This paper examines the allocation problem arising from conflicting demands for marine resource use by (i) commercial fishers, (ii) recreational fishers, and (iii) conservationists. It is shown that decentralised trading of individual transferable quotas (ITQs) is capable of an efficient allocation of resource use between the first two parties. In contrast, it is found that the standard ITQ system is not capable of performing the same ideal co‐ordination between the conflicting interests of extractive users, that is, all fishers, and the non‐extractive ones, that is, conservationists. The reason is that quota trades between individual fishers and conservationists are inevitably accompanied by (positive) externalities on both other fishers and conservationists. As a result, decentralised quota trades between these parties cannot be efficient. The fundamental economic observation is that quotas for conservation and for extraction constitute two different goods. It follows that a socially optimal market allocation of these two goods requires two prices instead of the single quota price in the standard ITQ system. Thus, to achieve efficiency, the ITQ system has to be extended to incorporate both types of goods. It is shown in the paper that if fishers and conservationists can organise themselves into groups, trades of conservation quotas between the two groups can in principle lead to fully efficient allocation. An interesting implication of this modified ITQ system is that the need for a fisheries authority to set the total allowable catch (TACs) disappears. 相似文献

This article analyses the spatial concentration of agricultural innovation in Ireland. Influenced by the importance of knowledge spillovers, the roles of key innovation drivers are discussed. The analysis reveals a clear spatial concentration of agricultural innovation and while some of this variation can be explained by the spatial concentration of the sector, there are also other factors at play that drive the spatial distribution of innovation. More specifically, the distributions of research, education and advisory services show a similar spatial pattern to agricultural innovation, providing support for the existence of regional knowledge spillovers. 相似文献

Informed by Coase's (1988) idea that state rules can enlarge a market, Rosa's (2006) idea of information as a private good usable as memes, and Yu's (1981) economics of patent pooling, Schuster's (2005) proposition that government can collect and distribute information as an active tool to influence actors, this paper advances the viewpoint that real estate development forms sign structures for adding information that enhances the values of a site under strategically selected property names. The ideal case of Hong Kong's planning and development by contract is used and compared to the practice in Mainland China to demonstrate these ideas with special reference to its open land registration and information systems, which sell important information memes and the names of properties that can be protected by trademark law. 相似文献

Using a qualitative social research method at the local administrative level, this paper provides insight into the policy process in China and farmers’ perceptions of the effectiveness of policies implemented to deal with drought. Two villages in rural South-West Yunnan were purposefully selected for the study. The research started with the general assumption that China has a strong top-down hierarchal approach to policy processes and that funding dispersal is prioritised by the central government. However, the study found that funding proposals are prioritised for selection in a bottom-up, participatory manner from the local level. The study also found that farmers’ perceptions of the effectiveness of policy implementation were directly related to their past experience. Among the nine indicators used to measure the effectiveness of policy implementation at the local level, the farmers in the study area perceived access to roads as highly effective; water use efficiency projects, market demand, human mobility for jobs, and government funds as moderately effective; drought knowledge, community participation in planning, and governance structures as least effective; and the role of leadership as not effective. The study found that farmers’ adaptation at the local level is oriented towards short-term market rewards and income diversification. Farmers’ local-level adaptation is guided by government priorities and driven by their perception of tangible benefits. To ensure the effectiveness of policy implementation, long-term adaptation strategies, such as awareness raising, capacity building, watershed management, and source conservation need to be strengthened at the local level. 相似文献

Landscapes provide an array of services to society, from the provision of food and material, to the provision of cultural ecosystem services such as recreation, aesthetics or spirituality. Studies on cultural ecosystem services, however, remain rare and little is known about the spatial localisation of these services. In this study, we adopt and test a framework to identify and map the provision of cultural ecosystem services as perceived by tourists in an Alpine region, i.e. the region of South Tyrol in Italy. A photo-based questionnaire survey is combined with cartographical representations of landscape types to elicit hot and coldspot areas of cultural ecosystem service provision. We statistically test for influences of the land use type and the respondents' socio-demographic background on the tourists' perception of these services. The results show that different spatial patterns emerge for each of the investigated cultural ecosystem services depending on the distribution and extent of the landscape types to which they are related. In particular traditionally managed landscapes, small in extent and mainly scattered over large areas between 1000 and 2200 m a.s.l., are hotspot areas of aesthetic beauty, leisure activities and spirituality. In contrast, intensively managed landscapes, mainly located in the lowland plains of the study site, are considered to be more important for the provision of cultural heritage values. While the results suggest that land use type exerts the strongest influence upon tourists' perception, factors such as the respondents' perceived importance of the services, their gender, cultural background, environmental engagement and experience with the landscape play a significant but subordinate role. We conclude that the spatially explicit information about the provision of cultural ecosystem services can serve as a helpful basis for the design and further implementation of land use policies that acknowledge the high touristic value of traditionally used landscapes in mountain regions. 相似文献

