从上地资源总价值理论,阐述农用地转用价格的内涵,认为农用土地转用价格应是在一定的社会经济条件下,农用土地转为建设用地时,对农地资源的使用价值和非使用价值都进行补偿的农用土地价格。根据广西柳州市农用土地定级估价更新研究成果,探讨了农用土地转用价格的评估方法,通过农用土地基准地价评估来确定农用土地直接使用价值的价格,又通过将农用土地的存在对农民所具有的社会保障价值和为社会提供粮食安全作用而产生的社会稳定功能所具有的价值的量化,估计农用土地非使用价值的价格。 相似文献

In this paper, we estimate the effect of tree canopy cover on sales price of urban residential properties in Perth, Western Australia. Using a data set of 5606 single family homes sold in 2009 and a spatial hedonic model with three spatial effects – spatial‐temporal lag on dependent variable, spatial error, and spatially lagged independent variables – we estimated the location‐specific effect of tree canopy cover. Tree canopy cover increases the property value when located on adjacent public space, but decreases the value when it is on own property and on the adjacent property within 20 m of property boundary. The results are suggestive that council urban tree planting programs provide significant private benefits to homeowners. 相似文献

Previous time series evidence has indicated that farmland pricesand cash rents are not cointegrated, a finding at odds withthe present value model of farmland prices. We argue that thisfailure to find cointegration may be due to low power of testsand to the presence of structural change representing a shiftingrisk premium on farmland investments. To accommodate this possibility,we use panel unit root and cointegration methods that are morepowerful than conventional time series methods and allow forbreaks in the cointegration relationship. Our results, basedon a large panel covering 31 US states between 1960 and 2000,suggest that the present value model of farmland prices cannotbe rejected. 相似文献

This paper provides empirical and conceptual insights in analysing the factors that determine the prices of farmland within Protected Natural Areas that are close to densely populated urban areas, the changes in land use experiences as well as the additional control policies needed to curb this unsustainable trend.The Urdaibai Biosphere Reserve nearby the metropolitan area of Bilbao (Basque Country, Spain) is the case study considered and its bordering non-protected rural area is used as a reference for comparison. A spatial hedonic farmland price model is estimated and the willingness of land purchasers to pay for different farmland characteristics quantified both inside and outside the Urdaibai Biosphere Reserve. The main results are that: (1) residential development is taking place in all categories of farmland, (2) aside from neighbouring prices, farmland prices depend on different factors depending on whether the marketed plots stand inside or outside the Protected Natural Area, (3) the “reserve effect” on land prices is less powerful than the “proximity to the metropolitan area (and motorway) effect” observed from villages of the non-protected area located in the 3rd crown of Bilbao, (4) the reasons for farmers non-compliance with policy regulations is the necessary knowledge base for the farmland conservation policy design and (5) in the light of the results, three development-control policy instruments such as Payments for Ecosystem Services, Tradable Planning Permits and development-taxes are discussed considering the factors that could improve compliance. 相似文献

研究目的:确定适用于社会主义市场经济条件下的农地征收价格构成及土地增值空间。研究方法:文献资料法和数理统计方法。研究结果:(1)以被征地方为研究对象,从产权和消费者行为理论角度,确定农地征收价格构成。(2)以政府为对象,进行农地转为建设用地的成本收益分析,确定土地增值空间。研究结论:(1)社会主义市场经济条件下,以农地为对象,不考虑“经济人”特点确定的农地征收价格是不完整的;(2)农地社会保障价格是农地征收价格的组成部分,其实质不是土地增值;(3)根据产权理论,政府正在逐渐还原农地征收价格。 相似文献

通过考虑空间溢出性,构建固定效应空间滞后模型,并利用2009—2014年省级面板数据研究农地征收、农地流转对农民人均收入的影响。研究发现:农地征收面积每提高1%,农民人均收入将会降低0.039%,表明农地征收会降低农民人均收入;农地流转面积每提高1%,农民人均收入将会提高0.011%,表明农地流转有利于农民收入的提高。因此农地在征收过程中,应提高土地补偿费及农民就业能力,保障农民利益不受损,同时积极稳妥推进农地有序流转,形成规模经营。 相似文献

