricultural potential and the ability to collect NTFPs, which is larger than the annual cash incomes for most households. This value is likely to be an underestimate of the total value lost, as reductions in grazing potential and the loss of supporting, regulating and cultural ecosystem services were not included in this figure. This study highlights the importance of considering land access and associated land-based livelihoods in rural communal land areas in the context of disturbance and change. Recommendations for future assessments and policy on compensation for rural communities are made and issues relating to CSR are discussed.  相似文献
