Following the national policy, the Department of Agriculture of Thailand has implemented a crop diversification program in several provinces of the country. This study, which was conducted in Nakhon Pathom Province, analyzed the extent of crop diversification and its determinants using primary information collected from 245 farm households using a structured questionnaire, and from selected farmer leaders and agricultural development officials. The study also assessed the effects of crop diversification on income and the inputs used. The findings of the study revealed that nearly three fourths of the land is still being used for rice mono-cropping, indicating little success in the promotion of the crop diversification program. Paddy fields, including farms for cultivating rice under mono-cropping and diversified system, still account for 90% of the total farmland in the country. The limited impact of the program on the farming sector is attributed primarily to the variation in land and labor resources available at the farmers’ disposal as well as soil suitability. The farmers’ attendance in training and interaction with farmer groups are the other influential factors. Although cropping diversification has provided attractive financial return particularly to the small farmers, it has also accelerated the use of inorganic fertilizers and pesticides. Broad policy instruments are therefore suggested for the effective implementation of future crop diversification programs in Thailand and perhaps elsewhere in Southeast Asia.  相似文献

This paper empirically analyzes the relationship between Pakistan's industrial and agricultural sectors. Pakistan was chosen because of its status of a semi‐industrialized country with heavy dependence on the agricultural sector. The relationship between cotton production and industrial growth is also evaluated due to the prominence of this crop in Pakistani agriculture. The results indicate that these sectors are complementary, yet industry tends to benefit more from agricultural growth than vice versa. The timing of this information is critical, as Pakistan's policy makers now face major agricultural policy reforms in their quest for continued industrial development.  相似文献

Abstract

The economic downturn in Malaysia has encouraged a debate on the benefits of its export-oriented industrialisation strategy. There is renewed interest in the agricultural and livestock sectors. One of the beneficiaries of this policy change could be the dairy farming sector. Using desktop research and ‘key-informant’ techniques, this study reviews various factors that could influence the development of the dairy farming sector in Malaysia. The study concludes that the (a) Government may encourage the start-up of integrated plantation crop, animal feed and livestock farms, (b) investment and trade linkages with neighbouring countries could lead to diversification of import sources, and (c) consumption of dairy products may have matured, leading to increases in dairy self-sufficiency. It is postulated that these developments will produce a dynamic environment and significant threats to the interests of traditional dairy exporting countries.  相似文献

In India, pearl millet is a typical subsistence crop. Nonetheless, use of hybrid seeds is widespread. The first pearl millet hybrids were introduced in 1965 by the public sector. Yet, starting in the late 1980s, market liberalisation led to an increasing role of private companies in seed development and distribution. Although several studies showed that proprietary pearl millet hybrids are more productive than public hybrids and open‐pollinated varieties, the impacts of privatisation on farmers’ technology access and overall innovation rates are not yet well understood. This paper analyses the dynamics of adoption using duration models and farm survey data collected in the state of Maharashtra. The results show that education, short distances to main information sources and good market infrastructure speeded up the adoption of pearl millet hybrids. Likewise, the increasing role of private seed companies had a positive and accelerating effect on technology diffusion in the small farm sector.  相似文献

This paper explores how agricultural technology has interacted with recent land use in the UK and how it might do so in the next 50 years. From 1960 to 1985, farmers successfully used technology to increase the output of crop and animal products per unit of land and particularly of labour. This reduced the number of people employed in agriculture, and promoted larger and more specialised farm enterprises. Between 1985 and 2006, food prices were relatively low, and although labour productivity continued to increase, land productivity remained relatively static. However during this period, farmers started to address the effects of agriculture on reduced water quality and habitat loss.For established agricultural products, technological innovation tends to have an incremental effect, working through genetic improvement, the removal of abiotic and biotic stress (e.g. crop nutrition and protection, irrigation and drainage, and animal nutrition, health and housing) and the substitution of labour. Whereas the first two processes tend to be scale-neutral, the substitution of labour is usually easiest to achieve on larger farms. Other key areas for technological innovation include addressing air, soil and water quality, biodiversity, waste reduction, and information management. Over the next 50 years, large step-changes in land use arising from agricultural technology are predicted to arise from the development of new markets for agricultural products. A strong bioenergy sector will strengthen the links between crop commodity and energy prices and will have a major effect on future land use. Climate change and the regulation of greenhouse gas emissions will alter the relative profitability of crop and animal production systems. Lastly, increased public awareness of the links between food, health and the environment could substantially shift the demand for specific agricultural products.Continual improvements in agricultural technology are pivotal to providing society with the flexibility to balance the challenges of improving human well-being with the management of the planet's ecosystem. Increased technological innovation increases the probability that agricultural land can be used for other purposes, but the exact relationship is dependent on trade and environmental policies. The large external effects of agriculture mean that decisions regarding the adoption of future technologies should be taken by farmers working with other stakeholders.  相似文献

