This paper provides a theory that explains the cross-country distribution of average years of schooling, as well as the so called human capital premium puzzle. In our theory, credit frictions as well as differences in access to public education, fertility and mortality turn out to be the key reasons why schooling differs across countries. Child health and nutrition are strongly associated with educationalachievement. But associations do not necessarily indicate causality;estimates generally are likely to be biased in one directionor the other. As a result analysts and policymakers should havemuch less confidence in findings about the effect of healthon schooling success than has been claimed in previous surveys.The evidence is more nuanced and qualified than is often recognizedbut may still support the conclusion that health may have considerableeffects on postschooling productivity. Policy implications pointtoward providing public subsidies for the collection, analysis,and dissemination of information about the links between healthand education; and toward providing services to improve thehealth of poor children.   相似文献

基于中国健康与营养调查(CHNS)面板数据,采用Hausman—Taylor模型,本文估计了中国农村地区农民的营养与健康状况对农业收入的影响。研究表明,更高的身高可以增加农民的农业收入,并且男性身高回报要高于女性。身体质量指数(BMI)对女性农业收入的提高有显著性影响,但对男性的影响不显著且方向为负。热量摄入与农业收入之间显著相关,更高的热量摄入是农业收入增长的决定因素之一。本文的研究结果为健康人力资本在农民增收中的重要作用提供了经验证据。  相似文献

We consider changes in income tax progressivity in an economy where workers' productivities differ and workers and firms bargain individually over wages. With given employment a pure increase in tax progressivity reduces wages by reducing workers' relative bargaining power. When average taxes also increase, after-tax wages are unambiguously reduced, while the effects on gross wages and firm profitability are ambiguous. We next endogenize employment and firm entry under a uniform worker productivity distribution and the government's only policy instrument is a linear income tax. While a first-best solution then is ruled out, a second-best solution can be implemented using a family of linear tax functions, where a more progressive tax implies a higher tax revenue to the government. We show that the government can increase its tax revenue, and reduce after-tax income differences, without any additional disturbance to allocation.  相似文献

The role of proportional and procyclic labor income taxes for automatic stabilization with stochastic productivity is analyzed in a contemporary macroeconomic model based on imperfect competition. The importance of short-run nominal wage rigidity for the effectiveness of progressive taxes on labor income for stabilizing output and raising household welfare is examined in a model that yields complete analytical solutions with stochastic output shocks. Increasing the procyclicity of labor income tax rates raises welfare with and without rigid nominal wages in the model economy. With fully flexible prices and wages, a positive covariance between the distortionary tax rate and productivity reduces the volatility of production and employment. This effect disappears under nominal wage rigidity, although progressive taxation can still raise welfare by reducing the distortion caused by a proportional labor tax. With rigid nominal wages and flexible consumer goods prices, payroll taxes levied at rates that rise with output can serve as automatic stabilizers. JEL Code E62 · H20  相似文献

Using data from Peru and Pakistan, this article tests two hypotheses:there is a positive association between hours of child laborand poverty, and there is a negative association between childschooling and poverty. Both of these hypotheses are confirmedby the Pakistani data, but not by the Peruvian data. The reductionin poverty rates due to income from children's labor is greaterin Pakistan than in Peru. The nature of interaction betweenadult and child labor markets varies with the gender of thechild and the adult. In Peru rising men's wages significantlyreduce the labor hours of girls, whereas in Pakistan there isa strong complementarity between women's and girls' labor markets.Both data sets agree on the positive role that increasing adulteducation can play in improving child welfare.  相似文献

基于2000—2007年工业企业微观数据和高度细化的海关数据,本文深入考察了人民币实际有效汇率对中国制造业企业生产率的影响。结果显示:(1)人民币实际有效汇率升值对制造业企业生产率的净效应为正,其通过企业资本劳动要素配置效应、企业选择效应、规模经济效应以及人力资本提升效应对制造业企业的生产率提升产生了积极影响,并且上述结论在考虑了人民币实际有效汇率的内生性问题之后依然稳健;(2)人民币实际有效汇率对企业生产率的影响,因企业出口与否、贸易方式、技术水平和所有制的不同而具有显著的异质性;(3)作为人民币汇率影响企业生产率的制约因素,企业融资能力越强,人民币汇率升值对企业生产率的积极影响越大。  相似文献

