In recent decades the intensification of agricultural production in many European countries has been one of the key components of land-use change. The impact of agricultural intensification varies according to national and local contexts and a greater understanding of the drivers of intensification will help to mitigate against its negative impacts and harness potential benefits. This paper analyses changes in land use intensity in six case studies in Europe. A total of 437 landowners were interviewed and their responses were analysed in relation to changes in land use intensity and agricultural production between 2001 and 2011. In the case studies in Western and Eastern Europe we observed stabilisation during the last decade, and no clear tendency of increase or decrease of land use intensity. The use of fertilizers and pesticides seems to have decreased in our cases in Western Europe, which is contrary to trends in Eastern Europe. Agricultural production remained stable in almost all cases, except for an increase in Austria and Romania which may indicate that the farming efficiency has increased. A statistical analysis showed a division between study areas in Romania and Austria (increasing land use intensity) versus those in the Netherlands, Denmark and Greece (decreasing). In the Mediterranean cases we observe a process where agriculture is becoming increasingly marginalised, at the same time as changes in function with regard to urbanisation and recreational land uses have taken place. Logistic regression highlighted the importance of farm size and farmer type in understanding changes in land use intensity. The dominant pattern of stabilisation which has occurred over the past 10 years may also partly be a result of effective EU and national environmental and agricultural policies, which are increasingly concerned with improving environmental conditions in rural areas.  相似文献

It has often been stated that land fragmentation and farm structures characterized by small agricultural holdings and farms divided in a large number of parcels have been the side-effect of land reform in Central and Eastern Europe. This article reports the findings of a study of land reform in 25 countries in the region from 1989 and onwards and provides an overview of applied land reform approaches. With a basis in theory on land fragmentation, the linkage between land reform approaches and land fragmentation is explored. It is discussed in which situations land fragmentation is a barrier for the development of the agricultural and rural sector. The main finding is that land fragmentation is often hampering agricultural and rural development when both land ownership and land use is highly fragmented.  相似文献

China's urbanization has resulted in significant changes in both agricultural land and agricultural land use. However, there is limited understanding about the relationship between the two primary changes occurring to China's agricultural land – the urban expansion on agricultural land and agricultural land use intensity. The goal of this paper is to understand this relationship in China using panel econometric methods. Our results show that urban expansion is associated with a decline in agricultural land use intensity. The area of cultivated land per capita, a measurement about land scarcity, is negatively correlated with agricultural land use intensity. We also find that GDP in the industrial sector negatively affects agricultural land use intensity. GDP per capita and agricultural investments both positively contribute to the intensification of agricultural land use. Our results, together with the links between urbanization, agricultural land, and agricultural production imply that agricultural land expansion is highly likely with continued urban expansion and that pressures on the country's natural land resources will remain high in the future.  相似文献

Rural land rental markets in China play an increasingly important role in the transformation of the agricultural sector. This study focuses on the rural land rental market in the Xishuangbanna Dai Autonomous Prefecture in Southern China, a mountainous region, where rapid changes in land use have taken place with the transition from traditional agriculture and a tropical rainforest to rubber monoculture. Notably, we assess the impacts of population aging, land tenure security, and ethnicity on the participation of smallholders in the land rental market. The analysis suggests that a higher proportion of older people in a household increases the likelihood of renting out land and reduces the probability of renting in land, implying that population aging fosters land rental market development by transferring land from older to younger farmers. We also confirm that the availability of a land tenure certificate has a significant and positive impact on the renting out of land. Furthermore, ethnic minority groups are less likely to rent out land, indicating that land rental markets are ethnic sensitive. Additionally, specialization in rubber farming, household wealth and the altitude of household location also influence participation in the land rental market.  相似文献

