This paper argues that the secular decline in union voice in the UK cannot be fully explained without understanding the role of employers in choosing and modifying voice regimes. The paper presents a model of employee voice; the model assumes regimes are chosen by firms on the basis of positive net benefits, and that once adopted there are switching costs associated with changing regimes. The paper presents data from WERS, which is then analysed in terms of the model. We find a rise in voice regimes that do not include unions (i.e. the growth of so-called non-union voice) and a clear decline in voice regimes involving unions, particularly union-only voice. Ecological factors (i.e. new entrants and the demise of older workplaces) are primary in explaining the rise in non-union voice, whereas the shift to dual forms of voice (made up of union and non-union regimes side by side) was primarily the result of switches undertaken by union only workplaces as early as the 1950s.  相似文献

In an environment of what would appear to be a widening ‘representation gap’ developing in many organisations, there has been considerable discussion on the effectiveness of non–union employee representation (NER) structures as communication devices and mechanisms for employee involvement, or as a substitute for unions in the collective bargaining process. The underlying debate centres on whether NER forms make trade unions unnecessary, or whether NER forms have a role different from, but complementary to, that of unions at the workplace. The findings of this study suggest that a ‘substitute’ or union avoidance strategy as used at News International Newspapers could have limitations. The implications of not recognising these limitations could result in greater indirect union influence in workplace issues and greater employee dissatisfaction at the workplace.  相似文献

Recent years have witnessed increased research on the role of workplace partnership in promoting positive employment relations. However, there has been little quantitative analysis of the partnership experiences of employees. This article examines how the kinds of attributions employees make regarding indirect (union‐based) and direct (non‐union‐based) employee participation in workplace partnership might influence the process of mutual gains. It uses employee outcomes to reflect partnership gains for all stakeholders involved (i.e. employees, employers and trade unions). The article contributes to existing knowledge of workplace partnership by examining the potential role of the employment relations climate as an enabling mechanism for the process of mutual gains. The findings suggest mutual gains for all stakeholders are varied and mediated through the employment relations climate.  相似文献

This article investigates how the gender of workplace representatives has implications for three dimensions of union effectiveness: (i) responsiveness to members, (ii) opportunity to influence management and (iii) ability to bring about change. Utilising original analysis of the 2011 Workplace Employment Relations Study, we examine three core elements of workplace employment relations processes that cut across the three dimensions: (i) workplace representation processes and employer support for union activity; (ii) substantive areas of representative involvement and (iii) quality of relations between union representatives and management, and between union representatives and employees. Our analysis highlights significant gender differences embedded in all three processes. The conclusion considers the broader implications of these findings for the gender equality project of British trade unions, beyond the objective of merely seeking to increase the numbers of women representatives.  相似文献

It is apparent from existing research that little is known about the effectiveness of non‐union employee representation (NER) voice arrangements in Australian firms. This article examines both the non‐union Suncorp‐Metway Employee Council (SMEC) and union voice arrangements at an Australian financial services firm, Suncorp, and assesses their effectiveness in representing the needs of employees. This study is unique because it is one of the few examples of dual representation channels at a single firm. Overall the findings suggest that the effectiveness of union and NER arrangements is dependent on the union and NER voice channels being perceived by the workforce as both representative and able to act effectively or independently. However, while trade unions may provide greater voice than non‐union arrangements, the strength of voice is dependent on the legitimacy and effectiveness of trade unions in representing employees' interests at the workplace. The findings also suggest that the marginalisation strategy used by the union in excluding SMEC from its industrial campaigns, coupled with employees' perception of a lack of effective union voice, could impact negatively on the influence that unions may have on management decision‐making. This could also be perceived by employees as an inappropriate response by the union to management substitution strategies. As a consequence, any changes to industrial relations policy or trade union strategies regarding NER should be considered in the light of these findings.  相似文献

