This article uses longitudinal household data to examine the decline in the Total Fertility Rate in Russia from 2.0 in 1989 to 1.3 in 2001. Using individual and community-level panel data spanning the 1994–2001 era, the decline in household income can account for about a 28% decline in yearly birth propensities amongst married couples. The relationship between educational attainment and fertility appears to have changed markedly in the post-Soviet era. More educated individuals now have greater propensities to bear children than their vocationally educated counterparts within marriage. Female labour force participation is not strongly associated with fertility decisions of married women in the post-Soviet era, and local provisions for children also do not have important effects. These results suggest that improving real family incomes will be more important in raising fertility rates than improving child benefits levels or increasing community childcare provisions.  相似文献

Using recent SIPP data, this study estimates two econometric models to study the differences in the effect of child care costs on employment status and differences in the mode of child care used controlling for employment status. For both married and single women, full–time employment is more elastic with respect to changes in the price of child care than part–time employment and employment elasticities are larger for single than married mothers. In the model of child care modal choice, we find that an increased probability of full–time employment is associated with an increase in the use of centre care for both married and single mothers, and that price elasticities of modal choice are larger for single than married mothers.  相似文献

An increase in the probability of work abroad, where the returns to schooling are higher than at home, induces more individuals in a developing country to acquire education, which leads to an increase in the supply of educated workers in the domestic labor market. Where there is a sticky wage rate, the demand for labor at home will be constant. With a rising supply and constant demand, the rate of unemployment of educated workers in the domestic labor market will increase. Thus, the prospect of employment abroad causes involuntary “educated unemployment” at home. A government that is concerned about “educated unemployment” and might therefore be expected to encourage unemployed educated people to migrate will nevertheless, under certain conditions, elect to restrict the extent of the migration of educated individuals.  相似文献

If the gains from investment depend on knowledge, but households cannot hire skills, then poorly educated households will achieve lower returns than educated ones. If the income‐poor are less well educated, then they will also have lower returns to investment. The paper tests this argument for the case of irrigation in Vietnam, a setting where existing irrigation can be treated as exogenous at the household level with appropriate controls for the determinants of facility placement. Strong complementarities between household education and irrigation expansion suggest that, unless disparities in education are redressed, reforms will generate an inequitable growth process in Vietnam.  相似文献

This paper empirically examines marriage, child bearing and labour force participation behaviour of fertile‐aged women in Japan, applying an estimable dynamic model of dis‐crete choice. Using microdata from the 1994–1999 Japanese Panel Survey of Consumers, the structural estimation result suggests that, overall, women are worse off with marriage and part‐time work without financial benefits. Women are better off having two or more children, but considerably worse off because of the burden of raising infants. In addition, probabilities of finding full‐time work after career interruption are estimated at about 18% for university educated women and 12–13% for less educated women.  相似文献

This paper incorporates the concept of real option into a modified Harris–Todaro model to investigate the relationship between higher education and unemployment rates. We found that the real option value of waiting to invest in graduate school education will decrease when the expected wage rate of labors with an undergraduate degree becomes relatively lower than that with a graduate degree. As a result, more undergraduate students will decide to go to graduate schools immediately after graduation. As the supply of labors with a graduate degree increases and the job creations fail to meet the increasing demand, those who cannot get a graduate-level job will be willing to accept job offers lower than their education level. Our modified Harris–Todaro model shows that it will lead to an increase in the number of unemployed and underemployed higher educated labors. This explains why the unemployment rates for higher educated labor are relatively high in some developed countries.  相似文献

Upon introducing heterogeneity and dynamics into a model of the demand for children, a problem of optimal population is defined and analyzed. It is shown that from the perspective of social welfare, better‐educated individuals produce too few children while less‐educated individuals produce too many children and all individuals invest too little in the education of their children. The impact of several policy tools geared at addressing the “population problem” is investigated, in particular how child allowances and other tax‐subsidy policies can be harnessed to enhance welfare, and how and why early childhood education programs can mitigate the “population problem.”  相似文献

The author presents findings from a study of education, land, and nonland asset transfers from parents to children in 344 households in five rice villages in the Philippines. A model with family fixed effects is developed which explains transfers better than either individual heterogeneity or observed parent and child characteristics without family fixed effects. Analysis revealed that families facing different land constraints exhibit significantly different patterns of educational investment in children. In a subsample with completed inheritance, daughters receive less education, land, and total inheritance, but are compensated with nonland assets. Parents also exhibit preferential behavior toward children of the same gender such that daughters of better educated mothers receive more land, nonland assets, and total inheritance. Better educated fathers, however, give land preferentially to sons, but favor daughters in education.  相似文献

