Harmonization of technical standards is often advocated as a means to remove technical barriers that reduce the welfare gains available from international trade. Organic standards are not currently harmonized internationally. If domestic organic standards reflect consumer tastes, and consumers have strong preferences for those standards, then harmonization to a common standard may reduce the benefits consumers receive from organic products. Through a consumer survey, conjoint analysis was used to explore the preferences of consumers in the US, the UK and Canada for organic food. The results suggest that consumers in the three countries do not have a strong attachment to the current national organic standards and that international harmonization may be a legitimate food policy goal.  相似文献

This paper examines the impact of food safety standards on processed food exports in developing countries. A panel data econometric analysis of processed food exports in developing countries was undertaken. The Sanitary and Phytosanitary Standard (SPS) is incorporated into the model to capture the impact of food safety standards. The empirical model shows that food safety standards imposed by developed countries could impede processed food exports from developing countries. This could emerge because practically, SPS is less transparent than tariffs or quotas. There is an ample room for developed countries to tweak the standards stronger than necessary to achieve optimal levels of social protection, and to twist the related testing and certification procedures to make their competing imports more competitive. In addition, limited supply-side capacity of developing countries, especially in terms of resources, manpower as well as institution, constrains the countries to overcome food safety standards. Because of the potential benefits that could emerge from imposing food safety standards such as a reduction in transaction costs and trade friction, developing countries should view SPS not just as a trade barrier but also as an opportunity to upgrade quality standard and market sophistication. Supply-side capacity in developing countries needed to be improved, especially upgrading agriculture sector. Multilateral efforts are also needed to mobilize additional financial and technical assistance to help redress constraints in developing countries in meeting the required food safety standards imposed by developed countries.  相似文献

Students in developed countries preparing for overseas careers in agricultural development may not appreciate the value of studying their own country's agricultural system, especially its history. Three topics chosen from the agricultural development of the USA show the relevance of such studies: disposition of the public lands, programmes to help sharecroppers in the cotton-producing South in the 1930s, and interagency conflicts and institutional factors in the overall agricultural programme of the 1930s. All involve generic issues now being faced by many agriculturally developing nations, and the US record in each offers valuable and sometimes surprising insights into their subtleties.  相似文献

This paper assesses the evolution of the EU-15 market access for the agri-food products, originating from CEECs. A gravity model technique has been used to assess the overall trade resistance (border effect), and to weight its various components such as tariff and non-tariff measures (sanitary and phytosanitary standards, other quality measures) in the pre-accession period (1999–2004). The findings reveal, despite the undertaken integration and trade liberalisation processes, a persisting and significant trade resistance for the CEECs’ agri-food exports to the EU market, even just prior their accession in 2004. Still present difficulties in market access at the time are partially explained by tariff and non-tariff measures, while a large part of border effect remains in the domain of other, presumably non-trade policy related factors (home bias, consumer preferences, etc.). These results indicate that despite the accession process (customs union and adoption of the EU standards), the trade integration of the enlarged EU market was not yet completed in 2004.  相似文献

Adopting a gravity framework and using data from 1995 to 2009 for France, Italy and Spain, we investigate whether the designation of the production area has a positive pay-off in terms of greater export values, volumes and presence in different export markets. We find that quality wines produced in specified regions (QWPSR) are associated with higher exports values, while higher export volumes tend to materialize only towards high-income destination markets. Besides, the geographical designation appears increasing the extensive margin of trade. Therefore, QWPSR may represent a strategic tool for differentiation granting competitiveness in both traditional and less habitual markets. Not all producers, yet, seem to have benefited to the same extent from the geographical designation, raising the question of what harmonizing and/or promotional strategy should be adopted to enhance the effectiveness of the quality wine protection system.  相似文献

This article explores how production and trade policy distortions affected rice productivity in 33 rice-producing countries. A rice-productivity index is constructed, and a model linking the productivity gap with policy distortions is presented. After controlling for the differences in infrastructure, access to inputs and equipment, openness, and human capital, this article shows that high levels of rice subsidies and protection in rich countries combined with taxation of rice farming in poor countries widened the gap in rice productivity between rich and poor rice countries.  相似文献

This article explores the ways in which the macroeconomic balance of the economy, and related policies, impinge on agriculture in developing countries, and considers implications for the design of policies. It argues that the extent of macroeconomic balance, and the quality of the policies influencing that balance, to a large extent define the scope for effective agricultural policies. The avoidance of severe balance-of-payments deficits and rapid inflation are seen as a necessary condition for the promotion of agricultural growth. They also have an important influence on the nature and range of agricultural policy options available to governments.  相似文献