There is no single ‘best way’ of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation. A novel approach of a bottom-up policy design process involving stakeholders is introduced. The first results obtained by implementing this methodology are presented. The outcomes of a large international effort for a development of policies for organic food and farming, which took place in Maj 2004 in Europe, are analyzed: the synthesized results from 11 European countries (AT, CH, CZ, DE, DK, EE, GB, HU, IT, PL, SI) on the current situation of policies related to the organic food market in Europe are highlighted and policy recommendations for the development of the organic food and farming sector are formulated. Specifically, strengths, weaknesses, opportunities, and threats of policies related to the organic food market are identified and policy instruments used to address these aspects are developed.  相似文献

目的 为提高我国农作物秸秆综合利用水平,完善农作物秸秆综合利用政策保障体系,推动我国农业绿色发展,对我国当前农作物秸秆综合利用政策实施热点展开研究并提出完善对策。方法 文章通过选取近3年来我国24省61县农作物秸秆综合利用政策实施方案,基于内容分析法和共词分析法借助社会网络分析工具UCINET64.0,对我国当前农作物秸秆综合利用政策支持热点、支持对象、支持方式和支持水平进行量化分析和综合评价。结果 (1)当前农作物秸秆综合利用政策支持热点主要集中在技术培训、项目补助、收储运体系建设等方面;(2)当前政策支持对象主要是农户和提供秸秆综合利用服务的社会化服务组织,存在政策支持对象与政策实施对象主体错位问题;(3)当前政策支持方式以环境型政策工具为主,存在环境型政策工具过密、供给型政策工具运用缺乏创新和需求型政策工具运用不足的问题;(4)当前政策支持水平较低,存在政策支持清晰度低、操作性差、同质化强的问题。结论 为进一步提高我国农作物秸秆综合利用政策保障水平,从政策工具上应加快以环境型政策工具为主转向多种政策工具协调运用,从政策实施上应及时调整补贴项目与补贴主体的时序匹配关系。  相似文献

This article explores the potential and limitations for using farmyard manure (FYM) to improve paddy and upland cereals productivity under various soil conditions in Tamil Nadu, India. Using household‐level fixed effects, estimated yield functions from 1993 to 2003 confirm that FYM application directly increases crop productivity in upland cereals, but not in paddy rice. Complementary effects through an increase in the marginal product of inorganic fertilizer is observed for both paddy and upland cereals, especially where inherent soil fertility is low. Farmers’ FYM use is responsive to changes in the price of FYM, but transport costs limit price transmission across space. Dairy sector development thus improves crop productivity, but only in the small area around the animals which limits the spread of FYM‐based development strategy.  相似文献

The growth of private investment in developing‐country agriculture, new advances in the biological sciences, and rapid integration of developing countries into the global trading system has heightened interest in the topic of seed market and intellectual property rights’ (IPRs) policies among public policy‐makers, corporate decision‐makers and other actors in the agricultural sector. But there are still unanswered questions about whether emerging and evolving seed policy reforms and IPR regimes in developing countries will contribute to increasing crop productivity and improving food security. This paper attempts to answer some of these questions by focusing specifically on the case of India, the regional leader in implementing seed policy reforms and IPRs in agriculture. Findings indicate that maize and pearl millet yields grew significantly during the last two decades due partly to the combination of (1) public policies that encouraged private investment in India’s seed industry during the 1980s, and (2) biological IPRs conferred by hybridisation that conveniently married the private sector’s need for appropriability with the nation’s need for productivity growth. Although past lessons are not an indication of future success, this convergence of policy solutions and technology opportunities can be replicated for other crops that are vital to India’s food security.  相似文献

