The purpose of this study is to investigate the allocation efficiency in the tenancy market, and thereby the potential of the market to facilitate operational farm size adjustment that can help land‐poor tenant households to transform into smallholder commercial farms. We analyzed three rounds of balanced panel data for the production seasons 2005–2006, 2009–2010, and 2014–2015 collected from 320 smallholder farms in Tigrai region in northern Ethiopia. Random effects dynamic probit and tobit models are used to assess how land‐poor tenants’ access and extent of access to land are affected by state dependency (earlier participation in the market), kinship ties, climate shocks, and legal restrictions. The results indicate that state dependency and kinship ties with the landholder had strong positive effects on participation and intensity of participation. Climate shocks significantly affected the intensity of participation of tenants already in the rental market. Tenants’ overall access to rented land had not improved from 2005–2006 to 2014–2015. The amount of land accessed by those already in the market was insufficient for them to become commercial farmers. The important policy implication is that orchestrated interventions at community level are needed to reduce transaction costs and thereby improve land access of entrepreneurial tenants.  相似文献

This article investigates how off‐farm income affects crop output market participation decisions and marketed surplus of smallholder farmers in Ethiopia. A double‐hurdle model is estimated using three waves of panel data from the Ethiopian Rural Household Survey. Unobserved heterogeneity is controlled for using a correlated random effect procedure and potential endogeneity of explanatory variables using a control function approach. The results show that off‐farm income has no significant influence on household crop output market participation. However, conditional on market participation, additional off‐farm earnings negatively affect the marketed surplus. This indicates that farmers use off‐farm earnings for consumption rather than for investment in agricultural production. Policy measures that promote rural investment may help increase returns to labor for land‐poor households participating in off‐farm work in the process of agricultural commercialization.  相似文献

Previous studies have documented the effect of information and communications technology (ICT) on farmers’ market participation. We employ a triple‐hurdle model to examine the effect of internet and phones on Peruvian smallholder farmers’ market participation, marketplace choice, and volume decisions using household‐level data from the IV National Agricultural Census of Peru in 2012. Double matching at the district‐ and household‐levels is implemented to address potential selection bias. Results indicate a positive direct effect of internet and phones on farmers’ market participation and volume decisions on the national market. Those with ICT access are more likely to sell on the foreign market than those without ICT access. The marginal effects suggest that internet access tends to have larger impacts on volume decisions than phones. In addition to direct effects, we find that internet access has significant and positive spillover effects on market participation and volume decisions in the national market. Without implementing matching procedures, the magnitude of the ICT effect tends to be smaller. Results provide empirical support for policies and social programmes that promote ICT especially internet usage in rural Peru to improve smallholder farmers’ marketing performance.  相似文献

This article uses panel data from the Living Standards Measurement Study‐Integrated Surveys on Agriculture for Uganda to assess the farm‐level effects of nonfarm employment on agricultural intensification and productivity change. A sample selection model is used to account for both unobserved heterogeneity and potential simultaneity between agricultural production and nonfarm income. Results show that nonfarm employment can have differential impacts on farm technology intensity and productivity. Nonfarm income is found to have a positive impact on farm hired labor and improved seed intensity; a negative effect on on‐farm family labor use; and no significant impact on fertilizer, soil water management, and joint use of farm technologies. The econometric evidence also indicates that agricultural productivity declines as nonfarm income increases. Taken together, our findings reveal important trade‐offs between nonfarm employment and income and farm productivity growth under smallholder agriculture. The results indicated that targeted policies are required to reduce these potential trade‐offs between nonfarm employment and agricultural intensification and productivity change.  相似文献

Using data from the Malawi Financial Markets and Household Food Security Survey, this paper examines the effect of access to credit from formal sources, and tobacco plot size, on cost inefficiency among Malawian smallholder tobacco cultivators. Farm‐specific cost inefficiency is estimated within the framework of stochastic frontier analysis. Access to credit is measured as the sum of household members' self‐reported credit limits at credit organisations, arguably a truer measure of an exogenous credit constraint than credit program participation or actual loan uptake. It is found that tobacco cultivation is significantly less cost inefficient per acre on larger plots. While access to credit by itself has no statistically discernible effect on cost inefficiency, it reduces the gain in cost efficiency from a larger plot size.  相似文献

