Cities establish and maintain Land Administration Systems (LAS) to manage information about the land and urban space. Recognizing the importance of the urban space for sustainable development, information from spatial planning will affect land administration and vice versa. Therefore, every aspect that influences land use, both from spatial planning and land administration should be identified, documented, and standardized as they contain legally binding rules for governments and citizens. The Land Administration Domain Model (LADM), ISO standard 19152:2012, offers guidelines to ensure interoperability in the representation of Rights, Restrictions, and Responsibilities (RRRs). LADM is also capable of standardizing multi-dimensional representation, including the temporal capability for documenting and visualizing all legal aspects of land use or space. This paper discusses how to construct interoperable information between the spatial plan and land administration. We present the standardization of spatial planning information and land administration as subsets of land-related information. Many nations lack a coherent national approach to land administration. Instead, land information and processes are frequently disaggregated across states, provinces, cantons, counties, or municipalities. This is particularly the case in federated countries. The growing body of land administration theory often assumes or prescribes the need for national systems; however, the justification for this approach requires further explanation. Without justification, nations that maintain disaggregated systems lack the impetus to unlock the opportunities veiled within their disparate land administration systems. Moreover, a nation's ability to respond effectively to emerging national and global-scale issues such as climate-change is greatly impeded. This paper aims to explain the need for national land administration infrastructures. Qualitative case studies of the Australian context and the method of triangulation inform the justification. The research reveals most drivers can be classified into six overarching subsets: adherence to international standards by national governments, better federal or central governance, improved shared governance, scale of economies for lower levels of government, opportunities and savings for business, and social inclusion for citizens. Unfortunately, specific drivers are found to be complex and changeable, as political, scientific and environmental debates raise policy issues: there is no single solution. As an alternative, nations must seize on the specific drivers relevant to their context. They must employ them to transform disparate land administration systems into multi-purpose national land administration infrastructures that deliver benefits to all stakeholder groups. 相似文献

This paper presents a holistic method by integrating three concepts (land resources management, assets supervision and political governance for sustainability) for investigation of land administration in China, taking into consideration of cultivated land protection for a testimony with econometric method. Theoretically, in this self-organizing integrated method, land resources management focuses on the productivity of land; land assets supervision centralizes on the realization of land usufruct rights in land transference; land political governance for sustainability concentrates on harmonious linkage of economic efficiency, social stability and environmental safety of land use. Their interrelations are complex. Methodologically, the results indicate that the theoretical model is feasible to explain variations of cultivated land protection with these three concepts. Cultivated land decreases with increasing land value increment multiples, and is positive with political governance concept, but not in a linear fashion. Finally the results suggest that roles of government in land administration need to be changed and strengthened, supporting complete compensation for land expropriation and modification to policies of cultivated land. 相似文献

Possessing ecological service functions, as well as social and economic values, urban lakes are an important part of urban open spaces. The improvement in the openness of urban lakes is crucial to enhancing the efficiency and fairness of urban land use. Accompanied by China's rapid urbanization, China's urban land prices continue to rise and the government relies on land finance. Meanwhile, the number of urban lakes is decreasing, the lake water surface area is shrinking, and water pollution is becoming more serious. By using exploratory indicators, this study quantifies the degree of openness of urban lakes, and focuses on the relationship between lake spatial openness and neighboring land prices. Taking Wuhan (China) as a study case, we proposed a conceptual framework to guide the analysis within the context of land use policy. Then, we created exploratory indicators to quantify the spatial openness of urban lakes and mapped the results. Afterward, we conducted an exploratory geovisual analytics of urban land prices and lake spatial openness. Finally, we used a regression model to examine the relationship between prices and openness. Our results show that our new indicators were able to reflect the openness of the lakes in the central urban area of Wuhan simply and effectively. The overall spatial openness is relatively high, the mean values of two main indicators reflecting the openness percentage of the lakes are 69.91 % and 67.57 % respectively. However, there are still obvious regional differences between the openness indicators. The relationship between openness and neighboring land prices is spatially heterogeneous. Based on our analysis, we finally propose policy suggestions for protecting urban lakes and rational land use in the rapid urban expansion occurring in developing countries. 相似文献

The paper first examines urban spatial patterns of the gradients of housing and land prices and land development intensity, and then tests the relationship between the land price gradient and housing price gradient. Urban theory predicts the former is steeper than the latter based on the notion of derived demand for land from the provision of housing services. Finally the paper examines the impact of the property of housing production function on urban spatial structure. For the property of housing production function, we are particularly interested in the elasticity of capital-land substitution. The paper concludes (1) market influences over spatial structure, (2) the derived demand for land, and (3) it is the actual (or expected) housing price increases that cause skyrocketing land prices, not the other way around. 相似文献

