The impact of food safety standards on processed food exports from developing countries 总被引:2,自引:0,他引:2
This paper examines the impact of food safety standards on processed food exports in developing countries. A panel data econometric analysis of processed food exports in developing countries was undertaken. The Sanitary and Phytosanitary Standard (SPS) is incorporated into the model to capture the impact of food safety standards. The empirical model shows that food safety standards imposed by developed countries could impede processed food exports from developing countries. This could emerge because practically, SPS is less transparent than tariffs or quotas. There is an ample room for developed countries to tweak the standards stronger than necessary to achieve optimal levels of social protection, and to twist the related testing and certification procedures to make their competing imports more competitive. In addition, limited supply-side capacity of developing countries, especially in terms of resources, manpower as well as institution, constrains the countries to overcome food safety standards. Because of the potential benefits that could emerge from imposing food safety standards such as a reduction in transaction costs and trade friction, developing countries should view SPS not just as a trade barrier but also as an opportunity to upgrade quality standard and market sophistication. Supply-side capacity in developing countries needed to be improved, especially upgrading agriculture sector. Multilateral efforts are also needed to mobilize additional financial and technical assistance to help redress constraints in developing countries in meeting the required food safety standards imposed by developed countries. 相似文献

The controversy over genetically engineered (GE) food during the southern Africa drought in 2002/03 raised questions concerning the safety of GE foods and the basis for the safety assurances issued by national and international agencies. In the case of foods grown in the US, these assurances must be interpreted in relation to the Food and Drug Administration’s (FDA) 1992 policy, which remains in effect today. This paper provides a detailed examination of the roles of scientific, legal and political considerations in the development of that policy.This paper reveals that the FDA responded to political pressure for a permissive regulatory approach by exploiting gaps in scientific knowledge, creatively interpreting existing food law and limiting public involvement in the policy’s development. Common statements by the government and other proponents concerning sound science, rigorous testing, no evidence of harm and “as safe as conventional foods” are found to be misleading unless the scientific, legal and political basis for the US policy is taken into account.While this paper finds that the evidence for the safety of GE foods has been exaggerated by government agencies and other parties, nothing in this paper suggests that GE foods currently on the market are harmful to human health. To the contrary, the situation is one of great uncertainty. Repeated recommendations that this issue be the topic of a major public research effort have yet to be acted upon. 相似文献

Increasing numbers of non-governmental organizations (NGOs) declare a move from a needs- to a human rights-based approach (HRBA) in addressing food and nutrition security. Little work, however, has been done to reveal how HRBA to food is realized at a country level. Using a mixed methods approach, we demonstrate main challenges for NGOs’ adoption of HRBA in Armenia and Georgia. A combination of NGO operational and state level factors hamper rights-based food and nutrition work of NGOs. NGOs’ willingness and capacity to engage with HRBA to food and confront the state is influenced by the history of post-Soviet transition, views on the state versus market, and isolation from transnational actors propagating the right to adequate food. 相似文献

The stringent food safety assessment for novel foods required by the European Union’s Novel Food Regulation (NFR) places a high burden of proof on those bringing traditional food products to the EU market not consumed in the EU prior 1997. The regulation has emerged as a non-tariff trade barrier for heritage foods from developing countries that are viewed as “exotic” from the EU perspective. We show how the regulation has discouraged investment in supply chains and market development, and how this negatively affects income generation and rural poverty alleviation in developing countries. Focusing on plant-derived foods, this paper proposes to recognize traditional exotic foods in current EU law as a food category sui generis with food safety evidence requirements being proportionate to the risks they may pose. We argue that development activities promoting export food chains must increasingly accommodate legitimate food safety concerns about neglected food species in project design and seek to generate data to enhance regulatory acceptance in target markets. 相似文献