African countries continue to face deepening food crises that have been accentuated by the global food, energy, and financial crises. This situation is part of a long‐term structural problem: decades of under‐investments in agricultural sector and poor policies of support for smallholder farmers who form the bulk of the farming population. The inability of these farmers to achieve a supply response when commodity prices were high and market access was less of a problem suggests that there are multiple sets of binding constraints that continue to limit the potential of agricultural growth to reduce food security and poverty on the continent. This article reviews some of the historical trends that have hampered the performance of the agriculture sector. In addition, it reviews the impacts of more positive trends that could stimulate agricultural growth in Africa that could change the African agricultural landscape. The article however warns that there are more recent global developments and some continental challenges that could prevent or slow agricultural growth. These include the global financial crisis, public sector investments, inequities in global agricultural development policies, rush for agricultural lands by foreign investors, domestic commercial financing markets, climate change, and emerging carbon markets. The article argues that while opportunities for accelerated growth exists for African agriculture, new sets of policy instruments will be needed to support smallholder farmers to access new agricultural technologies, finance, reduce impacts of climate change, and adopt sustainable land use practices that can allow them to benefit from emerging global carbon markets.  相似文献

This paper explores smallholder farmers’ adoption decisions of multiple sustainable intensification practices (SIPs) in eastern and southern Africa. We develop a multivariate probit model using plot-level data gathered from maize–legume farming systems in Ethiopia, Kenya, Malawi, and Tanzania. We find that some practices used in maize production are complementary while others are substitutable. The adoption of SIPs is influenced by social capital and networks, quality of extension services, reliance on government support during crop failure, incidence of pests and diseases, resource constraints, tenure security, education, and market access. The results provide insight into the further efforts needed to encourage greater adoption of SIPs.  相似文献

Rural households in Ethiopia have limited options to meet their domestic energy needs because they lack access to modern fuels and technologies. Domestic use of certain fuel sources, such as cow dung, can hinder agricultural outcomes and productivity. This article explores the tradeoffs between domestic and productive uses of biomass energy sources in the Nile Basin of Ethiopia using a nonseparable farm household model where labor allocation to energy collection and farming are analyzed simultaneously. We estimate a system of five structural equations using three‐stage least squares and find that the use of dung as a domestic fuel source has negative implications for the value of harvested crops, while use of on‐farm fuelwood is associated with increased value of agricultural output. On‐farm production of fuelwood appears to increase the value of crop output and provide labor savings, by making fuelwood collection more convenient for households. Policy interventions to support the expansion of agroforestry and increase access to new energy‐efficient technologies are needed to ensure that agricultural productivity can be both increased and sustained.  相似文献

In north-eastern Laos, the savannah grasslands of the Plain of Jars cover vast areas of potentially cultivable land. However, soil acidity, low inherent fertility, and the absence of alternatives to tillage represent significant constraints to the development of sustainable smallholder agriculture. Our objective was to evaluate the potential for conservation agriculture (CA) to enhance soil productivity and farming system profitability. A three-year rotation of rice/maize/soybean was tested under three fertilization levels and four agricultural systems: one conventional tillage-based (CT) system and three CA systems based on no-tillage with cover crops. After four cropping seasons, our results show that, compared with CT, CA systems led to similar-to-higher grain production, similar-to-higher profits, higher opportunity of livestock system intensification, and higher labour productivity regardless of fertilization levels. While CA represents a relevant alternative to current practices, our results suggest that its contribution to the emergence of a sustainable smallholder agriculture is conditioned by broader institutional transformations, including the enrolment of local manufacturers and traders for deploying no-till implements and seed market channels for cover crops, long-term public support to maintain active research and technical mentoring to farmers, and possibly the integration of ecosystem services in agricultural policy.  相似文献

