The conservation and management of protected areas in urban settings has become increasingly challenging with dynamics over land use change in adjacent urban areas being highly relevant to, but at times conflicting with, the protected area. This study seeks to better understand the implications of land use change processes to urban protected area management through the case study of the Las Piñas – Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) in Metro Manila, Philippines. Factors and processes influencing land use change and protected area management and the impact of stakeholders’ perceptions on protected area were analyzed. The urban protected area in itself has limited influence on its surrounding urban areas, as land use change in these areas is shaped more by social, economic and policy/institutional factors occurring within the context of urban-regional development. The study also found that land use conflict is evident in an urban protected area due to the competing ecosystem services derived by various stakeholders. This discord is deepened by the lack of coordination between land use planning and protected area management. Integrating protected area management with land use planning through legally binding instruments, specific timeframes and clear internal procedures can help resolve land use conflict for an urban protected area at the strategic or policy level.  相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets.  相似文献

Soil is a natural resource essential to human welfare by virtue of its numerous crucial functions. In the past, soil has been taken for granted because of its widespread, albeit finite, availability. However, now that world's population is projected to exceed ten billion before the end of this century, soil is increasingly perceived as a precious commodity. Consequently, soil is increasingly under pressure by rich private investors and governments within the poorest countries to satisfy appetites for food production and biofuel. A case study is used to explore the plausibility of soil being considered as ‘brown gold’. Based on the comparison of land use maps, we estimated the value in terms of resource from raw material, carbon sink and virtual calories of the productive soil lost during the period 2003–2008 in the Emilia-Romagna Plain, one of the most productive areas of Italy. More than fifteen thousand hectares of cropland underwent land use change – in particular urbanization – over the 6-year period with an implied loss of crop production potential equivalent to the daily calorific requirement of more than 440,000 people. Taking into account that Italy is no longer self-sufficient in food production, such a loss appears to be strategically significant. Perhaps more importantly, urbanization and soil sealing has had negative ramifications on environmental sustainability, on both local and broad scales, with increased consumption of public funds. A logical framework of the socio-economic impact of land use change has been compiled and is presented as a possible example of a policy relevant approach to managing productive soils as a finite resource.  相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well.  相似文献

For decades, many cities have introduced densification policy objectives to stop urban sprawl or to promote efficient use of natural resources. In the urban housing sector, however, densification projects often intensify social challenges. Due to rising rents after modernization of existing housing stocks as a consequence of densification, low-income tenants are forced to leave their apartments. Risks of social exclusion and segregation increase simultaneously.In this article, we analyze how municipal planning authorities cope with affordable housing shortages in a context of urban densification. Specifically, we ask: How do municipal planning authorities promote affordable housing in densifying cities? To answer this research question, we apply a neoinstitutional analysis approach to better understand (1) the basic mechanisms of how land policy instruments impact affordability, and (2) why specific instruments are activated to defend affordable housing objectives. Through qualitative case study analysis of four Swiss urban municipalities, our results show that the mere availability of land policy instruments is not sufficient but that the strategic activation of specific instruments matters.  相似文献

In the context of climate change, adaptation to climatic extremes, such as drought, has attracted worldwide attention, yet many practical adaptation strategies need to be examined at the local level. Based on a case study of the village of Beidian, located in a drought-prone region in northern China, this study demonstrates that when faced with multiple pressures of regional climate change, drought risk and rural poverty, reasonable adjustments in land use patterns can serve as an effective adaptation strategy in the agricultural sector. We used household questionnaires, in-depth interviews with village managers, and land use surveys at the farming plot level to quantify the relationship between land use change and drought mitigation effects. Our findings indicate that in the past decade, the farming practices in Beidian have transformed from a complete reliance on the winter wheat–summer corn rotation to a new diversified mode of apple as the main crop and corn and coarse cereals as the subsidiary crops. The current farming mode is proven to possess a stronger adaptive capacity to drought due to its higher water-saving efficiency and economic benefit, which facilitates rural poverty reduction and socio-economic development. This study presents a feasible approach to address adaptation strategies at the local level, which provides policymakers with information on how to best support farm-level adaptation and to reduce farmers’ vulnerability to climatic extremes within the broader context of climate change.  相似文献