研究目的:对陕西省1990—2008年期间耕地利用效率变化状况及其外部影响因素进行实证分析。研究方法:采用DEA-Tobit两步法,运用BCC模型对陕西省耕地利用效率进行评价,通过Tobit模型分析其影响因素。研究结果:(1)各地区间的耕地利用效率存在很大差异,咸阳、延安、汉中、安康4市和杨凌示范区耕地利用效率常年处于有效或高效状态。(2)耕地利用效率的变化主要是由纯技术效率的变化引起的。(3)单位耕地面积农业机械总动力、有效灌溉率、受灾面积占农作物播种面积比重、人均国内生产总值和政策虚拟变量等因素对陕西省耕地利用效率影响显著。研究结论:1990—2008年陕西省耕地利用效率具有较大的波动性,省内各地区间存在较大差异,耕地利用效率同时受多种因素共同影响。 相似文献

利用2015年3月份武汉市主城区660个住宅小区的平均房价数据,通过反距离权重插值,空间自相关分析与构建地理加权回归模型,揭示武汉市主城区内房价的空间分异规律及影响因素的影响程度。实验结果表明:(1)武汉市主城区的房价呈现出多中心分布的格局,以沿江大道和和平大道的带状区域为峰值中心向周围逐步衰减,其中在带状区域内形成了三个峰值中心,在其他区域形成了三个峰值次中心。(2)武汉市主城区的房价在空间分布上是显著集聚的,其中汉口片区的房价分布表现为高高聚集的特点,汉阳片区的房价分布表现为低低聚集的特点,武昌片区的房价分布两种特点都有。形成上述空间分布是城市规划、地理区位、环境景观与房屋属性综合作用的结果。(3)物业费、绿化率、户均停车位、建成年份、银行数量、超市数量、地铁站距离、三甲医院距离和江景距离这九个变量是武汉市主城区内房价差异的重要影响因素。其中影响程度最大的因素为物业费,影响程度最小的为银行数量和超市数量。 相似文献

Recent ready access to free software and toolbox applications is directly impacting spatial econometric modelling when working with geolocated data. Spatial econometric models are valuable tools for taking into account the possible latent structure of the price determination process and ensuring that the coefficients estimated are unbiased and efficient. However, mechanical applications can potentially bias estimated coefficients if spatial data is pooled over time because the applications consider the spatial dimension alone. Spatial models neglect the fact that data (e.g. real estate) may consist of a collection of spatial data pooled over time, and that time relations generate a unidirectional effect as opposed to the multidirectional effect associated with spatial relations. Through an empirical case study, this paper addresses the possible bias in spatial autoregressive estimated parameters when data consist of spatial layers pooled over time. An empirical study is made using apartment sales in Paris between 1990 and 2001. Estimation results and out-of-sample predictions confirm, at least for this case, the hypothesis that ignoring the time dimension and applying spatial econometric tools generate divergence among the estimated autoregressive coefficients, which can potentially engender other serious problems. 相似文献

目的 为准确把握市域尺度下西北地区城乡收入差距的时空演变特征,促进该区域城乡融合发展。方法 文章基于2010—2018年51个市域单元城乡居民收入比数据,综合运用核密度估计、探索性空间数据分析和空间回归模型等方法研究了西北地区城乡收入差距的时空分异及影响因素。结果 (1)西北地区城乡居民收入比由3.189下降至2.736,下降幅度为14.21%;(2)空间分布格局上形成了东西方向的“U型”特征和南北方向由北及南平滑上升的特征;(3)全局莫兰指数在波动中由0.322上升至0.358,上升幅度为11.18%;(4)空间滞后模型表明城镇化对城乡收入差距有正向影响,产业结构高级化、农业现代化和金融效率对城乡收入差距有负向影响,而经济发展虽然能够缩小城乡收入差距,但两者在计量结果上显示“U型”关系。结论 西北地区城乡收入差距在小幅波动中表现出缩小的趋势,且市域之间的差异呈现出收敛的态势;西北地区城乡收入差距在空间分布上表现出较为显著的正自相关性,且在局部地区有板块集聚特征;空间因素是西北地区缩小城乡收入差距不可忽视的重要因素。 相似文献

Much publicity has been given to the problem of high levels of environmental contaminants, most notably high blood lead concentration levels among children in the city of Mount Isa because of mining and smelting activities. The health impacts from mining‐related pollutants are now well documented. This includes published research being discussed in an editorial of the Medical Journal of Australia (see Munksgaard et al. 2010 ). On the other hand, negative impacts on property prices, although mentioned, have not been examined to date. This study rectifies this research gap. This study uses a hedonic property price approach to examine the impact of mining‐ and smelting‐related pollution on nearby property prices. The hypothesis is that those properties closer to the lead and copper smelters have lower property (house) prices than those farther away. The results of the study show that the marginal willingness to pay to be farther from the pollution source is AUS $13 947 per kilometre within the 4 km radius selected. The study has several policy implications, which are discussed briefly. We used ordinary least squares, geographically weighted regression, spatial error and spatial autoregressive or spatial lag models for this analysis. 相似文献

