European food safety standards have increased the fixed and transactions costs of Kenyan green bean farmers while requiring more stringent quality monitoring by exporting firms. This paired case study finds that large farms use owner equity to invest in improved facilities. Small farms attain scale economies by joining a marketing group that spreads facility investment costs and reduces the transaction cost to buyers of monitoring small farm performance. Green bean buyers meet the asymmetric information problem by close monitoring, the threat of contract termination, and variable product pricing to induce compliance with the standards.  相似文献

农地流转是实现规模经营的重要途径,尽管中国农地流转市场发展迅速,但农户在流转市场上能否转入自己想要转入数量的土地尚无人关注。本文利用全国6省1200户2000年和2008年追踪调查数据实证分析农户的流转意愿多大程度上可以在流转市场上得以实现,进而考察流转市场交易成本的存在性、对称性和动态性。研究表明,中国农地流转市场存在明显的交易成本,因此流转市场是不完善的。具体结论:第一,流转市场存在明显进入门槛,进入市场后农户也无法实现完全调整,转入户2000年和2008年分别能实现调整意愿的24%和37%,高于转出户的19%和18%;第二,流转市场的交易成本存在非对称性,转入户比转出户面临的交易门槛高,但进入市场后转入户调整意愿实现程度高于转出户;第三,从2000年到2008年,流转市场的交易门槛显著降低了,但进入市场后调整意愿实现程度并没有显著提高;第四,农资设备和劳动力等要素市场的不完善程度更严重,因此农地流转市场发挥了将土地这种"不能移动"的要素移动起来以迎合那些"本该移动"的要素功能,提高了资源配置效率。政府应进一步提高农地产权稳定性,降低流转市场交易成本,加快农业生产社会化服务业发展,完善农村劳动力市场。  相似文献

In spite of mounting evidence about the growth of medium-scale farms (MSFs) across Africa, there is limited empirical evidence on their impact on neighbouring small-scale farms (SSFs). We examine the relationships between MSFs and SSFs, with particular focus on the specific mechanisms driving potential spillover effects. First, we develop a theoretical model explaining two propagating mechanisms: learning effects (training) and cost effects (reduced transactions cost). An empirical application to data from Nigeria shows that SSFs with training from MSFs tend to use higher levels of modern inputs (have higher productivity), and receive higher prices and income. The results also show that purchasing inputs from MSFs reduces the costs of accessing modern inputs and is associated with higher inorganic fertiliser use by SSFs. Our results suggest that the benefits of receiving training and purchasing inputs from MSFs are particularly important for very small-scale producers, operating less than 1 hectare of land. This implies that policies which promote the efficient operation of MSFs and encourage their interaction with SSFs can be an effective mechanism for improving the productivity and welfare of smallholder farms, hence reducing their vulnerability to extreme poverty.  相似文献

This study analyzes the effects of transaction costs on the size of hazelnut farms in Turkey. The study finds that higher land slope and higher variance of rain, as transaction‐cost‐increasing natural effects, lead to smaller hazelnut land holdings. High slope and weather variation can increase the costs of monitoring the laborers, make moving inputs or output up and down harder, limit the use of machinery, and reduce contractual performance of labor contracts. For farm production functions, land is a complex input with measurable interactions with nature. Contrary to common production theory approaches that take natural properties of land as given, the study develops a production function that incorporates natural properties, such as, slope and rain variance. The study utilizes two separate data sets for the estimations. The first data set explores the characteristics of hazelnut farmers, while the second one analyzes the regional characteristics of hazelnut farms.  相似文献

