In 2016, the U.S. launched a trade dispute against China at the World Trade Organization, arguing that China has been restricting its grain imports via tariff quota administration. Despite sharp criticisms by the U.S., the extent to which the grain imports were restricted in China remains largely unknown, primarily due to that China's grain import behaviors are still under-researched. The U.S. grain export sector might actually gain little from China's grain trade liberalization in the short run, since China has become less import dependent on the U.S. through the pursuit of import diversification. In this context, this article aims to quantify impacts of the tariff quota administration on China's grain imports from its trading partners. We calculate ad valorem tariff equivalents of the tariff quota administration and then estimate import demand elasticities using a source differentiated import demand model. We find that the tariff quota administration might have reduced China's quota fill rates for the grain commodities by 10–35% during 2013–2017. In particular, the U.S. wheat exports to China were largely negatively affected. We also find that the tariff quota administration in China acts like a variable import levy—its import restrictiveness varies negatively with world prices, leading to lower import demand elasticities.  相似文献

A four-region, 23-commodity small world agricultural trade liberalization model within the SWOPSIM framework is used to measure the impact of tariff removal between the United States and Canada. The tariffs are simply defined as negative import subsidy equivalents in the model and are then removed from the trade prices. The model recalculates domestic supply and demand levels in all regions, rebalancing world trade, production, consumption and prices. In summary, the impacts of the Canada-U.S. Trade Agreement on selected commodity groups are significant. Canadian imports of beef and veal, poultry meat, soybean oil and fresh strawberries increase. Furthermore, the results indicate larger trade flows for selected products and declines in producer and consumer prices in Canada, U.S. and Southeast regions. Since the U.S. share of Canadian agricultural imports averaged 60% in the 1980s, the impact of trade liberalization will be greater in Canada in selected commodities than in the U. S. or the southeastern region, and Canadian dependence on the U.S. market will be increasing in the future. The tariff phaseout, together with a reduction in nontariff barriers and harmonizing of domestic agricultural policies, will create more export opportunities in selected commodities for both the United States and Canada, and will create the world's largest free trade market.  相似文献

China's sustained rapid economic growth and development has contributed to the surge in consumption and production of livestock in that country  termed the livestock revolution. Consumption trends are first reviewed, and changes in food consumption patterns include a marked shift away from grains and towards meats and dairy products. A question is to what extent this rapid increase in demand for livestock products is reflected in China's agri‐food trade statistics? While her agri‐food imports have dramatically increased since China's accession to the WTO, livestock products have not made a noticeable contribution, although the import of certain animal feedstuffs has. This implies China's continuing self‐sufficiency in most livestock products. The paper next considers developments in China's livestock farming sector and policies that have been contributing to these supply‐side developments. The paper concludes with an examination of issues that may be important to the future development of China's, and the world's, livestock situation;  this includes future demand developments, and the question of whether future demand growth in China might be met with local production, imports of final product, and/or imports of feedstuffs.  相似文献

Brazil has shown interest in agricultural trade negotiations at bilateral, regional, and multilateral levels. This study addresses several important negotiations, using the agricultural sector model CAPRI (Common Agricultural Policy Regional Impact Analysis), to analyze liberalization scenarios between the European Union and the Mercosur countries focusing particularly on their impacts in Brazil. Four possible agreements between Europe and Mercosur are simulated, including a broader multilateral agreement proposed in the G20. The results suggest that a bilateral scenario involving larger tariff rate quota increase, as called for by Mercosur, generates larger gains than accepting the European Union proposal of 2004 or further multilateral trade liberalization based on the G20 proposal. However, much larger increases in tariff rate quotas for all products are not necessarily justified in all cases. Moreover, Brazil's production and export potential is limited by factors other than trade restrictions.  相似文献

