Competitive bidding for electric generating capacity is becoming based on economic dispatch rather than the PURPA must-take norm. Incorporating economic dispatch into bidding requires different price scoring procedures. The avoided cost of a dispatchable project is determined by the energy price offered. Price scoring methods based on a percentage of avoided cost approach are uneconomically biased against baseload projects, because they neglect the duration effects of their dispatch. This bias is illustrated in a simple model of economic dispatch. A number of utilities use the percentage of avoided cost method for dispatchable capacity. They can correct the bias by using a net benefits per kW measure of economic value.  相似文献

The usefulness of the public-choice approach for a better understanding of international organizations can be demonstrated by applying it to the analysis of the structure and functions of a new international organization, the International Sea-Bed Authority, established in 1994, after two decades of negotiations under the auspices of the United Nations, with the aim to control the oceans' mineral resources beyond the limits of national jurisdictions (which have been proclaimed by the U.N. Assembly common heritage of mankind). First, the reasons for establishing this organization, whose basis is the common heritage of mankind nature of ocean resources, are examined under two aspects: 1) definition and protection of property rights; 2) environmental control of sea-bed mining activities. Secondly, the organization's decisionmaking system is presented, including such features as the assembly, council with chamber voting, finance committee with decision by consensus, features that balance the voting power of members and protect those countries that bear the financial responsibility for the budget. Finally, some comments are offered about more general aspects of the theory of international organizations: the bureaucracy (and diplomacy) of these organizations as well as the interdependence among international organizations, which opens the way to forms of international logrolling and makes it advisable for countries not to exit from these organizations, even when they have no primary interest in them.  相似文献

Summary We consider the problem of choosing an allocation in an economy in which there are one private good and one public good. Our purpose is to identify the class of procedures of choosing an allocation which satisfy strategy-proofness, individual rationality, no exploitation and non-bossiness. In this article, I argue that Ackerman's approach to constitutional change is unable to distinguish between changes of degree and changes in kind, or between changes that transform and changes that transmogrify. As a consequence, the model Ackerman proposes fails at its most elemental purpose of illuminating questions of constitutional identity. Geographical Proximity and the Transmission of Tacit Knowledge   总被引:10,自引:1,他引:10  
Since at least the publication of Pigou's The Economics of Welfare (Pigou 1932) and Arrow's seminal article on Economic Welfare and the Allocation of Resources of Invention (Arrow 1962), most economic theorists have argued that knowledge is expensive to produce but cheap to reproduce. Following Hayek (1948) and Polanyi (1958), scholars working in the tradition of Austrian economists have dissented from that view by pointing out that if a good deal of knowledge, such as the price of gold, can be easily codified and transmitted, much important knowledge is tacit and dependent on the particular circumstances of time and place. One line of work that supports the Austrian view can be found in economic geography and neighboring disciplines where the geographic concentration of economic activity is explained, among other factors, by the importance of geographical proximity between individuals in the transmission of tacit knowledge. This paper therefore argues that the spatial agglomeration of economic activities constitutes a powerful vindication of Austrian insights.  相似文献

Neoclassical welfare economics still looms large in the discipline of public choice. Particularly, by constructing analogies of political competition fundamental shortcomings of old neoclassical paradigms found their way into a new theory of political economy. Especially the failure to deal with the problem of limited knowledge and with the role of institutions obscured fundamental differences between political and economic systems of coordination and control. Hence, I propose a non-neoclassical perspective, using Hayekian concepts like competition as a discovery procedure or spontaneous order to develop an alternative agenda for many fields of public choice. I shall first outline a critique of neoclassical equilibrium settings in economics and in similarly constructed models of democracy. Then various properties of economic and political institutions, the competition of ideas and institutional competition among jurisdictions will be discussed in an evolutionary perspective. Not surprisingly, these applications reveal some similarities to central themes of constitutional political economy.  相似文献

Condemnation of the long-and-short-haul discrimination has been nearly ubiquitous in the literature on economic theory and transportation. However, the French economist Dupuit developed a case against all transport regulation by relating it to a defense of the practice of place discrimination before the middle of the nineteenth century. He did so, moreover, within an early elaboration of a full price explanation of competitive functioning. This paper analyzes the idea in Dupuit's context and argues that this so-called form of price discrimination is actually an efficient and necessary form of the competitive process.  相似文献

