建立志愿服务长效机制的条件与对策研究——以法律志愿组织为例

志愿精神是和谐社会核心价值观的集中体现,志愿服务是参与者实现自我教育和人格完善的载体。弘扬志愿服务精神,普及志愿服务理念,建立起志愿服务的长效机制,是推动法律志愿服务事业常态化、制度化、规范化发展的必然趋势。通过建立新型的社会动员机制,提高志愿服务的参与面,提高社会对志愿服务的认可度,建立健全志愿服务的发展、管理、培训、评价、激励和保障机制,为志愿服务活动提供内在的动力,实现志愿服务可持续发展,拓展志愿组织有序参与公共服务供给的方式与途径。     

Measuring the Performance of Voluntary Organizations

In the current political and economic climate, there are rapidly escalating demands from public funders and other stakeholders for indicators which can capture the achievements and impacts of the voluntary sector. Having clarified the context of these demands, the primary aim of this article is to develop criteria for measuring the ‘performance’ of voluntary organizations. This is undertaken by marrying relevant international theoretical literature suggestive of their roles and contributions with a ‘production of welfare’ approach, which has a proven track record in the evaluation of human services. Eight domains of performance are suggested (economy, effectiveness, efficiency; choice/pluralism; equity; participation; innovation and advocacy), embracing twenty-two separate indicator sets.

上市公司强制与自愿信息披露的协调利用

目前在我国的证券市场中存在着一定程度的诚信危机,投资者对上市公司信息披露的质量不是很满意,证券市场的发展已经引起了市场参与者的普遍关注,而我国对信息披露的探索主要局限于强制披露,较少涉及自愿披露的内容,因此我国应当吸取国外发达资本市场国家的经验将强制披露和自愿披露看做是互补而非替代的关系,以满足信息使用者的需求。

The Long Run Problem of Financing the Social Security System

Abstract . The Social Security Amendments of 1972 radically altered the Social Security System (SSS) by including, among other things, provisions whereby the taxable wage base would thereafter rise with increases in the average U.S. wage level and benefits would rise with increases in the Consumer Price Index. These provisions, in fact, have so affected the magnitude of present and potential future social security benefit payments that today, in spite of the restoration of short-run financial viability, the very financial solvency of the system over the long run is at issue. In an attempt to understand this financial solvency problem, three questions are examined: 1) how are social security benefits calculated today; 2) how have the underlying principles of the SSS changed recently; and 3) what does the future of the SSS look like? The results of that examination leave little doubt that the SSS must again be changed significantly if its long run financial solvency is to be restored, but President Carter's recent recommendations for change appear to be only a temporary solution to a long run problem.     

网络结构和公共物品自愿供给：一项实验研究

现实中大多数公共物品的非排他性都受到限制,但在公共物品自愿供给实验研究文献中对此种情况研究较少。本文在经典公共物品自愿供给模型基础上,将社会网络这一因素纳入到模型中,使公共物品消费的非排他性由网络连接所决定,并采用实验经济学方法对公共物品自愿供给行为进行研究。研究结果证实,社会网络结构的差异会显著影响个体自愿供给行为。进一步研究发现,对称正则网络中,个体自愿供给与网络密度负相关但不受聚类系数的影响,网络的正则性对个体极端行为的出现概率产生显著影响。这些结论支持了社会网络对公共物品自愿供给行为存在影响。     

零工经济中的工作关系研究与政策优化

在新冠肺炎疫情全球肆虐的背景下,数字经济在保持社会安定、保障城乡居民基本生活中发挥了巨大作用,通过互联网快速匹配劳动力供需方的"零工经济"也得以加速进化,成为吸纳就业的主力军。本研究在明确零工经济及其相关概念的基础上,综合相关学科的质性研究与量化研究方法,用扎根理论深入分析零工经济中工作关系的新变化;同时,结合邓洛普的系统理论构建零工经济工作关系系统静态模型,并通过有序回归方法进行量化,弹性计算各个要素对于工作关系评估的贡献率。研究结果表明:宏观经济与公共政策的影响,消费者的主体作用,劳动者对于安全健康、收入的重视,对于工作乐趣、灵活性、话语权的偏向等都会对在线零工对于工作关系的评价产生重要影响。未来应通过明确平台劳动者的法律地位,提升外部政策环境的正向体验;设立"平台职业互助金",推动平台劳动者的权益保障措施落地;成立平台企业行业协会,加强三方机制的调节作用等,从而优化工作关系,保障零工经济健康有序的发展。