This paper investigates the impact of China's and Taiwan's accession to the World Trade Organization (WTO) on U.S. and world agricultural trade by means of a 12-region, 14-sector Computable General Equilibrium model for world trade and production. The simulation results show that integrating China and Taiwan into the global trading system could induce more competition on labor-intensive Products and reduce their prices. It could drive up the demand for capital and skill-intensive manufactured goods, thus further improving industrial countries' terms of trade. The expansion of labor-intensive sectors in China could also induce contraction in agricultural exports from China and increase its net agricultural imports by as much as US$9 billion annually, causing food and agricultural exports from other regions to increase. Total U.S. food and agricultural exports could increase by about US$2.4 billion annually, with the non-grain crop sectors gaining the most. The biggest winner from China's WTO accession is China itself. WTO membership could bring a net welfare gain of about US$30 billion a year for China, a substantial benefit compared with the gains for the USA (US$8.5 billion).  相似文献

Based on a novel, detailed, time‐consistent tariff database taking account of import protection developments in the agricultural sector since 2001, we propose a statistical decomposition of the changes in the various types of tariffs. The results show that the multilateral system has played a limited role in trade liberalisation over the period. Many countries have continued to apply much lower tariffs on agricultural products than their WTO ceilings. Moreover, there has been substantial unilateral dismantling of tariffs over the period, so that much of the liberalisation took place outside WTO and regional agreements. The number of regional trade agreements has surged, but their impact on applied agricultural tariffs has been limited. Finally, we investigate the tariffs, trade and production implications for food and agricultural products of two extreme scenarios in the future development of trade negotiations: an ambitious surge of regional agreements and a trade war within the WTO context.  相似文献

We use two alternative approaches to analyze the trade restrictiveness of the Canadian and EU import tariff structures for agricultural goods. The first involves direct, detailed calculations at the tariff line level of summary protection indexes. We compare the newer method of welfare and import equivalent indexes to the standard trade weighted method of aggregation. The second approach involves indirect index calculations, where we map tariff data into a computable general equilibrium (CGE) model, and then use the model to generate the summary. Each approach has its advantages. The direct tariff line approach reflects sector detail more comprehensively, but misses the sector and regional linkages captured by the CGE model. As an empirical illustration we simulate the impact of market access liberalization proposed in the WTO draft modality paper of February 2008. Pursuant to a tiered formula, we reduce bound and applied tariffs at the 6‐digit tariff line level. We find that the direct tariff line approach and the hybrid tariff line CGE approach yield similar results. These indicate that access to Canada's agricultural sector is particularly restricted for milk imports from high‐income countries. In contrast, developing countries have particular difficulty accessing the EU's Single Market, where high trade restrictions on beef, sugar, and rice are most relevant. Nous avons utilisé deux méthodes différentes pour analyser le caractère restrictif des structures du tarif douanier à l'importation du Canada et de l'UE pour les produits agricoles. La première consiste en des calculs directs détaillés des indices de protection au niveau de la ligne tarifaire. Nous avons comparé la nouvelle méthode des indices welfare−equivalent et import−equivalentà la méthode d'agrégation standard pondérée en fonction des échanges. La deuxième méthode consiste en des calculs d'indices indirects, où nous insérons les données tarifaires dans un modèle informatique d'équilibre général (IEG) qui sert à générer le sommaire. Chaque méthode a ses avantages. La méthode de la ligne tarifaire directe fait ressortir les détails du secteur, mais ne détecte pas les liens sectoriels et régionaux capturés par le modèle IEG. En tant que modèle empirique, nous avons simulé l'impact de la libéralisation de l'accès aux marchés proposée dans le projet révisé de « modalités » de l'OMC présenté en février 2008. Conformément à la formule étagée, nous avons diminué les limites et avons appliqué des tarifs au niveau de ligne tarifaire à 6 chiffres. Nous avons trouvé que la méthode directe de la ligne tarifaire et la méthode hybride de la ligne tarifaire (IEG) donnaient des résultats similaires. Ces résultats ont indiqué que l'accès au secteur agricole canadien est particulièrement restreint dans le cas des importations de lait provenant des pays à revenu élevé. Par contre, les pays en développement éprouvent de la difficultéà accéder au marché unique de l'UE, où les restrictions commerciales sur le bæuf, le sucre et le riz sont les plus importantes.  相似文献