Farm incomes in rural Vietnam are tightly constrained by very small farm sizes. Stringent limits on the area of cropland that individuals may own means that farmers need a well‐functioning rental market to consolidate land parcels, grow their farm enterprises, adopt new technology and increase incomes. This research investigates the efficiency and equity impacts of the rental market in rural Vietnam and attempts to identify transaction costs impeding the market. A generalised ordered logit model with shifting thresholds allowing transaction costs to impact lessors and lessees differently was specified and estimated using data extracted from the Vietnam Household Living Standards Surveys. The findings show that rental transactions reduced imbalances in factor endowments, transferring cropland to households that were relatively land‐poor but more willing and able to farm. However, the market is constrained by transaction costs that affect lessors and lessees differently. It is recommended that government should complete its land registration program and relax restrictions on the use of wetlands to grow crops other than rice. It should also improve access to all‐weather roads as this encourages participation on both sides of the rental market, whereas better access to communications infrastructure was found to promote only the supply side.  相似文献

The purpose of this study is to investigate the allocation efficiency in the tenancy market, and thereby the potential of the market to facilitate operational farm size adjustment that can help land‐poor tenant households to transform into smallholder commercial farms. We analyzed three rounds of balanced panel data for the production seasons 2005–2006, 2009–2010, and 2014–2015 collected from 320 smallholder farms in Tigrai region in northern Ethiopia. Random effects dynamic probit and tobit models are used to assess how land‐poor tenants’ access and extent of access to land are affected by state dependency (earlier participation in the market), kinship ties, climate shocks, and legal restrictions. The results indicate that state dependency and kinship ties with the landholder had strong positive effects on participation and intensity of participation. Climate shocks significantly affected the intensity of participation of tenants already in the rental market. Tenants’ overall access to rented land had not improved from 2005–2006 to 2014–2015. The amount of land accessed by those already in the market was insufficient for them to become commercial farmers. The important policy implication is that orchestrated interventions at community level are needed to reduce transaction costs and thereby improve land access of entrepreneurial tenants.  相似文献

Improving the sustainability of farms often incurs additional costs for farmers. These costs come from allocating land to the maintenance of the ecological processes (energy and material flows, natural population regulation) required for the agroecosystem to function. Since these costs are not recovered on the markets, farmers see a fall in profits, the financial viability of their farms is compromised, and they suffer the consequences of the environmental services they are providing. All this makes it essential to implement government policies designed to compensate farmers for their efforts. The issue of how to assess sustainability has generated widespread debate within ecological economics, specifically as to whether it is possible to place a monetary value on it and if so, how this should be done. In a previous article we showed that agrarian sustainability involves a land cost, therefore this cost can be translated into monetary values. The purpose of this study is to develop this concept in practical terms by applying it to organic farming. We calculated the land cost of agrarian sustainability (LACAS) in order to compare organic versus conventional management in olive farming, as this crop is grown extensively in Spain and other Mediterranean countries. The results show that the agro-environmental subsidy is not enough to encourage olive growers to make the conversion from conventional to organic methods, because the land cost of sustainability is not adequately offset. They also show that improving agroecosystems can allow the land to take on more functions without increasing the land cost. In our case, encouraging the multifunctionality of the land has permitted a reduction in this cost. The LACAS could be a useful tool, not only for drawing up government policies designed to support organic farming, but also for improving the sustainability of the agrarian sector.  相似文献

Substantial differences in the size of landholdings among cocoa farmers in the Western Region – the last cocoa “frontier” in Ghana – are primarily a result of inheritance practices and the purchase of vast tracts of land by migrants in the initial period of the cocoa boom. Individual accumulation of land over the last decade has mainly taken place via inheritance (among indigenous farmers) without takeovers of land and dispossession of small-scale farmers outside the extended family. Land accumulation among migrant farmers is rare beyond the initial acquisition. Large-scale farmers transfer surplus from their higher volume of cocoa production into investments in non-farm activities and construction of new residential houses—and not in land acquisition based on market transactions. State regulation of the cocoa sector has spurred increased efficiency among private cocoa purchasing companies and thereby reduced the marginalization of farmers with small landholdings by preserving their access to a vital source of income. The unique character of the Ghanaian purchasing system is a major factor behind the relatively stable proportion in the access and control of land for cocoa between extended families.  相似文献

