The increasing usage of mobile communication and the declining demand for fixed line telephony in Europe make the analysis of substitutional effects between fixed and mobile networks a key aspect for future telecommunication regulation. Using a unique dataset which contains information on all 27 European Union members from 2003 to 2009, we analyze substitutability between fixed and mobile telecommunication services in Europe by applying dynamic panel data techniques. We find strong empirical evidence for substitution from fixed to cellular networks throughout Europe. In addition, the paper reveals resulting policy implications.  相似文献

This paper discusses two recent spectrum management frameworks, the Licensed Shared Access (LSA) developed in Europe and the Citizens Broadband Radio Services (CBRS) developed in the United States (US), which build their management approach on spectrum sharing. The importance of these two frameworks, besides their leading normative roles, is that recent debates have shaped them as cases to consider in the adoption of the upcoming fifth generation (5G) of mobile communications technology, in particular in the C-band. A discussion on these two frameworks is organised by following the four-step decision-making guide for spectrum management developed by Pogorel (2007), which requires spectrum authorities to make decisions in four areas of spectrum management: frequency harmonization, technology standardization, type of usage rights and assignment procedures.Notwithstanding the similarities with respect to the four areas of spectrum management considered, the two frameworks differ on their implementation schedules. CBRS leads the way, with a handful of providers receiving government approval to manage spectrum access controllers, and as of mid 2020, scheduled to have allocated spectrum licenses on half of its available spectrum. On the contrary, European countries have shown scarce interest towards implementing the LSA, despite the extensive work carried out by regulatory and standardization bodies.This may suggest that there are external contextual factors which influence the successful implementation of spectrum sharing frameworks. An interesting aspect which deserves further investigation is the institutional context in which decisions related to radio spectrum management are taken. Unlike the US authorities, European institutions do not possess coercive enforcement powers with respect to spectrum sharing. This key difference may contribute to explaining the different speed at which LSA and CBRS are implemented.  相似文献

Cognitive radio (CR) is still an emerging and disruptive communication technology which is expected to improve the overall efficiency of the spectrum use. It is envisaged that cognitive radio systems (CRS) could impact many aspects of communications and in particular could facilitate accommodation of the increasing amount of services and applications in wireless networks. Intensive research on CR aims at maximising the utilisation of the limited radio spectrum resource. There have been many advances in CR regarding the technology development aspects; however supplementary research on regulation, policy and market structure reforms in relation with application specific deployment is still required before any CR-based spectrum access could be implemented for specific broadband mobile applications. Indeed, mobile community is still at an early stage of understanding and development of CR capabilities and it is premature to envisage wide deployment of CRS without careful consideration of regulatory and business issues. Therefore, this paper gives a classification of CR-based network and application scenarios, and investigates the feasibility of them from a regulatory perspective at a global level (ITU-R). Main part of this paper presents the wireless network operator’s approach to CRS specific for International Mobile Telecommunications (IMT) systems and proposes the radio environment map (REM) concept as a cognitive tool that increases environmental awareness in wireless network operator’s networks. Studies, which the authors performed internally and within the framework of a collaborative European project as well as within ITU-R yield the conclusion that, at shorter term, only intra-operator based CRS maximises the possibility for CR capabilities to be implemented.  相似文献

Much can be learned from the audiotex experience regarding the future regulation of automated, recorded, live conversation and fax-based information and entertainment telecommunication services. Audiotex has raised a number of ‘carriage v content’ issues with significance for value-added multimedia services more generally. In addition, audiotex has led policy makers and practitioners alike to wrestle with the challenges posed to traditional, industry-focused regulatory regimes by the convergence of the telecommunications, broadcasting, computing and publishing industries which lies at the heart of the development of multimedia services. This paper draws heavily on events in two of the most developed domestic audiotex markets (the UK and the USA) in discussing four lessons which it is suggested both industry players and regulatory bodies take from the audiotex experience in considering the future development and oversight of electronic information and telecommunication services.  相似文献

