Assessing the impact of migration on food and nutrition security   总被引:1,自引:0,他引:1  
Migration has become a key component in the livelihood strategies of an increasing number of households across the developing world and remittances have expanded dramatically in the last decade. This has come at a time when an increased emphasis has been placed on reducing malnutrition to achieve Millennium Development Goal (MDG) targets. While this is the case, there has been little attention on the interface between migration and nutrition even though migration can influence nutrition through a number of channels. The objective of this special issue is to present state-of-the-art analyses of the link between migration and nutrition in developing countries. In this paper, an overview of the conceptual and empirical issues in identifying the link between migration and nutrition are considered. Further, the results from seven country case studies are synthesized and policy implications are drawn.  相似文献

The U.S. Food Safety Inspection Service recalled more than 370 million pounds of meat and poultry products and oversaw 680 Class 1 recalls over 1998–2014. The cost to firms was about $109 million in lost market value (Pozo and Schroeder, 2016). Thomsen and McKenzie (2001) argue that firms internalize the costs of recalls, and Marino (1997) asserts that high food safety costs lead to food safety investment, but no research has examined the impact of recalls on plant food safety performance. Using performance on tests for Salmonella conducted by the Food Safety Inspection Service as a measure of food safety, this article examines the performance on Salmonella tests of ground beef plants with Class 1 recalls. The results show that plants have high Salmonella levels before and during the year of the recall and have much lower levels afterward. The paper also shows that ground beef plants with recalls are less likely to meet the FSIS standard for Salmonella and that the likelihood of failing to meet the standard increases as the standard becomes more stringent.  相似文献

Food safety crises have led governments to increase food firms’ responsibility by asking them to voluntarily implement prevention efforts. In this article, we explore the relationship between food firms’ size and their level of prevention efforts. We show that when cross-contamination between units is unlikely, small firms undertake greater prevention efforts than large firms. But when cross-contamination between units is possible, the effort-size curve is an inverted U-shape. Using these results, we discuss food safety laws in Europe and in the US, which differ in how they deal with the size of food firms’ operations.  相似文献

This paper attempts to provide insights into poverty, food insecurity, and malnutrition in Central Asia in the period following independence, and presents the available evidence from household-level data in the Kyrgyz Republic. It finds that although some improvement has been made in recent years, significant levels of poverty, food insecurity, and child malnutrition still exist. The paper argues that, in the short run, efforts should be made to protect vulnerable groups by investing in information generation and building capacity to design and implement food security and nutrition policies and programs. Increasing the speed of policy reforms and investment in productivity-enhancing agricultural research and rural infrastructure are fundamental for long-tern sustainable development in Central Asia.  相似文献

Consumers need information such as nutrition tables to assess the nutritional value of a food product. Although a broad range of studies has examined consumers’ attention, perception and use of nutrition tables, relatively little is known about what types of consumers use what kind of nutrition information. Therefore, using data from the Swiss Food Panel, we conducted a cluster analysis of nutrition information usage and health and nutrition interest to determine whether consumers could be segmented into specific groups. We identified four segments, which we labelled Official Information Users, Internet Users, Moderate Users and Uninterested. We then determined the segments’ demographics, food frequencies and perception of food. Based on our findings, we provide suggestions for targeted interventions that stimulate healthy food choices among these four segments. Our findings imply that nutrition education or the improvement of nutrition labels is unlikely tostimulate nutrition information usage among all consumer types; some consumers may rather benefit more from environmental cues that prime healthy food choices.  相似文献

The implementation mechanisms of voluntary food safety systems   总被引:1,自引:0,他引:1  
The recent food scares have been the motivation for voluntary programmes on food safety being promoted by public authorities and voluntarily implemented by food operators. In this article, we take into account the nature of the contamination risk to investigate the complementarities between private and public mechanisms for those voluntary systems to be implemented by a firm. We show two main results. First, when the firm directly markets its products to consumers a strong mandatory threat is a sufficient condition to implement voluntary systems whatever the risk of contamination. In contrast, when the mandatory threat is weak voluntary systems should be more implemented in industries where the risk of food contamination is low (pesticide residue) than in industries where the risk of contamination is high (pathogenic contamination). Second, when the risk of food contamination is low and the firm is embedded in a supply chain where the retailer can impose its own safety system, a well-designed penalty contract will induce a voluntary implementation whatever the mandatory threat.  相似文献