Increases in farm foreclosures in the last decade have created pressures for individuals and organisations to seek alternatives to the traditional debt financing of farm land. A model of a Community Based Land Trust (CBLT) was developed by Brown, Gray and Molder as an alternative form of land tenure. The transaction cost economics literature suggests that a new institution will be adopted only if the institution results in an overall reduction in transaction costs. This paper evaluates the CBLT proposal by comparing the transactions costs with this form of tenure with the transaction costs of the more traditional form of tenure. The qualitative analysis revealed that no existing form of land tenure clearly dominates the CBLT thus porn a transaction cost perspective, the CBLT may have some probability of acceptance in the marketplace.  相似文献

Land fragmentation has restrained the development of Chinese agriculture with the application of agricultural machinery. Meanwhile, agricultural pollution has caused serious problems with development. To address these problems, China's government proposed a new farmland lease policy and built larger farms beginning in 2013. However, changes in land fragmentation may also have unexpected problems for Chinese agriculture. This study investigated the effects of these changes on changes in land use, the application of machinery and agricultural pollution. We analyzed a developed area (in the fields of both agriculture and industry) and studied the decision-making habits of farmers in the area. An agent-based model was proposed with the same decision-making habits as in the real world. The results indicated that land lease increased agricultural profits very little in Jiangsu, China. Meanwhile, the application of land lease policy increased pollution. To alleviate pollution and increase profits, a new policy for large automatic protection machinery (i.e., large spraying machinery) should be introduced by governments simultaneous with land lease policy. Farmers could realize greater profits through the introduction of land lease policy and high-efficiency machinery. The sustainable development of agriculture in Jiangsu requires the integration of these government policies.  相似文献

This paper examines the effects of farm size, soil erosion, and soil conservation investments on land and labor productivity and allocative efficiency in Rwanda. There were several key results. First, there is a strong inverse relationship between farm size and land productivity, and the opposite for labor productivity. For smaller farms, there is evidence of allocative inefficiency in use of land and labor, probably due to factor market access constraints. Second, farms with greater investment in soil conservation have much better land productivity than average. Those with very eroded soils do much worse than average. Smaller farms are not more eroded than larger farms, but have twice the soil conservation investments. Third, land productivity benefits substantially from perennial cash crops, and the gains to shifting to cash crops are highest for those with low erosion and high use of fertilizer and organic matter. Program and policy effort to encourage and enable farmers to make soil conservation investments, to use fertilizer and organic matter, and to participate in cash cropping of perennials will have big payoffs in productivity. Land markets that allow smaller farmers to buy land could also increase aggregate productivity.  相似文献

In this study, we estimate production costs and elasticities of factor substitution for Zimbabwean smallholders, using a dual (cost function) approach with detailed data on prices paid and received by each of 65 farms across six survey sites over two years. We find that 95% of observed farm choices are consistent with optimal input use, and that there is moderate substitutability between labor, biochemical inputs and capital. These results indicate that farmers can substitute between factors as relative prices change, particularly to increase labor use as the rural population grows. By stratifying our sample, we investigate the degree to which production costs differ among the socioeconomic groups, tsting for higher costs among female-headed households (who might be subject to gender discrimination), resource-poor farmers without their own draft animals (who might have less timely operations), and isolated farms far from paved roads (who might have less access to markets and information). We find significant support only for the paved-roads effect, indicating the importance of rural infrastraclure in determining production costs.  相似文献

This article analyses how transaction costs and imperfect competition in the land market affect the welfare effects of agricultural subsidies in the new Eastern Member States of the European Union. Benefits of land subsidies end up with landowners in new Eastern Member States also with imperfections in the new Eastern Member States land markets. With unequal access to subsidies, small tenant farmers may even lose out from the subsidies. Decoupling of payments shifts policy rents to farmers, but constrains productivity-enhancing restructuring. Using reserve entitlements to mitigate this effect reduces the intended benefits on distortions and target efficiency.  相似文献

