This paper provides empirical and conceptual insights in analysing the factors that determine the prices of farmland within Protected Natural Areas that are close to densely populated urban areas, the changes in land use experiences as well as the additional control policies needed to curb this unsustainable trend.The Urdaibai Biosphere Reserve nearby the metropolitan area of Bilbao (Basque Country, Spain) is the case study considered and its bordering non-protected rural area is used as a reference for comparison. A spatial hedonic farmland price model is estimated and the willingness of land purchasers to pay for different farmland characteristics quantified both inside and outside the Urdaibai Biosphere Reserve. The main results are that: (1) residential development is taking place in all categories of farmland, (2) aside from neighbouring prices, farmland prices depend on different factors depending on whether the marketed plots stand inside or outside the Protected Natural Area, (3) the “reserve effect” on land prices is less powerful than the “proximity to the metropolitan area (and motorway) effect” observed from villages of the non-protected area located in the 3rd crown of Bilbao, (4) the reasons for farmers non-compliance with policy regulations is the necessary knowledge base for the farmland conservation policy design and (5) in the light of the results, three development-control policy instruments such as Payments for Ecosystem Services, Tradable Planning Permits and development-taxes are discussed considering the factors that could improve compliance.  相似文献

五大连池世界生物圈保护区具有原生、完整的植被生态演替过程,是研究火山植被演替、生物多样性系统发育的理想场所,对其开展景观生态学研究有一定的科学价值。本文通过景观格局指数分析,得到以下结论:(1)旱地是本区域的景观基质,其中位于核心区、缓冲区的旱地需要有计划的退耕还林、还草;(2)自然景观类型中的有林地、高覆盖草地破碎化程度相对较高,需加以保护和恢复;(3)裸岩石质地是本区域的核心资源,其破碎化不明显,其内部、外部连通性较好,仍需继续加强保护;(4)保护区人为干扰强度仍较大,需要继续开展保护、恢复工作。  相似文献

Aiming to explore the relationship between natural protected areas operation and how conservation is logically described, this paper analyzes the discourses that government authorities and scientists developed on conservation and social participation in Sierra de Huautla Biosphere Reserve. Our results indicate that conservation is understood as the intent to keep nature with the lowest possible level of human interference, as its main strategies are: to eliminate inhabitant's unawareness about nature and to reinforce environmental legislation and inspection. Social participation was acknowledged as essential in reserve management, but local inhabitants, even when recognized as important actors, were excluded from the reserve co-administration scheme and mainly regarded as the beneficiaries of already designed projects. In order to achieve SHBR environmental and social goals, it is necessary to modify authorities’ comprehension of social participation toward a process that supports social change by empowering NPA inhabitants and transforming them into political actors.  相似文献

The biosphere reserve (BR) concept, developed within UNESCO's Man and the Biosphere (MAB) Programme, represents a hallmark in seeking to reconcile conservation and sustainable use of biodiversity. The MAB Programme functioning mechanisms leave the responsibility for the translation of its BR objectives to the management authorities of the participating countries. While a shift to broad social and livelihood perspectives is emerging in the BR Programme, reflecting contemporary requirements for the sustainable management of larger territories including protected areas, it suffers from implementation deficits at the local level.  相似文献

Evaluation of the management effectiveness of protected areas has become a global priority, especially in coastal zones, where essential services are threatened by land use pressures. To assess the effectiveness of a coastal protected area, we estimated the land-use change (LUC) within and outside of the Pantanos de Centla Biosphere Reserve (PCBR) and interviewed key stakeholders to identify the main stressors causing LUC. The native vegetation cover under the PCBR protection decreased by 65% over 24 years; whereas agriculture and livestock lands doubled, even within the core conservation areas of the PCBR. The greatest loss was in the flooded forest (48%), where the reduction was similar in and around the reserve. The effectiveness of reserve management was affected by drivers of land use change, which include agricultural and livestock enterprises that are run by government programs. Effective management of the PCBR has been undermined by poor management practices, limited capacity and resources, and inadequate zoning design. Protected areas and its surrounding landscapes could be considered to be natural experiments for future research, where high value land uses and conservation objectives coincide within coastal areas that will face a predicted sea level rise, more intense floods and higher temperatures.  相似文献