This paper estimates reduced-form models for incumbent prices in the fixed telecommunications industry using data for European Union (EU) countries from 1998 to 2002. The regulation of fixed-line telephony has a significant impact on prices for residential consumers. Liberalization of the telecommunications industry decreased retail prices by about 8.2%. The introduction of carrier pre-selection and number portability had a negative impact on price levels. The estimation results also suggest that a 1% decrease in termination charges on the incumbent network led on average to a 0.17% decrease in the cost of usage basket for residential consumers. Furthermore, in the pricing regressions for incumbent local and national calls at peak and off-peak times interconnection charges are significant only in the estimation of national peak prices. A 1% decrease in single transit interconnection charges on the incumbent network led to a 0.31% decrease in incumbent national prices at peak times, as calculated for the average prices in the EU in 2002.  相似文献

This paper presents an operational model that generates short term planning decisions for the fresh produce industry. In particular, the application developed helps the grower to maximize his revenues by making production and distribution decisions during the harvest season. The main motivation for this model comes from the fact that the profitability of producers is highly dependent on the handling of short term planning in the harvest season. Some of the factors affecting profitability include the management of labor costs, the preservation of the value of perishable crops, and the use transportation modes that provide the best trade-off between time (quality of products) and cost. These issues are interrelated, and their judicious management is fundamental for attaining good financial results. The results of the proposed planning model indicate that significant savings can be obtained by managing the trade-off of the freshness at the delivery of the product with the added labor and transportation cost at the grower's side. Moreover the results also show that dynamic, information based, management practices might be preferred over traditional practices based in fixed labor allocation and distribution practices.  相似文献

Cameroon is the first trading partner of the Economic and Monetary Community of Central Africa (CEMAC) countries. Despite belonging to the same sub-regional organization, the formal trade ties between Cameroon and its neighbours have been hampered by a combination of factors that have spurred the growth of informal (unrecorded) trade. Interest in cross-border trade of agricultural and horticultural commodities between Cameroon and its neighbours has been overwhelming, but knowledge of its magnitude, determinants, and consequences remains inadequate, leading not only to undervaluation of figures in the national accounts, but also inhibiting formulation of appropriate policies and strategies to exploit its potential impact, particularly on food security. Using a monitoring method of cross-border flows of informal trade, the study aims to estimate the volume/value of unrecorded cross-border trade between Cameroon and its CEMAC’s neighbours and compare it with the recorded (official figures) trade. The results indicate that in 2008 a volume of just over 155 000 tons of agricultural and horticultural commodities has been shipped from Cameroon to its neighbours in the CEMAC for an estimated value of almost 38 billion CFA francs and representing 0.4% of GDP in Cameroon. The comparison in relative terms shows that informal or unrecorded trade represents 96% of the official and mainly includes agricultural and horticultural commodities.  相似文献

The privatization of agricultural research and extension establishments worldwide has led to the development of a market for services designed to support agricultural innovation. However, due to market and systemic failures, both supply side and demand side parties in this market have experienced constraints in effecting transactions and establishing the necessary relationships to engage in demand-driven innovation processes. To mitigate these constraints, a field of intermediary organizations has emerged to assist agricultural entrepreneurs to articulate demand, forge linkages with those that can provide innovation support services, and manage innovation processes. This article aims to give an overview of the different kinds of the so-called innovation intermediaries that have emerged in The Netherlands and to report on their contributions and the tensions that are being experienced with regard to their functioning. The article concludes with a discussion in which it is argued that the state should play a role as a ‘market facilitator’, by funding such innovation intermediaries.  相似文献

The business of agricultural research, development and extension (RD&E) has undergone considerable change in Australia since the late 1980s, moving from a domain largely dominated by government departments to a situation of multiple actors, and where rural industries now directly contribute funds towards RD&E efforts. However, the transition has not been without impacts on the overall agricultural RD&E agri-food capacity of the nation, and there are now indications of reduced capacity and slowing productivity gains in certain sectors. If not addressed, there is the risk that the future resilience of industries could be threatened, affecting parts of the Australian economy and compromising Australian contributions to global food supply on export markets and a slowing of agricultural innovation. There are also comparable divestment trends and the loss of capacity and risks to future resilience of agricultural systems in other developed nations. Importantly, research and extension are discussed as interdependent partner disciplines, and that the separation of the two has deleterious effects on capacity and resilience building. The authors investigate, through six case study institutions, organisational innovations that may provide direction towards the future restructuring of agricultural RD&E effort in Australia. These insights have application to both the Australian and the international reader, warning about the consequences of reduced investment in agricultural RD&E, and learning about how research and extension can transition from traditional public sector models to systems that have greater flexibility and, importantly, ownership by the industries themselves.  相似文献