Urbanization is a primary cause of wetland loss in coastal metropolitan regions. Therefore, it challenges the preservation of biodiversity and the provision of key ecosystem services for urban settlements. These services include leisure and recreation, climate and water regulation, water purification, and especially alleviation of natural hazards. Tsunami flood mitigation is a particularly valuable regulating service provided by these wetlands, as recently evidenced during the 2010 tsunami that hit the central coast of Chile.The Concepción Metropolitan Area (CMA), located on the central coast of Chile, has experienced noticeable wetland loss in recent decades. Our study focused on the Rocuant-Andalién wetland, which has been particularly affected by urbanization. This wetland strongly contributes to flood control, and has provided effective protection against the CMA’s latest tsunamis (1835 and 2010). Based on Strategic Environmental Assessment (SEA), we have quantified urban growth over the wetland, both executed and projected under the Metropolitan Urban Plan of Concepción (MUPC). Recent loss in wetland area by urban growth has been quantified using land use and cover change (LUCC) maps from 2004 to 2014, obtained from the classification of Landsat images. Prospective changes (considering the complete MUPC deployment) have been inferred by combining the MUPC with the 2014 land cover map. In addition, we quantified the observed effect and planned urban growth on the wetland protected area, geoforms and potential flooding based on the area affected by the last Tsunami. Results show that urban areas have increased by 28% between 2004 and 2014, while future increase is expected to reach 238%. In contrast, wetland area has decreased by 10% from 2004 to 2014 and is expected to decrease by up to 32 %. Thus, the MUPC is not contributing to the mitigation of wetland loss nor the preservation of its biodiversity and ecosystem services. Implications for coastal planning are discussed. 相似文献

In a context where several sectors of society compete for space, land use types must be carefully designed and spatially allocated to guarantee a sufficient level of relevant ecosystem services (ES) in a territory of interest. In this respect, contemporary land use planning involves multiple, often conflicting objectives and criteria. Consequently, major benefits can be expected from spatial decision support systems (sDSS) designed to deal with complex spatial allocation problems.This paper presents the generic conceptual framework ‘OSMOSE’ and its free and open source software implementation, for the generation of specific sDSSs for spatial land use planning. The specific sDSSs generated with OSMOSE are meant to (i) identify land units which meet multiple predefined ES-attribute values for a specific land use type (LUT) and (ii) rank land units for a given LUT according to these multiple ES-attributes. A complementary purpose is to (i) identify and (ii) rank LUTs for a given land unit. Whereas ‘identification’ is done by means of a threshold query, ‘ranking’ is based on the Iterative Ideal Point Thresholding (IIPT) method. The proposed framework is extremely flexible as it can accommodate differentially weighted, continuous and/or ordinal attributes with, for the latter, equal or unequal number of classes, alternative land unit definitions and land use types. Moreover, assessments cannot only be made using ES-levels for the land unit/LUT combinations but also in terms of changes in ES-levels after a particular change of LUT.The OSMOSE framework is illustrated by means of the specific sDSS BoLa which is generated to support land use planning in the region of Flanders (Belgium) with focus on soil protection. Rather than a bad case of urban sprawl, the physical expansion of China's megacities may be viewed as a combination of ‘urban spill over’ and ‘local urban sprawl’. This paper reviews land use regulations in their institutional context and argues that conflicts in land use regulation are related to ideologies of land ownership and embedded in different planning doctrines. These hypotheses are investigated with special reference to Guangzhou, the capital of Guangdong Province in southern China. The evidence suggests that entangled land use regulations for “urban” and “rural” land have imposed serious constraints on urban growth, while the contradictions of different policies and regulations in the use of rural lands for urban construction have led to intensive and unhealthy competition among stakeholders. As a result, not only have the costs of land conversion from rural to urban uses increased, but the spatial development of Guangzhou has been distorted. The implications of these failures for future policy are discussed with emphasis on the reform of the land use regulation system. 相似文献