In general, synergies across license valuations complicate the auction design process. Theory suggests that a simple (i.e., non-combinatorial) auction will have difficulty in assigning licenses efficiently in such an environment. This difficulty increases with increases in fitting complexity. In some environments, bidding may become mutually destructive. Experiments indicate that a properly designed combinatorial auction is superior to a simple auction in terms of economic efficiency and revenue generation in bidding environments with a low amount of fitting complexity. Concerns that a combinatorial auction will cause a threshold problem are not borne out when bidders for small packages can communicate.  相似文献

Zusammenfassung Die österreichische Wirtschaftspolitik wird in Österreich vielfach als austro-keynesianisch etikettiert. Der vorliegende aufsatz versucht zu zeigen, daß das Keynesianische dieser Politik nicht in einer Stop-and-go-Politik besteht, was üblicherweise als Keynesianismus bezeichnet wird. Vielmehr zielt die österreichische Wirtschaftspolitk darauf ab, intrinsische Instabilitäten des Marktprozesses als Folge von Unsicherheiten oder wechselnden Erwartungen durch gesamtwirtschaftliche Arrangements zu reduzieren: Sozialpartnerschaft, stabiler Finanzsektor, Unabhängigkeit der Investitionsentscheidungen von monetären Faktoren sowie Dominanz automatischer Stabilisatoren. Diese Reduktion von Marktinstabilitäten kann als fundamentale Politikempfehlung Keynes' angesehen werden.Der Terminus Austro in der Bezeichnung der österreichischen Wirtschaftspolitik weist darauf hin, daß es ein hausgemachtes Konzept ist, welches neben keynesianischen Elementen auch klassische Relikte, neoklassische Erweiterungen, monetaristische Vermutungen oder einfach Wirtschaftspolitik à la Hausverstand beinhaltet. Dies gilt insbesondere für eine Vielzahl von selektiven Eingriffen wie Investitions-, Spar- oder Exportförderung. Gemeinsam ist diesen selektiven Eingriffen, daß sie üblicherweise als Erklärungen für die Erfolge der österreichischen Wirtschaftspolitik herangezogen werden; der konkrete Beweis hiefür steht jedoch aus.Der Aufsatz unternimmt den Versuch, das austro-keynesianische Konzept theoretisch wie auch empirisch kritisch zu prüfen.

The paper compares the relative efficiency of country models in the relationship between finance and investments. Results, confirmed under three different panel data estimates (Arellano-Bond GMM method, random and fixed effect estimates) suggest that: i) the UK thick market reduces informational asymmetries for large firms and for those firms providing good signals to shareholders; ii) the Japanese vertical (between firms and banks) integration and horizontal (among firms) integration almost eliminates financial constraints (the horizontal integration effect) and equates agency costs across firms (the vertical integration effect). These results are consistent with the short-termist hypothesis which assumes that the Japanese economic system can process information more efficiently reducing managerial myopic behaviour and thereby determining positive effects on long term growth.  相似文献

We focus on the effects of deforestation for agricultural purposes on biodiversity. This topic has been dealt with in the recent literature where forested land and biodiversity are treated as synonyms. In contrast to that, this paper distinguishes between forested land and forest itself, the latter being interpreted as a measure of biodiversity. The regenerative capacity of forests is modeled as a function of the own stock and of the habitat size. In particular, the threat of a given minimum viable population to be achieved in the course of the reduction of habitats is taken into account. The corresponding structure of a sustainability indicator is elaborated.  相似文献

In practice one rarely observes pure forms of dictatorship that lack a council, or pure forms of parliament that lack an executive. Generally government policies emerge from organizations that combine an executive branch of government, the king, with a cabinet or parliamentary branch, the council. This paper provides an explanation for this regularity, and also provides an evolutionary model of the emergence of democracy that does not require a revolution. The analysis demonstrates that the bipolar king and council constitutional template has a number of properties that gives it great practical efficiency as a method of information processing and as a very flexible institutional arrangement for making collective decisions.  相似文献