This article quantitatively assessed factors that shape locational choice behaviour of urban farmers. Three hundred questionnaires were randomly administered to farmers in ten localities with a view to identifying factors that shape their locational choice behaviour. The average number of farmers per locality was designated as the index of attractiveness and was correlated with six broad categories of factors identified by farmers as influential in urban agricultural site selection. These broad factors are proximity to water, proximity to residence, access to land, proximity to market, suitable fertile soils, and availability of labour. These factors were subsequently broken down to sixteen categories. Almost all the variables exhibited negatively significant correlations with the index of attractiveness. Urban farmers prefer sites which were closer to water, free with minimal lease and rental cost, and also sites with fertile soil that is closer to farmer's residence, where aggregate costs of production is minimal and labour relatively available. The results obtained can be used in mainstreaming urban agriculture into city planning while at the same time provide avenue for increased urban agricultural productivity.  相似文献

The EU's farmers are no longer required to produce commodities to receive direct payments as long as they keep their land in good condition. Some believe this is bad for development because it encourages passive farming. We evaluate, using a real options approach, the implications of decoupled payments for the desirability and optimal timing of agricultural land development when considering sunk investment costs and uncertain future returns. We find that decoupled payments accelerate development while passive farming increases, by adding managerial flexibility, the value associated with land. We then use the Nash bargaining solution to identify the rental share to be paid for leasing land. We show that a deal for the lease of land can always be reached, but that the facility to use passive farming as an outside option allows landowners to extract policy rents, thereby undermining the potential for the Basic Payment Scheme to support tenant farmers’ incomes.  相似文献

研究目的:研究中国农村集体非农建设用地直接上市陷于困境的制度之源,探讨农村集体非农建设用地直接上市的政策矫正。研究方法:局部均衡分析和交易费用分析。研究结果:中国现行法律法规对农村集体非农建设用地直接上市限制不当以及集体非农建设用地产权残缺提升了市场交易费用,减弱了当事人的集体非农建设用地供求,影响了交易效率,降低了社会福利。研究结论:必须"尊重农民土地财产权利",在明晰农村集体非农建设用地产权基础上,赋予农村集体非农建设用地直接上市的权利,从消除制度障碍、明晰土地产权等角度克服中国集体非农建设用地直接上市的瓶颈。  相似文献

Data from a 1998 survey of farming households in Kenya is used to estimate the effects of poor rural road infrastructure (and high market access costs) on the structure of smallholder farm production. Simultaneous estimation of cost and input share equations reveals rational responses by farmers to high access costs. In the expected continued absence of major investments in rural infrastructure in countries such as Kenya, the policy challenge is to identify and catalyse institutional innovations that reduce a range of transaction costs, increase financial liquidity, increase social capital, and reduce risk.  相似文献

Transaction cost theory and application tells us that when buyers and sellers in a market incur transaction costs, intermediaries may become involved. Specifically, intermediaries influence the cause of the transaction costs to buyers and sellers such that transaction costs are reduced. In this paper we assess if and how this occurs for a number of case study government created and private emergent intermediaries in Australian environmental offset markets. We find that the causes of transaction costs to buyers and sellers in offset markets – asset specificity, uncertainty and transaction frequency are influenced downwards by intermediaries. The degree of influence depends on the nature of the good traded in the offset market. We also assessed if the public intermediaries studied were operating in the offset markets to reduce the incidence of probity hazard (poor transactions) from private intermediaries. To protect farmers from health care costs and risks to livelihood, most countries have developed special health and social insurance programmes specifically for farmers. While numerous studies have examined the determinants of participation in these programmes, little is known about how they influence famers' land and labour allocations. Without government‐sponsored health and social insurance, farmers may seek off‐farm employment in order to obtain similar benefits. Conditioning eligibility for social insurance on minimum land holdings and on‐farm work days can lead to delayed retirement and other forms of job lock. We investigate these issues using a unique dataset of 703,287 farms in Taiwan. After controlling for non‐random participation in Taiwan's social insurance programme, we find that the programme increases (decreases) on (off) farm labour supply, and decreases the amount of set‐aside land. This suggests that payments from social insurance substitute for those issued through land set‐aside programmes to some extent, and that failing to account for this substitution increases the cost of achieving both programmes' objectives.  相似文献