This article explores the ways in which the macroeconomic balance of the economy, and related policies, impinge on agriculture in developing countries, and considers implications for the design of policies. It argues that the extent of macroeconomic balance, and the quality of the policies influencing that balance, to a large extent define the scope for effective agricultural policies. The avoidance of severe balance-of-payments deficits and rapid inflation are seen as a necessary condition for the promotion of agricultural growth. The analysis of value chains has augmented our knowledge on the complexities, inter-linkages, distributional benefits, and institutional arrangements of production and marketing channels in developing countries. However, the analysis remains relatively qualitative and case-specific, with limited ability to rank or assess the impact of alternative interventions or to analyze sufficiently the complex market dynamics and feedbacks present in livestock systems. Evidence shows that there has been serious underinvestment in telecommunications facilities in developing countries (DCs). This article analyses the reasons for this neglect, and demonstrates that a major restrictive factor in the development of telecommunications facilities in DCs — particularly in rural areas — has been the absence of adequate foreign exchange financing. Through an analysis of three major mechanisms for financing investment — supplier credits, multilateral lending and bilateral lending — and of the policies of the major institutions involved, the article identifies those policies that will stimulate the expansion of rural telecommunications in DCs. 相似文献

After reviewing recent trends of cereal imports of developing countries by region, by income group, and by commodity, the determinants of these imports are analysed by investigating both structural, long-term factors as well as temporary, short-term factors. Level of economic development and population density on arable land are found to be statistically the most significant long-run factors explaining cereal imports by developing countries, while food aid is statistically the most significant short-run factor. 相似文献

Developing country food systems have changed dramatically since the Green Revolution period. At the same time, malnutrition still represents a challenge and is now understood to encompass the three simultaneous dimensions of undernourishment, micronutrient deficiencies, and over-nutrition manifest in overweight and obesity. These changes in food systems and in the understanding of the global malnutrition challenge necessitate fresh thinking about food systems-based strategies to reduce malnutrition. This paper introduces a special section that offers such new perspectives. Micronutrients are defined as substances in foods that are essential for human health and are required in small amounts. They include all of the known vitamins and essential trace minerals. Micronutrient malnutrition affects ⅓–½ of the global population. It causes untold human suffering and levies huge costs on society in terms of unrealized human potential and lost economic productivity. The goal of this paper is to identify deficiencies in the food system that lead to micronutrient malnutrition and explore and evaluate strategies for its prevention. We examine the impact of agricultural practices on micronutrients in the food supply, including cropping systems, soil fertility and animal agriculture. We then discuss the potential of biofortification – i.e. increasing the concentration of micronutrients in staple food crops through conventional plant breeding or genetic engineering– as a means to reduce micronutrient deficiency. In addition, we discuss the impact of food losses and food waste on micronutrients in the food supply, and we explore successful strategies to preserve micronutrients from farm to plate, including food fortification. Our review of the literature sheds light on the advantages and limitations of alternative interventions to reduce micronutrient deficiencies along the supply chain. We end with recommendations for actions that will reduce the prevalence of micronutrient malnutrition. 相似文献

This study seeks to assess the future impacts of biofuel production on regional agricultural and related sectors over the next decade with a specific focus on the vulnerable regions of developing nations. Using a modification of the GTAP modeling platform to account for the global interactions of regional biofuel and food markets, the analysis shows that biofuel production levels depend on the assumption about the future price of energy and the nature of the substitutability between biofuels and petroleum-based transport fuels. Low energy prices reduce the demand for biofuels and thus require greater government support to meet the desired production targets. At the other extreme, when prices are high and there is scope for substituting biofuels for petroleum-based fuels, the volume of biofuels produced will exceed the mandates. Even when biofuels are being mainly produced in developed countries, our results indicate that there are impact pathways that extend far beyond the borders of the US, Brazil and the EU. Prices of feedstock and non-feedstock commodities rise in developing countries. There is also a rise in value added from the agricultural sector—a gain that is enjoyed by the owners of land and labor, including unskilled. Hence, to the extent that agriculture is a key sector in getting growth started and addressing poverty needs, the emergence of biofuels can (in this way at least) be a positive force. 相似文献