Humans have altered land cover for centuries, and land-cover change is a main component of global change. Land use transition trajectories, such as the forest transition theory (i.e. switch from deforestation to stable or increasing forest cover), relate long term changes in land use to gradual changes in underlying drivers, such as economic development, demographic change, and urbanization. However, because only few studies examined land change over centuries, it is not clear how land cover changes during very long time-periods which are punctuated by shifts in socio-economics and policies, such as wars. Our goal here was to examine broad land change patterns and processes, and their main driving forces in Central and Eastern Europe during distinct periods of the past 250 years. We conducted a meta-analysis of 66 publications describing 102 case study locations and quantified the main forest and agricultural changes in the Carpathian region since the 18th century. These studies captured gradual changes since the peak of the Austro-Hungarian Empire up to the accession to the European Union of most of the formerly socialist countries in the study region. Agricultural land-use increased during the Austro-Hungarian Empire in 70% of the case studies, but dropped sharply during and especially after the collapse of the Socialism (over 70% of the cases). The highest rates of abandonment occurred between 1990 and 2000. The Carpathian region experienced forest transition during the Interwar period (93% of the cases), and the forest expansion trend persisted after the collapse of Socialism (70% of the cases). In terms of the drivers, institutional and economic factors were most influential in shaping deforestation and agricultural expansion, while socio-demographics and institutional shifts were the key drivers of land abandonment. Our study highlights the drastic effects that socio-economic and institutional changes can have on land-use and land-cover change, and the value of longitudinal studies of land change to uncover these effects.  相似文献

This article investigates land transactions in relation to intended land use change from a micro-scale perspective. A better understanding of land transactions is important for understanding and influencing how land is used. The aim is to explore how the different aspects and their interrelations influence landowner behaviour during land transactions initiated by the government. The study draws on 42 explorative interviews with land purchasers, land policy experts, planning professionals and local farmers.The study shows that uncertainty, and feelings of justice are pivotal aspects during land transactions. Moreover, land transactions are co-evolving with the planning process. Landowners exhibit strategic behaviour based on their personal situation and their expectations on uncertain aspects. The strategies are strongly interrelated with the evolution of land use change. Land use changes are both input on which actors base their strategies, as well as the outcome of those strategies. The aspects found in this study were strongly interrelated and changed over time. Some aspects were context dependent, while others are expected to influence land transactions in general. In this light, the strength of a successful planner is twofold: on the one hand a planner needs to be a good communicator; on the other hand a planner should be able to deal with uncertainty and expectations during plan processes.  相似文献

This paper highlights land use changes in the agricultural sector of Peninsular Malaysia. Since rational land use necessitates consideration of alternatives in relation to the natural potential of the land, the author examines the land resource inventory based on soil suitability and land utilization. This is followed by a discussion of land use changes brought about by public sector land development agencies and the private sector. Finland is the most sparsely populated country in the European Union. Finland's northern location presents special challenges for the profitability of agriculture. At the same time Finland has a fragmented property structure which means that each farmer cultivates a number of separate fields that are scattered into small parcels located around the village. The situation came into being because of land reforms whose purpose was to handle socio-political issues and not to improve the feasibility of farms. It is obvious that this inefficient property structure increases the cultivation costs but what is often forgotten is that it also increases the harmful emissions to the climate.The purpose of this article is to present the property structure of arable land and its development in Finland until 2020. The main objective is to estimate the monetary value for those climate impacts that the development causes. The study was set up to analyze land management tools and their capabilities to handle the future challenges. First, the study estimates how much petrol consumption increases because of the increased need for agricultural traffic due to the forecasted development of property structure. Secondly, the study estimates a monetary value for the increased emissions to the climate due to the changes in petrol consumption. To estimate the monetary value of the climate effect a substitute cost method is used.It was estimated that by year 2020 the agricultural working hours will increase by almost three million hours per year from its current level because of the expected changes in property structure. By using the information about petrol consumption and emission rate of petrol, it was calculated that the total increase in CO2-emissions will be more than 200 000 tkgCO2 per year. By using the information about the level of increase in CO2-emission and their shadow prices, it was calculated that the changes in property structure will cost 37 million euros until year 2020 and 544 million euros until year 2050. The sensitivity analysis showed that the results are strongly dependable on shadow prices of CO2-emissions, property structure's development scenarios and the expected fuel efficiency of agricultural machinery. On the other hand it also showed that the impact will be remarkable especially in the long run if the changes in property structure cannot be prevented.The study showed that there is a massive potential for land management activities. But since the current land management tools that are utilized in Finland are not efficient to handle the future problems the toolbox should be renewed. As the renewing work requires both legislative and organizational changes the progress will take time. This means that the harmful impacts that the development of property structure causes will be realized in the upcoming decades. The study concludes that the increase in CO2-emissions doesn’t concern only Finland but also other EU countries and that is why the matter should be investigated in other countries as well.  相似文献