基于联合国贸易数据库林产品数据,应用恒定市场份额模型,探究1998—2018年造成中国进口俄罗斯木质林产品贸易波动现象的影响因素。结果表明:1998—2018年,中国进口俄罗斯木质林产品贸易集中于资源密集型和需求增长较快的产品,且贸易波动呈现出明显的阶段性;中国进口俄罗斯木质林产品总额波动现象受产品结构、市场规模、竞争力等多种因素影响,其中中国进口结构和国内市场需求是贸易波动的主要因素;此外,中俄林产品贸易还受到世界经济环境的影响。因此,中国应寻找其他进口渠道,减少对俄罗斯供给的依赖,保障中国木质林产品产业安全,密切关注两国经济政策变化,及时调整进口贸易策略,促进中俄木质林产品贸易的健康稳定发展。  相似文献

WTO rules on state trading operating through provisions on state trading (Article XVII) and on tariff bindings (Article II) discipline import protection in line with countries' tariff bindings as long as sufficient information is available to monitor the behavior of state trading enterprises. China's economic reforms have left state trading a minor part of its trade regime overall, although it applies to trade in important agricultural commodities, and oil. China's commitments in its WTO accession package will make policy much more transparent and allow China to develop a highly efficient agricultural sector. This policy stance also highlights the pressing need for improved policies to counter rural poverty.  相似文献

Mexico is the world's largest importer of non-fat dry milk (NFDM) and imports of cheese, fluid milk, and whey have increased rapidly in the past four years. In the wake of GATT and the NAFTA, as well as recent economic developments in Mexico, world dairy markets will be affected as a result of changes in the Mexican dairy sector. The study analyzes both domestic and import demand for dairy products in Mexico to determine price and income elasticities as well as import elasticities. The results indicate that the demand for fluid milk is the most responsive to price changes and NFDM demand is inelastic with respect to its own price. There is little subtitution between fluid milk and non-fat dry milk, although fluid milk is relatively elastic, which suggests the existence of other substitutes for fluid milk. Estimation of import demand equations reveal similar trends in response to price changes, but income elasticity of imports was highest for fluid milk which suggests that Mexico will import possibly more fluid than dry milk as incomes rise. The exchange rate was the most significant variable influencing all dairy product imports.  相似文献

One approach to trade liberalization is the zero-for-zero sectoral approach which involves agreements to eliminate export subsidies, import tariffs, and export taxes in a sector. This article provides an assessment of the impact of border trade liberalization on oilseeds and oilseed products trade. The analysis suggests that under all of the scenarios examined, North American oilseed crushers and oilseed producers gain from trade liberalization. The exact size and the distribution of these gains depends on the number of countries that participate in trade liberalization. The results suggest that the United States and Canada would gain from the adoption of the zero-for-zero proposal.  相似文献

Rice is Indonesia's staple food and accounts for large shares of both consumers' budgets and total employment. Until recently, Indonesia was the world's largest importer, but rice import policy is now highly protectionist. Since early 2004, rice imports have been officially banned. Advocates of this policy say it reduces poverty by assisting poor farmers. Opponents say it increases poverty, stressing negative effects on poor consumers. This paper uses a general equilibrium model of the Indonesian economy to analyse the effects of a ban on rice imports. The analysis recognises 1000 individual households, including all major socioeconomic categories, disaggregated by expenditures per person. It takes account of effects on each household's real expenditure and its income, operating through wages and returns to land and capital. The results indicate that the rice import ban raises the domestic price of rice relative to the import price by an amount equivalent to a 125 per cent tariff, six times the pre‐2004 tariff. Poverty incidence rises by a little under 1 per cent of the population and increases in both rural and urban areas. Among farmers, only the richest gain. These results are qualitatively robust to variations in key parametric assumptions.  相似文献