Smallholder agricultural carbon market projects have potential to achieve climate-smart agriculture (CSA), a “triple-win” for food security, climate change mitigation, and adaptation. Farmer participation is critical for achieving widespread impact, yet their adoption of sustainable land management practices is constrained by eligibility, willingness, and ability to participate. This research examines how the Kenya Agricultural Carbon Project enabled smallholder participation, with results emphasizing the importance of institutional conditions and farmers’ perceptions. Findings highlight the necessity of international collaborations and high levels of synergistic coordination. Building social capital and adopting participatory learning approaches are strategies that can increase participation and create inclusive climate-smart agriculture projects.  相似文献

This paper presents a bio‐economic model of Andit Tid, a severely degraded crop‐livestock farming system with high population density and good market access in the highlands of Ethiopia. Land degradation, population growth, stagnant technology, and drought threaten food security in the area. Drought or weather risk appears to have increased in recent years. The bio‐economic model is used to analyse the combined effects of land degradation, population growth, market imperfections and increased risk of drought on household production, welfare and food security. We find that the indirect effects of drought on household welfare through the impact on crop and livestock prices are larger than the direct production effects of drought. Provision and adoption of credit for fertiliser, although risky in itself, may lead to increased grain production and improved household welfare and food security. Provision of credit may have a negative effect on conservation incentives but this effect may be mitigated by linking a conservation requirement to the provision of credit for fertiliser.  相似文献

Effective agricultural extension is key to improving productivity, increasing farmers’ access to information, and promoting more diverse sets of crops and improved methods of cultivation. In India, however, the coverage of agricultural extension workers and the relevance of extension advice is poor. We investigate whether a women's self‐help group (SHG) platform could be an effective way of improving access to information, women's empowerment in agriculture, agricultural practices, and production diversity. We use cross‐sectional data on close to 1,000 women from five states in India and employ nearest‐neighbor matching models to match SHG and non‐SHG women along a range of observed characteristics. We find that participation in an SHG increases women's access to information and their participation in some agricultural decisions, but has limited impact on agricultural practices or outcomes, possibly due to financial constraints, social norms, and women's domestic responsibilities. SHGs need to go beyond provision of information to changing the dynamics around women's participation in agriculture to effectively translate knowledge into practice.  相似文献

The study is an empirical investigation of agrobiodiversity conservation decisions of small farmers in the central highlands of Ethiopia. The primary objective is to measure the effectiveness of Community Seed Banking (CSB) in enhancing diversity while providing productivity incentives. Our results indicate a significant impact of participation in CSB on farm‐level agrobiodiversity. However, the level of biodiversity conservation was not found to have the expected reinforcing impact on participation, indicating no support for simultaneity. CSB participation also led to an increase in productivity, consistent with a need for such incentives in order to enhance diversity at a farm level. Our assessment of the performance of the GLS estimator yielded a significant discrepancy between the GLS and bootstrap estimates. This led to the conclusion that bootstrapping asymptotic estimations might be required for appropriate inference.  相似文献

Sustainable agricultural intensification (SAI) practices have been promoted in developing countries to improve farm productivity and environmental services. However, it is still unclear whether use of a combination of SAI practices has a significant influence on the cost efficiency of smallholder farms. This study investigates whether the cost efficiency of smallholder maize producers in Ethiopia depends on use of input-augmenting and agronomic SAI practices. Stochastic cost frontier models that account for heterogeneity across farms are used for estimation. We find that the use of individual SAI practices increases cost while the combined use of the practices reduces it. The marginal effect on cost reduction is substantial when SAI practices are set at their sample maximum levels. Overall, the results demonstrate the benefit of using a combination of SAI practices in minimizing production cost while addressing the adverse effects of soil degradation and climate variability. To enhance food security, smallholder farm incomes and the sustainability of production in developing countries, policy programs should focus on promoting packages of input-augmenting and agronomic SAI practices.  相似文献

