In this paper, we examine how devolution has affected local sustainable development. We focus on attempting to gauge how devolution will affect the promotion of sustainable development in the English regions through an analysis of the changes to date in Scotland, Wales and London. This evaluation is made more difficult because of the range of changes which devolution involves - political, institutional, organizational and cultural, and it is hard to ascribe particular outcomes to particular changes. The focus of the paper is examining how local sustainability regimes have been affected by devolution in the three case study regions. We then conclude that devolution can only add value to existing arrangements if it creates an additional level of legitimacy which supports local coalitions deepening their commitment to the principles of local sustainable development.  相似文献

Sustainable development objectives now form a central part of the local economic development practitioner's remit. So an understanding of the concepts used and the tools required to mainstream sustainability is vital. The paper reviews economic, environmental and social conceptualisations of sustainability as these relate to local development practice. It distinguishes between weak sustainability 'no-regrets' policy instruments (such as ecological modernisation, industrial ecology and eco-taxes) and the ecological and social implications of a strong formulation of the concept. Strategic environmental assessment is then evaluated as an important new part of the sustainability tool-kit, which can help practitioners shape the development process in a sustainable fashion, allowing more environmentally-just outcomes.  相似文献

South Africa's apartheid era has left a bitter legacy of retarded economic development. Local Economic Development has been identified by the South African government as a key strategy through which issues of development and, more importantly, poverty alleviation can be addressed by local governments. This paper reviews current Local Economic Development policy in South Africa, before proceeding to an examination and analysis of the impact of the primary government support mechanism designed to promote such development initiatives, namely the Local Economic Development Fund. Whilst such support is of vital importance, far greater levels of intervention will be needed to fully address the massive scale of current local development needs.  相似文献

本文认为,地方政府的规制水平不同,使得不同地区私营企业家的非生产性努力程度有差异;在企业家能够自由流动的条件下,规制条件好的地区会对企业家产生集聚效应,促使地区私营经济快速发展;私营企业家的集聚使私营经济的力量得到壮大,更能影响政府的政策和规制条件,因此经济朝着优均衡的状态发展;如果地区私营经济向地方政府寻租,造成偏私性资源配置,那么私营经济发展就会走向劣均衡。  相似文献

This article argues that the democratization of local governments that has been led by indigenous movements in Ecuador can best be described as “neocorporatist”. The article, based on the evidence from two cases of indigenous local governments in the Andes, argues that the forms of “neo-corporatism” created by the Ecuadorian indigenous movement on its entry into government are designed as participatory institutional frameworks that also serve as channels for the expression of social movements’ demands. The neocorporatist practices deployed by indigenous movements in these areas have had mixed results, both in terms of their implementation and of their capacity to foster viable income-generating activities for poor rural areas. On balance, while the forms of neocorporatist government fostered by the indigenous movement can have positive impacts on economic development, there are still two broad limitations. First, it continues to be difficult to foster a process of territorial economic development that effectively addresses the distinct interests that exist among different community organizations. Second, the negative effects of the wider economic context in which local territories find themselves remain beyond the control of the local government.  相似文献

This article looks at the international dimension of local and regional economic development policy. We illustrate our argument about the difficulties of comparing the relative effectiveness of policy using the experience of a comparative study of local and regional economic development in Australia, the US, England and Northern Ireland. The empirical work suggests that the preferred tools of local economic development and their locally perceived effectiveness vary but that careful interpretation is necessary to understand why this is the case. Given that international policy exchange is neither inherently bad nor good, but that it is inevitable, we argue for further exploration of the process of cross-national policy transfer to ensure we are learning appropriate lessons.  相似文献

随着近几年税收收入超经济的增长,关于我国税收与经济增长的关系日益引起人们的关注。本文在实证分析的基础上,得出地方税收收入与区域经济增长存在正相关关系,且从区域角度看,其效应从东部到西部依次减弱。在探讨原由的基础上,文章提出了走适度分权和效益型地税道路等建议。  相似文献
