Much has been written on the determinants of technology adoption in agriculture, with issues such as input availability, knowledge and education, risk preferences, profitability, and credit constraints receiving much attention. This paper focuses on a factor that has been less well documented: the differential ability of households to take on risky production technologies for fear of the welfare consequences if shocks result in poor harvests. Building on an explicit model, this is explored in panel data from Ethiopia. Historical rainfall distributions are used to identify consumption risk. Controlling for unobserved household and time-varying village characteristics, it emerges that not just ex ante credit constraints, but also the possibly low consumption outcomes when harvests fail, discourage the application of fertilizer. The lack of insurance or alternative means of keeping consumption smooth leaves some trapped in low return, lower risk agriculture, one of the mechanisms through which poverty perpetuates itself in agrarian settings.  相似文献

This article investigates the impact of adopting a mechanized cassava processing system on household poverty levels in Zambia. An Foster, Greer and Thorbecke (FGT) poverty measure was used to compare poverty levels among households using a mechanized cassava processing system against those households using a nonmechanized process. Based on the FGT poverty measure’s specifications, a significantly lower poverty status of 49% was found among households using the mechanized process when compared to the 58% found among households using the nonmechanized process. The significant factors contributing to these differences in poverty levels include whether households are using a mechanized process or not, the number of years’ schooling among household members, the number of years’ farming experience, household income and membership of associations. The study concludes that the mechanization of cassava processing, particularly if done on the right scale, can transform primary production activities, in turn leading to higher incomes and reduced poverty levels in rural villages. Thus, policies should be introduced aimed at encouraging the promotion of mechanized post-harvest cassava processing technologies among rural households, so as to enhance crop productivity and household income levels, as well as reduce poverty among rural households.  相似文献

Economic transition is associated with significant shifts in relative prices between private and public goods. If, as a result, public goods claim a larger share of total expenditures, economies of scale in consumption increase. We show how relative price changes might alter the welfare of different‐sized households in the short run and over time. We illustrate, for a selection of transition economies, that conventional poverty profiles are quite sensitive to assumptions made about economies of scale in consumption. In particular, the common view that large households with many children are poor relative to small households (such as those comprising the elderly) is shown to be highly non‐robust.  相似文献

This special issue contributes to the development economics literature by highlighting the role of information communication and technologies (ICTs) in supporting rural and agricultural development. It is comprised of nine papers. Key findings from this special issue include: (1) internet use increases rural consumption diversity and agricultural productivity; (2) smartphone use empowers rural women in household decision-making and off-farm work participation; (3) smartphone-based agricultural extension services boost rural income growth; (4) a lack of ICT infrastructure and inadequate skills to use digital technologies are two key factors that lead to digital poverty traps for smallholder rural farmers; (5) ICT adoption increases the probability of rural households' access to credit and empowers rural women and farm households in relatively less developed regions to access credit; (6) digital financial inclusion reduces farmers' vulnerability to poverty; and (7) e-commerce adoption increases both sales prices and marketing costs, but the magnitude of increasing the former is higher than the magnitude of increasing the latter, which finally contributes to a higher gross return. This special issue also proposes practical instruments and implications for advancing the application of ICTs in rural areas to accelerate rural and agricultural development in the digital age.  相似文献

为把握城乡居民各种口径碳排放的变动趋势,借鉴IPCC推荐方法及投入产出分析方法,分别测算2005—2017年陕西省居民家庭各种口径的碳排放量,发现陕西城镇家庭各口径碳排放量均高于农村家庭;为分析引起城乡居民家庭直接和间接碳排放总量变动的深层原因,借鉴对数平均迪氏指数分解(LMDI)模型,发现家庭人均收入、家庭户数效应、家庭规模效应、能源消费结构、能源消费强度、家庭消费率、家庭消费结构等表征家庭异质性的变量对城乡家庭直接及间接碳排放总量有不同程度的正向驱动或负向驱动效应,并根据研究结论对地方政府控制家庭碳排放量提出政策建议。  相似文献