Understanding determinants of land use in developing countries has become a priority for researchers and policy makers with a wide range of interests. For the vast majority of these land use issues, the location of change is as important as its magnitude. This overview paper highlights new economic approaches to modeling land use determinants that combine non‐traditional data sources with novel economic models and econometric techniques. A key feature is that location is central to the analysis. All data elements include an explicit location attribute, estimation techniques include the potential for complications from spatial effects, and results are location‐specific. The paper reviews the theory underlying these models. Since this paper is intended to provide the potential new researcher with an introduction to the challenges of this analysis, we present an overview of how remotely‐sensed data are collected and processed, describe key GIS concepts and identify sources of data for this type of econometric analysis. Various land-use configurations are known to have wide-ranging effects on the dynamics of and within other city components including the transportation system. In this work, we particularly focus on the complex relationship between land-use and transport offering an innovative approach to the problem by using land-use features at two differing levels of granularity (the more general land-use sector types and the more granular amenity structures) to evaluate their impact on public transit ridership in both time and space. To quantify the interdependencies, we explored three machine learning models and demonstrate that the decision tree model performs best in terms of overall performance—good predictive accuracy, generality, computational efficiency, and “interpretability”. Results also reveal that amenity-related features are better predictors than the more general ones, which suggests that high-resolution geo-information can provide more insights into the dependence of transit ridership on land-use. We then demonstrate how the developed framework can be applied to urban planning for transit-oriented development by exploring practicable scenarios based on Singapore's urban plan toward 2030, which includes the development of “regional centers” (RCs) across the city-state. Results show an initial increase in transit ridership as the amount of amenities is increased. This trend, on the other hand, eventually reverses (particularly during peak hours) with continued strategic increase in amenities; a tipping point at 55% increase is identified where ridership begins to decline and at 110%, the predicted ridership begins to fall below current levels. Our in-silico experiments support one of the medium-term land-use transport goals of stakeholders—to alleviate future strains in the transportation system of Singapore through the development of RCs. The model put forward can serve as a good foundation in building decision-support tools that can assist planners in better strategizing and planning land-use configurations, in particular the amenity resource distribution, to influence and shape public transportation demand. 相似文献

This study provides a review of spatial planning in the context of Ghana's socio-economic development trajectory. Spatial planning has been integral to the economic policies of the country since colonial rule. Yet, its role has been overshadowed by the domain of socio-economic planning. Drawing from published literature, policy documents, legislative frameworks and interviews, this study reveals the different context and scope within which spatial planning has been implemented in Ghana, and the successes and failures thereof. While the colonial governments employed spatial planning on limited scale and for exploitative purposes, post-colonial governments have implemented broad-based planning grounded in the ‘genuine’ aspiration to promote a spatially balanced development. This study argues that post-independence planning has not been successfully implemented compared to pre-independence planning due to a myriad of factors including rapid urban growth, inadequate staffing, low capacity, lack of institutional coordination, political interference in planning, complex land tenure and evolving land markets among others. Consequently, urban centres in Ghana are beset with problems such as poor environmental conditions, poor infrastructure and service delivery, and uncontrolled growth; and these are inimical to sustainable urban development. The study lauds renewed efforts to transform planning in the spirit of sustainable development through the national urban policy framework and a proposed land use and spatial planning bill; the latter proposes planning based on spatial development framework, and a repeal of an obsolete 1945 planning ordinance that has underlain planning since. It is argued that if supported and harmonised the two initiatives present the best planning framework in the 21st century Ghana. 相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses. 相似文献

This article stresses the importance of urban planning interventions on real estate office markets in an environment increasingly characterized by globalization processes and progress of information and communication technologies, leaving behind the traditional influence of more market-related variables spread abroad vast literature. It contends that a better indirect control exerted by municipal authorities may launch the performance and characteristics of these markets. Within this scope, an innovative methodology and model are proposed, aimed at assisting municipal decisions in the definition of strategic policies concerning location or relocation of offices, and respective influences over rents. This methodology and this model have a flexible ongoing character that fits the anytime concrete features of local office markets. They are applied, as a case study, to the office market of Oporto city (Portugal). Implications for urban policy are inferred and generalized from this analysis. 相似文献

A right of commoners to pastures existed since the Early Middle Ages in Anglo-Saxon England and the European mainland, including Tyrol in Austria. Lowland commons institutions were largely dissolved by the 19th century; however, in the European Alps contiguous commons remain alive. Some two thousand alpine commons institutions are registered in the Tyrolean parcel cadaster and land registry. A specific study of West-Tyrolean commons (known as Agrargemeinschaft or AGMs), framed by Ostrom's design principles is presented. General lessons for land policy and land administration are extracted. An interview period was split between the Inn valley and the Ötztal. Roughly half are considered independent: others are regulated by the Tyrolean Agricultural Authority. Some AGMs hold the full bundle of land rights: others only hold pastoral and forestry rights. AGMs consisted either of a single cadastral parcel or several contiguous parcels. In the Inn valley villages the pastoral commons were owned by the municipalities, while in the researched Ötztal, AGMs are frequently the full owners of the commons. AGM membership ranges between 5 and 60 farm households. The number of livestock units pastured was in most cases stipulated in approved regulations. Alpine commons larger than 200 ha are also hunting-zones: revenue is collected from the lease of hunting rights. Most of the alpine commons are designated and used as ski-zones. Upper portions of two alpine commons in the Ötztal are state protected natural areas. The number of farms with pastoral rights is declining at District and State level. Key lessons for land policy and land administration include: Ostrom's design principles being a precondition rather than a panacea; commons institutions requiring one clear ownership party; both public and collective ownership producing success; publically owned commons requiring a local representative; small membership numbers being preferable; small shareholdings not being preferable; decentralized governance being beneficial; internal democratic elections being beneficial; internal boundary records being superfluous; explicit sanctions being superfluous; mixed economies being acceptable; and geography being a significant influence on the longevity of pastoral commons. 相似文献

