全球宽带政策及对我国的借鉴意义

随着信息通信技术发展以及互联网新业务新应用对人们生产和生活的影响日益加深,承载网络数据信息的宽带已经成为一国关键性的信息基础设施.在当前金融危机影响仍然突出,全球经济增长不确定性仍然较强的情况下,主要发达国家和地区、主要新兴大国纷纷提出了国家宽带战略,明确了宽带发展的战略目标和路线图,通过刺激性政策措施支持本国宽带产业的发展.我们应充分借鉴国际上宽带发展的先进经验,并结合我国宽带产业发展实际,研究提出我国加速宽带网络建设和加快宽带经济发展的总体思路、路径和保障措施.     

西方发达国家农民利益表达及其对中国的借鉴意义

市场经济体制下，整个社会结构是多元的利益群体和利益阶层。各利益集团之间形成了错综复杂的利益冲突和斗争，农民在面对市场化和经济全球化的挑战下如何表达和维护自己的利益成为当今世界面临的共同问题。美国、日本、爱尔兰、法国等西方发达国家农民利益表达的方法渠道上的经验，在解决我国农民的利益表达上有一定的借鉴意义。     

Financing development in less developed countries

Defining development and measuring growth is not an easy task. Countries without adequate internal capital seek financial aid from external sources. Private, direct investment from foreign sources has been inadequate for financing growth. Debt and development assistance in the form of grants has been necessary for financing less developed country growth. Foreign debt and foreign equity have contributed to growth and development unequally. This paper examines the relationship between development and financing in 15 less developed countries.     

美国新经济的发展及其对我国的启示

“新经济”一词始见于90年代中期的美国，与之伴随的是美国经济123个月的持续增长。美国经济进入巅峰状态之际，新经济潮流迅猛，势不可挡。然而，新世纪开局，美国及世界经济遭遇增长减缓之痛，特别是“9·11”事件的发生将美国经济推进了阶段性调整的灰暗之隅。进入今年，美国经济以强劲之势走出低谷，出人意料地实现高增长，而对其背后成因的研究重新唤起世人对新经济的兴趣，其未来走向再度成为关注的焦点。依笔者之愚见，新经济只是大潮初起，其生命力蓬勃旺盛，前景看好。同时，新经济的发展亦对我国提出了诸多严肃的课题。与美国经济…     

The long term impact of economic development in developed countries on developing countries since 1820

The linkages between the economic development of developed and developing countries are analyzed historically. The analysis is divided into epochs, distinguished by global trade regimes and by common characteristics of long term economic growth. The break throughs in long distance transport technology which occured during the industrial revolution created a global economy in which the rythm of economic activity in developing economies became linked to that of developed economies. The major transmission mechanisms were international trade, international migration and international capital flows. Exports were the main engine of growth in developing countries. But the effects of export expansion varied across countries. The speed of transmission of the industrial revolution to developing countries depended on their institutional readiness; countries with most developed capitalist institutions in factor markets were the first to develop. The extent of diffusion of the benefits of growth from export expansion within developing countries also depended on the nature of their institutions, both economic and political. Finally, policies with respect to international trade, investment and agriculture were also critical to the speed and diffusion of economic development.The research underlying this paper is the result of a twentyfive year collaboration with Professor Cynthia Taft Morris. 随着人类社会的发展,全球性的能源危机和环境污染日益严峻.促进电动汽车的技术创新及产业发展,不仅是低碳经济的重要内容之一,有助于解决能源和环境问题,并且可以成为新的经济增长点.德国是传统汽车工业强国,汽车工业约占德国GDP总量的20％.为保持德国在全球汽车工业的领导地位,以及应对国际能源局势,解决日益严重的环境问题,德国政府和产业界近年来前所未有地加大了电动汽车研发与产业化力度.本文通过分析德国电动汽车发展对策的主要特征,立足北京市发展电动汽车的背景和基础,借鉴其成功经验,提出有助于北京市电动汽车产业发展的建议,为北京市的科技决策和产业发展服务.     

发达国家产业结构调整的特点及启示

发达国家在工业革命的推动下，由工业经济时代向信息时代迈进，产业结构呈现出一系列新特点，这些新特点对我国正在进行的产业结构调整给予极大的启示。     

发展中国家和地区外资并购情况及其启示

近二十年来,跨国并购与直接投资同步迅速发展,跨国并购在国际直接投资流量中所占的比重不断提高,2000年世界跨国并购总额已达世界直接投资总额的9成以上。特别是在发达国家之间,直接投资主要是以跨国并购的方式实现的。在发展中国家,情况有所不同。90年代中期以来,发展中国家的跨国并购也一直在迅速增长,但所占比重仍低于新建投资。2000年以跨国并购方式进入发展中国家的投资额仅为直接投资总额的3成。总体上看,发展中国家跨国并购与直接投资流量的比率呈上升趋势。1995年跨国并购额占直接投资流入量的14%,1996年为23%,1997年为35%,1998年达…

南京市是我国建立并施行价格听证制度较早的一个城市,它的价格听证制度的发生发展及其存在的问题具有一定的代表性。文章阐述了南京市价格听证制度的发生与发展过程,具体分析了南京市价格听证的制度设计及其实施中存在的问题,并进而提出对城市价格听证制度的改进意见。     

农业企业化经营的国际经验对中国的启示

西方发达国家在农业现代化发展过程中,农业企业化经营的特徵越来越明显。本文封美、法、日三国农业生产经营组织的构成及其发展趋势进行了分析,指出该三国农业生产经营的共同特点及其封中国现代农业建设的有益启示。