This paper examines the options for liberalizing tariff-rate quotas when a marketing board controls domestic production and international prices are stochastic. Lowering over-quota tariff and increasing import quota volumes are not equivalent. The trade-offs between the two types of trade reforms are examined through numerical simulations for the Canadian chicken industry. Introducing world price variability results in a distribution of welfare impacts for the different groups in the industry. Consumers and processors gain more with tariff liberalization than with increased import quotas. The difference in producer surplus between liberalization regimes is truncated so that producers only see down-side risk under the tariff liberalization regime.
Le présent article a examiné les options concernant la libéralisation des contingents tarifaires lorsqu'un office de commercialisation encadre la production nationale et que les prix internationaux sont stochastiques. Diminuer le taux de droit hors contingent et augmenter les volumes de contingent d'importation ne sont pas des options équivalentes. Nous avons examiné les deux types de réforme commerciale en effectuant des simulations numériques pour le secteur du poulet au Canada. Incorporer la variabilité du prix mondial provoque une distribution de répercussions sur le bien-être des divers groupes du secteur. Les consommateurs et les transformateurs gagnent davantage en appliquant une libéralisation des droits hors contingent qu'en appliquant une augmentation des contingents d'importation. There is little doubt that Brexit would have significant implications for UK agriculture, a sector with strong trade links to the EU and strong reliance on CAP income support. This article reports preliminary results from employing a Computable General Equilibrium Model, a Partial Equilibrium Model and Farm Level Models to explore selected trade and domestic policy scenarios post‐Brexit. These allow for the estimation of changes in producer prices, production and farm incomes against a baseline scenario of continued EU membership. Under a Free Trade Agreement with the EU, agricultural impacts are relatively modest. By contrast, unilateral removal of import tariffs has significant negative impacts on prices, production and incomes. Adoption of the EU's WTO tariff schedule for all imports favours net importers (e.g. dairy) and harms net exporters (e.g. sheep). Given the strong dependence of most UK farms on direct payments, their removal worsens negative impacts of new trade arrangements and offsets positive impacts. Impacts vary across different types and sizes of farm, but also regionally. However, the period of adjustment to new trade and domestic policy conditions may prove very challenging for a large number of farm businesses.  相似文献

Abstract

Although South Africa's growth performance has improved somewhat in recent years, it has generally been poor over the last few decades. This article uses Chenery's factor decomposition method to analyse the sources of growth in South Africa from 1970 to 2007. Using input–output data, the growth of each subsector is decomposed into components associated with export growth, import substitution, growth in domestic demand and growth in intermediate demand. The results highlight a dependence on domestic demand expansion as a source of growth since 2000, especially for manufacturing. Subsectors that relied primarily on domestic demand expansion generally performed relatively poorly. Technological change is the only component of growth with a consistently positive and statistically significant correlation with subsectoral growth. The analysis contributes to a better understanding of growth in South Africa, particularly in terms of subsectoral dynamics.  相似文献

China's tariff liberalisation as part of its WTO accession application and eventual agreement has been thoroughly analysed in the literature. However, much of this literature is based on forward‐looking ex‐ante analyses and few studies provide empirical evidence on its actual impact. We fill in this gap by evaluating empirically the welfare effects of China's actual tariff liberalisation on Chinese farmers during the 1997–2010 period. By estimating the domestic market price effects of China's tariff liberalisation and the associated wage earning effects, we find that on average Chinese farmers were able to gain more from reduced consumption prices than they would lose from reduced agricultural and wage income due to tariff liberalisation. Welfare gains over time are estimated to be positively correlated with the actual degrees of tariff liberalisation, implying that relatively more gains were realized immediately before and after China's WTO accession in 2001, as compared to the more recent period when relatively little liberalisation was carried out. Farmers’ rising non‐agricultural income and increasing consumption shares of non‐agricultural products are important determinants of these positive average welfare effects. Moreover, welfare gains from tariff liberalisation are shown to be distributed unevenly across Chinese provinces and income levels, with farmers located in coastal provinces and at higher income levels gaining more than their counterparts in remote provinces and at lower income levels.  相似文献

