探索陆运口岸进口矿产品检验监管新模式

满洲里口岸是中国最大的陆路口岸,也是中国对俄贸易和货物运输的最大通道.随着经济全球化进程的不断加快和内需的不断增长,经由陆运口岸进口的俄、蒙资源呈逐年增长的态势,尤其是满洲里口岸矿产品的进口量连续7年大幅增长,今年预计将达到年运输800多万吨,平均日处理近400车次.面对迅猛的发展形势,满洲里检验检疫局主动服务国家战略和经济发展大局,促进中俄经贸发展,加速大宗资源性商品的快速通关,经过实地调研与论证,以及贯彻落实国家质检总局相关文件精神,结合风险分析和企业分类管理,创新进口矿产品检验监管模式.     

全面应用电子监管系统提高科学监管水平

福建检验检疫局围绕国家质检总局"十二字方针",紧扣"单项争第一、综合创一流,努力打造口岸业务强局和服务海西示范局"的总目标,在系统率先试行电子监管系统,实现了"五项首创",使福建省成为全国第一个实现电子监管"两个100％"的行政省份,并建立了以集中审单系统、电子监管系统、电子闸口系统为主线的福建电子检验检疫平台.

北京检验检疫局局长齐京安：改革创新争创一流北京检验检疫局地处首都,在系统内的地位与影响相对特殊,同时又是以空港口岸为特色.今年,该局立足现实,坚持“特色”与“持续”并重,勇于改革,务实创新,服务发展,改进作风,充分发挥国检职能作用,以实现“打造精品、争创一流”为目标.在检验监管模式改革中,该局将转变思路,把进口检验监管模式改革作为重点,着力提高进口不合格品的检出率;继续推进北京地区汽车整车进口口岸建设;深化出口汽车产品质量安全示范区建设.     

九洲口岸进境集装箱空箱检验检疫电子监管的探讨

通过分析研究珠海九洲口岸进境集装箱现场检验检疫情况,提出以开发和利用九洲口岸集装箱检验检疫EDI平台系统为主要手段,对进境集装箱空箱实施检验检疫电子监管,改变现时以人工为主的现场监管模式,从而消除检验检疫人员在现场检验检疫中的安全隐患,提高通关速度.     

进口机电产品货证不符案例浅析

进口机电产品是国家关注的高风险敏感进口商品。为防止不符合安全、环保、卫生、健康要求的机电产品和存在欺诈行为的产品进入我国,国家制定了严格的法律法规规范对进口机电产品进行管理,确立了对旧进口机电产品备案、装运前预检验、到货检验和监督管理四个环节的法定检验监管模式。作为口岸部门，则必须严把进口机电产品入境查验的第一道防线，建立对进口机电产品的口岸部门有效的监管模式。     

建立中国口岸集装箱检验检疫电子监管系统框架的研究

提出并建立的口岸集装箱检验检疫电子监管信息系统,是外挂于CIQ2000相对独立的信息系统,适用于检验检疫机构对港口或集装箱场站第一工作现场的进出境集装箱全面动态监管.它以网络技术为依托,与海关、港务、船代、集装箱堆场等有关部门联网,实现数据信息交换和共享;利用舱单和场站作业的瞬时信息,实施"港检联动",在货主提箱前,检验检疫机构在港方作业的恰当环节及时对集装箱实施必要的检疫和卫生除害处理,减少口岸移箱次数和检疫工作待时,大大提高通关速度;通过该系统可以对口岸所有进出境集装箱实行电子监控,在高效运作的过程中有效监管、严格把关.     

全面提升进口矿产品检验监管运作效能

福建罗源鲁能码头、连江可门储运码头、长乐松下码头不仅承担着福州辖区所属福建亿鑫钢铁公司等4家钢铁企业和闽北三明钢铁集团公司进口矿产品的接卸、储运工作，而且还将港口腹地辐射至江西省，承担着江西南昌长力钢铁公司等3家钢铁企业“水水转运”进口矿产品业务。为了保障大宗资源性商品顺利进口，福州检验检疫局狠抓管理、强化措施、严格把关，全力服务“海西”建设，加强和规范进口矿产品检验监管工作，
