In this paper, we characterize some new links between stochastic dominance and the measurement of inequality and poverty. We show that: for second-degree normalized stochastic dominance (NSD), the weighted area between the NSD curve of a distribution and that of the equalized distribution is a decomposable inequality measure; for first-degree and second-degree censored stochastic dominance (CSD), the weighted area between the CSD curve of a distribution and that of the zero-poverty distribution is a decomposable poverty measure. These characterizations provide graphical representations for decomposable inequality and poverty measures in the same manner as Lorenz curve does for the Gini index. The extensions of the links to higher degrees of stochastic dominance are also investigated.  相似文献

Summary. This paper presents and characterizes a two-parameter class of inequality measures that contains the generalized entropy measures, the variance of logarithms, the path independent measures of Foster and Shneyerov (1999) and several new classes of measures. The key axiom is a generalized form of additive decomposability which defines the within-group and between-group inequality terms using a generalized mean in place of the arithmetic mean. Our characterization result is proved without invoking any regularity assumption (such as continuity) on the functional form of the inequality measure; instead, it relies on a minimal form of the transfer principle – or consistency with the Lorenz criterion – over two-person distributions. People in Canada and the United States often make claims regarding whose country has a better health system. Several researchers have attempted to address this question by analysing subjective health measures in the two countries, thus assuming a common definition of ‘good’ health. Using data from the Joint Canada/US Survey of Health, which provides rich and comparable health information for the two countries, I generate two quasi-objective health indices and show that Canadians and Americans define ‘good’ health differently. After controlling for cross-country reporting heterogeneity, health differences between Americans and Canadians are eliminated for intermediate health statuses, while health differences at the tails of the health distribution lead to slightly better average population health in Canada. With respect to health inequality, my results show that income and education gradients increase steeply with poor health in both countries. Hence, considering differences along the health distribution is crucial when assessing population health or health inequality.  相似文献

Invariance, price indices and estimation in almost ideal demand systems   总被引:1,自引:1,他引:0  
Two issues are addressed in this paper. First, we explore the issue of price index invariance in the linearized Almost Ideal demand system. We establish that the Stone index, which lacks invariance, and the recently proposed invariant Laspeyres, Paasche and Tornqvist indices all generate biased and inconsistent estimators. Monte Carlo evidence shows that invariance does not necessarily lead to better estimates of price and income elasticities insofar as the Stone and Paasche indices are unambiguously inferior to the Laspeyres and Tornqvist indices, especially if prices are not strongly positively correlated. Second, we examine the merits of the widely used conditional ML estimator of the non-linear Almost Ideal system in which a prior value is chosen for the “subsistence” parameter. We find that the bias and trace mean square error increases induced by conditional estimation are modest. The choice between the linearized and the non-linear models favors the latter although in some cases linear methods are as good as non-linear. The dynamics of inequality are studied in a model of human capital accumulation with credit constraints. This model admits a multiplicity of steady state skill ratios that exhibit varying degrees of inequality across households. The main result studies equilibrium paths. It is shown that an equilibrium sequence of skill ratios must converge monotonically to the smallest steady state that exceeds the initial ratio for that sequence. Convergence is “gradual" in that the steady state is not achieved in finite time. On the other hand, if the initial skill ratio exceeds the largest steady state, convergence to a steady state is immediate.This paper is based on unpublished notes from 1990; see http://www.econ.nyu.edu/user/debraj/DevEcon/Notes/incdist.pdf. Two considerations suggest that these results may be worth reporting in print. First, the existence of a sizeable recent literature indicates that these relatively early notes may have value outside a filing cabinet or a private webpage. Second, Mukul Majumdar’s own research on economic growth with a nonconvex technology is an even earlier precursor to some of this literature, so the current outlet – a special issue in his honor – seems appropriate. Analyses of household budget surveys, national accounts dataon functional income distribution, and data on the dispersionof wages, indicate that income inequality in Poland, after fallingover the 1993–96 period, rose significantly from 1997onwards. Farmers and the unemployed were the main losers. Theoverall position of wage-earners improved, although wage inequalityincreased sharply in the second half of the 1990s. Employersand the self-employed fared quite well. This coincided withfiscal policy changes which substantially slowed down progressionin income taxes. Over the 1993–96 period growth was highand balanced. Subsequently, growth slowed down, giving riseto serious fiscal and external deficits.  相似文献

Research shows that state capacity is crucial for economic development, yet the impact of inequality on state capacity is not well understood. This paper examines the impact of income inequality on three key dimensions of state capacity, namely legal, fiscal and collective capacity using annual data for a core of 21 OECD countries over the period 1870–2013. We find that the marked reduction in inequality over most of the last century starting from 1916 was pivotal to the significant improvements in legal, fiscal and collective capacity in the OECD countries over the same period.  相似文献

This paper analyzes reporting errors in crime data to see how they impact econometric estimates, particularly of the key relationship between inequality and crime. Criminal victimization surveys of 140,000 respondents in 37 industrial, transition and developing countries are used. Comparing the crimes experienced by these respondents with those reported to the police, non-random and mean-reverting errors are apparent. Time-varying factors affect the propensity of victims to report crimes to the police, undermining the use of country-specific fixed effects as a means of dealing with measurement error in official crime data. These errors substantially attenuate both cross-sectional and panel estimates of the partial correlation between inequality and crime.  相似文献