This paper examines the literature and research on unions relevant to the effective adoption of High Performance Work Practices. It demonstrates that unions that have a cooperative relationship with management can play an important role in overcoming barriers to the effective adoption of practices that have been linked to organizational competitiveness through the development and application of human capital. In particular, unions have the unique advantage of delivering independent voice that cannot be substituted by management. Not only can unions make a contribution to organization competitiveness but they can also ensure that employees benefit from High Performance Work Practice adoption and in doing so secure their own relevance. The contribution that unions can make is inhibited by management and union's reluctance to engage in an integrative relationship and an institutional context that does not value unions. Organizations that want to capture the value that unions can add must move away from a pluralist model of autocratic management, hostile unions and adversarial industrial relations, beyond a unitarist model that sees no role for unions, to a cooperative partnership with unions that shares the gains of implementing High Performance Work Practices.  相似文献

This article examines the role of trade unions in the health service at workplace level under the Labour government's modernisation agenda, and focuses on the shifting balance between forms of direct and indirect participation drawing on case studies of three acute hospital trusts. There has been a strong growth in forms of direct communication within the case study trusts and some increase in direct participation among professional groups. Despite this ‘dualism’ in employment relations, however, the target culture of the NHS has precluded the development of effective voice mechanisms. The policy implications for trade unions and the implications for the implementation of NHS pay modernisation are considered.  相似文献

This article tackles the question of how labour representatives cope with the implementation of ‘Industrie 4.0’ in German manufacturing plants. Digitalisation of manufacturing is going along with challenges for employment, work organisation and working conditions. The article analyses one of the main strategies German unions have developed, the project ‘Work 2020’, which was to raise works councils' awareness of the workplace impact of digitalisation, improve their knowledge of the changes, raise their capacity to respond and, finally, lead to the negotiation of workplace agreements on this issue with employers. The results of the analysis show that a strong interplay between unions and works councils and the activation of works councils by the unions have become indispensable preconditions for coping with the new challenges both of digitalisation and of the ongoing erosion of the German system of labour relations.  相似文献

This article focuses on the relationship between employment protection regulation (EPL), trade unions and tenure of employment. A main hypothesis is that EPL strictness tends to prolong tenure, because rigorous rules imply that remaining with the same employer gives more job security. The role of unions can be expected to be similar. These assumptions are related to issues regarding dualisation in the labour market. Data used are the European Working Conditions Survey 2010—including 23 countries and more than 18,500 employees—combined with national‐level data on EPL, unemployment, union density and collective bargaining coverage. The analyses reveal that EPL strictness and bargaining coverage are associated with longer tenure. The same goes for having an employee representative in the workplace. The institutional variables work through interactions with individual‐level variables. For example, the impact of age, which is strongly linked to tenure, increases with stricter EPL and higher bargaining coverage.  相似文献

This study examines the relationship between employee voice arrangements and employees' trust in management using data from the 2007 Australian Worker Representation and Participation Survey of 1,022 employees. Drawing on social exchange theory and employee relations literature, we test hypotheses concerning the relationships between direct and union voice arrangements, perceived managerial opposition to unions and employees' trust in management. Consistent with our predictions, after controlling for a range of personal, job and workplace characteristics, regression analyses indicated that direct voice arrangements were positively related to employees' trust in management. Union voice arrangements and perceived managerial opposition to unions were negatively related to trust in management. The article concludes by highlighting the study's implications for management practice and avenues for further research.  相似文献

A key component of the UK government's modernisation agenda has been encouragement of public–private partnerships to enhance public service delivery. In contrast to adversarial forms of contracting out associated with the degradation of employment conditions, public–private partnerships are intended to deliver mutual gains and empower the workforce. These degradation and empowerment interpretations concentrate on developments at the workplace. In this article, we develop a third interpretation of the consequences of the Private Finance Initiative (PFI), which links workplace practice to state regulation, highlighting the growing importance of state re-regulation and the contradictory effects on the workforce. Drawing on a case study of a large acute hospital PFI scheme, we highlight the degree of re-regulation of employment conditions that has been necessary to make PFI more palatable to the workforce and trade unions. These measures have fostered blended outcomes for the workforce.  相似文献

This article analyses workers’ attitudes to trade unions by comparing the survey responses of Unison members with public sector workers who have left or never joined a union. It examines whether differences between these groups can help to explain union‐joining behaviour and membership patterns. The findings demonstrate that there are few differences in attitudes between Unison members, ex‐unionists and never‐members on the issue of ‘union effectiveness’. However, ex‐unionists were more reluctant to re‐join unions than never‐members. The evidence concludes that if public service unions are to recruit new members, they need to adopt differentiated strategies and representatives have to target ex‐unionists and never‐members in the workplace.  相似文献