Although sequential stochastic dominance techniques have been used in the literature to make comparisons of income poverty which are robust to the assumptions made about the economies of scale within households, the techniques could be applied to a much wider set of issues. In this paper, these techniques are applied to energy deprivation in Guatemala. Fuel poverty is compared among households with and without access to electricity, and it is assessed whether access to electricity for those who do not have access currently would eliminate the observed difference in fuel poverty between the two groups of households.  相似文献

This paper examines the performance of a method of predicting poverty rates. Because most developing countries cannot justify the expense of frequent household budget surveys, additional low‐cost methods have been developed and used. The prediction method is based on a model linking the proportion of poor households to suitable explanatory variables (consumption proxies). These consumption proxies are variables that can be collected at much lower cost through smaller annual surveys. Several applications have shown that such models can produce poverty estimates with confidence intervals of a similar magnitude to the poverty estimates from the household budget surveys. There is, however, limited evidence of how well the methods perform out‐of‐sample. A series of seven household budget surveys conducted in Uganda in the period 1993–2005 allows us to test the prediction performance of the model. We test the poverty models by using data from one survey to predict the proportion of poor households in other surveys, and vice versa. The results are encouraging, as all models predict similar poverty trends. Although in most cases the predictions are precise, sometimes they differ significantly from the poverty level estimated from the survey directly.  相似文献

This article argues that the generally held belief about China’s consumption being too low is a myth based on the misapplied Keynesian theory and inaccurate official statistics. The article identifies three sources of underestimation of household consumption by China’s official statistics: housing consumption is grossly underestimated, private consumption paid by companies is not accounted for, and most importantly, high income households are significantly underrepresented in the household surveys on which household consumption statistics are based. A re-estimation suggests that the rate of China’s consumption is more than 60% of GDP, not the official 48–49%, and it is comparable to the level experienced by the high income East Asian economies during their rapid growing years.  相似文献

Mountain economies will have to play a central role in attaining the global pursuit of green economic growth as crucial bearers of ecosystems goods and services. However, these economies are not adequately represented in the development policy debates in spite of their fundamental importance towards global sustainable development. This study examines the inter relationships between energy consumption, output and carbon emissions in a developing mountainous economy using an augmented Vector Autoregression model. Time-series data over the period 1975–2013 is studied applying a multivariate framework using population and gross fixed capital formation as additional variables for Nepal. Testing for Granger causality between integrated variables based on asymptotic theory reveals a long-run unidirectional Granger causality running from GDP to energy consumption, and a unidirectional Granger causality running from carbon emissions to GDP. We suggest that the government of Nepal can address energy poverty by accelerating the adoption energy conservation policies such as rationing energy consumption and energy efficiency improvements to narrow the energy supply-demand gap. The opportunity to promote the uptake of decentralised off-grid renewable technologies in remote areas and the large scale development of hydropower at the national level also needs to be prioritized. Our results remain robust across different estimators and contributes to an emerging literature on the nexus relationships between energy consumption, income and carbon emissions in mountainous developing economies.  相似文献

Surveys of consumption expenditure vary widely across many dimensions, including the level of reporting, the length of the reference period, and the degree of commodity detail. These variations occur both across countries and also over time within countries, with little current understanding of the implications of such changes for spatially and temporally consistent measurement of household consumption and poverty. A field experiment in Tanzania tests eight alternative methods of measuring household consumption, finding significant differences between consumption reported by the benchmark personal diary and other diary and recall formats. Under-reporting is particularly apparent for illiterate households and for urban respondents completing household diaries; recall modules measure lower consumption than a personal diary, with larger gaps among poorer households and for households with more adult members. Variations in reporting accuracy by household characteristics are also discussed and differences in measured poverty as a result of survey design are explored.  相似文献