In a recent paper in this journal Duro and Esteban [Econom. Lett. 60 (1998) 269] have proposed a factor decomposition of the Theil [Economics and Information Theory, Amsterdam, North-Holland, 1967] index of inequality over per capita incomes into the (unweighted) sum of the inequality indexes of the factors in order to measure the contribution of each individual factor to the overall inequality. The purpose of this little note is to extend and qualify the meaning of such a decomposition, to show that the decomposition also holds for another Theil [Economics and Information Theory, Amsterdam, North-Holland, 1967], index of inequality and that both decompositions offer qualitatively the same general results about the contribution of the factors to aggregate inequality when applied to a particular data set, the OECD countries, although quantitative results differ.  相似文献

Each of these factors clearly have different meanings for analysis as well as for policy. We apply this factoral decomposition to a set of 120 countries. This paper shows that higher levels of perceived wage inequality are associated with a weaker (stronger) belief into meritocratic (non-meritocratic) principles as being important in determining individual wages. This finding is further corroborated using various complementary measures of individuals’ perception of the chances and risks associated with an unequal distribution of economic resources, such as their perception of the chances of upward mobility. I finally show that those individuals perceiving a high level of wage inequality also tend to be more supportive of redistributive policies and progressive taxation. Taken together, these findings suggest that high levels of perceived wage inequality do have the potential to undermine the legitimacy of market outcomes.  相似文献

In recent decades many countries have simultaneously liberalized their trading regimes and expanded their education systems. The theoretical effect of these regime shifts on the wage differential between skilled and unskilled workers is ambiguous. On the one hand, openness to trade causes demand shifts in the labor market which may widen or narrow the differential. This result depends on whether the unskilled wage is depressed, as in the case of importing countries, or raised, as in the case of exporting countries. On the other hand, an increased supply of more educated workers reduces their wages and narrows the skill wage gap. In this study of the labor market of Hong Kong, we document that recent changes in response to the trade liberalization of Mainland China and expanded access to education have increased the earnings differential between skilled and unskilled workers. Using detailed census data, we argue that the main reason for this outcome is the widened dispersion of skills across the earnings distribution, resulting from demand and supply shifts in the labor market caused by trade openness and expanded access to higher education.  相似文献

This study carries out a decomposition of Theil-entropy measures into a between-group component, based on factors such as education, age, gender, and marital status, and a component representing inequality within each group. We apply a bootstrapping technique to measures of inequality to enable statistical inference. Trends in household income inequality in Canada are investigated using data from 1991 to 1997 drawn from Survey of Consumer Finance. We find an evident trend toward increasing inequality of household incomes between the years 1991–1997, during which the economy was recovering from a steep recession. Although most of the increase in measured inequality is attributed to the `within-group' component, we find the change in `between-group' inequality to be significant for education, age, and marital status. In this paper we argue that there is scant justification for replacing the traditional fixed‐basket Laspeyres price index with so called ‘true cost of living indices’. We begin with a discussion of the possible explanations for some empirical results for inflation found for different social groups in Ireland in the late 1990s. Our arguments concerning appropriate inflation indices are primarily ethical and are not dependent on these results being interpreted in a non‐neoclassical vein. They do however gain extra force if one accepts non‐neoclassical explanations for the empirical results. We go on to draw conclusions as to how best to measure the welfare effects of changes in the price of goods. This links in to the broader debate regarding objective versus subjective measures of welfare.  相似文献

Sustainability indices for countries provide a one-dimensional metric to valuate country-specific information on the three dimensions of sustainable development: economic, environmental, and social conditions. At the policy level, they suggest an unambiguous yardstick against which a country's development can be measured and even a cross-country comparison can be performed. This article reviews the explanatory power of various sustainability indices applied in policy practice. We show that these indices fail to fulfill fundamental scientific requirements making them rather useless if not misleading with respect to policy advice.  相似文献

This paper analyzes the household level forces driving the positive impact of inequality on common property forest cover in Mexico. A game theoretic model demonstrates that when common property goods are complementary to private inputs in production, an increase in wealth inequality can lead to a decrease in exploitation of the commons. Data from 350 Mexican common properties show that as inequality increases, those on the lower end of the land distribution are less likely to use the commons. The data also show a negative correlation between inequality and poverty. Alternative hypotheses for these results are considered.  相似文献

Using detailed micro-level income and expenditure data, we study the effects of monetary and government spending policy shocks on income and expenditure inequality in the US from 1990 to 2018. We find that expansionary monetary and government spending policy shocks systematically decrease income, disposable income and expenditure inequality. There is evidence of time variation on the effects and monetary policy and transfer payment shocks. Various impulse responses suggest that the impacts of the policy shocks increase during and after the Great Recession. The responses of income and expenditures of households at different percentiles suggest that expansionary monetary and government spending policy have a larger positive impact on households with low income and expenditures relative to those at the top of the distribution. We do not find evidence of the significant impact of Quantitative Easing policies on income inequality, however, expenditure inequality appear to increase due to the policies.  相似文献