The amount of wireless and mobile applications and devices is rapidly growing. This exponential growth might be hindered by a scarcity of suitable radio spectrum, a necessary but limited natural resource required for all wireless communications. Spectrum scarcity does not only slow down data growth, but may also disrupt existing communications. Cognitive radio may provide a solution to these issues, but although the concept seems promising, few products making use of CR have been brought to the market. This is due to significant uncertainties surrounding the appropriate economic scenario for CR, the regulatory framework and the technology enablers needed for such CR scenario. As business, regulatory and technical constraints are largely co-determined by each other, this paper proposes to align them, paving the road for the implementation of specific economic scenarios with appropriate regulation. First, from the business perspective, a taxonomy of possible economic scenarios for CR is proposed. Second, for each scenario a number of regulatory requirements – based on a European context – and characteristics are given. In doing so, it is argued that the economic scenarios are inherently distinct so that CR regulation should be customized for the type of scenario envisaged. Third, from the technology perspective, this article reviews the possible CR enablers, showing that spectrum sensing, CPC and geolocation database all have their strengths and weaknesses, and receive varying support from business and regulators. Based on the analysis it can be concluded that, although the introduction of CR does not seem problematic for the unlicensed scenario and the flexible operator scenario, more complex measures are required to enable CR to contribute to the implementation of spectrum pool—and spectrum market scenarios. It can also be concluded that, out of the three proposed alternatives, the geolocation database is the most likely candidate to be used for CR purposes. However, although this database is a clear favorite for applications within the TV White Spaces, spectrum sensing should not be discarded as a potential CR enabler for highly sensitive applications in high-density radio environments.  相似文献

Arguments for and against monopoly and competition in the provision of telecommunication services are considered from the perspective of a dominant telecommunications operator in a small European country, Sweden. The importance of provision of public services is stressed as well as the need for efficient international standardization. A brief overview of the historical development of the telephone is given, emphasizing the importance of timely standards for technique, services and operation. The introduction of new technology and changing national policies in the provision of telecommunication services call even more for standardization at both the national and international level. Compatibility is a crucial factor in telecommunications and should be achieved by appropriate design and not by adaptation of installed equipment. Finally, the authors describe the newly developed CCITT policy to reconcile the necessity of continuity in standard telecommunication services and innovation due to the inherent potential of new technology.  相似文献

The European Commission has recently sought to substantially revise how it regulates the telecommunication industry, with a key goal being to incentivise investment in high-speed broadband networks. Ambitious goals to incentivise investment in high-speed broadband networks have been set across the European Union, initially in the ‘Digital Agenda for Europe’ and more recently in its ‘Gigabit strategy’. These goals reflect the view of many that there are widespread and significant socio-economic benefits associated with broadband. Our analysis explores the consequence of target setting at a European level, in terms of encouraging investment and picking which technology should be adopted within the context of technological neutrality. We demonstrate that while public policy targets might implicitly favour specific technologies, especially when gigabit targets are defined, the technological choices that occur within individual Member States are shaped by the complex and dynamic interaction between a series of path dependencies that may vary significantly across as well as within Member States. Adopting an ecosystem perspective, we propose a conceptual framework that identifies the key factors associated with technological neutrality and informs a rational decision-making process.  相似文献

To Europeans the sight of a quasi-legal body, the US Federal Communications Commission, holding hearings to define the boundary between computing and telecommunication may easily seem absurd. However that distinction, and the distinction between those services and broadcasting, is crucial in both Europe and North America. Previous practical distinctions have been based on technology and so inevitably become obsolete. The US process for achieving a distinction may appear cumbersome, but it does outline the problem and the importance of the underlying issues. Europeans cannot be complacent about the need for such a definition or smug about the superiority of a regulatory process that appears to avoid that need.  相似文献

Telecommunication services have existed as a legal monopoly nearly throughout its entire history. In 1998, telecom market liberalisation was achieved across the European Union (EU) through the introduction of competition among telephone services. Asymmetrical obligations were deemed necessary in order to compensate the market power of the former monopolist.As the evolution of asymmetrical regulation in Spain illustrates, obligations and the telecommunications operators subject to them increased with the regulatory framework established in 2002 in the EU. This new regulatory framework may continue to expand through the inclusion of functional separation as another possible asymmetrical obligation. In short, it seems that the regulatory pressure on the telecommunications industry is increasing, despite the lapse in time since the liberalisation of the industry.In this paper, a methodology developed by the Austrian School of Economics is applied in order to explain why the telecommunication market is subject to increasing regulation in Europe, rather than deregulation, after more than 10 years of liberalisation. In particular, Mises's theory of price control is used to explain the evolution of the regulation of local loop unbundling.  相似文献

Many technology institutes have been criticised for their dislocation from, or lack of relevance to, industry. This paper provides an overview of a major benchmaking study which analyzed in depth the most successful technology institutes from eight nations (four in Europe and four in East Asia). Institutes selected for study met a criterion which included a combination of dynamism, relevance to industry, contribution to the national science and technology infrastructure, independent fund-raising capability, innovative organizational structures, and effective management. The paper examines the activities engaged in by the eight institutes, the principal challenges they face, and identifies the main success factors underlying their achievements. The paper attempts to illustrate practical, best practice strategies by showing how leading technology institutes have successfully contributed to their national system of innovation. To this end, success factors have been categorized into those factors which are under the direct control of the institutes (internal), which are outside of their influence (external), and those which can be affected to a lesser or greater extent.  相似文献

