This study presents a model to estimate potential benefits of drought‐tolerant varieties of maize, sorghum and millet in Kenya, Uganda and the Amhara region of Ethiopia. In addition to the benefits from mean yield increases, the model takes into account risk benefits associated with yield‐stabilising varieties. Ex ante estimates provided for different drought zones and for different household types within drought zones of each country suggest that drought resistance generates substantial benefits from both mean yield improvements and yield variance reductions for both consumers and small, medium and large producers.  相似文献

Compared to studies evaluating the benefits from agricultural research, there are relatively few empirical studies of the net economic benefits of agricultural extension, and even fewer that consider both public and private sector extension effort. In this study we examine regional differences in the adoption of lupins in Western Australia (WA) in order to estimate the net economic benefits of public and private sector extension. Impacts of extension and other variables on adoption were analysed for 40 shires using multivariate regression analysis. The results suggest that both public and private extension activities influenced farmer uptake of lupins, particularly by bringing forward the start time of the diffusion curve. Economic benefits of extension, based on the statistical analysis, were combined with costs of extension estimated from public sector records and surveys of private sector extension agents and used to estimate the net present value of extension investments by the public and private sectors in the study area.  相似文献

This article illustrates a methodology for assessing economic returns to a publicly funded breeding program in the presence of private sector investments, and spill‐ins from other contemporary public institutions and past research efforts. The approach consists of determining yield gains from bean improvement research; applying these yield gain estimates to measure benefits attributable to different institutional players and time periods; and then assessing the benefit‐cost ratios of investments in a bean improvement program since 1980 by Michigan State University (MSU). The results indicate that investments in MSU's bean breeding program have yielded benefits to costs ratio in the range of 0.7 to 2.2, depending on the attribution rule used to estimate the benefits. The estimated benefit/cost ratios reported in this study are lower‐bound estimates, as they do not account for potential benefits from area planted to MSU varieties outside of Michigan (spillover effects), which was 1.5 times greater than the area planted to MSU‐bred varieties within Michigan in the period 1998–2002. The implications of the increasingly privatized bean seed markets for the role of public sector research in bean improvement research are discussed.  相似文献

The welfare implications of intellectual property protection (IPP) for private sector agricultural research are analyzed, focusing on the realistic cases where countries provide different IPP levels, technology spills over across countries, and the public sector is involved in research. A model is developed to determine who benefits from, and who should pay for, the associated research. The article contains some interesting results on the implications of a harmonization of IPP policies through multilateral agreements or via technology that allows research firms to prevent the copying of plants and animals that express traits that have emerged from their research.  相似文献

This paper reports the findings of a study whose objectives were to compare and contrast the public and private sectors in Asia in terms of their (1) estimated level of investment in maize breeding research; (2) germplasm outputs; and (3) nature and extent of roles played in the maize seed industry. Since the 1960s, yield gains, rather than area expansion, have fuelled increases in maize production in Asia. Yield gains, in turn, have been due to the shift in maize cultivation from mostly open‐pollinated varieties (OPVs) to mostly hybrids. This transition also shifted the locus of modern maize breeding research from government research organisations to private national and multinational seed companies. In countries where both the public and private sectors participated in maize research, private sector research investment far exceeded that of the public sector. With more aggressive marketing programmes, the private sector captured 89% of the Asian maize seed market in the late 1990s. National public seed research agencies (including universities and cooperatives) developed and produced more maize OPVs than hybrids, mass‐produced and distributed seed cheaply, addressed location‐specific production problems, and provided agricultural extension services. The private seed companies developed, produced, sold and promoted their own proprietary hybrids. The reluctance of the private sector, however, to address the needs of marginal maize farmers should encourage the public sector to continue playing an active role in maize research and development (R&D), seed production and modern maize technology dissemination, especially with adequate support from appropriate government policies.  相似文献