To reverse the negative environmental impacts of agriculture, a land evaluation decision support system (DSS) known as MicroLEIS-DSS was used to design the most sustainable land use and management practices for selected Mediterranean benchmark sites in Sevilla Province, Southern Spain. This DSS is based on the multifunctional evaluation of soil quality, using input data collected in standard soil surveys, and with particular reference to the peculiarities of the Mediterranean region. Specific agro-ecological strategies to prevent soil degradation in the benchmark sites were designed within two major topics: (i) strategies related to land use planning at a regional level: segregation of agricultural lands, restoration of marginal areas, diversification of crop rotation, and identification of vulnerability areas; and (ii) those related to land management planning at a farm level: organic matter restoration, formulation of tillage practices and workability timing, optimum machinery use, and input rationalization. The predicted results of applying the 12 agro-ecological land evaluation model constituents of MicroLEIS DSS are presented and discussed for each application site. The main conclusion of this paper is that using soil type information in decision-making is at the heart for sustainable use and management of agricultural land. This agro-ecological approach can be especially useful when formulating soil-specific agricultural practices to reverse environmental degradation, based on the spatial variability of soils and related resources.  相似文献

Economic activities in coastal wetlands are often perceived as incompatible with nature conservation. This negative perception stems from the visible impacts resulting from a continuous process of coastal wetland reclamation, as human pressure increases significantly in global coastal areas. The largest coastal wetland area in southern Portugal, the Ria Formosa, shares a similar perception, where current nature protection status often conflicts with the needed economic development. Here we explore how the economic activities influenced the wetland reclamation process in Ria Formosa, addressing namely aquaculture identified as an activity with a significant compatibilization potential. Different datasets were merged in a Geographical Information System, tracking land use change in Ria Formosa wetlands over the last 130 years at decadal intervals. Our results show that since the end of the 19th century nearly 2000 ha of wetlands were converted to anthropic environments, resulting in a 20 % natural area reduction. From 1885 until the mid-20th century, land use policy was influenced by the significant regional seafood preservation industry, with large swaths of wetlands diked, drained and excavated to give place to traditional salt farms. The following economic downturn gave place for the late industrialization of salt farms, further increasing the reclaimed wetland areas, later stalling with the recognition of the environmental importance of Ria Formosa in 1978. Aquaculture only gained momentum in 1980’s with the support of European funding, resulting in the conversion of many unproductive diked areas. However, late 20th century and current land use policy shifted to a nature conservation focus, therefore limiting the use of previously reclaimed areas, a challenge that influenced the abandonment of the modified areas. By studying the long-term change of land use in Ria Formosa, we argue that in high conservation value areas new policies should be considered that stimulate the development of an ecosystem approach to economic activities, namely aquaculture, improving simultaneously the regional environmental status and socioeconomic sustainable development.  相似文献

This article investigates land transactions in relation to intended land use change from a micro-scale perspective. A better understanding of land transactions is important for understanding and influencing how land is used. The aim is to explore how the different aspects and their interrelations influence landowner behaviour during land transactions initiated by the government. The study draws on 42 explorative interviews with land purchasers, land policy experts, planning professionals and local farmers.The study shows that uncertainty, and feelings of justice are pivotal aspects during land transactions. Moreover, land transactions are co-evolving with the planning process. Landowners exhibit strategic behaviour based on their personal situation and their expectations on uncertain aspects. The strategies are strongly interrelated with the evolution of land use change. Land use changes are both input on which actors base their strategies, as well as the outcome of those strategies. The aspects found in this study were strongly interrelated and changed over time. Some aspects were context dependent, while others are expected to influence land transactions in general. In this light, the strength of a successful planner is twofold: on the one hand a planner needs to be a good communicator; on the other hand a planner should be able to deal with uncertainty and expectations during plan processes.  相似文献

