Recent evidence on malnutrition and poverty raise important questions on the role of food assistance policies and programs. In this review article, we examine evidence on the economic and nutritional impacts of international food assistance programs (FAPs) and policies. The returns on investments in FAPs are, on average, high but depend considerably on the targeting and cost structures as well as on food quality and role of complementary activities. We disaggregate findings into four classes of recipients. Returns to FAPs are highest for children under two. But, FAPs oriented towards early childhood interventions are less well funded than are interventions aimed at school-age children or at the broader, largely adult population even though available evidence indicates that these latter classes of interventions offer considerably lower average returns in economic, health, and nutrition terms. Nonetheless, FAP effectiveness in achieving any of several objectives varies with a range of key factors, including targeting, additionality, seasonality, timeliness, incentive effects, social acceptability and political economy considerations.  相似文献

Tamil Nadu a poverty-stricken rural community in South India, funds a school feeding program with about 10% of the state budget. Comparisons of nutrition and literacy show that they are significantly related. No studies have yet been performed to analyse the effect of the feeding programs on aspects of a household's economic and social welfare. The feeding program in Tamil Nadu extends throughout the year, 7 days a week. It provides not only a reason for children to attend school, but also employment opportunities for those who wish to cook. 455 households were surveyed from 1 village using. A Gini coefficient of inequality to determine inequality levels of nutrition, food, and consumption expenditure. Sen's index of poverty was used to calculate the reduction in poverty levels. 3 household groups were defined: the agricultural labor, the silk weaver, and the cultivator. Linear program modelling utilized these 3 groups to study the total effect of nutrition on education. Linear regression was then used to determine the effect of the feeding program on participation in school. At the village level, a reduction of inequality in consumption and intake, an increase in energy intake, and a decrease in poverty level were found. In agricultural labor and silk weaver households, most of the money was spent on cereal food grains and children were mostly uneducated. If modelled to assume that children must be educated and are educated in schools providing food, results suggest that the increase in nutrition helps retain the children in the schools. Cultivator household response to the food programs was poor, since they usually have enough money to meet nutritional needs. Household income and school nutrition, but not adult literacy affect school participation. In general, nutrition offered in school caused a subsequent increase in household purchases of non-cereal items in the first 2 household types.  相似文献

In Albania, many children exhibit poor nutritional status, have unhealthy diets and inadequate physical activity. Yet, comprehensive studies on the nutritional status, food and nutrition knowledge, attitudes and practices (KAP) are largely non-existent for Albanian school-age children.To fill these important gaps, a nationwide survey was conducted in Albania in 2017–2018 to assess the nutritional status and the nutrition-related KAP of Albanian school-aged children.The study consisted of a nationally representative sample of 7578 Albanian schoolchildren from all regions of the country. In addition, 6810 parent questionnaires were collected, along with interviews with the directors of all involved schools, 311 teachers and 53 key informants representing local authorities in all districts of Albania. Data collection consisted of anthropometric measurements of children and structured questionnaires administered to children, their parents, teachers, school directors, and key informants.The survey is unique in both the scope of the respondents involved, and in the breadth of content area covered, and as such, makes an important contribution not only to Albania, but also to the field of research in food, health and nutrition for school-age children.This paper presents the preliminary findings from the KAP survey that will help influence policies for actionable advancement on the commitments and priorities of Albania to improve food security and nutrition. In particular, the study findings will support the development of a national school food and nutrition programme in Albania embedded into the local food system and the design of food and nutrition educational materials and campaigns to promote healthy diets and practices among both school-age children and the Albanian population.  相似文献

This paper attempts to provide insights into poverty, food insecurity, and malnutrition in Central Asia in the period following independence, and presents the available evidence from household-level data in the Kyrgyz Republic. It finds that although some improvement has been made in recent years, significant levels of poverty, food insecurity, and child malnutrition still exist. The paper argues that, in the short run, efforts should be made to protect vulnerable groups by investing in information generation and building capacity to design and implement food security and nutrition policies and programs. Increasing the speed of policy reforms and investment in productivity-enhancing agricultural research and rural infrastructure are fundamental for long-tern sustainable development in Central Asia.  相似文献