头部企业为什么能打破市场均衡而将生产率优势转化为工资租?理论分析表明,市场份额越大,雇主与雇员之间越易达成“秘密握手协议”,即通过联合来操纵劳动供给,以抬高人均生产率并进行分割。在这一过程中,员工分割比例虽有所下降,但不足以抵消人均生产率上升的影响,进而产生工资租。以上市公司为例,市场份额位于前10%的头部企业,人均生产率对工资的传递力度仅比市场份额位于中位值附近的企业低4%,但人均生产率却高出40%以上,直接导致了较高的工资优势。进一步借鉴Blanchard and Summers(1986)的方法进行检验,发现头部企业确实存在更明显的“合谋”迹象,程度比中位值附近的企业高出近一倍。“秘密握手协议”的本质是通过限制劳动力流动阻碍工资均等化,在扎实推进共同富裕的道路上,不仅要反产品市场垄断,也要防范不合理攫取生产率红利的行为。  相似文献

本文通过放松巴萨效应(B-S效应)两大假设,构建了包含贸易品一价定律偏离和劳动力市场分割的开放经济局部均衡模型对人民币实际汇率进行分解,并使用中美服务业细分行业与制造业2004Q1-2016Q4季度数据,分组对人民币实际汇率的B-S效应及其传导渠道进行实证检验。研究发现:(1)中美之间B-S效应成立,但相对相对生产率通过影响相对相对工资从而影响物价水平,并最终影响实际汇率这一传导渠道不成立;(2)除传统B-S效应传导渠道外,我们发现相对相对生产率通过影响GDP进而影响实际汇率这一传导渠道;(3)产业结构失衡在一定程度上导致中国相对生产率和相对工资背离,使得相对相对工资的增加对人民币实际汇率产生负向(升值)作用。这说明,要时刻关注经济基本面,通过供给侧结构性改革提高劳动生产率,实现高端制造业和服务业的协调发展。  相似文献

This paper studies the design of disability insurance scheme when agents differ in their privately known productivity. We extend the Diamond and Mirrlees (1978) two period model to allow for agents differing ex-ante in their productivity and characterize the optimal nonlinear tax transfer that maximizes a utilitarian welfare function when per-period earnings and age are observable while individuals’ productivity and health status are not observable. We show that the induced tax/benefit scheme should exhibit a marginal income tax that decreases with age for some agents. A marginal subsidy on the young high productive income may be desirable. While the disability scheme always involves the old low productive agents to be indifferent between working and claiming disability benefits, this result is not always true for the old high productive agents. 本文通过构建内生生育率的OLG模型,从微观视角考察了延迟退休年龄对生育率、养老金替代率及其个人养老金收入的影响。研究表明:(1)延迟退休年龄会提高均衡时的生育率水平,但提高幅度非常有限。(2)生育率的提高会增加未来劳动力供给,促进养老金替代率上升和养老金收入增加,而延迟退休年龄延长了养老保险缴费期限,也会促进养老金替代率上升和养老金收入增加;但同时,延迟退休年龄将使得预防性储蓄下降,资本积累降低,工资收入下降,养老金收入降低。因此,延迟退休年龄会使养老金替代率上升。当资本产出弹性大于或等于0.5时,延迟退休年龄会使得养老金收入降低;当资本产出弹性小于0.5时,在平均预期寿命较大或养老保险缴费比例较高的情形下,养老金收入会随着退休年龄的延迟而增加,反之,其会随着退休年龄的延迟而降低。进一步地,将模型拓展到包含人力资本的情形,延迟退休年龄仍会提高均衡时的生育率与养老金替代率。  相似文献

Using plant-level observations from the Longitudinal Research Database I show that conglomerates are more productive than stand-alone firms at a given point in time. Dynamically, however, firms that diversify experience a net reduction in productivity. While the acquired plants increase productivity, incumbent plants suffer. Moreover, stock prices track firm productivity and this tracking is equally strong for diversified and stand-alone firms. Therefore, lower transparency of conglomerates is unlikely to explain the discrepancy between productivity and stock prices on average. Finally, I offer some evidence that this discrepancy may arise because conglomerates dissipate rents in the form of higher wages.  相似文献

本文从企业金融化的角度解释了上市公司劳动收入份额的变动,虽然基准结果显示,企业金融化能够促进劳动收入份额提升,但基于欧拉方程分解和中介变量法的验证发现,企业金融化一方面对工资水平产生正向溢出并提升了劳动收入份额,即表现出“盈利溢出”效应;另一方面,企业金融化却会抑制企业劳动生产率的改进,客观上造成劳动要素在生产中的地位上升进而带来劳动收入份额的提升,即表现出“技术抑制”效应。进一步分析发现,高管的劳动收入份额获益幅度小于普通员工(私营企业中更明显),说明经典的“委托-代理”框架并不能有效地解释中国企业的金融化行为;与此同时,企业金融化的影响和金融市场收益率具有强相关性,表明企业金融化的动力来自金融市场的收益激励。本文研究结论表明,企业金融化是企业在金融市场超额收益时期的“理性选择”,伴随金融市场回归并运行在合理区间,企业金融化对劳动收入份额的提升作用不仅不可持续,而且会对劳动生产率产生持续损害,借助趋利性的企业金融化来获得劳动收入份额的提升无异于“饮鸩止渴”。本文的研究结论可为我国进一步深化金融体系供给侧结构性改革,引导金融回归本源,更好地服务于实体经济提供有益参考。  相似文献