Farmers are decision-makers in a complex system of cause and effect. They decide with respect to their own attitude and beliefs, according to their farm structure and they take into account programs and regulations of the overarching policy scheme. In this paper we used mail surveys with identical questions to establish a cross-national comparison of two case study areas. The questionnaire investigates farmer's perspectives on what influences their own decision-making as well as their perception of the socio-ecological environment to relate these findings to the respective policy schemes in the case study areas. The two case studies are located in Southern Illinois, United States and in central Switzerland. The analysis shows that full-time farmers of the Southern Illinois case study area rate constraining factors such as financial aspects higher than Southern Illinois part-time farmers and farmers from the central Switzerland case study area. Furthermore, it is apparent that Swiss case study-farmers rate aspects of their land use responsibility and the Illinois case study-farmers rate ecological aspects higher. The empirical findings can be qualitatively explained through analysis of agricultural policy schemes. 相似文献

The ecosystem services (ES) framework reveals ecosystems’ benefits to society and presents a fundamental natural resource management approach. In the last several decades, it has gained increasing attention from the research community, and it recently reached the political agenda. However, does the concept have the capacity to cause institutional change in environmental policy? To answer this question, we developed certain criteria for an “ideal” ES-driven policy. Based on these criteria, we analyzed the main water and biodiversity acts, current policy developments, and future trends within the US and the EU. Our analysis shows that most acts cannot be explicitly characterized as ES-driven policies, but parts of the concept are already included. The ES framework, increasingly a driver in several policy fields, can be assumed to be a major future influence for shaping existing environmental policies in the coming decades. We discussed the results based on its strengths for existing environmental policy conceptually, e.g., cross-sector cooperation and ES win-win and trade-off considerations, and its weaknesses operationally, such as measurability and governance changes. 相似文献

Excitement about the potential of 3D technologies to support production and management of complex building information has extended to the land administration sector. Structural characteristics of high-rise buildings are compounding complexity in the design and layout of private, public and communal ownership rights, restrictions and responsibilities, leaving a legacy of ongoing management issues for urban communities. Despite the premise of 3D innovations and significant technical progress, widespread adoption remains elusive. Attention is turning to understanding the social and cultural influences – the ‘invisible’ constraints, otherwise regarded as institutional aspects, to explain deeply embedded attitudes and behaviours that are posing resistant to current change strategies. An interpretive case study in the city of Melbourne provides context for exploring institutional issues within the land administration sector regarding high-rise developments. The plan of subdivision is used to trace institutional influences, conceptualising these as regulative, normative and cultural-cognitive elements. These elements constrain stakeholders to current 2D ways of behaving, limiting movement towards 3D innovation. The findings suggest clear institutional ‘gaps’ that deliberate strategies will need to address, but also highlight the importance of understanding the interdependency between all elements for strategic response. Finally, the findings indicate that a new focal actor that is in a position to generate the required intention for change has not emerged and therefore, an industry-wide strategic response is not apparent. 相似文献

Abstract The origins of the inter‐disciplinary field of “development studies” are traced to the 1960s. It is argued that Indian scholars have pursued their own distinctive lines of argument within it, but that they have also made significant contributions to the general field. The paper has a section outlining the history of “development studies”, tracing major strands of thought and the way in which Indian scholars related to them. River floodplains are significant environmental resources in that they provide multiple ecosystem services. However, river floodplains are/tend to be overdeveloped because indirect-use values linked with ecosystem services are overlooked by private landowners. In a case study of the Ouse catchment, it turns out that river floodplains tend to be overdeveloped in upstream areas because of a unidirectional spatial externality. We set a simple model that considers both direct- and indirect-use values to analyse the social optimisation. The essential point is that we must consider two types of environmental externalities related to the ecosystem services of river floodplains to make decisions on floodplain development. First, the development of river floodplains has opportunity costs in terms of lost ecosystem services. Second, the development of floodplains increases flood risks to people downstream (imposes a unidirectional spatial external costs). Theoretically, we can easily deal with the problem by zonal economic policies: zonal taxes or subsidies (price policies) and zonal marketable permits or transferable development rights (quantity policies). On the practical side, however, there are so many problems. Then, such approaches are too complex to use. First of all, we have to specify real complicated economic and physical systems which show non-linearity, irreversibility, site-specific relationships, and inter-dependency between systems and sites. Secondly such policies should be ‘zonal’, which might impose substantial transaction costs. In order to apply them to real situations, we have to determine the appropriate number of zones, their sizes and geographical shapes, and then set appropriate rates or amounts of permits in each zone. Furthermore, the determination of zones is difficult because of the trade-off between the internalisation of externalities and implementation costs of policies, which are also related to political frictions and market failure. 相似文献