Fragments of a nutrition policy are seen throughout the different phases of Tanzania's modern history. Efforts of the pre-Independence period culminated in formation of a committee on nutrition which advocated improving food storage, food legislation and standardization, and nutrition education. After independence, an initial period of concentration on cash crops was followed by increased cooperation with the Ministry of Agriculture, and some nutritional surveys were undertaken. After the Arusha Declaration in 1967 a basic needs strategy giving greater stress to food production and adequate nutrition received emphasis, and a Food and Nutrition Centre was established with 4 departments: food science and technology; manpower development; medical nutrition; and planning and coordination. Emphasis on production is reflected in a target of reducing malnutrition by 30 to 50% in every region by 1981, and an interdisciplinary approach is being used to achieve this goal. The basic similarity in proposed activities during the various phases of Tanzania's history indicates that political will is necessary for carrying out the policies.  相似文献

Sri Lanka and Kerala enjoy mortality conditions that are unusually favourable in light of their limited per capita income. To what extent can food policies and nutrition planning efforts account for this? An examination of the available evidence suggests that food and nutrition policies taken by themselves can probably explain a part, but only a part, of the favourable health status achieved. Much more important is the way in which food and nutrition efforts have served as central integrating themes for a wide range of development activities directed toward the alleviation of poverty.  相似文献

Rapid economic growth does not appear to have significantly improved poverty and nutrition outcomes in Tanzania. We link recent production trends to household incomes using a regionalized, recursive dynamic computable general equilibrium and microsimulation model. Results indicate some inconsistency between recent growth and poverty measurements in Tanzania. We also find that the structure of economic growth may have constrained the rate of poverty reduction. Agricultural growth has been driven by larger-scale farmers who are less likely to be poor; and has been concentrated among crops grown in specific regions of the country. Slow expansion of food crops and livestock also explain the weak relationship between agricultural growth and nutrition outcomes. We find that accelerating agricultural growth, particularly in maize, strengthens the growth–poverty relationship and enhances households’ caloric availability, while also contributing significantly to growth itself.  相似文献

The possible implications of global trends such as climate change and resource scarcity on food security are high on the political agendas. While the food sufficiency aspect of food security takes centre-stage, the future of food safety and nutritional quality of diets often seems to be taken for granted. This paper builds on the results of a foresight study on EU food safety and nutrition towards 2050 to discuss potential future points of tension for food policy. Increasing food production while using fewer resources and reducing food waste while ensuring food safety are just two examples. Innovation at different levels in the food system will be needed to address future challenges. Fast technology uptake and the launch of new food-related products can put pressure on the ability to deliver timely risk assessments, the scope of which might also need to cover other legitimate factors. Future food policies need to be more sensitive to impacts on food safety and nutrition and health aspects. A holistic food systems approach must be taken to identify and discuss in advance possible tensions and trade-offs and to address them upfront in a systematic and transparent manner.  相似文献

This paper is based on the theory that a society's nutritional well-being is both a cause and a consequence of the developmental process within that society. An approach to the choices made by poor rural households regarding food acquisition and nurturing behavior is emerging from recent research based on the new economic theory of household production. The central thesis of this approach is that household decisions related to the fulfillment of basic needs are strongly determined by decisions on the allocation of time to household production activities. Summarized are the results of the estimation of a model of household production and consumption behavior with data from a cross-sectional survey of 30 rural communities in Veraguas Province, Panama. The struture of the model consists of allocation of resources to nurturing activities and to production activities. The resources to be allocated are time and market goods, and in theory, these are allocated according to relative prices. The empirical results of this study are generally consistent with the predictions of the neoclassical economic model of household resource allocation. The major conclusions that time allocations and market price conditions matter in the determination of well-being in low-income rural households and, importantly, that nurturing decisions significantly affect the product and factor market behavior of these households form the basis for a discussion on implucations for agricultural and rural development. Programs and policies that seek nutritional improvement should be determined with explicit recognition of the value of time and the importance of timing in the decisions of the poor.  相似文献

We study the impact of a hypothetical tax on sugar - sweetened beverages (SSBs) on the U.S. households’ nutrients purchase, welfare change, and health benefit. Differently from the traditional approach, Food at Home (FAH) is here defined as a “home” good instead of a market good and consumers’ demands derived under the assumption that households maximize utility subject to both a money and a time constraint. The model is estimated by using an incomplete approximate Exact Affine Stone Index (EASI) demand system on a data set built by merging the U.S. consumer expenditure and time use surveys. Results show that a SSB tax would be much more effective in decreasing household nutrients purchase than it would appear by estimating a model neglecting time costs in home food production, due to a lesser compensation of calories from increasing FAH consumption. A tax-induced 38% increase in SSB price is predicted to decrease the per capita energy purchase by 41 kcal/day.  相似文献