It has been alleged that exportation by import state trading enterprises (ISTEs) must involve unfair trade practices. We show that such exporting may result from a rational use of market power by a sufficiently protected price discriminating ISTE. We argue that the flawed design and implementation of the tarffication process initiated in the last GATT agreement is providing ISTEs with incentives to export. The tariffication of import quotas and other related import restrictions was dirty in the sense that it permitted the setting of prohibitively high tariffs on many commodities. More importantly, it failed to eliminate quantitative trade barriers as the previous import quotas were replaced by minimum access commitments (MACs). In this paper, we use a simple partial equilibrium framework to explore the trade and welfare consequences of trade liberalization through tariff reductions and MAC enlargements under the small country assumption when domestic production and imports are controlled by an ISTE. We show that tariff reductions and MAC enlargements have very different effects on the behavior of the ISTE. MAC enlargements induce inefficient trade by encouraging the profit maximizing ISTE to increase its exports. In terms of welfare, MAC enlargements are immiser-izing. We conclude that tariff reductions are to be preferred to MAC increases as a means to liberalize trade .  相似文献

A spatial equilibrium model of the world dairy sector is used to simulate the regional impacts of extending the 1995 Uruguay Round Agreement on Agriculture (URAA) dairy commitments to 2005. In particular, the import quota, within- and over-quota import tariff and export subsidy components of the URAA dairy commitments are analyzed both separately and jointly. This analysis provides insight into the tradeoffs among the various components of the URAA dairy trade liberalization. Extending the URAA to 2005 more than doubles the producer and consumer welfare impacts of the GATT 2000 relative to the BASE scenario for most regions. Aggregate producer and consumer welfare changes are estimated to be in the $2–5 billion range. Results suggest that western Europe remains heavily protected even after the URAA extension to 2005, and its dairy producers will lose the most with further, post-URAA dairy trade liberalization. In contrast, dairy producers in low-cost exporting regions (New Zealand, Australia and South America/South) will gain the most. Impacts of GATT 2005 on Japan, the U.S. and Canada are found to be relatively small. En particulier, nous analysons séparément et en interaction les contingents d'importation, les tarifs sur les importations faites à l'intérieur et au-delà des contingents et la section des engagements laitiers relative aux subventions des exportations. L'analyse jette un éclairage sur les compromis possibles parmi les divers éléments de la libéralisation préconisée par l'AAUR. Une reconduction de l'AAUR jusqu'en 2005 ferait plus que doubler les impacts sociaux du GATT 2000 sur les producteurs et sur les consommateurs dans la plupart des régions, par comparaison au scénario de base. Ces impacts pourraient se chiffrer entre 2 et 5 milliards de dollars. Des calculs modélisés, il ressort que l'Union Européenne resterait lourdement protégée, même après l'extension de l'AAUR jusqu'en 2005 et que ses producteurs laitiers seront ceux qui auront le plus à perdre d'une libéralisation plus radicale du commerce àl'expiration de l'Accord. En revanche, les producteurs laitiers des régions exportatrices à faibles coûts de production, comme la Nouvelle-Zélande, l'Australie et la partie méridionale de l'Amérique du Sud sont ceux qui auront le plus à gagner. Les impacts de GATT 2005 sur le Japan, sur les États-Unis et sur le Canada seraient relativement peu importants.  相似文献

Counterfactual simulations of a partial equilibrium model of the world salmon market suggest safeguard tariffs imposed by the European Commission on salmon imports from Norway, Chile, and the Faroe Islands would do more to punish producers in the named exporting countries than to reward United Kingdom producers. The reason is that export supply is less elastic than import demand on a bilateral basis, which means that most of the tariff's incidence is borne by the targeted producers rather than EU consumers. The incidence problem is exacerbated by the feed quota (now biomass limit) that Norway uses to limit its production. A marketing fee that expands market demand is shown to be less distortionary than its tariff equivalent, and thus may be preferred from a second‐best perspective.  相似文献