Household consumption exhibits economies of scale as the number of household members increases. We collect survey data from two countries, Germany and France, in order to obtain direct subjective estimates of household consumption economies of scale, and, in particular, to examine an additional dimension: whether household consumption economies of scale change as living standards go up. Our data from both countries indicate strongly that household economies of scale increase as the living standard goes up. We discuss the robustness of our survey method and compare our results to these of alternative estimation methods in the literature.  相似文献

我国扶贫工作重点已进入新阶段,从消除绝对贫困向缓解发展不平衡、不充分的相对贫困转变,从解决收入贫困向解决多维贫困转变,从重点解决农村贫困问题向统筹城乡扶贫转变。能源是人民生活质量的重要指标,能有效反映福利水平。了解我国城镇家庭能源消费的基本特征、准确测度能源贫困水平与分布,有助于为今后扶贫工作提供资料基础和科学管理依据。本文构建消费者能源消费决策分析框架,并运用第一次中国家庭能源消费调查数据,考察居民收入与能源消费之间的关系,并对中国城镇家庭能源贫困状况进行测度。研究发现,居民收入与能源消费之间存在S型非线性关系,能源价格、家庭特征、地域特征等因素在能源消费决策中都发挥重要影响。我国城镇家庭相对能源贫困较为严重,主要表现为能源可支付性问题。能源贫困率在20%左右,其中电力贫困程度更为严重,超过25%。家庭收入增长、户主受教育程度提高、城市电力基础设施的普及、城市环境规制水平的提升会显著降低城镇家庭陷入能源贫困的可能性,而电力价格上涨会显著增加城镇家庭陷入能源贫困的概率。  相似文献

Eliminating poverty is a multifaceted global challenge and a focal point of global development governance. With the implementation of targeted poverty alleviation (TPA), China's poverty alleviation efforts have had significant achievements. This study provides a new perspective by classifying poverty-stricken households based on poverty root causes at the household level, a multi-propensity score weighting model based on counterfactual inference is employed to examine the poverty reduction effect and policy precision on six non-equivalent poverty-stricken household groups in a Chinese county. The results reveal that the poverty reduction effects differed among poverty-stricken households with different root causes of poverty. Specifically, households impoverished due to disability have the lowest income of the six groups. The assistance policy effects also vary significantly and are found to be poorly suited to poverty-stricken households a lack of labor force and funds. A robustness test confirms this conclusion and a more nuanced analysis reveals that these differences are reflected in the wage and transfer incomes. Therefore, to ensure the stability of poverty reduction and the sustainability of income for poverty-stricken households, relevant associated aid policies need to place different emphases based on their household characteristics.  相似文献

Using a top down computable general equilibrium microsimulation model of South Africa, this paper explores the impact on household well being of an increase in agricultural protection. This issue is of broader relevance to developing countries that may be contemplating the use of World Trade Organisation permissible trade barriers so as to achieve a domestic policy objective. The model predicts that gross domestic product would be unaffected while real private consumption falls. The real exchange rate appreciates while unemployment levels are unaffected. Food, other manufactures, trade and hotels are the clear losers. All other industries experience small positive gains or no impact on their output. The impact on households depends on their factor endowments and their consumption patterns. The impacts on poverty reduction are very small. Poverty indicators increase more in urban areas than in rural areas. Poverty increases slightly more among Asian households, followed by White and then Coloured households. African households experience small declines in poverty.  相似文献

We analyze some core features of the institutional transformation of the Canadian and U.S. economies over the last half century, as they became increasingly financialized economies resting on household consumption as the key contributor to economic growth, despite weak growth in real wages and personal disposable income. This growth in consumption spending is highly fragile not only because it is a debt-led growth that has relied on an unsustainable expansion of household indebtedness largely dependent on credit bubbles in the housing market, but also because of the perverse form of this indebtedness. Studied from the angle of disaggregated household consumption/saving behavior, it is the poorest and most vulnerable households who have been building up unsustainable debt, thereby presaging increasing financial fragility and crises.  相似文献