本文基于中国家庭追踪调查(CFPS)数据考察了信贷增长对中国家庭收入和财富不平等的影响。整体而言,信贷增长可以缩小家庭收入不平等,主要作用机制是信贷增长通过提高中低收入群体的劳动收入和单位时薪以缩小劳动收入不平等。同时,文献中所发现的信贷增长可能恶化收入不平等的机制——扩大家庭间非货币金融资产差距,在我国表现并不明显,原因在于中国家庭的非货币金融资产比例较低,这一点对于高收入家庭也不例外,且大部分家庭难以从金融资产交易中获利。信贷增长带来了各个收入组的房屋价值上涨,但高收入家庭房产价值上涨的幅度高于中低收入家庭,因此房价上涨扩大了不同收入家庭所持有的房产价值差异。考虑到家庭调查数据往往对高收入家庭的收入和财产覆盖不完整,上述结论可能低估了信贷增长对极少数高收入家庭收入和资产的影响。本文有助于更好地理解我国信贷增长对收入分配问题的影响,为相关政策制定提供了一定启示。  相似文献

Abstract

This paper analyzes in some detail potential impacts on economic security programs—government, employer, and individual—that the aging of the baby boom generation may create. It begins by defining what is meant by “population aging” and concludes that fertility shifts are more important than improving life expectancy. It also argues that calling the baby boom the “postwar baby boom” is inaccurate and will lead to missed targets for product development and marketing. Finally, this section of the paper notes that the most rapidly growing segment of the population will be the oldest old—those age 85 and over, who will also put the greatest stress on the provision of health care and retirement income security.

The paper then looks at other demographic shifts of importance, in particular female labor force participation rates. The impact of shifting demographics is reviewed for each sponsor of economic security programs: the government (health care and social security); the employer (pension plans and group benefits); and the individual. Points of concern and offsetting opportunities for the insurance industry are noted. Finally, the paper looks at whether we will be able to “afford” the sudden retirement of the baby boom. The conclusion is that this will be affordable if we can convince a portion of the labor force to stay active longer, and if we have healthy productivity growth rates. The problems of an aging population can all be viewed as opportunities for those who have the map.  相似文献

A monopsony model with a symmetric equilibrium is developed where posting higher wages reduces employee departures. This monopsony implies that wage changes have small effects on profits so that employer altruism affects wages as well. Even selfish firms act altruistically if workers punish firms that fail to do so. If the marginal utility of income falls sharply with income, the model can explain modest responses of wages to shifts in labor demand. If there are fluctuations in the altruism required by workers, the low correlation of wages and employment and the sizes of the cyclical fluctuations in these two series can be rationalized.  相似文献

Worker heterogeneity in productivity and labor supply is introduced into a matching model. Workers who earn high wages and work high-hours are identified as those with strong market comparative advantage—high rents from being employed. The model is calibrated to match separation, job finding, and employment in the SIPP data. The model predicts a big drop in employment for workers with weak comparative advantage during recessions. But the data show that workers with strong comparative advantage also display sizable employment fluctuations, implying that aggregate employment fluctuations are not explained by the responses of workers with small rents to employment.  相似文献

Endogenous Fertility and the Design of Family Taxation   总被引:1,自引:0,他引:1  
The paper innovates on the existing optimal taxation literature by taking fertility as endogenous, and allowing for households to be differentiated by their ability to raise children, as well as by their ability to raise income. In a context where the government cannot observe personal abilities, fertility behaviour conveys a great deal of information about those characteristics, which helps to relax the self-selection constraints on re-distribution. Bi-dimentional household differentiation introduces the possibility that re-distribution will be from households with low utility to households with high utility, and that it may be optimal to accentuate or reverse the sign of laissez-faire utility inequality. Contrary to popular belief, we find that it is not necessarily optimal for the tax system to be so designed that an additional child would lighten the tax burden on his or her parents. If it is, the optimal policy may include an unusual mix of taxes on number of children, subsidies on child-specific commodities, income support for low-wage households, and positive marginal income tax rates for all.  相似文献
