谈如何构建和谐物业管理环境——由国家宪法日的设立所产生的思考

<正>通过优化物业小区的法治环境,明确各方主体的权、责、利是构建和谐物业管理环境的基础。党的十八届四中全会通过了《中共中央关于全面推进依法治国若干重大问题的决定》并提出,将每年12月4日定为国家宪法日。在首个国家宪法日,笔者所产生的思考就是:如何将法治思维与平常的物业管理工作相结合,使物业服务企业的服务质量有保障、业主的生活品质有提高,二者的关系能真正做到如鱼水之情,从而构建和谐的物业管理新环境。

浅谈如何开展矿山地质灾害成因分析论证工作

贵州矿产资源丰富,开采历史悠久,近年来日益强烈的矿山开采活动使得矿区地质环境不断地改变和恶化。采矿过程中引发的地面塌陷、地裂缝、滑坡、崩塌等地质灾害已严重威胁影响区内人民群众的生命财产安全,并带来重大经济损失,由此导致矿群矛盾日趋加剧。地质灾害成因分析论证报告作为政府部门处理地质灾害纠纷的科学依据,能否客观、公正、科学地开展此项论证工作至关重要。文章以地下矿井为例,就如何开展矿山地质灾害成因分析论证工作进行简要阐述,以供同行工作者参考。     

浅析中小企业如何运用信息化策略应对金融危机

当前,金融风暴愈演愈烈,虚拟经济危机对实体经济的冲击日渐严重,许多企业大遭其难。中小企业人力资源有限、资本积累少、技术力量薄弱,应对危机的能力相对欠缺,因此面临着更大的生存压力。对于中小企业而言,通过信息化提升企业的管理效率和创新能力,绝对是应对危机的良策之一。文章阐述了金融危机对中小企业的影响,分析了当前中小企业信息化的机遇与困难,并就中小企业如何运用信息化策略应对金融危机进行了探讨。     

Environment versus industry: A case study of how the pulp and paper industry is responding to changing attitudes to the environment

‘Environment Friendly’ has become one of the most popular catchphrases of the 1990s and its implications are causing problems for many industries (The Economist, 1991a). The problems and response strategies vary from industry to industry and probably from country to country. In this study attention is focused on the pulp and paper sector in Europe. Pulp and paper is selected because for a long time it has been regarded as one of the most damaging industrial activities (Zavatta, 1988). The increasingly popular desire for a greener environment has exposed three particular problem areas for the pulp and paper industry: the production process; its supply of raw materials; and marketing strategy (Brown, 1991). Technology and consumer demand are the important variables that are dictating how fast, and to what extent the pulp and paper industry can respond and become more environment friendly. Pressures on the pulp and paper industry to improve its environmental performance are shown to emanate from three distinct groups. These environmental pressures have encouraged and are encouraging the industry to adopt new technology to improve both its production processes and the quality of its product. Environmental pressures also, have encouraged the industry, (armed with improved technology), to search for new sources of raw materials. Two of the most important developments have been the more widespread substitution of hardwoods for traditional coniferous softwoods, and the increasing trend towards the recycling of waste paper; wastepaper is now recycled more than any other commodity. Recycling of waste paper has further promoted new layers of industrial activity in the form of collection agencies, international trade and deinking installations. The combined result of all these developments is shown to influence the spatial and structural dynamics of the pulp and paper-industry in Europe.     

Organizational environment and business strategy: Parallel versus conflicting influences on human resource strategy in the pharmaceutical industry

While much attention in recent years has been focused on the issue of human resource strategy, little research has been conducted on the degree to which the various forces helping to shape human resource strategy exert parallel or conflicting influences. In this article, business environment and strategy influences on corporate human resource strategies in the pharmaceutical industry are examined. In particular, data derived from corporate annual reports are used to generate a grounded theory of where, when, and why environmental influences on human resource strategy may be more or less consistent with business strategy influences across a number of human resource strategy dimensions.     

Foundations for a new tomorrow: how to bridge the gap in work force literacy

U.S. companies face substantial challenges from abroad, and to meet these challenges they need workers who have the ability to learn on their own. Unfortunately, many workers lack the basic skills they must possess in order to respond to current and future changes. This article describes a new perspective on literacy in the workplace and presents a strategic approach to improving literacy. The approach includes determining what skills are truly needed, evaluating the current skill level of the work force, and tailoring education to meet the specific needs of particular groups of workers.

The gradual transition to a team-based environment: the success story of a medium-sized manufacturing facility

This article will review the case in which a medium-sized manufacturing facility in upstate New York underwent the transition to a team-based environment. As with any change, this transition involved a decision process, a design process, and an implementation process. The transition took place gradually over a period of several years, allowing each stage to be studied in some detail. The degree to which these approaches are applicable to an organization will depend in part on how similar that organization is to the study facility; therefore, this article will begin with a background discussion of the nature of that facility.

The IMF crisis and how to solve it

The IMF is approaching its 70th birthday and the Greek programme has been a candidate for one of the most credibility‐sapping in its history. Here I trace the IMF's role in programme from its stormy launch; its misfiring implementation; the Fund's half‐hearted apology; and its early (and ongoing) attempts to draw lessons and revise its sovereign debt restructuring framework, which appear destined to deliver insufficient meaningful change. A transparency revolution is both necessary and feasible. It worked for central banks in the 1990s. Why not the Fund?     

Human resource strategy: a process for managing the contribution of HRM to organizational performance

This paper describes human resource strategy as a management process, as part of emergent strategy formation. A framework is proposed to describe the different levels of analysis, societal, organisational and individual, which managers seek to integrate so that the meanings organisation members bring to their work are managed. The consequences of taking this approach as opposed to the rational view of HR strategy are outlined and the benefits of a processual, interpretationist perspective to the study of strategy for example by studying symbols and the processes of meaning construction are discussed.     

Developing people: a strategy for competitive advantage

This article will provide vital insights, acquired in a recent study with eight manufacturing companies, to guide the development of a human resource development strategy. This study was a pilot for a larger study, planned for the fall of 1995 with 50 manufacturing companies randomly chosen from the Directory of Massachusetts High Technology Companies.     

Why and how to use vector autoregressive models for quality control: the guideline and procedures

While quality control on multivariate and serially correlated processes has attracted research attentions, a number of very detailed problems need to be overcome in order to construct practical control charts. We suggest guidelines for construction of control charts based on vector autoregressive (VAR) residuals. We discuss why VAR model is reasonable for real processes in nature, the use of VAR models to approximate multivariate serially correlated processes, residual estimation, selecting the number of variables, and selecting appropriate orders, among other issues. In addition, we illustrate an example employing VAR techniques to approximate a multivariate process previously examined and construct a control chart to monitor residuals. Last, we illustrate the potential development and use of the VAR residual chart to assist quality control and improvement.