Worksite and university canteens are increasingly used for daily main meal consumption. Following the use of front-of-pack nutrition labels on pre-packed foods, the provision of easily accessible nutrition information on foods prepared and consumed out of home is a highly topical policy issue with the potential to help consumers making better informed and more healthy food choices when eating out. Information that is presented in a format preferred by the target group is more likely to be used. A sample of 1725 university canteen users participated in a web-based choice experiment designed to identify and understand individual preferences for alternative nutrition labels on canteen meals. Participants valued the presence of nutrition labels on canteen meals and showed a preference for more detailed formats. Ability and motivation to process information as well as socio-demographics explained differences in label preferences. Observed decreasing marginal utility from combinations of two simple label formats as well as from combinations of two detailed formats, signalled information insufficiency versus information overload, respectively. In order to satisfy most canteen users’ information needs, a nutrition label that contains basic Guideline Daily Amount (GDA)-type of numerical information in combination with familiar visual aids like stars and colour codes is proposed to be used in university canteens.  相似文献

Consumption of food away from home is rapidly growing across the developing world, and will continue to do so as GDP per person grows and food systems evolve. Surprisingly, the majority of household surveys have not kept up with its pace and still collect limited information on it. The implications for poverty and inequality measurement are far from clear, and the direction of the impact cannot be established a priori. This paper exploits rich data on food away from home collected as part of the National Household Survey in Peru, to shed light on the extent to which welfare measures differ depending on whether food away from home is accounted for or not. Peru is a relevant context, with the average Peruvian household spending over a quarter of their food budget on food away from home since 2010. The analysis indicates that failure to account for this consumption has important implications for poverty and inequality measures as well as the understanding of who the poor are. First, accounting for food away from home results in extreme poverty rates that are 18 percent higher and moderate poverty rates that are 16 percent lower. These results are also consistent, in fact more pronounced, with poverty gap and severity measures. Second, consumption inequality measured by the Gini coefficient decreases by 1.3 points when food away from home is included – a significant reduction. Finally, the inclusion of food away from home results in a reclassification of households across poor/non-poor status – 20 percent of the poor are different, resulting in small but significant differences in the profile of the poor in dimensions such as demographics, education, and labor market characteristics. Taken together, the results indicate that a serious rethinking of how to deal with the consumption of food away from home in measuring well-being is urgently needed to properly estimate and understand poverty around the world.  相似文献

Despite progress in poverty reduction achieved over the last two decades, Tajikistan’s food security situation remains challenging. Recent studies and analyses have highlighted progress as well as areas that require increased attention from the Government of the Republic of Tajikistan and international development partners. The paper argues that a systems approach that takes into consideration policy interventions by different sectors is required to more effectively improve access and affordability of healthy diets, contributing to a better food security and nutrition situation of the population.  相似文献

Despite acknowledged shortcomings, household consumption and expenditure surveys (HCES) are increasingly being used to proxy food consumption because they are relatively more available and affordable than surveys using more precise dietary assessment methods. One of the most common, significant sources of HCES measurement error is their under-estimation of food away from home (FAFH). In 2011, India’s National Survey Sample Organization introduced revisions in its HCES questionnaire that included replacing “cooked meals”—the single item in the food consumption module designed to capture FAFH at the household level—with five more detailed and explicitly FAFH sub-categories. The survey also contained a section with seven, household member-specific questions about meal patterns during the reference period and included three sources of meals away from home (MAFH) that overlapped three of the new FAFH categories.By providing a conceptual framework with which to organize and consider each household member’s meal pattern throughout the reference period, and breaking down the recalling (or estimating) process into household member-specific responses, we assume the MAFH approach makes the key respondent’s task less memory- and arithmetically-demanding, and thus more accurate than the FAFH household level approach. We use the MAFH estimates as a reference point, and approximate one portion of FAFH measurement error as the differences in MAFH and FAFH estimates. The MAFH estimates reveal marked heterogeneity in intra-household meal patterns, reflecting the complexity of the HCES’s key informant task of reporting household level data, and underscoring its importance as a source of measurement error.We find the household level-based estimates of FAFH increase from just 60.4% of the individual-based estimates in the round prior to the questionnaire modifications to 96.7% after the changes. We conclude that the MFAH-FAFH linked approach substantially reduced FAFH measurement error in India. The approach has wider applicability in global efforts to improve HCES.  相似文献