In this introduction to the special section on zero tolerance rules, we identity examples from the known literature, which focus almost exclusively on deviant behavior. In contrast, we assembled papers that focus on zero tolerance as a characteristic of an increasing number of public and private rules that govern and shape the agrifood system. The contributions to this section illustrate the importance of an interdisciplinary approach for the conceptualization and exploration of zero tolerance rules, as well as an examination of the impact of zero on a range of value chain stakeholders including consumers. A thread running through the articles is that a society’s culture, and the political economy in which it is embedded, matter. Moreover, the authors show that the meaning of “zero” is ambiguous and application of “zero” is problematic at best. Perhaps most important is the argument that absolute safety is simply an illusion.  相似文献

This paper begins with a review of the concepts and methods that can be used to quantify the benefits and costs of food safety regulations. On the cost side, where research is only beginning to emerge, this paper also provides an analytical framework for measurement of the costs of statutory regulations in the form of design and performance standards. This paper also discusses the use and limitations of currently available benefit and cost information for quantitative regulatory impact assessment, using the assessment of the mandatory HACCP and pathogen reduction regulations in the United States as an example. The paper concludes with suggestions for future research on quantifying benefits and costs of food safety regulations.  相似文献

National nutrition planning has failed to fulfill its initial promise because of inadequate consideration of political and administrative obstacles to applying the methodology. The political and operational contexts within which multisectoral nutrition planning has occurred are reviewed in order to draw insights and lessons from the experience of the last 10 years. Considered are the political process, macro and micro planning, the multisectoral approach, integration with agricultural and health planning, nutrition interventions, community participation, cost benefit analyses, and information systems evaluation, management and organization. Emphasis on the multisectoral causation of malnutrition has contributed substantially to nutrition programming and remains indispensable for improving nutrition, but requires more thoughtful response to practical implementation problems. Integrating nutrition concerns more effectively into health and agriculture systems offers a more promising approach than efforts to attack malnutrition by encouraging multisectoral nutrition coordinating agencies and national plans.  相似文献

Using nationally-representative household survey data and confidential geo-coded data on violent incidents, we examine the relationship between conflict and food insecurity in Afghanistan. Spatial mappings of the raw data reveal large variations in levels of food insecurity and conflict across the country; surprisingly, high conflict provinces are not the most food insecure. Using a simple bivariate regression model of conflict (violent incidents and persons killed or injured) on food security (calorie intake and the real value of food consumed), we find mixed associations. But once we move to a multivariate framework, accounting for household characteristics and key commodity prices, we find robust evidence that in Afghanistan levels of conflict and food security are negatively correlated. We also find that households in provinces with higher levels of conflict experience muted declines in food security due to staple food price increases relative tohouseholds in provinces with lower levels of conflict, perhaps because the former are more disconnected from markets. Gaining a better understanding of linkages between conflict and food insecurity and knowing their spatial distributions can serve to inform policymakers interested in targeting scarce resources to vulnerable populations, for example, through the placement of strategic grain reserves or targeted food assistance programs.  相似文献

In the last decade, the concept of co-regulation has been developed and increasingly promoted as an important instrument of regulation. In the context of food safety, we examine co-regulation programs from the point of view of an enforcement agency. We develop a conceptual framework of enforcement of food safety regulation for use in assessing the degree of shift toward co-regulation from traditional approaches and apply it to a case study of the French import market for produce at Perpignan. We find that co-regulation in the enforcement of pesticide residue limits resulted in a change of practices for the regulatory agency from punishment to prevention based on incentives and information programs.  相似文献