This article uses data from the 2004 wave of the Workplace Employment Relations Survey to investigate the relative effects of the wage, worker autonomy and voice on self-reported satisfaction with work. The article adds two innovations: it considers a disaggregated measure of job satisfaction that considers satisfaction with the work task itself, and it explicitly compares the relative explanatory power of the wage, voice and autonomy. It is found that voice and autonomy play a much larger role than the wage in explaining satisfaction with work. The results are consistent with the assertion that there is an important distinction between how individuals choose their place of work (decision utility) and what drives job satisfaction once they are employed (experience utility).  相似文献

The ways unions have responded so far to the emergence of precarious employment among young people in Greece are critically analysed in this article. The analysis considers that traditional forms of regulation and union representation are not effective in protecting young workers from the risk of vulnerability at work. It further makes the case for a radical strategic reorientation of the Greek trade unions placing greater emphasis on organising and attracting young precarious workers through more appropriate representation structures and engagement strategies at the workplace level.  相似文献

This article explores how government public service modernisation policies have impacted on management practices and employment conditions in voluntary sector welfare organisations and the problems unions have encountered in responding to such impacts in the context of public service modernisation. The study finds that employees encounter problems developing workplace union organisation and unions face problems developing a coherent strategy on support for the sector and for resisting public sector reform, which hinders trade union resistance. The implications of this may be important in strengthening managerial control over the public service labour process.  相似文献

Unions have responded to current membership decline and other organisational problems by restructuring via mergers, increasing union concentration within and across union confederations. A particular noted feature are amalgamations to form ‘super‐unions’. These conglomerate unions threaten to undermine the role played by confederations in respect of political voice, bargaining coordination, and service provision. Despite these mergers, union pluralism still prevails in many European countries with separate peak associations organised along employment/occupational status or political and religious lines. After comparing the recent merger waves and increased union concentration in western European countries, the consequences for union movements are discussed.  相似文献

Does more FDI make the world a riskier place for workers? We analyze whether an increase in multinational firms' activities is associated with an increase in firm-level employment volatility. We use a firm-level dataset for Germany which allows us to distinguish between purely domestic firms, exporters, domestic multinationals and foreign multinationals. Employment in multinationals could be more volatile than employment in domestic firms if multinationals were facing more volatile demand or if they react more to aggregate developments. We therefore decompose the labor demand of firms into their reaction and their exposure to aggregate developments. We find no above-average wage and output elasticities for multinational firms.  相似文献

This article examines the book, Australian Charter of Employment Rights. The book is an edited collection of work from a number of prominent employment relations’ academics and practitioners across Australia. By drawing upon both Australian and international employment rights the book allows for a critique of current and prospective legislation within Australia. This article highlights key parts of the book that should be of interest to both Australian and international readers. A great deal of the book’s content is based on international conventions concerned with equitable principles which the authors suggest should govern the workplace, for example: a workplace free of discrimination; dignity at work; fair minimum standards and effective dispute resolution. This author contends that the book should be considered by policymakers when drafting new Australian industrial relations policy. It is a welcome addition to scholarship in this field.  相似文献

Trade unions around the developed world face common challenges in terms of declining membership and influence, and ‘conventional’ union revival strategies have yielded limited success. A relatively recent innovation has been the embrace of ‘social movement unionism’ (SMU), which challenges traditional workplace conceptions of trade union roles via alliances with campaigning civil society organisations. This empirical study examines how SMU is conceived and applied in a small country context, focusing on the role of the New Zealand Council of Trade Unions. The findings suggest that SMU can appeal to trade union associations in smaller national (or regional) settings owing to a combination of institutional and size effects which concentrate networks. This has implications for unions and union federations interested in advancing both workplace and wider social justice concerns.  相似文献

Drawing on key findings from the 2004 Workplace Employment Relations Survey (WERS 2004), this article examines developments in the incidence, scope and substance of equal opportunities policy provision and practice in Britain. The discussion then considers the extent to which workplaces might be adopting diversity management practices, the potential for further research on equality and diversity using WERS 2004, and the issues that might be considered in future workplace employment relations surveys.  相似文献