达赉湖自然保护区保存了最完整的湿地生态系统和野生生物特有的遗传性,是我国重要的天然基因库之一;该区具有高等植物649种,隶属于71科,脊椎动物共有357种,隶属于64科,其中国家Ⅰ级保护鸟类7种,国家Ⅱ级保护鸟类42种,国家Ⅱ级保护哺乳类2种;自然条件和人为干扰导致的湿地污染以及对生物的驱逐效应的不断加剧,使该区生物面临着巨大的危险;从湿地生境安全保护的角度,提出了维持达赉湖自然保护区湿地生物多样性及其安全栖息生境的保护对策。  相似文献

广西野生动植物及自然保护区在本次雨雪冰冻灾害中受损面积之大、危害程度之深为历史所罕见。保护区基础硬件设施损毁严重;森林植被遭到严重破坏,生态系统结构和功能受损;野生动植物及栖息地受灾严重、生物多样性下降。当前抗灾救灾面临保护区生产生活困难大,森林防火难度大,区内资源损失情况调查、监测和评估尚未开展等问题。建议:提高认识、开展对保护区森林生态系统和野生动植物资源的调查、监测和评估;加强防火、病虫害防治和防止乱砍滥伐;加强野生动物的救助和疫病防护工作。  相似文献

Natural Areas are biogeographical zones which reflect the geological foundation, the natural systems and processes, and the wildlife in different parts of England, and provide a framework for setting objectives for nature conservation. This paper argues, with particular reference to agro-ecosystems, that there is a need for an integrated, whole countryside approach to Natural Areas based on the principles of ‘strong’ sustainable development. In practice, this means the delineation of conservation objectives for the whole of each Natural Area and the application of policy instruments designed to address the causes of environmental loss and deterioration. The latter requires, it is argued, a structural analysis of generic environmental issues. A generic issues approach is required in order to avoid the pitfalls of environmental ‘symptom management’ (environmental managerialism), an approach which dominates current environmental and agri-environmental policy. Necessary as such discrete action programmes and measures may be as short-term ‘fire-fighting’ responses to immediate threats, environmental managerialism as a policy framework epitomises a non-holistic and ‘disintegrated’ approach to nature conservation. The paper goes on to discuss the configuration of agri-environmental policy that will be required to address generic agricultural impacts on biodiversity and the constraints and opportunities for its implementation that are likely to arise within the context of further CAP reform and the forthcoming round of WTO negotiations.  相似文献

Community forestry enterprises are increasing participation in forestry activity and have become a favoured approach for reaching goals of conservation, poverty reduction and community development. Much has been written about the importance of supportive policy frameworks, technical assistance, the broader market in which these enterprises operate and the need for more significant control by communities over forests and their benefits through secure resource rights as key points of action. However, there is still a considerable knowledge gap in terms of understanding their organizational behaviour and how it affects the accomplishment of their goals. This paper takes a first step in filling this gap and analyses managerial behaviour in CFEs through the use of theories on principal–agent relationships. Data collected from CFEs in the Mayan Biosphere Reserve in Petén, Guatemala reveal important insights about managerial behaviour in these firms and how embeddedness of the CFE within the wider community plays a major role in managerial decision-making. Protected areas are cornerstones for biodiversity conservation, yet they can be controversial because of their potential impact on the livelihoods of local people due to restrictions on agricultural land use and the extractive use of natural resources. This study evaluates the impact of PAs on households’ livelihoods, as measured by total household income (THI) and livestock income (LI). We use a survey and a quasi-experimental design to gather socioeconomic and biophysical data from households living within, adjacent to and outside three national parks (NPs) in Ethiopia and employ matching methods to isolate the impact of NPs. Our findings suggest that there is no evidence that the establishment of NPs adversely affects local livelihoods. Instead, we find that households within and in adjacent areas to NPs have higher incomes compared to those living outside. Understanding the heterogeneity of the effect of NPs on local livelihoods can help in designing well-targeted policy interventions that improve conservation goals while also addressing livelihood concerns of resource-dependent local communities.  相似文献