The relative influences of marriage patterns, education, and religion on the high level of fertility in the East-Central state of Nigeria are examined, with data drawn from a KAP survey of 755 men and 916 women (745 rural and 171 urban). Polygynous marriages existed in 31% of rural and 7% of urban households surveyed. Fertility was relatively lower in all marriage duration groups among polygynists, but the differences were not significant (contingency coefficient 0.01000). Results are limited, however, by the instability of polygyny status, the subfecundity factor, the index of fertility used, and the older age of polygynously married women. 53% of rural women surveyed were Catholic, and their fertility was higher than that of non-Catholics (contingency coefficient 0.01217). But it cannot be ensured that the religious differential is solely a function of pronatalist religious belief or partly a reflection of ethnic differences or an attempt by the Ibos to ensure an increase in population to maximize their share of federal allocations. Uneducated women were more fertile than their educated counterparts (contingency coefficient 0.03129), implying that fertility will decline as the literacy level in the state improves. The potential of education to effectuate a decline in fertility is illustrated by the observation that education tends to give religious people the same liberal attitudes toward family planning as are held by those who are less religious. The gap between knowledge of birth control methods and the practice of family planning is a greater obstacle to fertility control than religiousity, and this gap is greater among those with lower levels of education.  相似文献

Unless "family-friendly" policies are developed, women will continue to leave public accounting in larger numbers than men. Affirmative action, family leave, and child care policies in Australia, Canada, the United Kingdom, and the U.S. are compared. The greater strength and duration of U.S. affirmative action policy may partially explain the superior progress of women in the labor force as compared to the other nations. In contrast, maternity leave and child care policies in Australia and Canada surpass those in the U.K. and the U.S. The weaker government provisions for family leave and child care in the latter two nations increase the importance of policies in the private sector for persons attempting to balance employment and family commitment.  相似文献

Abstract

This paper examines how child-related public policies influence women's employment in Europe. The analysis compares the difference in employment status between partnered mothers and nonmothers across the EU-15 using a wide range of self-constructed indicators of child policies such as childcare provision, parental leave, and tax-cash benefits. Using the recycled predictions method, it is possible to isolate the impact of the presence of a child from other characteristics likely to influence women's labor-market outcomes. Country-specific employment gaps among women are computed at different ages for the youngest child, for different outcomes (inactivity and part-time or full-time work), and for different levels of education. The main conclusion is that when it comes to securing equal labor-market access and conditions for mothers of young children and non-mothers, public childcare provision has the strongest impact. In the absence of public childcare, not even the most highly educated mothers can cope.  相似文献

This analysis assumes that childhood learning has a strong impact on the measured motivations of adults. This study uses responses among 354 White married women in 1976 to the Thematic Apperception Test (TAT). Wives' responses to four pictures are expected to mirror the following four typologies: affiliation imagery (AFF), power imagery (POW), power and affiliation imagery (POWAF), and without references to affiliation or power (CULT). CULT is presumed to reflect the motivation of the wife in the average family. Expected relationships between these root motives and fertility are identified. Findings show that families with persuasive affiliative wives allocated more time to child care and had lower family incomes than other families. AFF wives worked fewer hours per week than other wives and allocated more time per child than other wives. Husbands helped them with child care sometimes or often. Households sacrificed material possessions for children. Findings did not support the inference that low income was due to husband's low earnings but did support the inference that low income might be due to the wives' short work week. The logistic model that controls for hours worked per week and number of years at the present job shows that wives were happiest in their marriage, if wives had high power motivation. Family income was a significant determinant of achievement satisfaction and not of affiliation satisfaction. Nerlove's hypothesis that there is an inverse relationship between wife's level of education and her taste for children was rejected. The wife's motivation toward her husband was an important factor that impacted on her preference for children and for work and her perceived level of utility. Wives who asserted themselves in socially acceptable situations (high in power motivations) were most likely to report having a happier than average marriage. Both affiliative and persuasive affiliative wives took satisfaction in their children's happiness and achievements.  相似文献

This analysis involves empirically testing a theoretical model among 22 Central American and Caribbean countries during the 1990s that explains differences in infant and child mortality. Explanatory measures capture demographic, economic, health care, and educational characteristics. The model is expected to allow for an assessment of the potential impact of structural adjustment and external debt. It is pointed out that birth rates and child mortality rates followed similar patterns over time and between countries. In this study's regression analyses all variables in the three models that explain infant mortality are exogenous: low birth weight, immunization, gross domestic product per capita, years of schooling for women, population/nurse, and debt as a proportion of gross national product. As nations became richer, infant mortality declined. Infant mortality was lower in countries with high external debt. In models for explaining the birth rate and the child mortality rate, the best fit included variables for debt, real public expenditure on health care, water supply, and malnutrition. Analysis in a simultaneous model for 10 countries revealed that the birth rate and the child mortality rate were more responsive to shocks in exogenous variables in Barbados than in the Dominican Republic, and more responsive in the Dominican Republic than in Guatemala. The impact of each exogenous variable varied by country. In Barbados education was four times more effective in explaining the birth rate than water. In Guatemala, the most effective exogenous variable was malnutrition. Child mortality rates were affected more by multiplier effects. In richer countries, the most important impact on child survival was improved access to safe water, and the most important impact on the birth rate was increased real public expenditure on education per capita. For the poorest countries, findings suggest first improvement in malnutrition and then improvement in safe water supplies. Structural adjustment variables were found to have small impacts on the birth rate or limited impacts on child survival in poorer countries.  相似文献