There are growing concerns over the safety of aquaculture food products from China, which supplies 70% of the world’s farmed fish food. We present a comprehensive literature review, supplemented with qualitative data obtained from interviews with experts in the field, to examine the policies and practices designed to ensure the safety of food produced by the Chinese aquaculture industry. The food safety system has many parts that are administered by different governmental organizations with poor coordination among them. The system apparently operates as two entities: one for products destined for the export market and based largely on the requirements of importing countries, and the other with lower standards and levels of enforcement for domestic market products. The top-down approach focuses more on the end product rather than the production practices. There are several indications that regulations pertaining to antibiotic use are not being followed. Recent events have brought the issue of overall food safety to the attention of the Chinese public and the Government is acting positively towards addressing deficiencies of the system. Chief among these is the Food Safety Law which comes into effect in June, 2009. But the central government must work in concert with provincial and local authorities to improve the infrastructure for inspecting and tracking food from farms to the end consumers to ensure a greater degree of safety of aquatic food for the Chinese population.  相似文献

This paper examines the impact of food safety standards on processed food exports in developing countries. A panel data econometric analysis of processed food exports in developing countries was undertaken. The Sanitary and Phytosanitary Standard (SPS) is incorporated into the model to capture the impact of food safety standards. The empirical model shows that food safety standards imposed by developed countries could impede processed food exports from developing countries. This could emerge because practically, SPS is less transparent than tariffs or quotas. There is an ample room for developed countries to tweak the standards stronger than necessary to achieve optimal levels of social protection, and to twist the related testing and certification procedures to make their competing imports more competitive. In addition, limited supply-side capacity of developing countries, especially in terms of resources, manpower as well as institution, constrains the countries to overcome food safety standards. Because of the potential benefits that could emerge from imposing food safety standards such as a reduction in transaction costs and trade friction, developing countries should view SPS not just as a trade barrier but also as an opportunity to upgrade quality standard and market sophistication. Supply-side capacity in developing countries needed to be improved, especially upgrading agriculture sector. Multilateral efforts are also needed to mobilize additional financial and technical assistance to help redress constraints in developing countries in meeting the required food safety standards imposed by developed countries.  相似文献

Through the string of food safety scares that has rocked Japanese society since the early 2000s, conflicts between the traditional notion of socially acceptable risk and the idea of a science-based risk analysis approach have surfaced in the food safety arena. Elites, including government officials and those members of scientific communities who support the science-based risk analysis approach, have become responsible for communicating seemingly contradictory ideas such as “food in Japan is safe” and “there is no such thing as zero risk with food.” This communication logjam has resulted in confusion and created public distrust of both government and scientific experts. Against this backdrop, this paper aims to examine the struggles and challenges faced by government officials in explaining and practicing policies that pertain to highly controversial food safety issues. The primary data used for illuminating the discourses is the official minutes of governmental committees including the Agriculture, Forestry and Fisheries Committee and the Consumer Commission.  相似文献

In Albania, many children exhibit poor nutritional status, have unhealthy diets and inadequate physical activity. Yet, comprehensive studies on the nutritional status, food and nutrition knowledge, attitudes and practices (KAP) are largely non-existent for Albanian school-age children.To fill these important gaps, a nationwide survey was conducted in Albania in 2017–2018 to assess the nutritional status and the nutrition-related KAP of Albanian school-aged children.The study consisted of a nationally representative sample of 7578 Albanian schoolchildren from all regions of the country. In addition, 6810 parent questionnaires were collected, along with interviews with the directors of all involved schools, 311 teachers and 53 key informants representing local authorities in all districts of Albania. Data collection consisted of anthropometric measurements of children and structured questionnaires administered to children, their parents, teachers, school directors, and key informants.The survey is unique in both the scope of the respondents involved, and in the breadth of content area covered, and as such, makes an important contribution not only to Albania, but also to the field of research in food, health and nutrition for school-age children.This paper presents the preliminary findings from the KAP survey that will help influence policies for actionable advancement on the commitments and priorities of Albania to improve food security and nutrition. In particular, the study findings will support the development of a national school food and nutrition programme in Albania embedded into the local food system and the design of food and nutrition educational materials and campaigns to promote healthy diets and practices among both school-age children and the Albanian population.  相似文献

Knowledge translation and exchange (KTE) is a process through which research evidence can more effectively inform decision making in policy and practice environments. A telephone survey of Canadian microbial food safety researchers was conducted in 2009 to examine aspects of researcher KTE activities with government policymakers. Overall, researcher awareness of and engagement in KTE activities was high, although engagement was mainly through end-of-research dissemination activities rather than throughout the research process (integrated knowledge translation) and engagement in some high-quality KTE activities was low. Government researchers were significantly more likely to engage in KTE activities with federal policymakers and did so with greater frequency than non-government researchers.  相似文献