By using Northeast China as example, this study measured the characteristics of the land use transition of underdeveloped areas (UAs) of China and explored the underlying transition mechanism. This study found that, the main characteristics of the land use transition of Northeast China during the last two decades (1995–2015) were continuous expansion of cropland, accelerated growth of construction land, and continuous reduction of woodland and grassland, as well as unused land. Policies dominate the process of land use transition of the UAs of China. The land use transition of UAs of China is a result of interaction and coupling between socio-ecological feedback under the guidance of policies and socio-economic change under the influence of policies. The former determines the direction of regional land use transition while the latter determines the intensity of this transition. During the process of land use transition, the sustainable use of land of the UAs of China faces several severe issues: inefficient use of urban construction land caused by unreasonable policy support, degradation of the ecological environment caused by irrational expansion of cropland, and both policy instability and policy conflicts. To resolve these issues, punishment and accountability of local governmental violations of land use should be strengthened. Furthermore, a land use information disclosure system and public supervision mechanism should be established by policy makers. The starting point of policy formulation should be shifted from quantity growth to quality improvement as well as from economic benefits to comprehensive benefits.  相似文献

Despite a growing interest among land use policymakers to identify the indicators that measure changes in land tenure systems, little consensus exists about what framework can functionally analyze land tenure systems, and how it should be developed. The existing indicators have mainly focused on measuring the “effects” of land tenure (in)security and often neglected the “causes”. Hence, comprehensive monitoring of land tenure systems has been poorly understood and practiced. Given their multifaceted meanings, land and its related concepts have been a challenging issue for policymakers. Accordingly, the overall objective of this paper was to propose a functional and analytical framework on how to study monitoring land governance from roots to shoots through five main studies: i) understanding the historical trajectories of land, ii) recognizing institutional arrangements on land, iii) identifying land governance grammar, iv) defining land governance typology, and v) assessing land use changes. In line with this objective, the general research question of this study is how and by whom a monitoring system should be developed. Overall, this study can be considered as a conceptual framework that has been designed to conceptualize, develop, build, and apply a functional and analytical framework for formulating land governance grammar to explain how access to land is governed. Unlike previous studies, this study focuses on both causes and effects of strong land governance (SLG) and weak land governance (WLG). The paper discusses that land governance allows various stakeholders to participate in government decisions and ensures the security of their livelihoods. However, land governance could be either poor or strong depending on the government decision-making process. The paper also concluded that SLG is a precondition for economic growth and poverty alleviation in rural areas of developing countries.  相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands.  相似文献

In Brazil, incorporating the environmental dimension to the planning process is a challenging process. Planning has historically been carried without considering environmental protection concerns. The country's large development projects have engendered a discussion on the feasibility of these works given the conflicts with environmental policies. The strategic environmental assessment (SEA) is a tool that has the potential to integrate the sectoral, territorial and environmental perspectives to promote sustainable development, as shown by international experience. Its use has not yet been regulated in Brazil, only been voluntary initiatives, both public and private, have been implemented. This paper presents the structure and results of the SEA of the plans to expand silviculture of eucalyptus and biofuels in the Extreme South Region of Bahia state, in the Brazilian Northeast, in a context of sectoral planning dissociated from government guidelines for land use policy and environmental protection. It portrays a practical case of methodological proposal for the use of socio-environmental criteria to establish limits for land occupation by monocultures, for each of the municipalities of the study region, according to their specific climate, soil, relief and environmental preservation characteristics. Various alternatives were identified to ensure areas with greater productivity for small family farming and areas with potential for preservation. SEA helped to a better understanding of the effects of the expansion of the planting areas in each alternative, which was essential to help all stakeholders visualize the consequences of their strategies. Consequently, as results the SEA outlined a series of guidelines and restrictions for the various levels of government and the production sector. For instance, SEA suggested for Federal, State and Municipality governments that areas with better soil and climate conditions could be reserved for public policies to incentive the diversification of the uses of the territory, such as food production. SEA also suggests the adoption of incentive programs to establish multiple-use forests. The SEA recommended that the state government integrate its program for strengthening family agriculture with land-use planning criteria, based on cooperative systems The methodology employed has evidences to be replicable in other regions of Brazil and in developing countries.  相似文献