This article develops and estimates a dynamic model of employment and child care decisions of women after childbirth to evaluate the effects of these choices on children's cognitive ability. We use data from the National Longitudinal Survey of Youth to estimate it. Results indicate that the effects of maternal employment and child care on children's ability are negative and sizable. Having a mother that works full‐time and uses child care during one year is associated with a reduction in ability test scores of approximately 1.8% (0.13 standard deviations). We assess the impact of policies related to parental leave and child care on children's outcomes.  相似文献

In the present study the way in which the gender wage gap in urban China differs according to marital status, education and occupation, is examined. Married Chinese women experience much larger absolute gender wage gaps than their unmarried counterparts. The proportion of the gender wage gap unexplained by differences in the levels of productive characteristics is also higher for married women than single women. Gender wage gaps are smaller for more educated women. These findings suggest that occupational segregation is not as important a factor as industrial segregation in accounting for the gender wage gap in China's urban labour markets.  相似文献

This paper builds an overlapping generations household economy model to examine the impact of adult unemployment on the human capital formation of a child and on child labour, as viewed through the lens of the adult’s expectations of future employability. The model indicates that the higher the adult unemployment rate in the skilled sector, the lesser is the time allocated by an unskilled adult towards schooling of her child. We also find that an increase in the unskilled adult’s wage may or may not decrease child labour in the presence of unemployment. The model predicts that an increase in child wage increases schooling and human capital growth rate only if the adults in the unskilled sector earn less than subsistence consumption expenditure. As the responsiveness of skilled wage to human capital increases, schooling and human capital growth rates increase. The model dynamics bring out the importance of education efficiency and parental human capital in human capital formation of the child. In the case of an inefficient education system, generations will be trapped into low level equilibrium. Only in the presence of an efficient education system, steady growth of human capital is possible. Suitable policies that may be framed to escape the child labour trap are discussed as well.  相似文献

ABSTRACT ** :  This paper analyzes the demand of Swiss families for child care facilities. A choice experiment is used to study the effects of the facilities' characteristics as well as socio-economic factors on the selected child care mode. The experimental data are analyzed using a discrete choice model with multinomial logit specification. The results suggest that the demand for extra-familial day care could be considerably higher than that observed from the actual choices constrained by insufficient provision of affordable day care. The price, access, and the quality of service as well as parents' income and education have important impacts on the choice of the mode of care.  相似文献

Using detailed time-use data for seven industrialized countries from the 1970s until today we document general decreases in men's market work coupled with increases in men's unpaid work and child care, and increases in women's paid work and child care coupled with decreases in unpaid work. We also find almost universal increases in the time devoted to watching television over this period, and uncover a widespread increase in leisure inequality in favor of lower educated adults. Trends in leisure inequality mirror the general increase in income and earnings inequality experienced in most countries over this period, especially after the mid-1980s. All these findings are consistent with previous results for the US. However, in contrast to the increases in leisure found for the US, we fail to find common trends in leisure time across countries over the period analyzed.  相似文献

The faster increase in education among women compared with men has been underexplored. Thus, using Chinese data, we evaluate the impacts of a plausibly exogenous increase in educational attainment on women's marriage decisions. An extra year of education does not change women's decision to marry and leads to a brief delay of 0.12 years in their marriage age on average, which is much smaller than the delay among men. Although more educated women and men both have improved labour market outcomes, which may have increased their patience, men experience larger income growth than women do. Moreover, declining physical attractiveness at least partly explains why the delay is less than 1 year. Overall, the results are more reliable after addressing the endogeneity issue.  相似文献

Using manufacturing plant‐level census data, this paper demonstrates that minimum wage increases in Indonesia reduced gender wage gaps among production workers, with heterogeneous impacts by level of education and position of the firm in the wage distribution. Paradoxically, educated women appear to have benefitted the most, particularly in the lower half of the firm average earnings distribution. By contrast, women who did not complete primary education did not benefit on average, and even lost ground in the upper end of the earnings distribution. Minimum wage increases were thus associated with exacerbated gender pay gaps among the least educated, and reduced gender gaps among the best educated production workers. Unconditional quantile regression analysis attests to wage compression and lighthouse effects. Changes in relative employment prospects were limited.  相似文献