The new awareness of the consumers regarding environmental issues should allow companies to gain a competitive advantage by obtaining eco-labels which certify the low impact of a product on the environment. Getting such label requires to analyze a product according to rules expressed in natural language which may be difficult to interpret but also to apply when the product is complex. In order to address this problem, we suggest a method aiming at providing support to the user when checking the compliance of a product with an eco-label. This paper investigates the relationship between EU agricultural subsidies and the outflow of labor from agriculture. We use more representative subsidy indicators and a wider coverage (panel data from 210 EU regions over the period 2004-2014) than has been used before. The data allow to better correct for sample selection bias than previous empirical studies. We find that, on average, CAP subsidies reduce the outflow of labor from agriculture, but the effect is almost entirely due to decoupled Pillar I payments. Coupled Pillar I payments have no impact on reducing labor outflow from agriculture, i.e. on preserving jobs in agriculture. The impact of Pillar II is mixed. Our estimates predict that an increase of 10 percent of the CAP budget would prevent an extra 16,000 people from leaving the EU agriculture sector each year. A 10 percent decoupling would save 13,000 agricultural jobs each year. However, the budgetary costs are large. The estimated cost is more than € 300,000 per year (or more than € 25,000 per month) per job saved in agriculture.  相似文献

The paper examines the main economic and institutional incentives which have driven major OECD food retailers in their use of private voluntary standards and discusses their growing role in shaping the agri-food system. It is based on interviews with quality and safety directors of major OECD retailers and a brief survey of retailers’ actual buyer practices. Though not all retailers are included, these firms account for over 70% of retail food sales in OECD countries. We find that the growing voice of civil society, changing legal and institutional frameworks, increased market concentration and buying power as well as their integration with financial markets has provided the setting for development of private standards. While food safety and quality standards are seen as key to maintaining and improving reputation as well as against legal liabilities, additional standards such as labour, environmental and animal welfare are also gaining ground as strategies for customer loyalty and market shares. The grass-roots retailer move in the harmonization of food safety standards is seen as an initial step towards a global approach to managing the food system, with harmonization of other standards likely in the future. Given their buyer power, these developments can be viewed as a way of governing the food system and will be important for both OECD and non-OECD food and agricultural sector evolution in the coming years.  相似文献

Temporary export restrictions have been widely used in recent years in an attempt to stabilize domestic prices of staple grains. I use monthly, market-level price data to investigate the empirical effects of 13 short-term export bans on maize implemented by 5 countries in East and Southern Africa. I find no statistically significant effect of export bans on the price gaps between pairs of affected cross-border markets. My results for price gaps match those from a model simulation in which export bans are not implemented. However, prices and price volatility in the implementing country are significantly higher during export ban periods in the data than in the model simulation with no bans. Export bans in the region are imperfectly enforced, divert trade into the informal sector, and appear to destabilize domestic markets rather than stabilizing them.  相似文献

This article addresses which food security frames can be identified in the Common Agricultural Policy (CAP) post-2013 reform process, and which actors deploy particular food security frames. The concept of frames refers to relatively distinct and coherent sets of meaning attributed to a concept, such as food security. The article shows that in the European Union (EU) food security is a consensus frame which can be broken down in six conflicting and overlapping sub-frames and which has complicated the debates about the future of the CAP. We demonstrate that during the CAP-reform debates of 2009–2012 a variety of food security arguments were deployed by a broad range of stakeholders, who attached different meanings and made different claims about the relationship between the CAP and food security. Inductive frame analysis reveals that the consensus frame of food security can be broken down into six conflicting and overlapping sub-frames: (1) the productionist frame, (2) the environmental frame, (3) the development frame, (4) the free trade frame, (5) the regional frame, and (6) the food sovereignty frame. Each of these frames was invoked by a specific group of stakeholders, whereby the productionist and environmental frames were deployed most often. The European Commission, meanwhile, invoked various frames at the same time in its communications. As a result of these various framings of the relationship between the CAP and food security, a clear political vision on this relationship is lacking. We conclude that politicians and policymakers may need to develop a coherent vision on what food security entails, and on how the CAP could contribute to both European and global food security.  相似文献

This paper traces post-war agricultural policy in the USA and compares it with the developing policies of the EEC. It examines the reasons for, and the results of, the protectionist policies which have been adopted in each case, and how the present conflict between the two trading blocs were inevitable, due to the foundations laid in the 1950s. The grain sector is used to illustrate the dominant tendencies in US agricultural policies, which include a programme of food aid used as an outlet for US agricultural capacity. The conclusion outlines how the EEC, with its potential for further growth in grain exports, can learn from the US experience in this, and other, aspects of agricultural trade.  相似文献

This article presents the results of an analysis of the relationship between public sector research and industry development in the field of biotechnology in a peripheral region of the European Union: the Region of Valencia (Spain). It contributes empirical data on the delocalized impact of research-industry relations in a globalized economy. It also uncovers a gap between a relatively well-developed public research sector in biotechnology and a weak biotechnology industry. The analysis raises questions as to the role of the concept of predominantly local knowledge communities in regional innovation systems, as well as the model of linear technological development, both of which exert an important influence on decision making in research and development (R&D) and innovation. A high level of R&D is shown to be a necessary condition for stimulating innovation, but does not suffice. Rather, R&D must be integrated with a number of different actions to correct deficiencies in the regional innovation system.  相似文献