Due to non-sustainable land management, desertification has been occurring widely across the world and continues to be a global land use problem. In this context, appropriate methodological tools, which can provide a biased estimation of desertification, are critical for learning from past failures and local successes in orienting desertification towards sustainable land use. This paper proposes a locally adaptive multiple endmember spectral mixture analysis (MESMA) algorithm to extract the rocky desertification information from medium resolution images at subpixel level and applies it to the case of Danjiangkou reservoir region (DRR), China. Quantitative comparisons show that the locally adaptive MESMA has achieved more accurate and reliable estimations of rocky desertification information in DRR than the traditional MESMA. An inversed U-shaped trend is observed for desertified land with different severity levels from 1987 and 2013 in DRR. In particular, the inflection point roughly emerged in period 2000–2005. Casual mechanism-based regressions demonstrate that such dynamics of rocky desertification are closely coupled with socioeconomic, biophysical, and policy factors. More specifically, we identify a significantly positive role of land conservation policy in combating and relieving rocky desertification in DRR. Positive effects are observed particularly through afforestation, investment, and professionals input. Based on the conclusions and lessons of DRR, I finally make relevant recommendations for formulating policies and strategies that attempt to orient desertification towards sustainable land use. The proposed locally adaptive MESMA can act as an advanced remote sensing tool to guide the conservation policy.  相似文献

The growing demand for a wide range of private and public goods and services from a finite land resource is increasingly challenging for planners at local, regional, national and international scales. The Scottish Government's development of a Land Use Strategy has given salience to resolving conflicts and enhancing synergies in land use. In Scotland, the poorest quality farmland is often designated for nature and landscape conservation and the highest quality farmland often protected for food production. This means that many of the competitive pressures on land are experienced in what we term the ‘squeezed middle’. The paper identifies the multiple (and not exclusively economic) drivers of land use choices and, through an ecosystem services lens, explores three particular areas of land use conflict. These are (i) the continued high level of public support for farming, which has done little to address the problem of low farm incomes; (ii) the pressure to increase woodland planting on farm (and other) land; and (iii) conflicts associated with intensive game management, especially on sporting estates. Using the Scottish situation as an example, the heterogeneity of land use pressures means that there is a danger of the principles of the Land Use Strategy becoming lost in translation from national policy to practical land use decision-making. The appropriate scale for delivery of integrated ecosystem services may therefore be more local than current pilot projects, and may require more active participation of land managers. It may also require policy instruments that are more flexible in adapting to the local context, including payments for ecosystem services.  相似文献

Land affected by contamination from human activities has been identified as a major environmental problem in developed countries and there are established mechanisms for identifying, prioritising, characterising, assessing and remediating the land so that risks to human health and environmental receptors are minimised. However, comparative mechanisms and approaches for sustainable land management are often lacking in developing countries such as Cameroon. This paper presents a critical review of the existing policy framework in Cameroon in relation to environmental management, particularly land contamination.It is established that in Cameroon, there is an acute lack of comprehensive information on land contamination from economic development and industrialisation, inadequate legal and institutional framework, weak enforcement capacity and unsatisfactory coordination between various stakeholders towards sustainable land management practices. The coastal town of Douala, which has the highest level of industrial activity in the sub region is used to demonstrate how dealing with land contamination is a public health priority and requires attention in the context of sustainable development. The United Kingdom (UK) regulatory policy framework on land contamination risk management is used to show how land contamination issues and risk management approaches, including conceptual site models, could be introduced into the sustainability discourse in Cameroon. A number of recommendations including proposals for a radical overhaul of the current regulatory policy framework are formulated and presented. Specifically, the creation of an independent Cameroon Environment Protection Agency (CEPA) that will be the main regulatory body responsible for developing and implementing the policy proposals in this paper is advocated.  相似文献