This paper applies an analytical method for developing policy strategies to optimize municipal waste management systems (MWMSs) to the case of the Land of Fires (LoF). The LoF is an area of Italy’s Campania region that is characterized by a legacy of authoritarian environmental governance and the improper dumping and burning of waste. In this paper, we employ the fuzzy cognitive maps (FCM) method, which draws on a participatory approach. Specifically, the complexity of the investigated system was determined from the causal relations identified by relevant stakeholders and experts. The results show that the most effective policy strategies to improve the LoF MWMS, as identified by informants, include: fostering social innovation (e.g. communication and information campaigns); promoting technological innovation (e.g. material and process design); and supporting scientific and technological cooperation among actors. The overall diversity of the identified policy strategies suggests that policy makers must move beyond a simple “best option” approach, given the systemic complexity of the waste management sector.  相似文献

Despite several environmental and economic benefits of crop rotation, the adoption of this agricultural practice is relatively low. Understanding the reasons for low adoption is important from a sustainability policy perspective. This study explores the motivation, challenges, and sources of information of agricultural producers who participate in crop rotation practices in South Dakota, North Dakota, and Nebraska. The findings of a mail survey of 672 producers in these three states show that producers are familiar with the crop rotation practice. Economic profitability is found to drive motivation for crop rotation adoption. The results of a binary logistic regression model show that a producer who perceives that crop rotation is beneficial to farm profitability is 1.83 times more likely to adopt it than the producer who does not believe in its profitability to the farm. The lack of time or resources is the primary barrier to the adoption of crop rotation practice. This study provides additional evidence in support of the importance of farm profitability for the adoption of the practice of crop rotation. Understanding the rationale and addressing the challenges faced by agricultural producers would be useful in planning and policy making of sustainable agriculture.  相似文献

Projections of future productivity growth rates in agriculture are an essential input for a great variety of tasks, ranging from development of an outlook for global commodity markets to the analysis of interactions between land use, deforestation, and ecological diversity. Yet solid projections for these variables have proven elusive—particularly on a global basis. This is due, in no small part, to the difficulty of measuring historical total factor productivity growth. Consequently, most productivity projections are based on partial factor productivity measures that can be quite misleading. The purpose of this work is to provide worldwide forecasts of agricultural productivity growth till the year 2040 based on the latest time series evidence on total factor productivity growth for crops, ruminants, and nonruminant livestock. The results suggest that most regions in the sample are likely to experience larger productivity gains in livestock than in crops. Within livestock, the nonruminant sector is expected to continue to be more dynamic than the ruminant sector. Given the rapid rates of productivity growth observed recently, nonruminant and crop productivity in developing countries may be converging to the productivity levels of developed countries. For ruminants, the results show that productivity levels in developing countries are likely to be diverging from those in developed countries.  相似文献

As agricultural policy reform and its effects have become increasingly territorialised, analyses that attempt to explain or predict impacts need to be both more localised and to identify spill‐over effects. Local and regional general equilibrium approaches have become increasingly popular because they can extend predictions of policy shocks obtainable from partial equilibrium sectoral models to identify the wider effects. However, agriculture is usually described as a single sector in input–output accounts, whereas policy shocks that affect constituent commodities with differential impacts will have inter‐industry effects that are different to those implied by average input–output coefficients. Regionalisation of aggregated input–output tables adds further to these difficulties. The objective of this study is to develop a practical method for dealing with these problems. It describes the theoretical basis of aggregation bias and shows how it can be measured, in two contrasting case study regions in the UK and Sweden. Having established that this is a significant issue, a simple but effective procedure is demonstrated, based on additional information on variable costs, which transforms policy shocks from a direct change in agricultural output to that transmitted to the suppliers of inputs. This method provides an impact close to that which could be calculated if the general equilibrium system had indeed been disaggregated, and supports use of this approach in impact studies where insufficient time or funding are available for complete disaggregation of an agricultural sector’s regional accounts.  相似文献

