Urban containment strategies are one of the best-known planning instruments for managing urban sprawl. The two main types of such strategies are greenbelts and urban growth boundaries. The boundaries set by the Land Use Plan in Switzerland have been applied since 1970. We evaluate the effect and success of this strategy by analysing expansion of developed land, change in number of buildings, and building density within and outside building zones in four Swiss municipalities 1970–2000. Our results show that the boundary restricted most development to building zones and promoted increased building density. Generally, building density increased in the building zones but decreased outside of building zones. For more efficiency and success, the political institutions should specify explicit goals for development inside and outside of building zones, and develop new instruments for guiding development outside of building zones. 相似文献

The ability to manage land effectively depends on the availability of accurate and up to date information on it. Many cities, particularly those in the developing world, lack the means to generate the information needed to support land management. This paper proposes the use of assessment studies as a mechanism to generate information for land management. A model of the public land management system and a framework of steps and issues for carrying out an assessment study are presented. The paper also presents an overview of the common problems of land management in the developing world and a case study to illustrate the utility of the proposed framework. 相似文献

This themed issue of Land Use Policy builds mainly on papers presented at an international conference on ‘Land Use Issues and Policy in China under Rapid Rural and Urban Transformation’, convened by the Chinese Academy of Sciences in Beijing, China, in October 2012. The conference set out to share and promote new scientific findings from a range of disciplines that advance research on land use policy in China. The contributions to this themed issue provide conceptual–theoretical and empirical takes on the topic, around four main areas of interest to both researchers and policymakers: nation-wide land use issues, the Sloping Land Conversion Program, land engineering and land use, and land use transitions. Various land use issues have been associated with rapid urban–rural transformations in China, giving rise to formulation of new policies directly affecting land use. However, these have contributed to new land use problems due to the nature of the policies and the difficulties in policy implementation constrained by the special ‘dual-track’ structure of urban–rural development in China. In view of this, this themed edition makes a compelling call for more systematic research into the making and implementation of China's land use policy. The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Thus the national land policy became incompatible with the land use planning policy and the rise in environmental awareness it reflected. 相似文献

As urban areas continue to expand, the need to consider nature conservation objectives in planning is growing. Policy makers across Europe recognize that effective nature conservation requires an integrated approach to land use planning that includes relevant ecological and spatial knowledge. Although a number of such integrated approaches have been developed, many local authorities in Europe encounter important institutional barriers to this integration. This is particularly true for countries in Central and Eastern Europe (CEE) like Bulgaria. The post-socialist transformation in Bulgaria led to intensified urban growth and local authorities struggle to find a balance between environmental and socio-economic interests. Meanwhile, the Environmental Policy Integration ‘principle’ (EPI) has been gaining prominence in Europe, aiming to address the trade-offs between environmental and economic incentives. Research highlights that successful EPI depends on institutional processes within different economic sectors and across governmental scales. These processes have not yet been comprehensively studied in the CEE and in Bulgaria. This article assesses the EPI process in urban planning in Bulgaria and identifies the institutional approaches that may contribute best to EPI in urban planning. Using the example of the “Corner Land” project in the city of Burgas, we discuss the key challenges that the local authorities face in addressing nature conservation in land use plans. The findings indicate that EPI is to a high degree constrained by the lack of an efficient communicative process across fragmented organizational structures throughout the entire planning process. While a procedural approach to EPI appears to be prevalent it is concluded that a communicative approach is urgently needed if the sustainability of urban plans is to be safeguarded and negative impacts on nature prevented. 相似文献