Changes in diet and nutrition, along with other lifestyle changes during the last decades, have affected the nutrition-related disease profile in many developing countries. This phenomenon, or process, is known as ‘The Nutrition Transition’. Several studies on adolescents in South Africa have shown that overweight and obesity are increasing, possibly due to this process. The aim of the present study was to extend our knowledge on the nutrition transition and the factors that influence adolescents’ choice of food in South Africa, and to develop policy recommendations that could facilitate the adolescents’ right to adequate food as laid down in the South African Constitutional Bill of Rights. The data were collected through focus groups with 25 female learners (grade 10, 14–16 years) from urban public schools in Cape Town and key informant interviews with 10 school staff members. The most important nutritional concerns that emerged from the analyses, included skipping breakfast and the consumption of unhealthy tuck shop food. In terms of the human right to adequate food, these findings reflected lack of availability and access to adequate food within the household, at schools, and in the community. In addition, the study showed that there were no or few opportunities for physical activity for adolescents during and after school hours. Social factors, including social norms and a need to conform to peer group pressure, appeared to affect the behaviour of learners considerably. Traditional foods appeared to have lost their importance, while learners preferred to consume fast foods and to adopt a more westernised diet connected to affluence and social acceptance. Traditional and more “Western” body perceptions co-existed among the study participants. The nutrition transition in South Africa is of a complex nature because of large differences that exist amongst different ethnic and socioeconomic groups. Policy decisions should be based on an understanding of these diverse factors. The media and the food industry should be encouraged to work with government in influencing adolescents to make healthy food choices. Cultural perceptions which may lead to unhealthy choices and lifestyle need to be addressed while at the same time respecting people’s cultural pride and human dignity. It is recommended that human rights principles are used purposively in the future in policy formulations, interventions, evaluation and monitoring.  相似文献

Food insecurity is a major challenge facing Peru’s Indigenous Shawi communities, who receive food support through national level programs. There is limited research, however, on how national food and social programming support is perceived, received and used among Indigenous communities. We address this research gap by characterizing the preferred diet and coping mechanisms among Shawi Indigenous households, and investigating community perspectives on the national food program and national social supports. We used a mixed methods approach, including a quantitative survey among eleven Shawi communities in the Peruvian Amazon (n = 177 households), and semi-structured interviews with key informants (n = 24). We found that national food programs in Peru rarely provide foods that are desired and preferred among the Shawi, particularly familiar and locally-sourced protein sources such as bushmeat and fish. Food and social programming requirements do not integrate consideration of the remoteness of many vulnerable households, and are considered culturally or linguistically inaccessible to many families. In some cases, foods supplied by national programs are not consumed as they are perceived as unfamiliar. Key opportunities to improve food and social programing include: monitoring and revising eligibility requirements for remote and highly vulnerable households; increasing provision of locally-preferred protein food and familiar food types; avoiding use of written Spanish as a sole source of information to support programming; extending food provision outside of school months; developing contingency plans during education sector strikes; considering hiring of staff with working knowledge of local languages for community distributions; using visual or oral communication rather than written communication to increase accessibility of programs; increasing knowledge on the use and nutritional value of external food; and considering exemptions to school and health eligibility requirements during the rainy season and during sector strikes. Nationally-developed programming that does not consider Indigenous and cultural contexts risks inefficiency, limited improvement of health outcomes, and the potential to increase inequities in Indigenous health.  相似文献

This article discusses the nature and role of Hazard Analysis Critical Control Point (HACCP) as a food safety control system and, in particular, its role as an element of public food safety regulation. The notion of efficiency in food safety regulation is discussed and related to the nature of food safety controls. It is suggested that, if appropriately applied, HACCP is a more economically efficient approach to food safety regulation than command and control (CAC) interventions. The economic implications of HACCP are discussed with reference to estimates of the costs and benefits, in particular for the food industry. Finally, the use of HACCP as an international trade standard and the facilitation of trade in processed food products is considered.  相似文献