We harness the game-theoretic approach to propose a new conceptual framework for industrial land redevelopment research. Stemming from Harvey's notion of “urbanization of capital” and Foucault's study on “power relations”, we analyze the driver and regulator of urban spatial restructuring. We contend that the redevelopment of industrial land should be re-conceptualized as the competition for land rent gap or land rent surplus. Land redevelopment in urban China could be theoretically interpreted as multiple games between the original land-user and local government or the alliance between local government and new developers. The evaluation of the extent to which urban and land use planning have achieved their objectives is crucial to better management of urban land development. China’s urban and land use plans have the common purpose of controlling urban sprawl. This research aimed at comparatively assessing the consistency and implementation of these plans, considering the Changping District in suburban Beijing as a case study. Three main findings were obtained: (1) each plan used different strategies to control new developments, and there were several quantitative and spatial conflicts between the two plans; (2) neither plan has been well implemented or effective in controlling urban sprawl, despite the slightly better performance of the land use plan; (3) core-periphery decreasing trends were revealed in land quota allocation and effectiveness of planning implementation. Remote regular towns received the least land resources from the top-down planning system but also developed fast, mainly through informal and illegal approaches. Further investigation into the double failure of China’s current spatial planning system in quantitative and spatial control over urban land development requires a deeper integration of various spatial management systems, a fundamental transformation of planning philosophy, and a higher respect for peripheral areas in urban-rural integration. The planning assessment approach and reform recommendations developed on the basis of the Chinese practice are probably referable for other developing countries facing similar processes of rapid urbanization and imperfect spatial management. 相似文献

Underground space is being considered as a sustainable development resource, especially in heavily urbanized areas such as Seoul, in Korea. However, regarding 3D underground property, uncertainties and gaps exist between cadastral system and real property registration system. In Korea, cadastral system is able to deal with only 2D surface parcel, on the contrary, real property registration system is able to register and manage legal status of 3D underground properties. The mismatch between these two systems causes various types of problems for underground properties such as a vertical boundary disputes between aboveground and underground ownerships, administrative confusion and dual-compensation problems for new underground construction, reconstruction and haphazard development for underground space due to the lack of systematic registration procedure. In order to overcome these problems, this research proposes a 3D underground cadastral data model, which is associated and integrated with classes in ISO 19152 Land Administration Domain Model (LADM) developed by the Technical Committee 211 of the International Organization for Standardization. The proposed 3D underground cadastral data model comprises two packages: 3D underground parcel package, and 3D underground surveying and mapping package. It would support a better service for land administration by providing reliable and accurate spatial information on 3D underground property. In order to validate the proposed 3D underground cadastral data model, the prototype is developed and implemented in real-world situation for the first time. The proposed 3D underground cadastral data model can register various types of 3D underground properties including architectures such as shopping mall, public walkway, parking lot, and etc., and civil infrastructures such as subway, road, water supply, sewage, common utility tunnel, and etc. The results show that the proposed 3D underground cadastral data model could be applicable for other information system such as land valuation and taxation system, urban planning system, construction and facility management system. 相似文献

The rapid urbanization in China comes with several economic, social, and environmental issues, most of which are related to land use. This study contributes to research on the land–growth–environment nexus by investigating the effect of land urbanization and land finance on carbon emissions in China from 2004 to 2013 using the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model. Results show that land finance and land urbanization significantly affect carbon emissions. The rate of land urbanization contributes to the reduction of carbon emissions; however, it has less impact compared with other determinants. The effect of land finance and land urbanization on carbon emissions indicates that a local government’s willingness to lease land for revenue aggravates carbon emissions. Economic growth and industrial structure also influence carbon emissions. Furthermore, the land requisition system and rural land conversion market should be enhanced through the guidance provided by the 13th Five-Year Plan (2016–2020) to promote the diversification of land transfer, fully consider regional differences, and establish a distinct policy focus that can contribute to emission reduction and land use. 相似文献
