Interpreting the unexplained component of the gender wage gap as indicative of discrimination, the empirical literature to date has tended to ignore the potential impact wage discrimination may have on employment. Clearly, employment effects will arise if discrimination lowers the female offered wage and the labour supply curve is upward sloping. The empirical analysis employs the ABS Income Distribution Survey 1994–95 and finds evidence of both wage and associated employment effects. The analysis is replicated for the earlier period 1989–90. A comparison across time is of interest given the substantial deregulation of the Australian labour market over the period.  相似文献

This paper calculates, using a representative-agent model of a small open economy, the optimal rate of national saving for Australia and Japan for the period from the middle 1990s to 2050. The calculations focus on the implications of making allowance for the aging structure of the population in both economies on employment participation, consumption demands, and labor productivity. It is found that for Australia the optimal rate of national saving increases up to the year 2011 and then decreases. For Japan the optimal national saving rate decreases from the mid-1990s until 2020. The subsequent pattern to 2050 is generally one of decrease with the exact pattern being sensitive to the weight placed on the consumption demands of old people. The contrast in these patterns between Australia and Japan is due to the fact that, compared with Australia, the aging effect on the structure of population in Japan occurs sooner and will be of greater severity.  相似文献

The social opportunity cost of consumption (SOCC) for an economy is the rate at which current consumption can be traded for consumption in the future. The SOCC is an important determinant of the socially optimal levels of investment and the current account surplus and should be an input into the framing of government economic policy. Using overseas interest rates, the SOCC for Australia is calculated in this article. The calculated series is fairly constant for the 1960s and then has a pronounced cyclical pattern from the late 1960s to 1988–89. The average value of the SOCC for Australia is about four per cent.  相似文献

Making allowance for the ageing structure of the population, this paper calculates the levels of optimal national saving and future living standards for Australia for the period 1999–2050. For this period, the optimal saving response to the ageing of the Australian population is for national saving to increase from its current level by 2.7 per cent of GDP by the year 2017 and then to decline to the year 2050. The implied growth of living standards is 1.20 per cent per year. Reduced immigration would reduce the rate of growth of living standards but reduced fertility would not.  相似文献

Commonwealth government tax expenditures arise because departures from the tax structure produce favourable tax treatment of particular types of activities or taxpayers. Such tax concessions can be used in the same way as direct expenditures to give effect to government policies, and in fact are often used as substitutes for direct expenditures. Although estimates of tax expenditures on health in more recent times are readily available, this form of subsidisation of the health sector has not been used heavily since the introduction of Medicare in 1984. It is for the period spanning the 1960s and the 1970s, when tax expenditures were a much more important source of health care finance, that consistent estimates are lacking. This article presents estimates of the revenue cost of income tax concessions for health in Australia over the period 1960–61 to 1988–89 and integrates these estimates into the currently available health expenditure statistics. It is concluded that failure to allow for tax expenditures on health when analysing public expenditures on health in Australia can lead to misleading conclusions about the net fiscal impact of changes in the Commonwealth's health expenditure policy. In particular, the fiscal effect of introducing Medihank in 1975 is significantly lower if account is taken of changes to tax concessions on health occurring at the same time. Likewise, the net cost of the introduction of Medicare in 1984 is overstated by measures based on direct outlays alone.  相似文献

The aim of this paper is to estimate the trend of social welfare for Australia using 1983–1984, 1988–1989 and 1993–1994 Household Expenditure Survey data. The functional form of the Social Welfare Function (SWF) was derived by Sen, Degum, Yitzhaki and Shesinski (all independently). Since the function contains the Gini coefficient as the inequality parameter, it could not be formally disaggregated by subgroups of population. This paper, using a method of subgroup decomposition of the Gini coefficient developed by Podder, attempts to disaggregate the SWF. With this method it is now possible to identify disadvantaged groups by their relative shares in total welfare. In addition the method is used to determine effect of economic growth on specific subgroups, and in turn, on total social welfare. This study is based on the Australian economy. Distribution of relative shares of total social welfare among various regional groups are identified, groups determined by occupational status and groups determined by country of birth. The effect on society's welfare for a percentage change in income of a group and the trend of relative welfare of a specific group are also computed. This information can be used in a variety of social decision making situations, including cost benefit analysis.  相似文献