The current transformations of the Romanian agricultural sector have imposed new paradigms in using the land resources. The objective of this study is to assess Romanian agro-food products competitiveness on world market, in terms of land use changing paradigms. The research question is whether the land is cultivated with crops which are competitive on world market. For assessing agro-food competitiveness, Balassa index is calculated. The findings show relative performance for barley, maize, triticale, wheat, poultry meat, oilseeds, and tobacco. But the areas cultivated with barley and wheat decreased in the period under analysis, although these products have highest relative performance of exports. The paper also proposes structural changes of land use needed for encouraging those crops and products which have high revealed comparative advantages on world markets.  相似文献

This paper provides an original accounting of changes in livestock production efficiency per livestock category in historical perspective and connects livestock consumption with land requirements and virtual land trade. We use France as a demonstration study and account for productivity changes in terms of energy. Feed rations composition are reconstructed per livestock production and feed crop group over time to account for changes in land use in relation to dietary changes. Land requirements for consumption in France dropped by 28% over the study period besides an increase by 35% of the human population and by 53% of the livestock consumption. The two-fold increase in agricultural productivity is due, for half, to energy conversion efficiency improvements and for half to agricultural yields. Overall, the livestock energy conversion efficiency increased by 45% from 1961 to 2010, poultry gained 84%, pork 17%, sheep&goat 67% and cattle 27%. The feed share of oilcrops and cereals in animal rations doubled against a drop by 35% of feed from pastures. Virtual land imports for oilcrops in relation to livestock consumption in France today amount to 0.9 million ha against a maximum of 1.9 million ha in 1979. Besides its dependence on oilcrops imports, the French livestock sector displays net virtual land exports ranging from about 2.5–5.3 million ha per year over the study period. Gross virtual land trade is today five times higher than the net virtual trade. The difference highlights the share of circular product loops in increasingly integrated agricultural markets at the international scale.  相似文献

The environmental, cultural and economic consequences of land use change, including abandonment of agricultural use, have been recognized for a long time. It has often been assumed that the transformations of the agricultural systems in developed countries (and particularly in Europe) took place, for the main part, in the immediate years after the Second World War. In this paper we present a review of different statistical and cartographic sources available for a peripheral region in Europe (Galicia, Spain) characterized by small-scale farming and a very fragmented property system, that suggests otherwise: modernization of agriculture apparently took place without major changes in agricultural area until the country gained access to the European Economic Community, and the effect of Common Agricultural Policy reforms during the decade of 1990 is suggested as a major driver for the net decrease of agricultural area in the region between 1956 and 2004. On the other hand, this paper emphasizes the spatial complexity of agricultural abandonment with a case study, showing a large degree of variability at municipal scale and thus the need of future EU-level projects to work at least at municipal (Local Administrative Units 2, LAU 2) level. Finally, a multinomial logistic model for observed changes is included that shows how biophysical limitations were the main drivers behind abandonment of agriculture at parcel scale, while structural qualities related to property structure were strongly associated to the incorporation of former shrublands to agricultural use. Besides, Farm Structure Surveys were revealed as an unreliable source for the assessment of changes in total agricultural area in the studied region.  相似文献

Climatic and land use change are amongst the greatest global environmental pressures resulting from anthropogenic activities. Both significantly influence the provision of crucial ecosystem services, such as carbon sequestration, water flow regulation, and food and fibre production, at a variety of scales. The aim of this study is to provide spatially explicit information at a national level on climate and land use change impacts in order to assess changes in the provision of ecosystem services. This work provides a qualitative and quantitative analysis of the impacts on selected ecosystem services (carbon sequestration, food production and soil erosion) in the agricultural sector of the Czech Republic. This assessment shows that, historical land use trends and land use under projected climate scenarios display some shared spatial patterns. Specifically, these factors both lead to a significant decrease of arable land in the border fringes of the Czech Republic, which is to some extent replaced by grasslands, in turn affecting the provision of ecosystem services. Moreover, this assessment contributes to a useful method for integrating spatially explicit land use and climate change analysis that can be applied to other sectors or transition countries elsewhere.  相似文献