This paper reports exploratory empirical research on the property characteristics and land use of contaminated brownfield properties. This research investigated 1415 contaminated brownfield properties in environmental cleanup programs in the states of New York and Texas in the US. This research attempts to clarify some confusion about contaminated brownfield sites, provide detailed information on the diverse land uses that caused the contamination on these properties, and to provide a better base of knowledge about brownfield sites that may be used in developing and implementing policy to remediate and redevelop contaminated brownfields properties in both older industrial regions and in more recently industrialized regions. This research analyzed land use data for these properties at the time they became contaminated and at the time they entered the environmental cleanup program. It also attempts to identify similarities and differences in the characteristics of the properties in these two states with strikingly different histories of industrialization. Several common assumptions about brownfield properties are extracted from the literature review and tested using the data. Some of our results are surprising, including the variety of past land uses of these contaminated brownfield properties and the differences in the history of land use and the characteristics of the properties in the older versus newer industrial region. 相似文献

Open space is a very scarce resource in Switzerland. The Federal Government aims to stabilize the use of settlement area per resident at 400 m2. This paper starts by outlining the institutional system of spatial planning in Switzerland. Regressions then explain both the current level of land use per resident as well as the development of this indicator. Factors like cars per resident, the proportion of old people and the rural character of the municipality do increase land use per resident. Case studies show that there are currently hardly any instruments available with which to steer land use beyond the local level. It is concluded that incentives for local administrations should be introduced in order to limit urban and rural sprawl. 相似文献

Rather than a bad case of urban sprawl, the physical expansion of China's megacities may be viewed as a combination of ‘urban spill over’ and ‘local urban sprawl’. This paper reviews land use regulations in their institutional context and argues that conflicts in land use regulation are related to ideologies of land ownership and embedded in different planning doctrines. These hypotheses are investigated with special reference to Guangzhou, the capital of Guangdong Province in southern China. The evidence suggests that entangled land use regulations for “urban” and “rural” land have imposed serious constraints on urban growth, while the contradictions of different policies and regulations in the use of rural lands for urban construction have led to intensive and unhealthy competition among stakeholders. As a result, not only have the costs of land conversion from rural to urban uses increased, but the spatial development of Guangzhou has been distorted. The implications of these failures for future policy are discussed with emphasis on the reform of the land use regulation system. 相似文献

The German government has committed to substantially limiting future land consumption. Among the most prominently discussed policy instruments is the implementation of a cap & trade system for land consumption, in which a limited amount of certificates is allocated to and traded by municipalities. Since these certificates would be a prerequisite for conducting building projects, this system is expected to reduce urban sprawl and foster the efficient allocation of land consumption projects. While previous empirical studies have supported these projections, the potential fragility of a cap & trade system in the case of macroeconomic shocks has not been considered. In three laboratory experiments, we simulate the impact of economic and budgetary crises within a cap & trade scheme for land consumption. We find that a market-based system succeeds in compensating macroeconomic disturbances with only minor welfare losses. Certificate prices in auctions and trading are somewhat more volatile before shocks, yet normalize afterwards. Trading volumes and the specifics of project realizations remain largely unaffected. Unrelated to the macroeconomic shocks, auction and market prices persistently diverge, leading to income redistributions to the state. Overall, our evidence supports the introduction of a market-based certificate scheme to reduce land consumption in Germany due to its resilience against potential shocks. 相似文献

This paper provides a constructive critique of Corrine Cash's paper “Good governance and strong political will: Are they enough for transformation?”, published in volume 58 of Land Use Policy in 2016. By focusing on how intra-sector dynamics influence land use policies in conflicts revolving around urban sprawl, this paper aims to complement and, to some extent, widen the analytic lens deployed by Cash. The examination of the Spanish wine sector and its lack of zoning policies confirms Cash's argument about the need to go beyond discourses of ‘good governance’ and ‘strong political will’ to understand the dynamics underpinning real spatial processes. However, this exploration underscores the need to add layers of complexity to land use analyses, showing the relevance of intra-sector conflict and logics. In complicating any simplistic reduction of urban sprawl conflicts to rural–urban oppositions, the paper ultimately calls for a more dynamic and multiscalar planning theory to address complex governance issues. 相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well. 相似文献