While almost all of the investment in agricultural biotechnology to date has been in temperate crops suitable for developed countries, developing countries are the greatest potential beneficiaries of this major technological advance. To realise this potential requires investment in crops appropriate to climatic and agronomic conditions in developing countries. Protection of intellectual property rights is a necessary condition for the private sector to invest in appropriate biotechnologies. This paper develops a game theoretic model of a bioscience firm that adapts a new technology to a range of agronomic conditions in response to the enforcement of intellectual property rights in a developed and a developing country. Over a range of potential penalties, low levels of enforcement by the developing country remain endemic despite the desire to have the bioscience firm adapt the biotechnology to its local conditions. In particular, the trade penalties contained in the Agreement on Trade‐Related Aspects of Intellectual Property Rights are likely to be ineffective. The developing country might increase enforcement if the developed country was more aggressive in liberalising agriculture trade because there would be greater symmetry in the benefits of the technology.  相似文献

A previous study developed a framework for choosing among groups of policy mechanisms for encouraging environmentally beneficial land-use change. The framework highlights that these choices should depend on the relative levels of private (or internal) net benefits, and public (or external) net benefits. Incentive-based mechanisms (polluter-pays and/or beneficiary-pays) and extension need to be targeted carefully to appropriate projects—where private net benefits are close to zero, and/or public net benefits are more extremely positive or negative. This article focuses on policy mechanisms that alter the net benefits of changing land management, including R&D to develop new technologies, and training to improve the skill of landholders at using existing technologies. These policy options are now treated more comprehensively within the public benefits: private benefits framework. Benefits of technology-change projects can include reductions in the opportunity cost of compliance with environmental programs, increases in the public benefits of a particular type of land-use change, or improvements in private net benefits, resulting in public benefits through greater or more rapid adoption by private landholders. From an environmental management perspective, technology development is most relevant where public net benefits of land use change are positive and private net benefits are negative, but not highly negative. There is a set of projects for which technology change is the only viable alternative to no action, highlighting the importance of technology change in these cases.  相似文献

Many governments in developing countries distribute fertilizer at subsidized prices in an effort to stimulate small farmers' agricultural productivity and food security. Prior fertilizer demand studies have largely failed to account for the effects of government programs on farmers' commercial purchases. Using a double hurdle model and nationally representative rural household panel data in Zambia, we distinguish between these sources and measure the contemporaneous "crowding in" and "crowding out" effects of government input programs on commercial fertilizer sales. Where the private sector is relatively active and average wealth is higher (areas seemingly more likely to be targeted by government programs), results indicate that subsidies have substantially crowded out the private sector, in some cases to the point that such programs could actually lower overall fertilizer use. On the other hand, in poorer areas where the private sector is relatively inactive, subsidies help to generate demand and crowd in private sector retailers. Empirical studies explicitly modeling farmers' fertilizer purchase behavior within a dual marketing framework can provide important insights for agricultural policy discussions in developing countries.  相似文献

The growth of private investment in developing‐country agriculture, new advances in the biological sciences, and rapid integration of developing countries into the global trading system has heightened interest in the topic of seed market and intellectual property rights’ (IPRs) policies among public policy‐makers, corporate decision‐makers and other actors in the agricultural sector. But there are still unanswered questions about whether emerging and evolving seed policy reforms and IPR regimes in developing countries will contribute to increasing crop productivity and improving food security. This paper attempts to answer some of these questions by focusing specifically on the case of India, the regional leader in implementing seed policy reforms and IPRs in agriculture. Findings indicate that maize and pearl millet yields grew significantly during the last two decades due partly to the combination of (1) public policies that encouraged private investment in India’s seed industry during the 1980s, and (2) biological IPRs conferred by hybridisation that conveniently married the private sector’s need for appropriability with the nation’s need for productivity growth. Although past lessons are not an indication of future success, this convergence of policy solutions and technology opportunities can be replicated for other crops that are vital to India’s food security.  相似文献