The telecommunications world is being swept by technological and national regulatory changes. The international telecommunication institutions — the ITU, INTELSAT and CEPT — were founded in times when technological trends were more stable and national regulation was more homogeneous. How will they cope with these new changes? In an era of growing heterogeneity, the ITU may need to look increasingly beynd itself to maintain its centrality. Meanwhile, INTELSAT faces challenges from new market entrants and a more flexible approach to new technological and commercial imperatives in satellite and cable services. The EEC is awakening to the need for institutional change within Europe and this is already having an impact on CEPT. It is concluded that to survive and to maintain relevance the existing international institutions will need to initiate changes or face a loss of authority to other institutions such as OECD and EEC.  相似文献

The structure of mobile telecommunication markets varies considerably across Europe, ranging from monopolies with a handful of subscribers to markets with five operators and many millions of subscribers. Where competitive markets occur, there is also an incumbent operator possessing substantial first mover advantages. This paper explores these advantages, asking whether the incumbent has remained the largest operator as the market has developed. This question is investigated using data from 49 European countries. The analysis finds that in most countries the incumbent continues to be the largest operator measured by market share. In some countries, later entrants into the market have struggled to gain market share, contributing to the highly concentrated nature of many mobile markets. The extent to which the geographical footprint of an operator influences its market share is also examined.  相似文献

Technology education is a well-established field of knowledge whose applications have many ramifications. For example, technology education may be used as a tool in meeting the challenges of sustainable development. However, the usefulness of technology education to the sustainability debate as a whole and to education for sustainable development in particular, has largely been overlooked in the past. Indeed, there is a paucity of academic studies which examine the contribution technology education may provide to education for sustainable development. On the basis of the need to address this knowledge gap, this paper reviews the state of affairs in relation to education for sustainable development and considers its links and appropriateness to technology education. A further objective of this paper is to present examples of initiatives and existing practices around the world, drawing partly from the results of the 1st European Conference on Education for Sustainable Development held in Greece in October 2007, as well as from other initiatives undertaken in Europe and North America. Finally, some measures that may be adopted in order to enhance the contribution of technology education to education for sustainable development are outlined.  相似文献

South Korea proclaimed a gradual economic liberalization ever since the early 1980s. Regardless of her vow to do so, however, most of liberalization efforts turned out to be a sheer rhetoric. In sharp contrast, genuine market liberalization and regulatory reforms are being introduced in the telecommunication sector, which is unprecedented in the Korean economic history. Why and how could Korea pursue such a full scale market liberalization and regulatory reforms in the telecommunications sector? Though it is argued that a regulatory convergence in economic management is found in everywhere in the world, the particular speed, scope, and/or processes of a country’s telecommunication reform cannot be understood correctly without examining the structures and institutions of the Korean political economy and of the telecommunications industry. This paper examines the causes and consequences of the Korean telecommunication reform by analyzing the relevant institutional changes both in domestic and international, which largely affect the interaction among those involved in the process of market liberalization and regulatory reforms.  相似文献

In order to identify discontinuous technological change and develop appropriate action, companies are increasingly building technology foresight (TF) practices. This paper explores how, using networks of experts, TF capabilities can be built. On the basis of three case studies and 43 interviews, it is shown that building foresight systems through networks of scouts yields several benefits, including the support for sourcing external technologies. Using insights from the three major telecommunication incumbents in Europe, the paper describes and discusses (1) what can be achieved by technology scouting, (2) how a process can be set up, (3) what is important in the design of a scouting network, and (4) the characteristics that should be aimed for when choosing technology scouts. The paper contributes to the methodological base of corporate foresight, to the technology management literature, and to the understanding of how companies can increase their open‐innovation capabilities by extending the intertwinement with their environment.  相似文献

How have the technology intelligence approaches of large technology‐intensive companies changed in the last 30 years? This paper aims to answer this question through case study research in 26 leading European and North American companies in the pharmaceutical, telecommunication equipment and automobile/machinery industries. The empirical results show that technology intelligence approaches have closely followed the changes in R&D organization, project selection and technology planning. Three generations of technology intelligence management can be distinguished. Furthermore, the contingency factors for the location of technology intelligence within technology intensive companies are identified.  相似文献