Land use regulation has always been regarded as one of the most crucial means of macro-control of urban growth, which can affect a city’s land values directly and further determine related urban economic well-being. Since the New Type Urbanization Strategy proposed by the government in 2014, China’s mode of urban growth has been transformed from addressing “quantity” to “quality" in the urbanization process. In this case, the regulation of land use by the Chinese government plays a more important role in urban growth. With their planned land regulatory scheme, the various instruments employed by Chinese governments have quite different mechanisms influencing land prices. However, there are no rigorous studies focusing on the land use regulation system and its impact on land values to date, particular in China. This study seeks to explore how land use regulation affects urban land values through the systematic lens. We summarize the main land use regulatory instruments based on the analysis of China’s planned land use system and urban land banking system, including the construction land quota, constraints on the allowed floor area ratio (FAR) of each land transaction parcel, and land supply restrictions. A new dataset based on land transaction data from 2007 to 2016 that covers 286 prefectural cities from the country’s coastal, central, and western regions is used in the empirical analysis. The results show that the effects of the floor area ratio (FAR) on land values are significant and positive, with the residential and commercial land supply ratio being a key factor. Moreover, the results imply that the effects of constraints on FAR and commercial land supply vary between regions. These findings indicate that the Chinese land market is considerably distorted by excessive administrative interventions by local governments, in the stage of urban transition guided, the capable regulatory instruments could play an important role in adjusting urban land prices and hence impact on urban growth.  相似文献

The Special Issue (SI) “Environmental Risk Mitigation for Sustainable Land Use Development” presents seventeen interrelated papers addressing the key concept of environmental risk mitigation and sustainable land use development. The issue argues that risk mitigation depends directly on the risk assessment analysis and the quality of applied measures. Therefore, the more precise are risk assessment conclusions, the better the risk mitigation measures would be. This collection of papers follows the vision of the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework) which states that the integration of sustainable development objectives into disaster risk mitigation and adaptation at all levels and at all stages of policy action are of paramount importance for the sustainability of our communities. The final purpose of the issue is to address the mutual roles of land use policy on environmental risk mitigation and adaptation, especially disaster risks.  相似文献

This themed issue of Land Use Policy builds mainly on papers presented at an international conference on ‘Land Use Issues and Policy in China under Rapid Rural and Urban Transformation’, convened by the Chinese Academy of Sciences in Beijing, China, in October 2012. The conference set out to share and promote new scientific findings from a range of disciplines that advance research on land use policy in China. The contributions to this themed issue provide conceptual–theoretical and empirical takes on the topic, around four main areas of interest to both researchers and policymakers: nation-wide land use issues, the Sloping Land Conversion Program, land engineering and land use, and land use transitions. Various land use issues have been associated with rapid urban–rural transformations in China, giving rise to formulation of new policies directly affecting land use. However, these have contributed to new land use problems due to the nature of the policies and the difficulties in policy implementation constrained by the special ‘dual-track’ structure of urban–rural development in China. In view of this, this themed edition makes a compelling call for more systematic research into the making and implementation of China's land use policy. It also emphasizes the challenges for further research on land use policy in China.  相似文献

为揭示城市群发展对区域生态风险的影响,以位于长江经济带的长株潭城市群为研究区,利用1993-2013年Landsat遥感数据,定量获取土地利用变化特征,并基于移动窗口的景观生态风险指数,获得区域空间连续的生态风险指数等级分布图,分析长株潭城市群土地利用动态变化及生态风险时空变化特征。结果表明,近20年来,研究区土地利用变化较为显著,建设用地呈持续增加的趋势,耕地、林地面积在波动中减少且变化明显;近20年,生态风险等级面积变化显著,低风险区波动减少,中等风险区先减少后增加,较高风险区、高风险区均波动性增加。本研究为长株潭城市群土地资源可持续利用、生态风险的有效防范,以及对城市建设用地开发边界和生态红线的确定提供了参考,也为区域生态风险定量评价提供了有效的技术方法。  相似文献