Mobile phones and the internet have significantly affected practically all sectors of the economy and agriculture is no exception. Building on a recent World Bank flagship report, this article introduces a concise framework for describing the main benefits from new information and communication technologies. They promote greater inclusion in the broader economy, raise efficiency by complementing other production factors, and foster innovation by dramatically reducing transaction costs. The article reviews the recent literature on corresponding technology impacts in the rural sector in developing countries. Digital technologies overcome information problems that hinder market access for many small‐scale farmers, increase knowledge through new ways of providing extension services, and they provide novel ways for improving agricultural supply chain management. While there are many promising examples of positive impacts on rural livelihoods—or “digital dividends”—these have often not scaled up to the extent expected. The main reason is that technology can always only address some, but not all of the barriers faced by farmers in poorer countries.  相似文献

This paper empirically investigates how the productivity of pesticide differs in Bt versus non‐Bt technology for South African cotton smallholders, and what the implications for pesticide use levels are in the two technologies. This is accomplished by applying a damage control framework to farm‐level data from Makhathini flats, KwaZulu‐Natal. Contrary to findings elsewhere, notably China, that farmers over‐use pesticides and that transgenic technology benefits farmers by enabling large reductions in pesticide use, the econometric evidence here indicates that non‐Bt smallholders in South Africa under‐use pesticide. Thus, the main potential contribution of the new technology is to enable them to realise lost productivity resulting from under‐use. By providing a natural substitute for pesticide, the Bt technology enables the smallholders to circumvent credit and labour constraints associated with pesticide application. Thus, the same technology that greatly reduces pesticide applications but only mildly affects yields, when used by large‐scale farmers in China and elsewhere, benefits South‐African smallholder farmers primarily via a yield‐enhancing effect.  相似文献

This paper estimates the benefits and costs of soil conservation in the Upper Mahaweli Watershed of Sir Lanka. The costs of soil erosion control include the implementation costs of control measures, while the benefits are reductions in the costs of soil erosion. In contrast to many studies in developed countries, the on‐site benefit of soil erosion control in Sri Lanka is estimated to be greater than the off‐site benefit While a social benefit‐cost analysis demonstrates that it is socially desirable to implement conservation measures, the private financial analyses indicate that it is feasible for individual farmers to adopt the conservation measures. Despite private economic feasibility, programs addressing farmers' reluctance to adopt soil conservation measures may be preferable to public intervention in soil conservation activities when the on‐site benefits are greater than the off‐site benefits.  相似文献

This study offers a "best evidence" approach to summarizing recent benefit-cost analyses of international agricultural research in Africa. First, from an extensive literature review and the resulting global inventory of impact studies, 23 studies are identified that calculate aggregate rates of return for Consultative Group on International Agricultural Research (CGIAR) and partner investments in Sub-Saharan Africa (SSA). These studies are then appraised against a review framework consisting of principles, criteria, and indicators for study rigor. Subsequently, the economic benefits reported by studies grouped on the basis of its analytical rigor are aggregated and set against total investment by the CGIAR and national agricultural research systems to determine if the total investment to date can be justified by documented benefits under a range of assumptions. As a result, the study finds that aggregate investment is justified under a fairly wide range of suppositions. Under all scenarios, the vast majority of documented benefits stem from a relatively limited array of activities with a majority of benefits stemming from biological control (80%). Close to 20% of total benefits result from crop genetic improvement, and less than 1% result from all other activities. The implications of these results for research investment strategies in SSA and impact assessment are discussed.  相似文献

Economic development for remote Indigenous communities cannot be understood unless the relative importance of customary activity, potentially enhanced by native title legal rights in resources, is recognised. The present article uses a three‐sector hybrid economy framework, rather than the usual two‐sector private (or market) and public (or state) model to more accurately depict the Indigenous economy. Examples are provided of the actual and potential significance of the customary sector of the hybrid economy. Focusing on the concepts of property and institutions, it is demonstrated that significant local, regional, and national benefits are generated by the Indigenous hybrid economy. A role is foreshadowed for resource economists and the New Institutional Economics in quantifying these benefits, including positive externalities, so that they might be more actively supported by the state.  相似文献