Changes in land use and land tenure can influence both physical fragmentation and ownership fragmentation of landscapes, with implications for biodiversity. In this study, we evaluated changes in land use and land tenure in the Tijuana River Watershed, a region of high biodiversity and endemism, following the implementation of a new Agrarian Law which allowed for privatization and sales of communal land (ejidos) beginning in 1992. In order to understand changes in land use and cover, we constructed maps from aerial photographs and Aster images and measured changes between 1994 and 2005. In order to understand changes in land tenure, we collected data from Mexican government sources on ejido land size, ownership, and sales, and we conducted 55 structured interviews with ejidatarios in the watershed. Our results demonstrate that land-use/cover change between 1994 and 2005 was dominated by an increase in urban area and grasslands, and a decrease in coastal sage scrub, chaparral, and, to a lesser degree, agriculture. In particular, the conversion of coastal sage scrub has left a far more fragmented landscape than existed in 1994. In addition, most of the ejidos in the watershed, as well as individuals interviewed, had participated in some stage of the land certification and titling process allowed by the new Agrarian Law, resulting in substantial changes in land tenure. However, land tenure security appeared to play a larger role than a desire to sell land and, contrary to studies from other regions, full title to the land was obtained in a range of urban and rural settings, rather than primarily on land closest to urban zones. Our results suggest that past predictions regarding future urban growth and fragmentation of native vegetation in the region have proven accurate and highlights regions of change that merit further study. 相似文献

The fragmentation of construction land due to decentralised urban development, disorderly mixed land use, and large-scale transportation infrastructure poses a threat to urban integrity. There is a need to quantify the fragmentation level in a consistent way for inclusion in planning-related decisions. In the context of China's urban sprawl, this study develops a quantitative and intuitive index approach that planners can use to analyse multiple fragmentation features of construction land within urban areas. The approach can be used in planning policy reviews for timely land-use assessment and can be integrated into urban planning processes for developing strategic land-use scenarios. The method was applied in Shunde, a typical urban area in southern China, and construction-land fragmentation and its impacts on environmental quality were analysed. The results show that the entire built-up area in Shunde displays a high level of fragmentation. Patches of industrial and rural residence have been identified specifically higher fragmentation level. The shortage of available construction land makes land consolidation within built-up areas very important in planning Shunde's future development. Moreover, the land shortage requires the progressive reduction of construction land fragmentation. The results of the study also indicate that although land fragmentation has been affected by transportation infrastructure and the existence of rivers and hills in this region, decentralised decisions from hierarchical local governance regimes have greatly exacerbated this situation. Shunde provides examples of typical land-use problems associated with quasi-urbanised regions in China; construction-land fragmentation is a greater determinant for the sustainable development of urban and rural areas than construction-land growth. 相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. 相似文献

Historically the land development process has lacked a decision support structure for evaluating undeveloped parcels of land for compatibility with land use policy and engineering constraints. This paper demonstrates an applied multi-criteria decision support structure for characterizing the spatial distribution and classification of a parcel’s potential to support residential lot construction. This support structure is based on parcel attributes quantified in a typical site feasibility report, to include: potential house yield, wetlands area, soil types, streams (surface drains), and steep slope areas. The analytical capabilities of geographic information system (GIS) are employed in the decision support structure named the constructability assessment method (CAM). CAM integrates a dynamic multi-criteria attribute assessment method, based on the Analytical Hierarchy Process (AHP), for a given set of administrative requirements, and engineering constraints and judgment.The results of a case study using CAM characterized the approximate location of ideal lots for homes construction in an R-1 zoning district located on a 1290 acre land parcel in Loudoun County, VA, while avoiding existing hydric soils, floodplains, steep slopes, and forested areas. The number of ideal lots for a given set of engineering and administrative constraints represented a 65% reduction from the maximum lots permitted by regulatory constraints alone. The methodology used in this case study provides a consistent and repeatable land parcel analysis technique for undeveloped land parcels, and can be adapted and/or extended to a number of similar publicly available geographic datasets and constraint. In estimating optimal development density, CAM meets the needs of zoning administrators as well as the developers, thus offering a demand-driven market-based solution for sustainable land development. 相似文献