Changes in land cover of protected areas and their buffers have serious implications on the conservation of biodiversity within such biomes because land use has been recognized as one of the major drivers of biodiversity change. Atewa Range Forest Reserve is one of Ghana's Upper Guinea Forests declared as a Globally Significant Biodiversity Area (GSBA). But the reserve is under threat from several human disturbances which could impact on the land cover of the reserve.This study examined the spatial and temporal changes in land cover of Atewa Range Forest Reserve and it's buffer between 1986 and 2013 using remote sensing. Land use and land cover (LULC) classification and change detections were undertaken using one Landsat Multispectral Scanner (MSS) image of 1986 and Landsat ETM+ images of 2003 and 2013.The study also investigated the driving forces of LULC and the effectiveness of the Forest and Wildlife Policy of 1994 in the management of the reserve.Results of image classification showed that much of the peripheral closed and open vegetative covers have been converted to farms and bushes with little disturbance within the interior of the reserve. The study revealed that, the conservation management policies were yielding very little results due to a number of policy deficiencies including low staff strength, lack of logistics and low remuneration. Enforcement of legal instruments against illegal logging, small scale mining and farming activities within the reserve, improvement in the staff strength and their condition of service, intensification of public education on the value of forest and the need to protect it are some of the major recommendations that could curb encroachment on the reserve.  相似文献

Effective conservation requires that conservation policies and management decisions first target local actors who are dependent on natural resource use in Protected Areas (PA) of Developing Countries (DC). In rural areas of DCs, these actors are mainly farmers who also rely on off-farm activities such as harvest of Non-Timber Forest Products (NTFPs) to complement their livelihoods. Here, we propose a novel approach to support the development of policy interventions aimed at achieving conservation goals through the sustainable development of local people in PAs of DCs. The approach consists in identifying the main Livelihood and Farming Systems (LFS) and select those that are more conservation-friendly, and that may contribute to solve conservation and development problems such as Human-wildlife conflict. Identifying the existing LFS can also help in searching for conservation-relevant improvements that can contribute to local people wellbeing, considering the existing FS as the starting point for a sustainable development strategy in PAs of DC. Data from the Niassa National Reserve (NNR), the largest PA in Mozambique, were used to develop this LFS approach. Measures of effort applied in harvesting NTFPs and in managing agricultural inputs and outputs were collected from 329 households through a structured survey. Cluster analysis was performed to identify and characterise the main LFS in the NNR. Based on the cluster results, we have identified four livelihood systems (LS): gatherers, hunters, farmers and employees; four farming systems (FS): specialized in maize, rice and sorghum, and a mixed FS. A Multinomial Logistic Model was also applied to understand the drivers of LFS choice. Livelihood systems were mainly driven by household-level socio-economic factors, while FS were driven by village-level biophysical conditions. Households who were employed and had diversified farming and off-farm activities were better off and more resilient to climate change and crop-raiding animals. Intensification appears to occur gradually but has found to be limited by rainfall availability. Based on our findings, we propose that conservation experts and policy-makers should use a LFS approach to re-frame the conservation narrative in PAs of DCs and promote the existing practices that can better protect biodiversity while improving livelihood and welfare of local people.  相似文献

Effective protection of biodiversity in areas of high conservation value requires trade-offs between local use of natural resources and conservation restrictions. The compromise is often difficult to reach, which causes conflicts over the management priorities of existing and potential protected areas. Ecosystem services (ES) perspective offers a promising avenue for diagnosing and reconciling contrasting interests concerning the use of benefits from ecosystems. We examined how the spatial proximity to the Białowieża Forest (BF), a European biodiversity hotspot, affects the perceived use of ES by local communities. We performed a survey among 719 respondents from 35 villages situated within BF and in its vicinity. We found that both the declared use of ES and the perceived influence of ES on household’s economy was declining with the distance from BF with particularly high differences between areas not further than 3 km from BF and areas located 3-15 km from BF. Different zones varied in terms of benefits from tourism and costs connected with a potential limited access to ES due to conservation. Broadening the perspective, we argue that the trade-offs linked to ES may vary depending on the location in relation to the protected area and that local communities should not be treated as a homogenous group when considering benefits from the forest. Awareness of common patterns of ES use over space and local specificity may enhance effective management of even highly contested conservation areas.  相似文献