This article establishes a conceptual framework for dematerialization and materialization, and develops a complete decomposition model for measuring them. Based on our conceptual framework and method, dematerialization in the energy use of the OECD from 1960 to 1995 has been analyzed. During this period, the increase in energy demand was 3597.95 Mtoe. However, the improvement of energy efficiency decreased energy demand by 827.20 Mtoe, and structural shifts decreased energy demand by 139.04 Mtoe. Thus, real energy demand only increased by 2631.71 Mtoe, and the energy saved was 966.24 Mtoe and the energy saving rate was 17.98% for this period. The energy saving rate was about 0.56% per year. In the same period, the increase of CO2 emissions was 9672.95 Mton. The fuel switching, the improvement of energy efficiency, and structural shifts decreased CO2 emissions by 1899.67, 2150.31, and 379.07 Mton, respectively. Real CO2 emissions only increased by 5243.93 Mton, the decarbon was 4429.02 Mton and the decarbonization rate for the period was 29.57%. The decarbon rate was about 0.997% per year. These results show that significant dematerialization has been achieved in the OECD during this period.  相似文献

This paper investigates the growth of government expenditure in the United Kingdom over the period 1960-86. Three features of this growth stand out. First, general government expenditure has grown, in real terms, over the past 25 years, at a rate faster than real GDP; as a consequence it has also grown as a percentage of GDP. Second, the impetus for expenditure growth has been provided by transfer payments and spending on health and defence, and finally attempts to control expenditure have fallen mainly on investment plans. The paper then goes on to examine various explanations for this growth in expenditure. After examining the role of demographic, social, economic and political factors, the paper concludes that an important additional reason lies in the failure to control expenditure. Thus a large part of the expenditure growth has not been planned but instead has arisen out of a failure of the institutional machinery designed to control such expenditure to ensure that expenditure outturns do not exceed plans.  相似文献

Professor Sun concludes that publishing performance, adjusted for differences in the number of Ph.D.'s granted, is not a function of the quality of graduate schools. Larger institutions appear to have an advantage by turning out a larger number of Ph.D.'s, but no correlation was found when the number of contributors to the AER from a school was compared with the rating of its graduate programs.

Economics departments may hope to improve their rating in doctoral programs by producing more Ph.D.'s and encouraging them to contribute to the AER, Professor Sun concludes.  相似文献

The object of this paper is to assess the net distributive impact of state expenditures and revenues on labour income in Greece for the 1958-95 period. This effect is measured by the net social wage defined as the difference between the total benefits received by labour from state spending and the labour taxes. We also discuss certain issues related to the empirical methodology employed in the present and similar studies and the way its inconsistent use has affected inter-country comparisons of the net social wage in the literature. Our empirical findings for Greece indicate that for the entire period no redistribution of income in favour of labour has taken place via the actions of the state. The average net social wage is very close to zero even though during the last decade we observe an increasing involvement of the state in the reproduction of labour. The positive net social wage of the few recent years coincided with high public deficits and appears to be a result of slow growth, high unemployment rates and compensation for the adverse developments for labour in the market distribution of income.  相似文献

The paper obtains new results about absolute and comparative advantage, by introducing international technological differences into the three–sector Findlay–Komiya and two–sector Oniki–Uzawa–Stiglitz models of open–economy growth with optimal saving. For example, if a country has the same Hicks–neutral advantage in all industries, it exports the capital–intensive tradable, even though the technological advantage is only absolute rather than comparative. Alternatively, even a small comparative advantage in some good is sufficient for the advanced country to export this product, regardless of relative factor supplies. In either case, the fundamental reason for trade is technological superiority rather than factor abundance.  相似文献