In recent times, considerable attention has been paid to the nutritional impact of the sharp hikes in the international food prices which took place in 2007–8 and 2010–11. While understandable, this growing focus has perhaps obscured the impact of other variables affecting malnutrition in Sub-Saharan Africa, i.e. the long-term impact of agricultural policies on food supply and prices, large and persistent seasonal variations in food prices, and the impact of famines which still affect parts of the continent. This paper focuses on the relative impact of these factors on child malnutrition (measured by the number of child admissions to feeding centres) in Malawi and Niger, two countries which closely represent the situation of other small, landlocked, subsistence agricultural economies facing severe food security problems. Our analysis shows that in these countries the drivers of changes in domestic staple prices and child malnutrition are related not only – or not primarily – to variations of international food prices but also to the impact of agricultural policies on food production and prices, in a persistent food price seasonality, and in recurrent and poorly managed famines. These factors can exert a strong upward pressure on food prices and child malnutrition even during years of falling international prices.  相似文献

Food production at home requires money and time. Food assistance programs focus exclusively on the money cost, while ignoring the time cost. This one-dimensional focus could undermine the effectiveness of food assistance programs. In the spirit of Vickery (1977), this paper uses a cost difference approach to develop a money–time threshold, and several related metrics, to determine whether money or time is the most limiting resource in reaching the Thrifty Food Plan (TFP) target. In our empirical analysis we find that when time is ignored, single headed households spend on average 35% more than required to meet the TFP target. However, when time is included, these households spend on average 40% less than required to meet the TFP target. In addition, we find that when time is ignored, 62% of single headed households on average spend enough money to reach the TFP target, but when time is included, only 13% of single headed households spend enough on average to reach the TFP target. Our empirical results suggest that time is more constraining than money in reaching the TFP target. These results imply that metrics solely focusing on money could severely underestimate the gap between actual expenditures and those required to reach the TFP target.  相似文献

Over 1994–2010, adult dietary quality in the United States increased by 10 percent. We find a shift in consumption between at-home and away-from-home food played a relatively minor role as compared to changes in demographics and educational attainment. The two largest contributors we identify include an increased usage of nutritional information and a shift away from relying heavily on price, taste, storability and ease of preparation when shopping for food. Our findings suggest nutrition policy discussions could focus on further shifting attitudes/preferences towards healthier diets while allowing consumers to better extract nutrition information when making food choices.  相似文献

Over the past decade, the food industry has increased its use of front-of-package and shelf-tag nutrition labeling designed to present key nutritional aspects and characteristics of food products. One such system is the Guiding Stars Program™ (GSP), which uses an algorithm to score the nutritional values of food products from one to three stars, where more stars mean more nutritious. We studied how the introduction of the GSP in one supermarket chain affected the demand for ready-to-eat cereals. We estimated the demand for cereals and measured the effect using a treatment–control approach. We found that the GSP significantly increased the demand for cereals that GSP considers more nutritious at the expense of cereals that GSP considers less nutritious.  相似文献

Food self-sufficiency gained increased attention in a number of countries in the wake of the 2007–08 international food crisis, as countries sought to buffer themselves from volatility on world food markets. Food self-sufficiency is often presented in policy circles as the direct opposite of international trade in food, and is widely critiqued by economists as a misguided approach to food security that places political priorities ahead of economic efficiency. This paper takes a closer look at the concept of food self-sufficiency and makes the case that policy choice on this issue is far from a straightforward binary choice between the extremes of relying solely on homegrown food and a fully open trade policy for foodstuffs. It shows that in practice, food self-sufficiency is defined and measured in a number of different ways, and argues that a broader understanding of the concept opens up space for considering food self-sufficiency policy in relative terms, rather than as an either/or policy choice. Conceptualizing food self-sufficiency along a continuum may help to move the debate in a more productive direction, allowing for greater consideration of instances when the pursuit of policies to increase domestic food production may make sense both politically and economically.  相似文献

The paper illustrates an unconventional approach to providing adequate nourishment worldwide. Regions with an insufficient calorie supply receive transfer payments in order to increase their food budgets. The transfer payments are financed by a flat income tax in OECD countries. A general equilibrium model, which contains this transfer payment mechanism as well as information about nutrition, is applied for the analysis. The resulting tax rate is 0.55% of OECD countries’ income or a required total transfer of 112 billion USD. With the money allocated the receiver regions boost their domestic production as well as increasing their food imports. This in turn affects agriculture in OECD countries by promoting production.  相似文献
