Urbanization is a primary cause of wetland loss in coastal metropolitan regions. Therefore, it challenges the preservation of biodiversity and the provision of key ecosystem services for urban settlements. These services include leisure and recreation, climate and water regulation, water purification, and especially alleviation of natural hazards. Tsunami flood mitigation is a particularly valuable regulating service provided by these wetlands, as recently evidenced during the 2010 tsunami that hit the central coast of Chile.The Concepción Metropolitan Area (CMA), located on the central coast of Chile, has experienced noticeable wetland loss in recent decades. Our study focused on the Rocuant-Andalién wetland, which has been particularly affected by urbanization. This wetland strongly contributes to flood control, and has provided effective protection against the CMA’s latest tsunamis (1835 and 2010). Based on Strategic Environmental Assessment (SEA), we have quantified urban growth over the wetland, both executed and projected under the Metropolitan Urban Plan of Concepción (MUPC). Recent loss in wetland area by urban growth has been quantified using land use and cover change (LUCC) maps from 2004 to 2014, obtained from the classification of Landsat images. Prospective changes (considering the complete MUPC deployment) have been inferred by combining the MUPC with the 2014 land cover map. In addition, we quantified the observed effect and planned urban growth on the wetland protected area, geoforms and potential flooding based on the area affected by the last Tsunami. Results show that urban areas have increased by 28% between 2004 and 2014, while future increase is expected to reach 238%. In contrast, wetland area has decreased by 10% from 2004 to 2014 and is expected to decrease by up to 32 %. Thus, the MUPC is not contributing to the mitigation of wetland loss nor the preservation of its biodiversity and ecosystem services. Implications for coastal planning are discussed.  相似文献

In this paper I discuss the linkages between land use management and land use change, as well as the impacts of land use policies at the local level. Specifically, I suggest the current land tenure regime in Panama is the outcome of a path-dependent process that includes a Spanish legacy of land tenure institutions and beliefs, a policy-making process that responds to immediate or short-term development outcomes, and the broader political economic context. First, I introduce theoretical perspectives on land policy and development. These are followed by a narrative of the evolution of land tenure in Panama, in the context of develoment processes and land policies in Latin America. In the final section, with the case of lifestyle migration to Bocas del Toro, Panama, I illustrate how the pathways between land management and land use, in the context of political economic development drivers and outcomes, have significant local outcomes.  相似文献

The Special Issue (SI) “Environmental Risk Mitigation for Sustainable Land Use Development” presents seventeen interrelated papers addressing the key concept of environmental risk mitigation and sustainable land use development. The issue argues that risk mitigation depends directly on the risk assessment analysis and the quality of applied measures. Therefore, the more precise are risk assessment conclusions, the better the risk mitigation measures would be. This collection of papers follows the vision of the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework) which states that the integration of sustainable development objectives into disaster risk mitigation and adaptation at all levels and at all stages of policy action are of paramount importance for the sustainability of our communities. The final purpose of the issue is to address the mutual roles of land use policy on environmental risk mitigation and adaptation, especially disaster risks.  相似文献

Sustainable land use, targeted poverty alleviation (TPA) and integrated urban/town development are key issues for the poverty-stricken counties of China. This paper explored the spatio-temporal pattern and driving forces of construction land change in Longzhou, a typical poverty-stricken border county in southwest China, based on high-resolution remote sensing images and field investigations. The results showed that, from 2011 to 2016, the construction land in Longzhou increased by 10.08%. The largest increase shown by urban built-up areas (37.74%) followed by rural residential (25.48%), industrial and mining (20.96%), and transportation areas (15.49%) as well by tourist facility areas (0.33%). The accelerated urban development, rural housing construction, and construction of industrial parks and transportation facilities are main factors driving construction land expansion, while the implementation of TPA strategy and the booming of border trade activities are important policy drivers of the construction land expansion. Some of the major implications for improving poverty-alleviation-oriented land use policies were further discussed. The authors argue that land use policy innovation could play a key role in breaking the Matthew effect (poor get poorer, rich get richer) of China's uneven regional development and generating and accelerating the transformation development of poverty-stricken counties. It is fundamental to meet the demand of construction land for TPA, meanwhile raise the intensive level of land utilization. The authors suggest that the government need to further improve and implement preferential land use policies for poverty-stricken counties from the provincial level, appropriately increase the quotas of construction land, and effectively strengthen the rational, efficient and intensive use of the quotas of construction land, and provide solid land policy support for poverty alleviation and thus achieve the Sustainable Development Goals with higher quality.  相似文献

