We examine the impact of information technology (IT) on productivity in the public sector econometrically, using data from the BLS Federal Productivity Measurement Program and from Computer Intelligence Infocorp, and by interviewing some government officials. We estimate a production function for government services that includes IT capital as an input, and find a strong positive relationship across federal agencies between productivity growth and computer-intensity growth during the period 1987–92, controlling for growth in compensation and other outlays per employee, and in the number of employees. Our estimates are consistent with the hypothesis that there are 'excess returns' to IT capital.  相似文献

Police pay and conditions in the UK are governed by a unique mechanism, the Police Negotiating Board. This paper reviews the circumstances in which it was set up and examines the outcomes, relative to other public service workers, over the first twenty years of its operation. Recent developments highlight the role of ministerial intervention and raise questions about the relationship between the PNB negotiating system and working practice at police force level.  相似文献

Theory suggests R&D intensity and acquisition activity may be either directly or inversely related. However, we know relatively little about which firms are responsible for acquisition activity in high-technology industries, which are not only R&D-intensive, but also have substantial acquisition activity in the United States. Using a panel of 217 US electronic and electrical equipment firms from 1985–93 and limited dependent variable estimation techniques, we find a substantial negative correlation between R&D-intensity and a firm's propensity to acquire. This result is surprisingly robust to numerous sensitivity tests and is significant in both the 'within' and 'between' dimensions of our data.  相似文献

We present empirical evidence for a cross section of twenty OECD countries (1984–2004) that a relatively regulated and coordinated ("rigid") industrial relations system promotes long-run labor productivity growth. This conclusion is reinforced when we differentiate between (three) categories of OECD industrial relations systems and test for differences in productivity performance.  相似文献

Judging by historical and crossnational experience, privatization of British Telecom promises to increase the rate of expansion of telecommunications usage, but also to redistribute services and charges. Public dissatisfaction with these reallocations could recreate the political discord that stunted the early growth of the British telecommunications manufacturing sector, unless the new technology and regulatory institutions substantially alter the economic environment. The preservation of the apprenticeship system in the Australian construction industry contrasts with its decline in Britain over the last three decades. This decline is conventionally ascribed to changes in industrial structure, specifically a decline in the role of the public sector, intensification of subcontracting and growth of self‐employment. Given that the Australian construction industry has undergone similar structural changes to those in the United Kingdom, this difference in outcome requires explanation. This article suggests that the contrasting outcomes are the result of institutional differences in the organization of the training system, employers and labour between the two countries. These institutional differences are, however, diminishing as arrangements for training and industrial relations in Australia are increasingly fashioned in the likeness of the United Kingdom.  相似文献

The trade unions in the steel industry have faced two waves of restructuring, the first centring on closures, capacity reductions and mass redundancies, the second involving fundamental changes to patterns of work organization, labour utilization and industrial relations. Overall, the trade unions involved have failed to develop an adequate response to management-led change, relying instead on traditional methods and lines of interest representation. The challenges embodied in such developments as teamworking and craft restructuring are considered, together with union responses and the structural and ideological constraints on those responses. Contrasts are drawn with more successful union involvement in comparable changes in the German steel industry. In the conclusion, the authors review the dilemmas facing the UK unions in the steel industry and the main areas for a new agenda.  相似文献

This article examines Jarley's contention that trade union revitalization is conditional upon the generation of social capital through the systematic creation of networks. It draws on a qualitative study of freelance workers in the UK audio‐visual industry to consider two propositions. The first, that ‘social capital within networks is forged on “bonds” that are conducive to trade union identity’ was not sustained by the data, which instead suggested that social capital is more likely to be generated by networks outside trade union structures. However, the data did support the second proposition that ‘trade unions can harness social capital in order to achieve concrete industrial relations outcomes’ by linking networks to reservoirs of expertise and influence.  相似文献

This paper reports that unionized firms experienced lower average wage growth than their non-union counterparts between 1984 and 1988. We attempt to evaluate the relative importance of two possible explanatory factors, the union-related legislation of the 1980s, and increases in product market competition. While recognizing that these factors are intertwined, the results suggest the latter is of primary importance.  相似文献

The pattern of adoption of high‐performance work practices has been explained in terms of strategic contingency and in terms of union presence. We compare the post‐deregulation/privatization changes in work practice at AT&T, Bell Atlantic and British Telecom. On the basis of these cases, we argue that the choice of new work practices should be understood as a consequence not only of the company's resources or changes in its environment, nor of a simple union presence, but also as a consequence of the practices' effects on union power, the nature of the union's engagement, and the union's strategic choices.  相似文献

Using a sample of approximately 11000 West German firms from all major sectors of the economy, we test predictions on the relationship between legal form, firm survival and employment growth. In our tests, we distinguish between voluntary liquidation without losses to creditors and bankruptcy, that is forced liquidation. We demonstrate that in all sectors firms under limited liability have higher growth and higher insolvency rates than comparable firms under full liability. Firms whose owners are approaching retirement age are characterised by relatively high hazards of voluntary liquidation, while the propensity to declare insolvency is not affected by the owner's age.  相似文献

This article explores how innovative firms attempt to acquire the skilled technicians needed to deploy new technologies. Interviews with 40 employers from the UK life sciences sector reveal that shortages of technicians, an awareness of the importance of practical skills best acquired through work-based learning, and increasing dissatisfaction with the use of graduates, are encouraging employers to turn towards apprenticeship training. However, the rules governing the funding of various kinds of education and training discourage providers from offering the kinds of apprenticeships increasingly sought by employers, giving rise to a ‘system failure’ that manifests itself in shortages of technicians and the use of over-qualified graduates in technician roles.  相似文献

The stochastic patterns of firm growth are examined with the use of a data set of 4,975 firms surviving in the Greek services sector over the 1995–2001 period. The analysis first takes into account the intensity of information and communication technologies (ICT) in the services industries and then, through a system dynamic panel data technique, investigates how initial size and past growth influence firm growth. The classification of industries as three ICT-related groups provides interesting results at both the aggregated group level and the disaggregated industrial level. In general, Gibrat’s Law is accepted for firms in ICT intensive industries, while it is rejected in non-ICT industries.  相似文献

This paper examines the policies towards unions and collective representation in US multinationals in the UK. It uses detailed case‐study data to argue that the dominant ‘ideological norms’ of anti‐unionism in the US business system shape, but do not determine, the behaviour of US multinational subsidiaries in the UK. Within the structural constraints determined by such factors as sector, subsidiary policy and behaviour towards unions are the outcome of the complex interaction of the contrasting ‘macro‐institutional’ forces of home and host business systems, and how these are filtered through the perceptions and interests of actors at different levels of the multinational. The resulting ‘micro‐politics’ generates a complex and evolving pattern of union relations and non‐unionism in US subsidiaries.  相似文献