浅析知识工作者的志愿性在企业管理中的价值

本文从知识工作者的志愿性入手,通过对知识工作者的特征进行分析,总结出知识工作者在工作中的"志愿性"。对现代企业而言,能否取得成功关键在于是否能够充分利用好知识工作者的这种志愿性,这种志愿性在企业管理中存在着独特的价值,这种价值能促进企业进行有效管理。     

自发性会计程序变更的证券市场监管效应

本文检验了证券市场监管规定是否影响了我国上市公司2001年自发性会计程序变更。研究表明通过自发性会计程序变更规避和迎合证券市场监管规定是上市公司的长期目标，强制性会计政策的变化使得不同时期自发性会计程序变更呈现不同的特征。因新企业会计制度的执行，2001年发生自发性会计程序变更的上市公司整体盈利水平下降，高盈利企业为了平滑盈余、大亏且当年无需扭亏的企业为借新会计制度执行之际进行“大清洗”而调减利润；高管人员变更也诱发了业绩差的上市公司进行调减利润的自发性会计程序变更。调增利润公司的主要目的是为了扭亏。本文研究还证明了Fields（2001）的研究结论：不同环境下有不同的会计程序选择模式。

基于总部ASP管理的跨区域自愿连锁组织信息化模式

本文以跨区域自愿连锁超市为例,讨论跨区域自愿连锁组织的信息化需求和面临的问题,在分析中小企业信息化适用模式的基础上,将ASP理念应用于自愿连锁组织的信息化过程,提出基于总部ASP管理的跨区域自愿连锁组织的信息化模式,并分析其具备的优势和存在的问题。

法律与标准关系简析

Corporate Sustainability and Economic Performance: an Empirical Analysis of a Voluntary Environmental Program in the USA

Voluntary environmental programs (VEPs) are designed based on a win–win approach to environmental protection that reconciles environmental protection and economic performance. Despite the claims about VEPs, there has been an ongoing debate over their efficacy with regard to whether environmental goals are balanced by economic interests on both theoretical and empirical grounds. To resolve this controversy, this paper empirically investigates a public VEP by the US Environmental Protection Agency: Green Lights (GL). For this, the paper constructs a treatment effects regression model to account for the effects of non‐random assignment for GL participants and non‐participants. The proposed model can simultaneously estimate probit models that predict corporate participation in the GL program and linear models that test the extent to which this participation contributes to economic performance. The results indicate significant positive effects of corporate participation in the GL program on economic performance, providing support for the win–win perspective. Toward A Place‐Based Understanding of Business Sustainability: The Role of Green Competitors and Green Locales in Firms' Voluntary Environmental Engagement

Management research has extensively considered who, what, when, why, which and how aspects pertaining to firms' voluntary environmental practices, yet the where aspect, which would consider the role of a firm's location on its environmental practices, has received remarkably less attention. We explore three research questions relating social and physical attributes of a firm's location with its engagement in a voluntary environmental program (VEP). Drawing on a sample of hotels participating in a Costa Rican VEP, we find that the number of VEP certified competitors (i.e. green competitors) and firm proximity to a sacrosanct environment (i.e. a green locale) are positively related to a firm's level of VEP engagement. We also find an interaction effect such that the relationship between the number of VEP certified competitors and the level of VEP engagement is positively moderated by firm proximity to a green locale. We argue that firms' voluntary environmental engagement can be enhanced by developing green clusters amid green corridors. Copyright © 2017 John Wiley & Sons, Ltd and ERP Environment     

社会关系网络与农民工外出务工满意度的关系研究

本文利用对于福建农村地区的调查数据,通过建立多元Logistic回归方程识别影响农民工工作满意度的影响因素。结果表明,农民工是否能在务工地点建立新的社会关系网络以及社会关系网络的性质将显著影响农民工的工作满意度。同时,务工收入和劳动权益保障等因素对这一群体的工作满意度也产生显著影响。