Land fragmentation has restrained the development of Chinese agriculture with the application of agricultural machinery. Meanwhile, agricultural pollution has caused serious problems with development. To address these problems, China's government proposed a new farmland lease policy and built larger farms beginning in 2013. However, changes in land fragmentation may also have unexpected problems for Chinese agriculture. This study investigated the effects of these changes on changes in land use, the application of machinery and agricultural pollution. We analyzed a developed area (in the fields of both agriculture and industry) and studied the decision-making habits of farmers in the area. An agent-based model was proposed with the same decision-making habits as in the real world. The results indicated that land lease increased agricultural profits very little in Jiangsu, China. Meanwhile, the application of land lease policy increased pollution. To alleviate pollution and increase profits, a new policy for large automatic protection machinery (i.e., large spraying machinery) should be introduced by governments simultaneous with land lease policy. Farmers could realize greater profits through the introduction of land lease policy and high-efficiency machinery. The sustainable development of agriculture in Jiangsu requires the integration of these government policies.  相似文献

The study evaluates agricultural impacts and profitability of land consolidations. The study analyses how land consolidations improve the property structure and how much it reduces the farming costs. The study also calculates whether the ensuing benefits exceed the costs incurred. The study material included 12 land consolidation projects that were implemented in Finland. Standard statistical methods, production cost calculations and feasibility analyses were used to analyze the material. Overall the study showed that land consolidation is an effective and feasible land management tool for the improvement of property structure. The average production costs were discovered to decrease 15% due to the significant improvement of property structure.  相似文献

Over the past twenty years, social and economic decline in rural areas has intensified in the Central and Eastern European countries. A precondition for the reversal of this decline is the implementation of new policies in relation to the fundamentals of land ownership and management. In addition to addressing the problems of land ownership fragmentation, these should include measures to improve agricultural production and employment, taxation policy, and legislation to protect land ownership rights, within the context of acknowledging environmental and sustainability considerations. In Europe, the requirement for readjusting unfavourable land fragmentation and promoting the appropriate use of land combining with positive environmental solutions is expected to create new sustainable land management systems. The consolidation of land ownerships may be an effective and active land management instrument which not only addresses the problems of land fragmentation, but also, if applied sensitively, may be an instrument for delivering sustainable rural development in a wider context. The aim of this research is to investigate land consolidation as an essential tool to create sustainable rural areas in Lithuania.  相似文献

In the past few years, urban growth has affected vast agricultural areas, especially in some European regions (EEA, 2006). In peri-urban areas, land consumption is particularly intense, exposing agriculture to the risk of land loss. Assuming the action of different factors, both exogenous and endogenous, on the agricultural system, the potential risk of land use conversion is measured by the Sensitivity Index of Agricultural Land (SIAL), an innovative tool for territorial analysis. In the following paper, the SIAL will be presented with an application for a metropolitan area. In this case study, the exogenous variables of urban proximity seem to be those most involved in the processes of conversion from agricultural to urban land use.  相似文献

The tidal river management (TRM) approach is an indigenous management practice in the Southwest part of the Ganges-Brahmaputra delta in Bangladesh. This approach has a high potential for extending area under agriculture with a positive impact on sustainable production and consequently on sustainable land use planning. Until recently, no studies provide a quantitative assessment on agricultural benefits of TRM operation. In this study, we aim to assess the benefits of TRM operation by using innovative approaches such as comparing land use change, agricultural production and economic cost-benefit analysis for two scenarios (with and without TRM) in the Hari-Teka-Bhadra catchment. We found that the financial benefit of TRM operation was 85.5 million US dollar per year from the agriculture sector. The results are useful for promoting land use policy through TRM approach in achieving greater sustainability in the area.  相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses.  相似文献

While addressing the issue of field encroachment and land use pattern changes in the desert margin regions, the paper proposes to develop a model which recognises land use pattern changes as event-driven. The picture that underpins development efforts and policy papers for environmental improvement in the Sudan–Sahel region often describes changes in agricultural landscape systems as a unidirectional expansion of fields onto marginal land in response to population pressure and resource degradation. It is proposed that models of land use pattern trajectories as well as of resilience of land use systems have to recognise a strong random element related to unforeseeable events.  相似文献