Innovations within global food systems have contributed to the predicament known as the triple burden of malnutrition – the co-existence of hunger and micronutrient deficiency with the diseases of overnutrition, such as obesity, diabetes and hypertension. We use the case of the triple burden in South Asia to demonstrate analytically that innovation is a double-edged sword, with positive and negative potential, rather than a simple good. To achieve the Sustainable Development Goals that target food and nutrition security and sustainable agriculture (e.g. SDGs 2, 3 and 12), the countries of South Asia need more innovation, but, first, they would also benefit from some intelligent reflection about what innovation means, the directions it should take, and its risks and downsides alongside its benefits. In the present juncture, South Asian countries have an opportunity to learn from the experiences of other developing nations, and choose from alternative options to steer their own course. In this paper, we discuss how innovation has contributed to the present situation and ask how alternative kinds of innovation may enable South Asian countries to escape from the triple burden. We describe a conceptual framework that may be useful for thinking about how innovation pathways can be created and directed towards the goal of improving nutritional outcomes in South Asia. The framework draws attention to the direction of socio-technical change, the distribution of technologies and their risks and benefits, and the diversity of possible innovation pathways (STEPS Centre, 2010). We illustrate these points using examples of innovations in the areas of agricultural production, value chain interventions, and policy and institutional reforms. 相似文献

The entire food value chain and diet of low and middle income countries (LMICs) are rapidly shifting. Many of the issues addressed by the nutrition community ignore some of the major underlying shifts in purchases of consumer packaged foods and beverages. At the same time, the drivers of the food system at the farm level might be changing. There is a need for the agriculture and nutrition communities to understand these changes and focus on some of their implications for health. This rapid growth of the retail sector will change the diets of the food insecure as much as that of the food secure across rural and urban LMIC’s. This paper examines the relationship between transport and telecommunication in developing countries within the broader concept of Smart Cities. Using Ghana as a case study, and drawing mainly on secondary data and few institutional surveys, the paper establishes that telegraph and telephone facilities, as well as new fiber optic networks are heavily dependent on rights-of-way of roads and railways in Ghana, as was observed in the advanced countries. In addition, the paper observed that at the macro level, the nature of the relationship between telecommunication and transport tends to support the complementary role of telecommunication rather than a substitution role. The paper concludes by recommending further studies at the micro level to untie the dilemma in the nexus between telecommunication and transport to inform public policy. 相似文献

This paper assesses the responses made by food companies to changes in food safety legislation. Such responses are assessed in three ways. Firstly, an assessment is made as to why strategic responses to such legislation might be different to general strategic behaviour. Secondly a conceptual framework is presented and an examination of supply chain organisational response is made. Finally, the paper addresses the question of external marketing responses to food safety legislation. The paper concludes that food safety legislation is different, and often requires very swift strategic actions to be effective. Like other forms of legislation, however, food safety issues can also provide incentives and opportunities to well-managed and market-orientated firms. 相似文献

In recent times, considerable attention has been paid to the nutritional impact of the sharp hikes in the international food prices which took place in 2007–8 and 2010–11. While understandable, this growing focus has perhaps obscured the impact of other variables affecting malnutrition in Sub-Saharan Africa, i.e. the long-term impact of agricultural policies on food supply and prices, large and persistent seasonal variations in food prices, and the impact of famines which still affect parts of the continent. This paper focuses on the relative impact of these factors on child malnutrition (measured by the number of child admissions to feeding centres) in Malawi and Niger, two countries which closely represent the situation of other small, landlocked, subsistence agricultural economies facing severe food security problems. Our analysis shows that in these countries the drivers of changes in domestic staple prices and child malnutrition are related not only – or not primarily – to variations of international food prices but also to the impact of agricultural policies on food production and prices, in a persistent food price seasonality, and in recurrent and poorly managed famines. These factors can exert a strong upward pressure on food prices and child malnutrition even during years of falling international prices. 相似文献

Past studies have shown that fishing communities in developing countries are generally poor. One potential strategy for reducing poverty among these communities is income diversification. This study investigates the impact of income diversification on incomes of fishing communities living on the Kenyan shores of Lake Victoria. Using four propensity score matching methods, we find evidence that income diversification increases the incomes of fish workers. The strongest impact appears to be among fishers, fish enterprise employees and fish workers in the non-export beach. Based on these results, income diversification can be considered a poverty reduction strategy among fishing communities in Western Kenya. 相似文献