Agricultural policies in Rwanda focus on agricultural intensification and increased market orientation of the smallholder farm sector. Cooperatives are seen as key vehicles in this, but little is known about their effectiveness to achieve these goals. In this article, we analyze the impact of cooperative membership on the agricultural performance of rural households in Rwanda. We use cross‐sectional survey data, collected in 2012, to analyze the impact of cooperative membership on different agricultural performance indicators, including indicators on agricultural intensification, market orientation, farm revenue, and income. We use several econometric techniques to deal with potential selection bias in estimating the impact of cooperative membership, including a proxy variable method based on a willingness to pay measure and propensity score matching methods. We find that cooperative membership in general has a positive impact on farm performance but these effects are driven by specific types of cooperatives.  相似文献

Empirical evidence on the role of cattle sharing and rental contracts in agrarian economies is limited. This article is an investigation of different types of cattle sharing and rental contracts producers in rural Ethiopia adopt. It also investigates why households in rural Ethiopia rely on these contracts that are vulnerable and therefore subject to potential moral hazard problems described in earlier literature. We apply random effect probit and control function econometric methods to household panel data collected in 2005 and 2007 from two agro‐ecological zones in Ethiopia. Controlling for the endogeneity of access to livestock credit, we find that contracts are spatially fragmented and better developed where population density is high and credit and insurance markets are poorly developed. We also find that contracts help cash poor and credit constrained households to improve their herd dynamics, to get access to nonlivestock resources (land, labor and cash) and share risks that could have been difficult without the contract. We show that contracts are rational responses of residents in rural communities characterized by imperfect credit and insurance services, since households with better access to credit are less likely to rely on contracts.  相似文献

This paper examines the role of social capital in smallholder agriculture mechanization in Ghana under the ongoing agenda for transformation of African agriculture through the new green revolution. It contributes to the ongoing debate on the potential of social capital in explaining socioeconomic activity over time and space. Drawing on the experiences of smallholder farmers (n = 30) from Navrongo using qualitative interviews and focus group discussions, the paper explores how social capital networks shape mechanized service access and utilization among farmers and highlights the historical background to tractor-based mechanized farming in northern Ghana. Findings reveal how local farmers activate and operate in trustworthy social networks at the community level among themselves and externally with government agencies, traders and development partners to facilitate tractor access. The paper also finds that the withdrawal of government subsidies on agricultural services during structural adjustment in the 1980s created an avenue for private sector entry into the tractor service market. In recent times, the market is a blend of both public and private actors. Given the crucial role of social capital, this paper stresses that apart from economic factors, contemporary agricultural policy should build upon contextual sociocultural networks and the resources inherent in them.  相似文献

Under the banner of a "New Green Revolution for Africa," agricultural intensification programs aim to make smallholder agriculture more productive as well as "climate smart". As with Green Revolutions in Asia and Mexico, agricultural innovations (hybrid seeds, agronomic engineering, market linkages,and increased use of fertilizer and pesticides) are promoted as essential catalysts of agriculture-led economic growth. Intensification programs are now frequently linked to Climate Smart Agriculture (CSA), which attempts to build resilience and reduce greenhouse gas emissions while increasing crop yields. This article considers who and what is resilient in Africa’s Green Revolution. We report on a multi-season study of smallholder food producers' experiences with Rwanda’s Crop Intensification Program (CIP) and related policies that aim to commercialize subsistence agriculture while implementing CSA. . We suggest that there are fundamental limits to the climate resilience afforded by CSA and development efforts rooted in Green Revolution thinking. Our findings illustrate that such efforts foreground technology and management adjustments in ways that have reduced smallholder resilience by inhibiting sovereignty over land use, decreasing livelihood flexibility, and constricting resource access. We put forth that rural development policies could better promote climate-resilient livelihoods through: 1) adaptive governance that enables smallholder land use decision-making; 2) support for smallholder food producers’ existing agro-ecological strategies of intensification; 3) participatory approaches to visualize and correct for inequalities in local processes of social-ecological resilence Such considerations are paramount for meeting the United Nations Sustainable Development Goals and building climate-resilient food systems.  相似文献