The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Thus the national land policy became incompatible with the land use planning policy and the rise in environmental awareness it reflected.  相似文献

Analysing the sugarcane landscape in the flat valley of the Cauca River (Colombia) reveals that agricultural industrialization in the region required the concentration of land use by regional industrialists and the corresponding exclusion of landowners and poor peasants from territorial decision‐making processes. The analytical lens used in this article, based on the use and control over land and land‐based natural commons, allows for the characterization of three periods in a non‐linear process of articulation and dispute between poor peasant and capitalist agents in the expansion of the sugarcane monoculture during the 20th century. The different constellations of social agents, governmental nexus, and capital enclosures have enacted through mechanisms that, beyond concentrating land property, have managed to deprive rural ethnic communities from their cultural and environmental heritage, traditional economies, and possible futures.  相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well.  相似文献

In the complex agro-ecological conditions of Vietnam's northern borderlands, attempts by ethnic minority farmers to create sustainable livelihoods, along with the impacts of state development policies, have direct consequences for land use and land cover (LULC) change. In this paper we analyse the degree to which LULC has changed and diversified from 1999 to 2009 in Lào Cai Province and the underlying relationships with ethnic minority livelihood diversification strategies. We examine the correlation between LULC diversity and various socioeconomic and biophysical proxies using a spatial autoregressive model. Our findings indicate two major changes in LULC: an increase in closed canopy forest and substantial urban growth. LULC diversity increased between 1999 and 2009, suggesting a transition between land uses and/or a diversification of livelihood strategies. Socioeconomic proxies are significant predictors of LULC diversity in both years, while biophysical proxies are only effective predictors in 2009. In-depth interviews regarding state-led policies and ethnic minority livelihoods reveal some of the underlying mechanisms of such LULC transitions and associations.  相似文献

In this study, an interval fuzzy chance-constrained land-use allocation (IFCC-LUA) model is developed for sustainable urban land-use planning management and land use policy analysis under uncertainty. This method is based on an integration of interval parameter programming (IPP), fuzzy flexible linear programming (FFLP) and chance-constrained programming (CCP) techniques. Complexities in land-use planning management system can be systematically reflected, thus applicability of the modeling process can be highly enhanced. The developed method is applied to planning land-use allocation practice in Nanjing city, China. The objective of the IFCC-LUA is maximizing net benefit from LUA system and the main constraints include investment constraints, land suitability constraints, water/power consumption constraints and wastewater/solid waste capacity constraints. Modeling results indicate that desired system benefit will be between [1.34, 1.74] × 1012 yuan under the minimum violating probabilities; the optimized areas of commercial land, industrial land, agricultural land, transportation land, residential land, water land, green land, landfill land and unused land will be [290, 393] hm2, [176, 238] hm2, [3245, 4390] hm2, [126, 170] hm2, [49, 66] hm2, [1241, 1679] hm2, [102, 138] hm2, [7, 10] hm2 and [178, 241] hm2. They can be used for generating decision alternatives and thus help decision makers identify desired land use policies under various system-reliability constraints of economic development requirement and environmental capacity of pollutant. Tradeoffs between system benefits and constraint violation risks can also be tackled.  相似文献

This study examined interactions between targeted fish populations, aspects of the fishing industry and land use changes along two ports in New England. By tracking changes in land uses over a two-decade period using parcel level data and geographic information system (GIS) tools, we examined the relationship of changes in species biomass, landings and other fishing industry variables to community spatial change. Using logistic regression models we assessed the impacts on essential infrastructure for continued fishing industry activity. Our findings have implications for land use policy that should accompany efforts being made to rehabilitate fish stocks; it should ensure that current marine infrastructure will remain in place to support the fishing industry if and when species rebound. Our models show that in New Bedford Harbor, the larger of the two ports, increasing scallop biomass (considered a long-term factor) is associated with the increase of marine-related land uses. In Provincetown Harbor, short-term factors, such as value and volume of fish landings as well as stock sizes, influence land use change. These findings suggest that the smaller port (Provincetown) is more vulnerable to market conditions and therefore in need of greater land use controls to prevent the conversion of marine-related uses. We propose some directions for further research and present the methodology used as one that can be applied to research questions of a similar nature.  相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets.  相似文献