Cycling promotion has without doubt been the most intensive policy seen in Seville in the 21 st century as far as the use of public land is concerned. In the current context, economic tools need to be applied to rigorously assess the efficiency and economic rationality of cycling infrastructure investments. This article provides a Cost-Benefit Analysis to estimate the economic and social returns on investments from the construction of a bicycle lane network in the city of Seville (Spain). This kind of studies tries to contribute to mitigating the degree of conflict associated with a land policy that breaks with the traditional status quo. The case study is especially relevant due to the successful public policy implemented in recent years to transform the Seville's urban mobility model into a sustainable system. Based on fieldwork with two survey campaigns conducted among the different cyclist profiles (private bicycle users and public bicycle sharing system users), we analyze two major effects: modal change and changes in journey time. Our robust findings, subjected to a sensitivity analysis, point to the remarkable economic benefits of the bicycle promotion policy in Seville, with significant savings in travel times, vehicle use and infrastructure maintenance, health, traffic accidents, and air pollution for both cyclists and society as a whole. 相似文献

Changing dietary preferences and population growth in South Asia have resulted in increasing demand for wheat and maize, along side high and sustained demand for rice. In the highly productive northwestern Indo-Gangetic Plains of South Asia, farmers utilize groundwater irrigation to assure that at least two of these crops are sequenced on the same field within the same year. Such double cropping has had a significant and positive influence on regional agricultural productivity. But in the risk-prone and food insecure lower Eastern Indo-Gangetic Plains (EIGP), cropping is less intensive. During the dryer winter months, arable land is frequently fallowed or devoted to lower yielding rainfed legumes. Seeing opportunity to boost cereals production, particularly for rice, donors and land use policy makers have consequently reprioritized agricultural development investments in this impoverished region. Tapping groundwater for irrigation and intensified double cropping, however, is unlikely to be economically viable or environmentally sound in the EIGP. Constraints include saline shallow water tables and the prohibitively high installation and energetic extraction costs from deeper freshwater aquifers. The network of largely underutilized rivers and natural canals in the EIGP could conversely be tapped to provide less energetically and economically costly surface water irrigation (SWI). This approach is now championed by the Government of Bangladesh, which has requested USD 500 million from donors to implement land and water use policies to facilitate SWI and double cropping. Precise geospatial assessment of where freshwater flows are most prominent, or where viable fallow or low production intensity cropland is most common, however remains lacking. In response, we used remotely sensed data to identify agricultural land, detect the temporal availability of freshwater in rivers and canals, and assess crop production intensity over a three-year study period in a 33,750 km2 case study area in southwestern Bangladesh. We combined these data with georeferenced and temporally explicitly soil and water salinity information, in addition to relative elevation classifications, in order to examine the extent of winter fallows and low productivity rainfed cropland that could be irrigated by small-scale surface water pumps. Applying observations of irrigated crop sowing dates and yields from 510 wheat, 550 maize, and 553 rice farmers, we also modeled crop intensification production scenarios within the case study area. We conservatively estimate that at least 20,800 and 103,000 ha of fallow and rainfed cropland, respectively, could be brought into intensified double cropping using SWI. Scenario analysis indicates that if 25%–75% of the fallow or low-intensity land were converted to irrigated maize, national aggregate production could increase by 10–14% or 29–42%, respectively. Conversion to wheat would conversely boost national production by 9–10% or 26–31%. Irrigated rice is however unlikely to contribute >3%. In aggregate, these actions could generate between USD 36–108 million of revenue annually among farmers. Intensification therefore has important land use policy and food and income security implications, helping to rationalizei SWI investments. Crop choice, water resource allocation, and water governance will however remain crucial considerations for irrigation planners. 相似文献

The aim of this paper is to consider the sources of finance used to support major capital expenditure in the UK Higher Education sector and to reflect on any differences between traditional corporate finance theory and practice in the UK university sector. Utilising both HESA data returns and published annual accounts, an in-depth analysis using a logit structure is carried out on data from the top 63 UK universities over the period 2014–2017, to establish the range of funding sources adopted for major capital projects, all set within the context of the UK macro environment and a period of low interest rates. The research also carries out a survey of funders to understand the decision criteria used by lenders active in the Higher Education sector and a survey of university finance directors to determine the use of the funds, the reasons behind past lending decisions and to ascertain likely future demand for finance to fund major capital projects. 相似文献