In many developing countries, in addition to household income, there are a number of other socio-economic determinants of poverty. One such hidden socio-economic factor is alcohol consumption and some studies argue that there is a link between alcohol consumption and poverty. The main aim of this study is to measure the effects of alcohol consumption on the level of poverty in a systematic way. Using Sri Lanka as a case study, this article demonstrates that the consumption of various types of alcoholic beverages, particularly, the illegal beverages, has a significant positive association with the level of poverty. The findings of this study suggest that, in Sri Lanka, the consumption of illegal alcoholic beverages increases the likelihood of being in a poor household by 2–3%. The results of this study also find that households who are characterized as nonpoor but are just above the poverty line behave more like the poor rather than the nonpoor in terms of alcohol consumption. Some of the conclusions from this Sri Lankan case study can be applied to other developing countries.  相似文献

Improved household accessibility to credit is a significant determinant of intra‐household allocation of labor resources with important implications for productivity, income, and poverty status. However, credit accessibility could also have wider impacts on poverty if it leads to new hires outside the household. This paper contributes to the existing literature on microcredit in two important ways. First, it investigates the routes through which microcredit reaches those in poverty outside the household. We test whether by lending to the vulnerable non‐poor microcredit can indirectly benefit poor laborers through increased employment. Second, we conduct the study in the context of urban poverty Mexico. This is relevant when considering that labor often represents the only source of livelihoods to the extreme urban poor. Our findings point to significant trickle‐down effects of microcredit that benefit poor laborers; however, these effects are only observed after loan‐supported enterprising households achieve earnings well above the poverty line.  相似文献

We investigate the relationship between exposure to the Burundi Civil War and household (food) poverty, using a three-wave household-level panel matched with data on local-level violence. We find that households living in localities exposed to the war have been subsequently more likely to be poor than non-exposed households. Within-household estimations, controlling for time-varying heterogeneity at the province level, confirm the positive impact of violence exposure on household poverty. We investigate some of the potential mechanisms at play in the violence – poverty nexus, and the role of violence exposure in household poverty dynamics over time. Our results notably suggest that the destruction of physical capital, as well as a shift of exposed households out of non-farm activities, shape poverty dynamics and lower their chances of durably remaining out of poverty.  相似文献

This paper uses data from household surveys to contribute to the urbanization-poverty nexus literature by assessing the effect of urbanization on income, expenditure, and poverty in rural households in Vietnam. We find that the urbanization process stimulates the transition from farm to non-farm activities in rural areas. More specifically, urbanization tends to reduce farm income and increase wages and non-farm income in rural households. This suggests that total income and consumption expenditure of rural households are more likely to increase with urbanization. Finally, we find also that urbanization helps decrease the expenditure poverty rate of rural households, albeit by a small magnitude.  相似文献

FINDING THE POOR     
As a basis for judging how public policy affects the poor, this article explores how "poor" families may be defined and how well such families can be distinguished from other families in the less developed countries. This is done by seeking proxies for poverty which are relatively easy to measure, accurate in discriminating between the poor and the non-poor, and relevant to public policy. To this end, a highly parsimonious model is developed, based on truncation and regression procedures, using only family size and number of wage earners in addition to either income or an education-age combination. Application of this model to data from household surveys in three major cities of Latin America shows that the model is highly effective in pinpointing poverty households, although the pattern of errors is not random, the most frequent type of error being to classify poverty households as non-poor.
Especially significant is that the model is nearly as effective for discriminating poverty households from others when financial variables are excluded as when they are included. This would suggest that a good deal of flexibility exists in deciding what variables to include in future studies of this type. The results also suggest that even better results should be possible if more complete information is obtained on the employment status of the different members of the household and on the contribution of each to household income. Ideally, the data collection and model development should proceed in an iterative manner since there are numerous possible variables as well as alternative model formulations.  相似文献
