How cost-effective are result-oriented agri-environmental measures?—An empirical analysis in Germany
Agri-environmental measures (AEM) are the central area-based measures of the second pillar of the Common European Agricultural Policy. Cost-effectiveness of AEMs has to be improved. Rural Sustainable Development is a very important topic under the European Union policy, and it is currently promoted through the European Agricultural Fund for Rural Development 2014–2020. This fund is managed at sub-regional level by the Community-Led Local Development approach that involves Local Action Groups in order to promote the objectives of Rural Sustainable Development within rural municipalities. Each Local Action Group applies the Strengths, Weaknesses, Opportunities and Threats analysis in order to identify for its own rural municipalities the strategic elements to which it will allocate the European Agricultural Fund for Rural Development budget. Nevertheless, this analysis has some general shortcomings, including difficulties in managing a large number of Strength and Weakness factors. In addition, the importance of each factor cannot be measured quantitatively, and the same factor may be characterized both as a Strength and a Weakness. Further difficulties may occur in the case of partnerships between different Local Action Groups, such as disagreement about whether a given factor is a Strength or a Weakness, lack of information about the relationships between Strength and a Weakness factors and decision alternatives, as well as impossibility of ranking the decision alternatives.Thus, this research aims to overcome the drawbacks of the Strengths, Weaknesses, Opportunities and Threats analysis and to support Local Action Group partnerships in the sustainability evaluation of their rural municipalities, and therefore to aid the identification of a common Rural Sustainable Development strategy to allocate the European Agricultural Fund for Rural Development budget. This decision problem was tackled by applying a Multiple Criteria Spatial Decision Support System that integrates a Geographic Information System with the Multiple Criteria Decision Aiding methods “Technique for Order Preference by Similarity to Ideal Solution” and “Dominance-based Rough Set Approach”.In order to demonstrate the validity of this methodological approach, this Multiple Criteria Spatial Decision Support System was applied to a study area of thirteen rural municipalities located in Apulia Region (Southern Italy); these municipalities belong to the same landscape unit, but they are managed by five different policy makers that represent the Local Action Groups. The results provided the maps of environmental, economic and social sustainability rankings of rural municipalities as well as their overall sustainability value. Based on these rankings, a specific Rural Sustainable Development strategy was identified for the allocation of the European Agricultural Fund for Rural Development. Agri-environment schemes were introduced in the mid-1980s. Their primary objectives have developed from initially aiming to hold back intensification towards stimulating environmental enhancement. The introduction of Entry Level Stewardship (ELS) in England represents a third stage in seeking to extend the coverage of schemes across the majority of agricultural land. This aims to influence land use along the whole of the intensive margin. The ELS offers a wide range of options for which farmers are awarded points. Selection of options equivalent to 30 points per ha in lowland areas entitles farmers to a payment of £30 per ha. By September 2007, 4.4 million ha had been entered into the scheme, equivalent to 47% of the agricultural area. From amongst the options on offer, 34% of points were for boundary options, 20% for intensive grass options, 16% for management plans and 13% for options taking arable land out of production. The choice of options varies across the country with a higher proportion of the agricultural area entered in the East. Entry into the scheme is associated with total agricultural area, cereals farming, larger farms, a lower proportion of area in Environmentally Sensitive Area and Countryside Stewardship schemes and grazing livestock numbers. While the ELS has introduced a large number of new entrants into agri-environment schemes, the extent of the environmental impact is uncertain. Given the large number of options available, it is likely that farmers will have chosen options that involve relatively little change and incur limited cost. At the same time, it would be surprising if the environmental gains were of the types most valued within local areas. The ELS approach implies that public goods provided from agricultural land should be paid for irrespective of what would have happened in the absence of the scheme. While this may be a fairer approach, it may also undermine the idea of land stewardship and imply that payments will continue to be required in the long term in order to sustain provision. The ELS does establish a framework within which incentives could be targeted to deliver specific benefits within particular contexts and suggestions are made as to how policy might be developed for this. 相似文献