For stimulating sustainable development in developing countries, land use patterns and land use changes are considered critical, and therefore effective and efficient land use policies are needed. In this paper we present a methodological framework that has been developed in a joint European and developing countries project (LUPIS – Land Use Policies and Sustainable Development in Developing Countries), to assess the impact of land use policies on sustainable development in developing countries. Putting climate change policy-integration into practice is challenged by problems of institutional misfit, due to, inter alia, deficient vertical administrative interplay. While most focus within the field of climate change research has targeted the national–local interplay, less is known about the interface of regional and local perspectives. Here, the aim is to study that interface with a specific focus on the relation between regional and local spatial planning actors, through a case-study of transport and coastal zone management in a Swedish municipality. The article is based on interviews (focus group and single in-depth) and official planning documents. The material reveals a tricky planning situation, replete with conflict. In practice, various institutional frameworks, claims and ambitions collide. The attempts to steer the local spatial planning initiatives from the regional level led to conflicts, which in turn seems to have hampered the overall work for climate change management through spatial planning. Furthermore, there are few traces of prospects of a smooth vertical institutional interplay able to support the overall aims related to integrating climate change mitigation and adaptation in spatial planning.  相似文献

Forest loss and fragmentation, which generate various negative environmental and ecological consequences, have become widespread phenomena across the globe. Motivation to investigate the underlying drivers is essential for land use planning and policy decision making. This paper characterizes forest loss and fragmentation from 1979 to 2014 in the Ningbo region (China) using multitemporal satellite imageries and a set of landscape metrics (area-weighted mean patch area, edge density, area-weighted shape index, Euclidean nearest neighbor distance, effective mesh size and total area); and then quantifies the responsible socioeconomic drivers (economy, social activities, science and technology, culture and policy, demography) under different land use planning schemes (urban and non-urban) using multivariate linear regression. Results show that the two zones present identical trend of intensifying forest loss and fragmentation but differ in changing magnitude and speed. More specifically, forest loss and fragmentation in the non-urban planning zone occurs at a significantly higher pace and magnitude. For the urban planning zone, population pressure, economic growth and fruit consumption are the primary drivers of forest loss, while forest fragmentation is mainly driven by economic openness, cash crop consumption and environmental protection consciousness. For the non-urban planning zone, income increases, fruit consumption and infrastructure development are the primary drivers of forest loss, while infrastructure and tourism development are the major drivers of forest fragmentation. Besides, forest loss and fragmentation in the two zones are both heavily subjected to land use policy. The variance partitioning analysis highlights that the policy driver is the most influential one and economic driver also has strong effect on forest loss and fragmentation in the urban planning zone. For the non-urban planning zone, the influence of policy driver is the strongest and social activity is also very powerful. These results provide compelling evidence that land use planning fails to play an efficient role in protecting forest resources in the Ningbo region. The failure should be attributed to several issues associated with land use planning and forestry governance that widely exist in China. We finally propose some pertinent implications and suggestions for China’s land use planning and forest policy. This study is believed to advance the understanding of the socioeconomic drivers of forest loss and fragmentation. It therefore provides some new insights in land use policy.  相似文献

This paper examines whether the land consolidation (LC) practised since the 1950s in Galicia, N.W. Spain, has had the desired effects. To achieve this aim, we have adopted the methodology drawn up by the European Union for evaluation of its socioeconomic programmes, and we have adapted it as required by the subject matter and by the long-term historical perspective of this study. Our results suggest that, during the study period, LC has in general made a positive contribution to slowing rural depopulation.  相似文献

Various agents are involved in decision-making when built-up land is allocated and regulated, but the roles of these agents must be clarified. To aid this process, the agents in Wu’an (a mining city in China) were classified as government, enterprise and resident, and then their roles were analyzed to establish a decision-making mechanism. The model of physical site selection for enterprises and residents was quantitatively simulated, taking into account the qualitative constraints from government and enterprises. Based on these rules, eight scenarios under economic development-driven scenario (EDdS) series and the environmental conservation-driven scenario (ECdS) series were set up, and vertical and horizontal comparisons were implemented for analysis. Our study showed that the established models could be well fitted for simulation, and that economic development could stimulate the allocation of more built-up land. The most important achievement is that the proposed comparison can effectively distinguish among the roles of various agents, as well as quantify government and enterprise incentives.  相似文献