土地利用效率偏低是我国开发区建设中亟需关注和解决的重要问题,运用数据包括分析(DEA)方法和Tobit模型对江苏省开发区的土地利用效率进行测算,并考察了政策因素、区域因素和内部因素对土地利用效率的影响,弥补了当前开发区土地利用效率研究的不足。研究结果表明:(1)江苏省开发区土地利用综合效率平均水平不高,纯技术效率不高是造成土地利用效率不高的主要原因;(2)开发区所在地区的经济发展水平,开发区的区位、级别、类型等区域和政策因素对开发区土地利用效率有较显著影响;(3)基础设施完善程度、获得专利数、主导产业产值占比等内部因素都能显著影响开发区土地利用效率;(4)严格控制用地规模、积极处置低效闲置土地有利于提高土地利用效率。 相似文献

[目的]柑橘产区价格处于价格链前端,既对果农收入产生直接影响又直接作用于销区价格,对柑橘全产业链发展具有深远影响。探究主产区柑橘价格的空间关联效应,对明晰柑橘价格的空间传递机制,降低柑橘价格异常波动风险和保障果农收入具有重要的现实意义。[方法]文章采用1999—2018年主产区柑橘价格数据,基于向量自回归模型对主产区柑橘价格的空间关联关系进行了分析,运用社会网络分析法刻画、解构了我国主产区柑橘价格空间关联网络。[结果](1)格兰杰因果检验结果表明我国6个柑橘主产区存在14条价格空间关联关系,具有显著的空间关联效应。(2)主产区柑橘价格空间关联网络密度为0.433 3,关联度为1,等级度为0.692 3,效率为0.7,网络具有良好的稳定性和互惠性。(3)主产区柑橘价格存在明显的空间传递,各主产区的传导地位和作用不同。湖北与其他主产省份关联最多,在网络中扮演着“中心行动者”的角色;湖南、江西和广东在网络中扮演着“边缘行动者”的角色,对网络边缘地区柑橘价格存在较大影响;湖北、重庆、广东在网络中扮演了“中介行动者”的角色,在价格信息传递过程中起到“桥梁”作用。[结论]各主产区地方政府应针对自身... 相似文献

Traditional benchmarking implicitly assumes that decision making units operate in isolation from their peers. For arable production systems in particular, this assumption is unlikely to hold in reality. This paper quantifies spatial spillovers on input‐specific inefficiency using data envelopment analysis and a second‐stage bootstrap truncated regression model. The bootstrap algorithm is extended to allow for the estimation of the parameter of the spatial weight matrix, which captures the proximity between producers. The empirical application concerns Dutch arable farms for which latitudes and longitudes are available. The average inefficiency across years was 3.87% for productive inputs and 2.98% for damage abatement inputs under variable returns to scale. For productive inputs technical inefficiency, statistically significant spillover effects from neighbours’ age and their degree of specialisation depended on the type of the spatial weight matrix used (inverse distance or k‐nearest neighbours). Statistically significant spillover effects of subsidy payments were adverse while statistically significant spillover effects from insurance payments were beneficial. For damage abatement inputs technical inefficiency, statistically significant adverse effects were found for neighbours’ age and subsidy payments and beneficial effects from neighbours’ insurance payments and their degree of specialisation. 相似文献

该文基于中部地区各省份1990~2011年的相关数据,将农村人力资本开发指标与C-D生产函数相结合,运用计量软件就中部省份农村人力资本开发诸因素对农业经济发展的影响及其省际差异进行实证分析。结果表明:中部地区农村人力资本开发对农业经济发展的影响显著,且农村劳动力投入对农业经济增长的影响最为显著,其后依次为农村教育以及健康人力资本开发;就中部地区省际差异而言,农村教育人力资本、健康人力资本、农村劳动力等方面的变差系数影响农业经济增长变差系数的弹性分别由大到小排列。因此,对于中部地区农业经济的长远发展,在稳固农村物质资本投入的基础上,亟需促进中部地区农村人力资本的深度开发,特别是教育人力资本开发,为现代农业发展供给高素质的新型劳动者。 相似文献