This article is divided into three parts. First, it provides an overview of the main outcomes of the last IPCC assessment report, both in terms of economic drivers of greenhouse gas (GHG) emissions, and in terms of impacts of climate change, in particular for the agriculture sector. Then, it focuses on policy options and their optimal design, taking into account technological availability, international cooperation, and above all the stringency of the remaining carbon budget. African countries continue to face deepening food crises that have been accentuated by the global food, energy, and financial crises. This situation is part of a long‐term structural problem: decades of under‐investments in agricultural sector and poor policies of support for smallholder farmers who form the bulk of the farming population. The inability of these farmers to achieve a supply response when commodity prices were high and market access was less of a problem suggests that there are multiple sets of binding constraints that continue to limit the potential of agricultural growth to reduce food security and poverty on the continent. This article reviews some of the historical trends that have hampered the performance of the agriculture sector. In addition, it reviews the impacts of more positive trends that could stimulate agricultural growth in Africa that could change the African agricultural landscape. The article however warns that there are more recent global developments and some continental challenges that could prevent or slow agricultural growth. These include the global financial crisis, public sector investments, inequities in global agricultural development policies, rush for agricultural lands by foreign investors, domestic commercial financing markets, climate change, and emerging carbon markets. The article argues that while opportunities for accelerated growth exists for African agriculture, new sets of policy instruments will be needed to support smallholder farmers to access new agricultural technologies, finance, reduce impacts of climate change, and adopt sustainable land use practices that can allow them to benefit from emerging global carbon markets.  相似文献

Portuguese policy-makers assumed an active interest in agricultural sector development after the 1974 Revolution. However, the policy instruments used-output price supports, input subsidies, land market regulations, and agricultural credit programmes-have done little to facilitate technical or structural change in much of the sector. This pattern of development may have adverse medium-term impacts on agriculture, because for most commodities, accession to the CAP will substantially reduce farm profitability. If Portugal is to avoid sharp declines in income for a sector that is already relatively low in income terms, reform of factor market policies and investment in research and development are essential.  相似文献

This paper examines the impact that publicly funded agricultural research has on productivity in crop production within Thailand. It tests empirically the two hypotheses that, first, publicly funded research and development (R&D) in crop production is a significant determinant of total factor productivity (TFP) in the crop sector and, second, that its social rate of return is high. The statistical analysis applies error correction methods to national level time series data for Thailand, covering the period 1970–2006. Emphasis is given to public research in crop production, where most publicly funded agricultural R&D has occurred. The role of international research spillovers and other possible determinants of TFP are also taken into account. The results demonstrate that public investment in research has a positive and significant impact on TFP. International research spillovers have also contributed to TFP. The results support the finding of earlier studies that returns on public research investment have been high. This result holds even after controlling for possible sources of upward biases present in most such studies, due to the omission of alternative determinants of measured TFP. The findings raise a concern over declining public expenditure on crop research, in Thailand and many other developing countries.  相似文献

The farm sector has moved from one that was very homogeneous to one with significant differences in size and/or orientation. The decline in the number of “average‐sized” farm and the growth in the number of large farms are due primarily to technological innovations that push operations producing commodities to grow as a means of capturing economies of size. The increase in the relative number of small farms is also due partially to technical advances that allow for the production of food goods with the desired quality attributes to be delivered to the appropriate market. This market is continually being differentiated due to demographic and income shifts. The growing heterogeneity in farm structure complicates the assessment and design of farm policy. The social policy objective of improving the livelihood of farmers and their families could be achieved through farm support and extension programs when the sector was homogeneous. The policy objective has shifted toward improving the competitiveness of the sector, but for which of its components? The trend toward greater heterogeneity is likely to continue and thus so will the internal and external support for any policies targeted toward the farm sector.  相似文献

Hydrogen is expected to play a role in the future low-carbon economy as an energy carrier, but its market penetration remains to be seen. Much of the existing literature generally focuses on comparison of marginal production costs and prices to make rather optimistic projections. This study argues that such analysis is myopic as important barriers are ignored. Following Porter’s five-force approach, we methodologically identify the economic market forces that shape the development of hydrogen markets, and discuss key obstacles in the supply chain. Using evidence of available hydrogen technologies and costs, the distribution network is identified as a major fixed-investment barrier to market entry, but it is argued that much of it could be overcome if natural gas infrastructure and technology is shared with the hydrogen sector. Natural gas, in turn, is projected to function as a transition fuel under current carbon emissions targets. This study finds that policy costs needed to promote hydrogen to achieve environmental goals can be substantially reduced if government and private investment decisions strategically focus on synergies with natural gas. The possible formulation of such policies is discussed using Australia’s hydrogen industry as a case study.  相似文献