A joint production model representing Spaceship Earth is used to explore at a conceptual level, implications of natural resource depletion and economic waste production for economy-environment change. Ecological change is considered as uncontrolled technological innovation, partially induced through disposal of unwanted surpluses (by-products and wastes from economic activity). These surpluses may accumulate as wastelands, or (more likely) contribute to uncontrolled ecological change. Technologically stationary economy-environment steady-state solutions are contrasted with instability and forced change where either the technologies or the patterns of resource allocation in economic and environmental processes are incompatible with a steady state.Thanks to Charles Perrings, Louis Arnoux, and three anonymous referees. These processes take place everywhere in society: industry, banking, agriculture, government, politics. Frequent use of mathematical optimization models is typical of OR. Since the early '80s these models are increasingly packaged in a user-friendly way, as Decision Support Systems. The paper is motivated by Joseph A. Schumpeter's The Crisis of the Tax State. It inquires whether the buildup of government debt in peacetimeprosperity is a threat to the stability, existence or creation of viable tax states. The paper begins by setting out Schumpeter's conception of the tax state and the nature of recent political-economic events which have reinvigorated the concept. Next the paper sets out some simple debt dynamics and sketches a debt-induced business cycle arising from heavy reliance on debt finance in peacetimeprosperity. Finally, the paper assesses threats to the tax state in light of recent work on path dependence and positive feedback. Hayek's view of democracy as a process of forming opinion is taken as a starting point for inquiring into issues largely neglected by Public Choice and Constitutional Economics. In an Austrian perspective, fallible individual knowledge, political entrepreneurs and dissenting minorities attain a distinctive role in the process of political competition. Based on the observation that political opinions consist of preferences and theories, the concept of opinion falsification is introduced. It is a spontaneous result of social interaction creating preference falsification - the disguise of true feelings, but also knowledge falsification – the discovery of false beliefs. Democratic constitutions can limit the scope of preference falsification and increase the potential for knowledge falsification, thus supporting Hayek's view that it is in its dynamic, rather than its static, aspects, that the value of democracy proves itself.  相似文献

Summary. We present a new class of rules named augmented serial rules for the provision of an excludable public good. First, we characterize this class by the four axioms of strategy-proofness, envy-freeness, access independence, and nonbossiness. Ex-regulators often enjoy lucrative periods either working for, or selling advice to, the industry they previously policed. Conventional wisdom is that such jobs are rewards for earlier favors and indicate capture of the regulator by the industry. In the model here, successive generations of regulators maintain an excessively opaque regulatory interface. The opacity underpins their post-regulatory employability and has, we will argue, a self-sustaining character. The analysis points to a causal link between the phenomenon of the revolving door, the oft-alleged over-complexity of regulatory practices and procedures, and resistance to their reform. The industry can be said to have been captured by the regulator. Cooling-off periods may or may not be useful in mitigation.  相似文献

Summary The wage and salary bill in Austrian manufacturing industry is divided into a fixed and a variable part on the assumption that wages of skilled labour and salaries can be regarded as fixed, wages of unskilled and semi-skilled workers as variable cost. The excess of value added (factor incomes) over the variable wage cost (gross profit) is shown to be more stable in the trade cycle than the excess of value added over the total wage cost (net profit); this accords with the idea of a relatively stable mark-up on variable cost.As a proportion of value added, gross profit and even more net profit in the above sense decline gradually over the period 1956 to 1972. This would indicate a declining degree of monopoly or increasing degree of competition which presumably applies mainly to the export markets. The hypothesis is advanced that more active competition has taken place in foreign markets which enabled Austrian manufacturing to increase its share in those markets. The reduction in profit margins was made possible by tax allowances i.e. by the quick write-off a considerable part of new investment. This tax allowances amounts to an interest free government loan to the investor, which in fact will not be repaid of the depreciation funds are reinvested immediately after the equipment is fully written off. The proportion of the industry's capital which is in this sense financed by the government increases over time as investment expands; a profit rate has to be earned only on the remaining capital stock, so that without reduction of the return on private capital the profit margins may be reduced. (The tax allowances thus amount to a virtual reduction of the capital coefficient which proceeds gradually over a long time.)The paper finally shows the relation between the share of savings and the share of corporate incomes in the total private income during the cycle. The share of saving moves with the cycle and this is made possible by a shift to corporate income.  相似文献

The Telecommunications Act of 1996 requires that telephone service be available in high-cost areas at rates that are affordable and reasonably comparable to those charged in low-cost areas. It also requires that carriers serving high-cost areas at below-cost rates be compensated with explicit and sufficient subsidies. This paper analyzes an auction mechanism for the allocation of such subsidies. It shows that in a wide range of circumstances auctions are more efficient than traditional subsidy schemes. It also shows, however, that auction designs aimed at stimulating competition among several subsidized carriers may be particularly vulnerable to collusion.  相似文献
