Since the 19th century, Danish policies regarding land use in the wider countryside have been strongly influenced by two competing policy networks. In the period 1866–1970, a strong ‘land reclamation network’ was privileged at the expense of a weak ‘nature protection network’. In contrast, during the last couple of decades, the situation has been turned on its head. Here, a strong nature protection network has been privileged at the expense of a weaker ‘land reclamation network’. In each of the above stable periods, however, a detailed case study of decision-making regarding a rejected project shows that sometimes the weaker network is able to defeat a stronger network in relation to concrete project decisions regarding the use of water bodies. Why is it that even very strong policy communities cannot expect to have all projects they support implemented? Adding the concepts of policy venue and policy image [Baumgartner, F.R., Jones, B.D., 1993. Agendas and Instability in American Politics. The University of Chicago Press, Chicago and London] to the rather static policy network approach provides an explanation—a theoretical framework which, for example, can be applied to decisions/non-decisions regarding nature restoration projects in those countries who during recent years have been trying to move beyond water body protection to restoration of water bodies to their natural state.  相似文献

Improving the sustainability of farms often incurs additional costs for farmers. These costs come from allocating land to the maintenance of the ecological processes (energy and material flows, natural population regulation) required for the agroecosystem to function. Since these costs are not recovered on the markets, farmers see a fall in profits, the financial viability of their farms is compromised, and they suffer the consequences of the environmental services they are providing. All this makes it essential to implement government policies designed to compensate farmers for their efforts. The issue of how to assess sustainability has generated widespread debate within ecological economics, specifically as to whether it is possible to place a monetary value on it and if so, how this should be done. In a previous article we showed that agrarian sustainability involves a land cost, therefore this cost can be translated into monetary values. The purpose of this study is to develop this concept in practical terms by applying it to organic farming. We calculated the land cost of agrarian sustainability (LACAS) in order to compare organic versus conventional management in olive farming, as this crop is grown extensively in Spain and other Mediterranean countries. The results show that the agro-environmental subsidy is not enough to encourage olive growers to make the conversion from conventional to organic methods, because the land cost of sustainability is not adequately offset. They also show that improving agroecosystems can allow the land to take on more functions without increasing the land cost. In our case, encouraging the multifunctionality of the land has permitted a reduction in this cost. The LACAS could be a useful tool, not only for drawing up government policies designed to support organic farming, but also for improving the sustainability of the agrarian sector.  相似文献

In the current debate about the future of food quality, the merits of organic agriculture are frequently championed, but few studies have sought to integrate the changes in soil conditions, biodiversity and socio-economic welfare linked to the conversion from non-organic to organic production. This article aims to undertake this approach with respect to one case study. Its conclusions may not be representative for all organic conversions, but the findings are of relevance at a time of debate over changing patterns of subsidies and other incentives in agricultural policy. The study showed that there were demonstrable differences in overall environmental conditions in the comparison of organic and non-organic farming, with field evidence of increased species diversity, and an eventual improvement in the profitability of the organic farming regime. The broad conclusion is that there are definite environmental and economic advantages arising from organic agriculture that are not fully reflected in the present pattern of agricultural incentives. The study also showed that variations in farm management practice strongly influence the notion of on-farm and off-farm environmental consequences. The implications of these findings for the future of sustainable agriculture and for interdisciplinary science are also discussed.  相似文献

Consumption of natural resources should not exceed sustainable levels. The increasing use of biofuels and to some extent biomaterials, on top of rising food and feed demands, is causing countries to use a growing amount of global land, which may lead to land use conflicts and the expansion of cropland and intensive cultivation at the expense of natural ecosystems. Selective product certification cannot control the land use change triggered by growing overall biomass consumption. We propose a comprehensive approach to account for the global land use of countries for their domestic consumption, and assess this level with regard to globally acceptable levels of resource use, based on the concept of safe operating space. It is shown that the European Union currently uses one-third more cropland than globally available on a per capita basis and that with constant consumption levels it would exceed its fair share of acceptable resource use in 2030. As the use of global forests to meet renewable energy targets is becoming a concern, an approach to account for sustainable levels of timber flows is also proposed, based on the use of net annual increment, exemplified with preliminary data for Switzerland. Altogether, our approach would integrate the concept of sustainable consumption into national resource management plans; offering a conceptual basis and concrete reference values for informed policy making and urging countries to monitor and adjust their levels of resource consumption in a comprehensive way, respectful of the limits of sustainable supply.  相似文献