The current global wave of land acquisition – variously debated as land grabbing or investment in land – is promoted by the World Bank and the FAO as creating win–win-situations for local populations and investors alike. Common policy recommendations suggest expanding the production of export crops, by making use of marginal or unused land. Considerable potentials for such an expansion are assumed. Taking Tanzania as a case study, the evidence for such types of land is assessed by using a broad range of statistics. We will argue firstly, that the terms marginal and unused land serve as a manipulative terminology for the benefit of attempts to commercially valorize and commodify African landscapes, from biofuel to large-scale food production and tourism. However, they relate to different rationalities of domination. Unused land refers to a state-bureaucratic narrative, which excludes user groups deemed irrelevant for national development, while marginal land refers to a capitalist-economic narrative that excludes what is not profitable. Secondly, the terms are analyzed as categories central for state simplification of social relations attached to land. Modelling of these land use categories based on remote sensing is an attempt to compensate weak state capacities to enhance the legibility of the landscape by constructing it as a landscape of commercial value. 相似文献

South Korea has been lending a variety of official support to promote the urban agriculture (UA), especially after enacting Act on Development and Support of Urban Agriculture (Act of UA) in 2011. Under this policy, which aims at spreading the UA effectively in dense cities, in particular, the government categorizes spaces used for the UA into five types in accordance with their characteristics and has extended customized support. But it has never been explored if the Korean version of the UA has satisfied the participants and there exist any differences in the satisfaction level among participants of each spatial type.With a goal to explore the policy effectiveness, therefore, this research carried out interviews and surveys involving 808 citizens who have taken part in UA activities in 68 farmlands in South Korea's capital city of Seoul and then analyzed them with the ANOVA and the hierarchical regression analysis methods The results revealed statistically significant differences among the different UA types in terms of the respondents’ overall satisfaction, the current status of the UA operation, and policy measures that affect the satisfaction level as well as their effects. Overall, however, the participation of female citizens, the supply of physical facilities by public entities, and the increase in the time respondents were involved in UA and their cultivating areas turned out to positively affect their satisfaction level. 相似文献

Tropical deforestation has heightened the need for effective governance of protected areas aimed at conserving natural resources, biodiversity, and ecosystem services. The southern highlands of Ethiopia hold some of the largest expanses of contiguous tropical forest in Ethiopia. This area also is undergoing rapid land conversion. Multiple protected areas with different management strategies and objectives have been established, in part, to conserve forests and the ecosystem services they provide. We examined four types of protected areas; a national park, a state-run forest enterprise, two occupied privately leased hunting concessions, and two unoccupied hunting concessions, to evaluate their effectiveness at protecting forest cover. We used 1509 field plots with medium-resolution Landsat imagery from 1987 to 2015 to develop models of forest cover at approximately five-year time intervals. We found protected areas that were actively managed for timber production or hunting were more effective at conserving forest cover than the national park and the unoccupied hunting concessions. Over the study period, net forest cover change was −7.8% for the national park, 12.9% for the state-run forest enterprise, −0.2% and 13.3% for the occupied hunting concessions and −14.0% and −13.0% for the unoccupied hunting concessions. We also discuss how the change in forest cover relates to historic political events. In places like Ethiopia where the federal resources needed to conserve forests are limited, promoting a network that includes both federally and non-federally managed protected areas can result in more area and forests under protection. 相似文献

With the abolition of dairy quotas in 2015 major change in Europe’s dairy industry is anticipated at the level of individual farms, with consequences for how land is utilised and managed. Critical questions in this context are how farmers react to the myriad challenges coming forth from changed policy circumstances and, more specifically, the factors that influence their responses to these challenges at farm level. As part of a broader multi-disciplinary research project, this paper presents a narrative analysis of dairy farmers participating in Ireland’s New Entrants’ Scheme, an initiative that has facilitated the establishment of over two hundred new dairy farms. Salient with an increasing literature on Agriculture Knowledge and Innovation Systems (AKISs) within agriculture, the paper focuses specifically on the actors who influence the decisions of the New Entrants (NEs) at this critical juncture in the transformation of dairy policy. Led by Norman Long’s actor-oriented approach, we examine social interfaces involving NEs and different categories of actors. We found that interfaces conditioned by coercive behaviour on the part of actors had a narrow scope of influence on farmers’ decisions compared to interfaces characterised by relatively equal power relations. The latter interfaces had the capacity to be strongly influential on broad habitual production and management decisions. Interfaces involving family members, however, had ultimate influence on major strategic decision-making, including decisions to establish new enterprises. Overall, our analysis suggests that NEs are empowered decision-makers in their social interfaces with other AKIS actors and our biographical approach to the analysis indicates that quota deregulation itself has not led to radical changes in who influences NEs’ decision-making. 相似文献