The developing countries as a group could expect to experience only small welfare gains if they chose not to actively participate in agricultural trade liberalization and relied solely on the benefits of partial liberalization in the OECD countries. Participation along the lines of the Dunkel package, with the developing countries reducing positive assistance by less than the developed countries, would yield gains of the order of US $20 billion. More comprehensive participation in trade liberalization involving reductions of both positive and negative protection would almost triple these welfare gains. While some developing countries do not gain from trade liberalization even with full participation, the number of such countries and the magnitude of their losses are greatly reduced.  相似文献

New discoveries in life sciences and the challenge of climate change are leading to the emergence of the bioeconomy where basic methods of advanced biology are applied to produce a wide array of products while also improving environmental quality. The emergence of the bioeconomy is a continuing evolutionary process of transition from systems of mining nonrenewable resources to farming renewable ones. This transition benefits from the modern tools of molecular biology that have expanded the human capacity to breed new organisms and utilize them to increase productivity in agriculture and fisheries as well as produce a wide array of products that were extracted in the past. This transition is leading to the integration of the agricultural sector with the energy and mineral sectors. The introduction of biotechnology has already improved the productivity of medicine as well as agriculture but, in the case of agriculture, has encountered resistance and regulatory constraints. The evolution of the bioeconomy requires continuous public investment in research and innovation as well as the establishment of a regulatory framework and financial incentives and institutions that would lead to continuous private sector investment in the development and commercialization of new products. One of the biggest challenges is the development of a regulatory framework that would control possible human and environmental externalities from new biotechnology products and, at the same time, not stifle innovation.  相似文献

This article provides a framework to compare market outcomes among vertically integrated monopsonies in the cotton sector of West Africa and alternative, more competitive market structures. Based on a principal agent framework, in the presence of factor market constraints, as well as capital market failure, efficiently operated cotton parastatals increase sector welfare and efficiency by providing input credits. In equilibrium, outcomes with the principal agent model suggest growers receive the reservation income to participate in cotton production while the principal (cotton company) extracts the surplus above the reservation income. Competitive markets entail more equitable distribution of benefits than with parastatal vertical integration, but credit and factor market constraints can still persist. Promotion of a competitive market system will not support cotton productivity growth unless stakeholders pursue complementary programs to develop credit markets and research and extension institutions. In the presence of current market failures, parastatals may be a second‐best solution.  相似文献

Intermediaries play a crucial role in the functioning of agricultural and food markets in developing countries through linking production, imports and storage with consumption. We analyse how competition in the intermediary sector and alternative forms of intermediaries determine the incentives for storage and market outcomes more generally. We apply this framework to the Egyptian wheat sector as an illustrative case study, a country where food security is a priority, where both forms of intermediaries co-exist and undertake storage but where issues of reforms to the role of intermediaries have been raised. Through stochastic simulation, we analyse two changes in government policy: first, the effects of changing the policy instruments with both types of intermediaries undertaking storage; second, relating to market reforms where the private sector replaces the storage function of the parastatal. These issues have wider significance for addressing the interaction between food security and a wide range of policy reforms including de-regulation of parastatals in developing countries.  相似文献

With the increasing frequency of extreme climatic events, the new challenge is to develop rice varieties that are tolerant of drought, water submergence, and salinity. There are now new high‐yielding green super rice (GSR) cultivars developed at the International Rice Research Institute with increased tolerance to multiple abiotic stresses. But a clear understanding of the economic benefits of these varieties under farmers’ production environments is not yet fully understood. In this article, we assess the yield and income effects of GSR rice varieties using a two‐year panel data from one province. We use matched samples from a propensity score matching method and a fixed‐effects model within a difference‐in‐difference (DID) framework to estimate the yield effects. The income effects were evaluated using the parameter estimates from the yield/production function model. The results of the ordinary least squares and DID fixed‐effects regressions reveal significant and positive effects of GSR varieties on yield. The most important finding is that the benefits from these varieties are strongly felt when there is flooding. This evidence was not as robust when matched samples were used. However, it is clear that the yield benefits from GSR varieties could improve rice food security and help alleviate poverty in the country.  相似文献