Degradation of natural resources in Haiti has been a growing concern to foresters, environmentalists, and local populations. Various approaches based on “participatory”, “fines and taxes” and “command and control” regulations, have been unsuccessfully implemented to persuade farm households to adopt conservation measures. Negative impacts on the welfare of farmers limit the efficiency of these approaches for forest conservation. This paper investigates alternative solutions to the problem of deforestation of Haiti using linear programming (LP) models. More specifically, this study evaluates the role of various policy instruments on large-income farm households and low-income farm households’ welfare and forest conservation in Haiti. Data from 243 farmers inside the Forêt of the Forêt des Pins Reserve are used in the empirical analysis. Results suggest that agricultural subsidies tied to environmental conservation would promote a more sustainable resource use in Forêt des Pins Reserve.  相似文献

As an emerging policy in Indonesia, “Essential Ecosystem Areas” (EEA) is being established as an instrument to expand protections for conservation areas at sites beyond the classical domain of the conservation bureaucracy. The policy impetus is from recent global research identifying high conservation values located outside of formally designated conservation areas. EEA policy provides a foundation for justifying conservation practices at sites based on high biodiversity indicators, but which might not have previously held formal protections. This policy instrument is particularly unique in Indonesia because it is envisioned to support initiatives that emerge voluntarily, even in areas that might not have been historically thought of as conservation areas. This is unusual because it applies to all land categories, including private and public lands. In this article, we introduce the EEA policy and identify the potential applications it might have, considering the possibilities for future conservation area management in Indonesia. In particular, we identify some key principles for researchers and practitioners to follow when assessing EEA implementation. Our organizing framework consists of several elements based on existing land and power characteristics, which we connect to the institutions that might emerge amidst these new policy arrangements. We apply the land and power framework to two emerging EEA sites in Sulawesi to anticipate the extent to which the policy suggests a future trajectory for conservation management, or whether conservation policy will remain tied to existing rigid bureaucratic structures. Findings from the two cases point to the continued primacy of the centralized conservation bureaucracy, indicating that EEA sites are being negotiated through the classical approach for administering conservation areas.  相似文献

Smallholder farming communities are increasingly affected by local impacts of international market dynamics, and (inter)governmental economic and nature conservation policies to which they respond through coping or adaptation. Although the attributes that underpin the capacity to adapt are widely agreed upon in literature, empirical evidence on how rural communities can develop adaptations are still scarce. Here, we provide such evidence based on a comprehensive driver-response reconstruction of a community in the buffer-zone of a Biosphere Reserve in Chiapas, Mexico. We found that coping (between 1990 and 2000) was gradually replaced by adaptations (1995–2010) based on: (i) diversification of land-use, (ii) improved social organization, (iii) improved communal decision-making, and (iv) more sustainable forms of land management. The diversification of local farming systems through inclusion of organic forest-based palm and coffee cultivation and the establishment of associated organizations, formed the basis of these changes. These adaptations were mainly supported by improved social, institutional and political capital. Communal forest resources, long-term support of an NGO and a highly motivated population, were essential circumstances that allowed these trajectories to develop. However, current unequal land and power distribution could undermine and debilitate adaptive capacity. Communities and supportive organizations need to be aware and capable to adjust continuously to prevent today's adaptation strategies from becoming tomorrow's coping responses.  相似文献

The loss and degradation of wetlands in the Mekong Delta has been caused by a combination of human activities (social systems) and natural events (ecological systems). However, the complexity and interaction of these socio-ecological factors are poorly understood. This study provides a better understanding of the complex social-ecological factors affecting land-cover change in the Phu My Lepironia grassland conservation area, part of Kien Giang Biosphere Reserve, Vietnam. A systems thinking approach was used to determine the interaction between the social system and land-use and land-cover changes. Results indicate that ensuring food supply and improving income are the key endogenous drivers of wetland degradation in the study area. Over-exploitation of wetland resources and inappropriate agricultural practices are accelerating wetland conversion and degradation. The conflict and unclear land tenure, coupled with a desire for higher income, has driven the community to convert and reclaim large parts of the wetland. This process is also driven exogenously by wetland access and the fluctuation of commodity prices, which in-turn results in transition from traditional to extensive cropping systems and expansion of cultivated land into the protected wetland. The relationship between people and wetlands must be central to the development of wetland policies and wetland management approaches. This will improve how land use policy supports sustainable sources of food and income for the local community and concurrently reduce pressures on wetland degradation. Any efforts made to protect the remnant wetland grassland and its diverse ecosystem by regulation should be supplemented by developing and sustaining the relationship between social systems and ecological systems.  相似文献