In the 21st century, the U.S. has experienced a boom in unconventional oil and gas development (UOGD). In part due to advances in technology, this rapid increase in UOGD has moved extraction practices into geographic areas that have previously seen little or no oil and gas development. As a result, conflicts over property rights have erupted—particularly in relation to split estate situations. To understand this controversy, we must situate it in the conditions which have shaped land use and mineral rights. We argue that past federal and state level governance decisions have created the conditions for UOGD conflicts today. Here, we utilize historical institutionalism (HI) to review the historical actors, processes, and institutions that have shaped how mineral rights have developed in the context of split estates in the U.S. We suggest that tracing this legislative and judicial history through HI is an essential foundation for exploring issues related to UOGD. Most importantly, we highlight these processes of governance as a bedrock for understanding spatial inequality inherent in current split estate law that grants the mineral estate dominance over the surface estate. We suggest that this codification of spatial inequality is problematic both in and beyond the context of split estates in UOGD.  相似文献

The need to enhance sustainable development of land use is more urgent than ever; specifically in developing countries where poverty and land degradation are often interlinked. To promote a common understanding of land use problems by experts, stakeholders and decision makers, it is essential to understand the system characteristics, including the complex feedbacks between drivers and impacts. To enhance sustainable development, appropriate policies need to be identified. In this paper, we analysed and compared seven case studies in Kenya, Mali, Tunisia, China, India, Indonesia and Brazil, representing different biophysical and socio-economic conditions and challenges. We analysed Driver Pressure State Impact Response (DPSIR) story lines of the land use problems, policy priorities and value trade-offs as identified by stakeholders and experts in National Policy Forums. Important drivers of land use change impacting main land use problems among the case studies were economic growth, technological development, immigration and agricultural intensification, in addition to existing policies. Of the latter the most important were related to domestic support through various forms of subsidies or access to credit, land tenure polices and liberalization policies. In the policy prioritization, the value trade-offs made by the National Policy Forums emphasize the environment rather than increased economic production. It is recognized that the environment needs to be improved to maintain and improve economic production in the long term, both in agriculture and in other sectors.  相似文献

This paper applies an integrated methodology which is constituted of the following: (i) the Emergy-Data Envelopment Analysis (EM-DEA), (ii) environmental Cost-Benefit Analysis (CBA), (iii) Value Chain Analysis (VCA), and (iv) Sustainability Balanced Scorecard (SBSC) approaches, -to support multicriteria decision analysis (MCDA) for strategic agricultural land use planning, which could contribute to improve food security in northern Ghana. Five scenarios of land use and resource management practices for maize production were modelled. The business-as-usual scenario was based on primary data, which were collected using semi-structured questionnaires administered to 56 small-scale maize farmers through personal interviews. The dominant land use was characterised by an external input ≤12 kg/ha/yr inorganic fertilizer with/without the addition of manure in rainfed maize systems. The project scenarios were based on APSIM simulations of maize yield response to 0, 20, 50 and 100 kg/ha/yr urea dosages, with/without supplemental irrigation. The scenarios were dubbed as follows: (1) no/low input systems were denoted by Extensive0, Extensive12, and Intercrop20, and (2) moderate/high input systems were denoted by Intensive50, and Intensive100. The EM-DEA approach was used to assess the resource use efficiency (RUE) and sustainability in maize production systems, Ghana. The measured RUE and sustainability were used as a proxy for further analyses by applying the environmental CBA and VCA approaches to calculate: (a) the environmental costs of producing maize, i.e. resource use measured as total emergy (U), and (b) benefits from the yielded maize, i.e. (b i) food provision from grain measured in kcal/yr, and (b ii) potential electricity (bioenergy) which could be generated from residue measured in MWh/yr. The information which was derived from the applications of the EM-DEA, CBA and VCA approaches was aggregated by applying the SBSC approach to do a sustainability appraisal of the scenarios. The results show that, when labour and services are included in the assessment of RUE and sustainability, Intercrop20 and Intensive50 achieved greater marginal yield, better RUE, sustainability and appraisal score. The same scenarios caused lesser impacts in terms of expansion of area cultivated compared to Extensive0 and Extensive12. Meanwhile the impacts of Intercrop20 and Intensive50 in terms of ecotoxicity, emissions, and demand for resources (energy, materials, labour and services) were lesser compared to Intensive100. The implications of the various scenarios are discussed. The environmental performance of the scenarios are compared to maize production systems in other developing regions in order to put this study within a broader context. We conclude that, the EM-DEA approach is useful for assessing RUE and sustainability of agricultural production systems at farm and regional scales, as well as in connecting the management planning level and regional development considerations.  相似文献