Grant schemes introduced under the first England Rural Development Programme (ERDP) (2000–2006) have been subjected to limited academic research and this paper aims to fill this gap by examining the attitudes of food entrepreneurs in two contiguous English regions to two key elements of the ERDP: the Processing and Marketing Grant (PMG) and the Rural Enterprise Scheme (RES). It does this through a qualitative analysis of data gathered from interviews with 20 ‘adopters’ and 20 ‘non-adopters’ of the two schemes in the South West and West Midlands regions of England. The analysis reveals that, despite the rural development rhetoric, neither the PMG nor the RES was particularly effective at funding enterprises beyond the farm gate; both schemes also appeared to attract what can be described as ‘serial adopters’ and to discriminate against those without experience of applying for government grants. Nevertheless, indirectly they did provide opportunities to safeguard and expand local and regional food production, processing and retailing in the two regions. 相似文献

As central policies for biodiversity conservation in agricultural landscapes in the European Union (EU), the Habitats Directive and Agri-environmental programmes (AEP) have largely failed to halt biodiversity loss. In response, the German federal state of Saxony combined the instrument of management plans with AEPs to support the implementation of the Habitat Directive. In this study, we investigate the determinants of a farmers’ decisions to adjust their farming practices. Our data set consists of a quantitative survey with 131 farmers conducted between 2004 and 2011, complemented by implementation data from 333 grassland-plots. Determinants of farmers’ decisions to conserve grassland were estimated using a multinomial logit model. Our results show that a combination of management plans and AEPs can increase farmers’ disposition to adopt nature conservation measures. As central determinants, structural and location factors as well as the complementary provisiion of specifically designed AEPs increase farmers’ willingness to adopt conservation practices for grassland management. It can be concluded that additional costs are a major barrier to farmers’ adoption, particularly to those farms directing their farm management towards the optimisation of productivity and profitability . The findings highlight the complementary potential of integrated policy packages to incentivise specific measures of nature conservation within the framework of the Habitats Directive. 相似文献

Rural Sustainable Development (RSD) is promoted by the European Union (EU) Common Agricultural Policy (CAP) 2014–2020, and in particular by the national and regional Rural Development Programmes (RDPs), which are mainly supported by the European Agricultural Fund for Rural Development (EAFRD). At the sub-regional level, a part of the EAFRD is managed by Local Action Groups (LAGs), which decide how to use their own budget within their municipalities via a bottom-up approach, according to the most suitable projects available within the RDP.Requalification of traditional farm buildings is a possible RSD project for achieving various objectives, including creation of new jobs and economic activities, protection of the natural environment, promotion of rural tourism, preservation of rural culture and traditions, encouragement of a sense of community, improvement of the viability of rural villages, and also to contrast the abandonment of rural areas.Nevertheless, European projects and research show that the different types of requalification carried out are often not related to RSD objectives and that requalification does not usually combine the sustainability dimensions and spatial features of rural areas. Furthermore, the opinions of various stakeholders should be considered to support the generation of RSD policies and strategies.Thus, this research aims to provide a RSD decision making framework that makes it possible to tackle the above issues for identifying which type of requalification to assign to certain traditional farm buildings. Therefore, the results should facilitate the work of LAG policy makers in planning and managing the EAFRD 2014–2020. The framework combines the Multiple Criteria Decision Aiding (MCDA) methods “Analytic Network Process” (ANP) and “Dominance-based Rough Set Approach” (DRSA).This framework was applied to a LAG territory in Apulia Region (Southern Italy) that includes 176 traditional farm buildings. The ANP application identified the optimal quota for each type of requalification and showed that the highest quota is allocated to Facilities and Accommodations for Rural Tourism. The second preferred requalification is Centres for Environmental Education, Recreational and Social Facilities, while the third is Facilities for the Transformation and Sale of Agricultural Products. The DRSA was then applied in a Geographic Information System (GIS) in order to choose the most suitable traditional farm buildings for each type of requalification, helping the LAG policy makers to fill each quota. 相似文献