While addressing the issue of field encroachment and land use pattern changes in the desert margin regions, the paper proposes to develop a model which recognises land use pattern changes as event-driven. The picture that underpins development efforts and policy papers for environmental improvement in the Sudan–Sahel region often describes changes in agricultural landscape systems as a unidirectional expansion of fields onto marginal land in response to population pressure and resource degradation. Improving the sustainability of farms often incurs additional costs for farmers. These costs come from allocating land to the maintenance of the ecological processes (energy and material flows, natural population regulation) required for the agroecosystem to function. Since these costs are not recovered on the markets, farmers see a fall in profits, the financial viability of their farms is compromised, and they suffer the consequences of the environmental services they are providing. All this makes it essential to implement government policies designed to compensate farmers for their efforts. The issue of how to assess sustainability has generated widespread debate within ecological economics, specifically as to whether it is possible to place a monetary value on it and if so, how this should be done. In a previous article we showed that agrarian sustainability involves a land cost, therefore this cost can be translated into monetary values. The purpose of this study is to develop this concept in practical terms by applying it to organic farming. We calculated the land cost of agrarian sustainability (LACAS) in order to compare organic versus conventional management in olive farming, as this crop is grown extensively in Spain and other Mediterranean countries. The results show that the agro-environmental subsidy is not enough to encourage olive growers to make the conversion from conventional to organic methods, because the land cost of sustainability is not adequately offset. They also show that improving agroecosystems can allow the land to take on more functions without increasing the land cost. In our case, encouraging the multifunctionality of the land has permitted a reduction in this cost. The LACAS could be a useful tool, not only for drawing up government policies designed to support organic farming, but also for improving the sustainability of the agrarian sector. 相似文献

With the booming development of urban underground space in China, “fuzzy” property rights of this special form of land use type are not only the cause of ownership disputation and registration chaos, but also may seriously delay the undertaking of related underground land laws or regulations. China's emerging property rights issue of urban underground space, especially the delimitation of the surface and ground or underground, is facing such a challenge. This article aims to identify the property rights of urban underground space by using a practical method that classifies the underground space as economic goods, and to analyze attributes of different property rights of urban underground space within the theoretical framework of public goods. We use civil defense projects and underground parking lots as case studies. Both case studies are the most utilized types and controversial ownership cases of urban underground space in present China. Our case studies indicate that it is a feasible method to avoid the delimitation of the start-stop height of 3D property right vertically, and directly define the attributes of surface and underground property rights in line with the supply mode of goods. Our results show that the method proposed in this study can effectively solve the dispute of property rights against problems rising with unclear contract and lags in the legislation of urban underground space and clearly delimited the interests boundaries among different parties of property rights for urban underground space. Ultimately, this study may offer better insight into the utilization and registration work of urban underground space in China as well as reference for countries with similar property rights issues. 相似文献

The study of traditional agrarian systems can provide useful knowledge for improving the sustainability of present-day agriculture. Nonetheless, with the loss of traditional agro-ecosystems and the rationale that guides them, as has happened in Europe, an historical research approach can have a decisive role to play in recapturing this knowledge. In this article we study the evolution of a typical Mediterranean agro-ecosystem during the last 250 years, supporting the claim that high diversity and the internalization of energy flows and nutrient cycles found in traditional agriculture, are not only characteristics of the greatest sustainability of such systems, but are based in the need for additional land in production. This claim requires the dedication of land to diverse and complementary uses that leave a footprint on the landscape. Organic agriculture needs to consider this “land cost”, meanwhile trying to minimize it in order to improve its actual degree of sustainability. 相似文献
